First, the emergency is acknowledged, second, first response bots are dispatched to the location for S&R operations, usually using advanced scanning devices to locate injured, once an injured is located, the swarm relocates enough units to lift up the debris, and take out the injured to different, safer location.
By the time the first injured are evacuated, the final stage begins, medical teams will treat the wounded, and take them to the nearest health center.
The two last stages are repeated until the teams can confirm, no more injuries/deaths.
After the teams confirmed it, the clean-up stage begins, swarms of bots are dispatched to remove the debris and put it on a space-vessel, the latter takes the debris to be recycled, and so it continues until all the debris was cleared.

Under the "Imperial Act-738467", all weapons classified as WMDs(Planet Busters, Radiation bombs, and so on) are to be dismantled or destroyed.

First, the Federation was once an Empire ruled with an iron fist after the Reformation, it would be more accurate to call it a complete cluster fuck, and even more accurately as a bloodbath.
The Reformation was just a term for a revolution, and as all Iron Fisted governments, well, they wanted to keep the power, and so during peaceful protests, the military opens fire.
Big surprise! The people ain't too happy about losing many family members and are even MORE mad about having piles of corpses on the streets, obviously, there is mutiny in the army when the lower levels of the military simply rebel against the government for being forced to shoot innocent people.
You think the military shooting peaceful protesters was a bloodbath? HAH, yeah, right.
The military would gun down anyone on the streets who even LOOKS rebellious, which caused many military members to shoot people they disliked and justify it by "They were a rebel", obviously, they got no punishment for that.
Aside from the military gunning down everything that moves, the internal resistance grows stronger to the point of a revolt from the people and many parts of the Military, which left at best 5 percent of the population dead, at worst, it's estimated to be 20 or even 35 percent(The revolt was poorly documented, no one wanted to get shot while trying to, and all the deaths were literally removed by the government), but that's the bad part.
After the revolt, with the current leader getting shot in the streets by her own military, reform begins.
Presidential ruling proved to be awful, an experiment that failed horribly, and so, no more presidents the people said.
The parliament was established! And it had as many people as possible to represent more sectors and little sectors in these sectors.
This is where the Utopian era began, alongside a horrible anthem that the people consider a funny gag, and so far just keep it as a joke.
More and more work is taken over by bots, to the point of full automation, people had free and complete access to immortality, you could, if you wanted, completely change your appearance, crime is non-existent at this point, what's the point if you have access to so much entertainment, education, no money, food, and so on, including a decent police force?
