Government of the Royal Republic of Bruke
Greetings from the Royal Republic of Bruke. The Government has authorized the Ministry of Foreign Affairs to establish an embassy program with all interested countries.
Bruke is a constitutional monarchy with a semi-presidential system that includes separation of powers. There is a monarch who is the de jure head of state, a president who is the acting head of state as specified in the constitution, a prime minister who is the head of government, and a cabinet which consists of various ministries, which are referred to as the Government or executive branch. A tricameral parliament serves as the national legislature and is the legislative branch, and a three-tier justice system makes up the judiciary or judicial branch.
The Royal Republic has a federal system of government with the nation serving as the first tier, the three provinces serving as the second tier, and the six city and/or county governments serving as the third tier.
Because of the federal system, there are some differences on what is and is not illegal. For example, in Metropolitan Province, which consists of the City and County of Dub and the City and County of East Dub, cannabis in all its forms is legal to possess throughout the province. However, it CANNOT be bought, sold, or publicly consumed in East Dub, but CAN be bought, sold, or publicly consumed in Dub City.
Any questions regarding these differences will be handled on a case by case basis, through Telegrams (In character).
Generally, embassies and consulates are to be built only within the specified areas in Brukeville and Dub City, known as the Diplomatic Districts. Because of the limited space available, embassies/consulates are to be built on a first come, first serve basis. Vacant embassy compounds can be used instead, but they are reserved for nations with long-standing and close relations to the BR. The country establishing the facility will be responsible for construction in one of the Diplomatic Districts if vacant embassy compounds are unavailable, along with utility costs. The same rules apply to embassies built outside the Diplomatic Districts, and embassies can only be built outside the Districts with the explicit permission of the Government.
Security within the compound grounds will be provided the country establishing the embassy, but heavy weapons and armored vehicles will not be allowed into the Republic. Security in the area outside an embassy will be provided by Brukean security forces.
All diplomatic personnel and compounds must be registered with and acknowledged by the Ministry of Foreign Affairs as such, and the Foreign Ministry may require some applicants to go through an additional screening process with the Security Ministry.
Regulations regarding diplomatic personnel:
Ambassadors have full diplomatic immunity, but please note if they commit a crime, especially a violent crime, felony, or both, they may be declared persona non grata and expelled from the country. After being expelled, if they try to return without permission, they will be arrested, detained, charged, and convicted as an illegal alien.
All embassy staff below the rank of Ambassador only have partial diplomatic immunity, that is to say they only have immunity for crimes relating to their official duties. They may not live within the embassy compound and must live somewhere within the Diplomatic District or area that the embassy is located in.
If embassy staff below the rank of Ambassador commit a crime unrelated to their official duties, they are subject to our laws and justice system. If sufficient evidence of a crime exists, they will be prosecuted. If our police have a warrant from a judge on the basis that one or more of your embassy staff has committed a crime, the staff may be arrested and detained, have their residence and property searched, or both. If convicted, they may face fines, imprisonment, or even the death penalty, depending on the severity of the crime.
Regulations regarding diplomatic compounds:
Diplomatic compounds, such as embassies, have extraterritoriality. This means that although they are part of the territory of the Republic, they are not generally subject to our laws. Instead, they are subject to the laws of the country that operates the embassy.
Extraterritoriality will not apply in cases where an embassy gives shelter, aid, or other assistance to a known criminal, fugitive from justice, or member of a group that the Government has labeled a terrorist organization.
By providing the information requested below (Out of character), and agreeing to the terms as listed here and below (In character), the Government will allow an embassy to built and staffed in Bruke.
