However, the President can delegate authority to sign non-budgetary legislation or legislation considered by Parliament to be "low leverage" legislation to the Lieutenant President for his or her signature.

The Lieutenant President is the de facto head of government, having been delegated the authority to run Cabinet meetings. Recent legislation removed the authority of the Lieutenant President to vote to break ties in the Senate. The Senate President now reserves that authority.

The office of Senior Vice President and External Affairs Officer is essentially equivalent to the U.S. Secretary of State or the foreign ministers of various countries. However, the office holder is next in the line of succession after the Lieutenant President, and is now constitutionally bound to assume the authority of the office of Lieutenant President in the event that person is elevated to the Presidency.
