The following rules are drawn from the Cartography Act of 2015, the Cartography Act of 2016, the NVC rule, and later rules established by the previous mapmaker.The mapmaker will inform potential claimants if their claims violate any of the listed rules. The mapmaker will also clarify the rules further if asked. Claimants are urged to TG the mapmaker should they have any questions regarding claims or expansion.
Rules on Claiming a spot on the map:
Claims may only be made by members of the Sovereign Charter. Foreigner claims will not be accepted. Nations that Cease To Exist (CTE), leave the Charter, or are otherwise inactive can and will be removed from the map at the Cartographer's discretion.
- Initial claims are limited to 20 full hexes.
Rules on Expansion:
- Any nation seeking to expand must do so through IC (In-Character) means, either through dispatches or through participation in regional roleplay. Links to such must be provided to the mapmaker when making the expansion claim.
- A "newspost" shall hereby be defined as a dispatch on a given nation's factbook or in the dedicated Sovereign Charter news-thread, of sufficient quality to account for a nation's acquisition of a given territory.
- Expansions through dispatches may only be made once a month, and such claims are limited to three (3) hexes plus any extra hexes per month.
- Expansion through regional roleplay will be treated on an ad-hoc basis by the Cartographer.
Bonus hexes A bonus to expansion claims shall be granted based upon the climate of the hex in question - here defined as which climate zone dominates a given hex - and whether the claimant nation is landlocked or not. Such bonuses apply as follows:The aforementioned bonuses are able to be stacked within a particular claim, but bonuses do not apply to bonus hexes.
- One extra bonus hex is granted regardless of climate-based bonuses if the claimant nation is landlocked. This applies in addition to climate zone bonuses, but expires once a nation acquires any territory bordering the open seas [inland bodies of water do not count]. The landlocked bonus still applies even if the resulting claim grants the nation access to open seas, but after that point the landlocked bonus may no longer be claimed.
- One further bonus hex is granted if the claimant nation claims only inland, non-coastal hexes.
- Steppe and Subarctic hexes grant a 3-to-2 bonus on those hexes. (Three of such hexes grant two bonus hexes).
- Polar and Desert hexes grant a 1-to-1 bonus on those hexes. (Three of such hexes grants three bonus hexes)

Expansion claims need only provide the link to the relevant news post or roleplay post. All claimants must provide an image of their claim either in the dispatch/roleplay post, or in the claim post itself.
