Ooh, I do like the sound of that. Voice's personality seems to be a nice contrast to Yoshi (but perhaps a foreshadowing of what could happen to her?) which could make for an interesting dynamic. I'll hold off on starting anything until the team settles down, though would make for a cool character arc for sure.

Are you sure? I was under the impression that Carter had just stunned him with that kick. Let me find the quote.

I decided to use some good old fashion worldbuilding to help be get me started. Couldn’t start off very easily with introducing the character himself, so I had to create a breathtaking setting...at least what I tried to do...

Ever since the 1939 and the full realization of superhumans, governments have been desperate for a solution. From that desperation, a certain foundation was secretly put into accordance. At first its mission was simply containment, study and if necessary, neutralisation. The group was founded by and operated within the USA, working to limit the impact of the superhuman community, even spearheading the capture of Liberty in 1946. Until the Super Human Volunteer act, the organisation worked away from public view and had even began to spread across equally concerned allied countries. They were the government boogie men many superhumans feared. While they weren’t all knowing, they were unquestionably ruthless and determined to stamp out any and all superhuman threats.

After the super human rights act however, a major shift in procedure and leadership began to take place. It was slow at first, but with time the organisation began to work more openly and less brutally. Certain issues would always be contained, and agents still didn’t hesitate to use lethal force in times of danger, but bit by bit, their fangs started to retract. Instead of armoured forces in the middle of the night, a man in a suit with a team of lawyers would show up at a suspected house. A new law would be promoted and snuck under the public’s attention through endless congress bills and by the late 1980s the first powered agents were legally on the organisation’s payroll. With the changes within, the organisation finally admitted it too had to change as a whole. The biggest of which was against the organisation’s arguable official ‘inexistence’. As the Superhuman Defense Council was made, small elements of the original organisation were brought in and soon the shadowy department of Pandora’s Lock was fully implemented. In essence, Pandora’s Lock was made as a quiet but effective branch of the SDC that hid in plain sight. While the vast majority of the world saw the council as symbolic and ineffective, it provided the perfect cover for Pandora’s Lock. With their new position they were made to monitor the more dangerous superhumans, constantly develop weapons and personal capable of defending civilians from threats that countries couldn’t individually handle and now, ensure that the countries and races of the world followed the new superhuman rights act rather than reignite the bio-weapon rush. They couldn’t do the job of the heroes but in times of crisis they would be the buffer against destruction.

Since then, Pandora’s Lock has only grown. In many ways it has become an international CIA for aliens, superhumans and magical artefacts deemed too dangerous or costly to be properly handled by a single country. While the highly trained and equipped task forces still exist and are occasionally sighted during the larger Superhuman battles, the most common agent is more akin to a standard government employee. Arriving at houses in a suit and as a representative of the SDC, giving stern warnings and fines before leaving the occasional cease and desist orders.

Before WWII the existence of superhumans was highly classified but still known to a few. For most people, this was enough, but for one US general James Lionheart it was a disaster in waiting. For most of his career, his higher ups decided to leave his rantings unanswered, throughout human history the ‘abnormalities’ as they were dubbed, hadn’t been an issue and preparing now would only potentially shake up the norm. When WWII started to do just this however, leaders across the world began to silently panic. Single men capable of extraordinary feats were suddenly a viable threat. One man could storm a beach, hold back a battalion or level a building, they had the potential of becoming the greatest bioweapon the world had ever known.

From this concern, the US finally granted Lionheart his task force to lead from the shadows of the OSS. From there, he would work to develop new training methods for soldiers as well as spurring the country’s own secret ‘abnormal’ weapons development program, with the claim that soviets were certainly doing the same. This fear of falling behind was what ultimately lead to Lionheart’s success. As an individual he was ruthless and paranoid, and his task force was made to match, over the next few years they worked tirelessly to secure magical artefacts, remove alien exposure, repurpose any recovered technology and of course, quietly besmudge famous superhumans to prevent the growth of their fame before removing potential risks. One key figure believed to be hit by this movement was Liberty himself, and while he ultimately surrendered peacefully, there is little doubt that Lionheart himself had played a part in his incarceration. From this time period, the superstition felt by the US government let Lionheart work without restraint and without record, for the modern day Pandora’s Lock, this section of its past is seen as a black cloud due to the number of unknown events and undeniable brutality used in subduing non hostile elements.

It was during the vigilante crusade that the government finally realised the extent of Lionheart’s paranoia and the liability his task force had become. Throughout the country he had tried to set up curfews, military checkpoints and even abductions of young superhumans, worst of all though was the discovery of the testing initiative. While its existence, purpose and activities have all been stricken from whatever records so much as hinted towards it. It resulted in Lionheart’s immediate dishonourable discharge and incarceration in 1961. From then onwards the task force stayed in a state of flux with no commander staying in charge for more than 2 years. During the same time, vigilantism continued to rise and the group’s effectiveness rapidly decreased. It wasn’t until the Super Human Rights act of 1979 did the task force finally accept the need to modernise. The group was dismantled, then reassembled as a branch of the Superhuman Defense Council simply dubbed Pandora’s Lock. A small group made to assist governments with security against unforeseen threats while their own militaries mobilised as well as ensuring the core values of Super Human Rights act was properly upheld. While most of their activity was classified they worked behind the name SDC to avoid attracting public attention.

Over the next twenty years Pandora’s Lock continued to adapt and change with the world. When the United Champions were formed, they assisted with potential members, equipment and threats. When more teams began popping up around the world, they worked on viable global reactions, eventually proposing new laws regarding vigilantism and superhero team-ups to its member states. While it can’t be proved, many officers boast about laying the foundation for groups such as NASL. In time, several of these laws were passed and adapted across the world, including several permitting Pandora’s Lock to hire their own superhuman agents and scientists. By 2000 the entire leadership system had been remade with 5 ‘overseers’ appointed by the UN and the SDC to control and command their segment of the division and constantly report on their work. This also resulted in the division splitting into more manageable parts, specifically; Intelligence, R&D, First Response, Public Relations and Containment.

The first contact event was when Pandora’s Lock finally proved itself as an effective force. After the aliens were detained, a new threat emerged with the rift and hellish monsters that spewed from it. While the heroes of the world all worked to fight the horde in the cities, armour clad human troopers with an unknown ensign could be seen brandishing advanced weaponry against the monsters around the world. Small teams of PL agents were fighting alongside militaries and leading charges as they worked tirelessly to evacuate civilians, support and rescue overrun heroes and on several occasions, provide distractions for the good of the many. During the rift’s short lifespan, Pandora’s Lock forces moved relentlessly to counter and delay the horde wherever it appeared, occasionally buying whole hours for evacuations and defences. By the time the rift was sealed the UN finally had its own definitive proof behind the usefulness of the PL. Since then it has worked tirelessly to provide assistance wherever its most needed. Through legal matters, investigations and of course, security.

Bio: Mike Matthews was born into a family of super heroes. His parents, Sandra and Gabriel Matthews secretly lived as the famous paragon superheroes Shinning Light and Stalwart Steel resulting in Mike having a unique childhood. Before his birth, his parents held hopes of him being powered and when his abilities became apparent they were overjoyed. And while Mike was still too young to fully realise his situation, he grew to despise it. To him, his powers were the reason behind all his extra classes and work, and his parents’ powers resulted in them always being away. It wasn’t until he was 6 did he finally realise just how precarious his life was. By some twist of events, a superpowered criminal discovered the Matthews secret identity and kidnapped Mike. What followed was days of confusion and movement before watching firsthand the confrontation between villain and hero. While many might of seen it as a clash between the mighty, the young Mike only saw it as his parents fighting others and getting hurt all because they were ‘heroes’. In a single moment, Mike had laid the foundation of his world view and his whole understanding of society began to take form.

While the battle raged on, feelings of dread and fear started to take over, he had grown up learning how powerful he was meant to be and yet here he was, useless, less than useless. All he was in this case was the bait someone had used to hurt his family. And as the feeling of emptiness started to spread another figure approached unnoticed. It was a man Mike had met several times but never really noticed, his grim, stone faced, powerless uncle Kross. In the next moment Mike’s guards fell to a barrage of silenced flashes as he made his way across the lair towards his nephew. After freeing him from his cell, he embraced the panic-stricken boy and simply stated he was safe now before carefully injecting him with anaesthesia.
Mike woke up several hours later and aboard a SDC ship. Apparently, Mike’s parents had won the battle but Kross had refused to return Mike until they had confirmed that no one else knew their true identity. While there had been a long string of harsh words exchanged, they ultimately agreed for their child’s safety. For the next month Mike lived with Kross, to him, he was almost the exact opposite of his parents. Cold, rough voiced, tough, rude and always brutally honest. While most his age might have found him mean, Mike was intrigued. No matter how he acted, he knew that while everyone else was fighting, Kross was the one who had made it past every danger and rescued him, all without powers. When he finally asked him about how he did it Kross looked Mike in the eye before simply stating “Its my job”.

Before moving back in with his parents, Mike’s powers began to fully develop resulting in several accidental explosions and a nearly indestructible apple. Concerned for the boy’s safety but still unwilling to return Mike, partly out of the secret identity crisis but admittedly also out of spite at his brother, Kross took him to his workplace at AIERD. There got his first clue as to what Kross really did for a living. He was a member of Pandora’s Lock and worked with the SDC to monitor and prepare for certain dangers. There Kross handed over Mike to a group of scientists in order to help him understand and control his powers. Before they could finish though Mike was reunited with his parents and while they wanted to take him as far away from Kross as possible, they once again caved to his logic and permitted Mike to train with Pandora’s Lock. For the next few years Mike continued to practice there after school, and while his parents’ identity was secret Kross working for the SDC was a commonly known and ignored fact. To those around him he was simply a government man with a drinking problem.

During his training, Mike’s powers were able to flourish. The more he understood what he was doing, the more in control he felt and the more he could achieve. In addition to his powers though, he continued to follow Kross. At first the old man did his best to avoid the child’s gleaming eyes, believing it would pass with time so long as he didn’t feed the curiosity. Instead however, as the weeks passed and the unrelenting questions continued he finally caved and began responding to the boy. For a while he tried to sugar coat his answers, but soon enough he slipped into normality and casually explained the many grey areas of the world to his 8 year old nephew. Soon enough Kross even began to train Mike in self defense. Kross himself had started off as a field agent and had learned first hand how important it was to be able to fight. Though his own experiences made his fighting style more brutal than one would expect and being himself, he failed to see the problems involved with teaching it to a child. By the time Mike was 10 a strong bond had formed between him and Kross. While still young, Mike found himself agreeing with many of his uncle’s points and as for Kross he couldn’t help but respect his nephews persistence and determination in nigh on all aspects of life.

Since then, Mike has continued to train with Kross on a weekly basis but eventually stopped training his powers outside of his education in Thomsen High. By the time he was 16 he had an internship within SDC and had started to map out his future career. From then to now, Mike has continued to train and study his way through school showing particular interest in physics as he struggles to better understand his own capabilities.

Powers:
  • Matter Manipulation(ish): Mike is able to interact and control matter on an atomic level. For now, this is limited to influencing the bonds between molecules. In essence, Mike can either strengthen or shatter them. By strengthening them he is able to reinforce materials, turning things like garbage cans into near unbreakable disks. Vice versa, by shattering them he can either steadily wear down material or cause relatively intense explosions. Although the power is limited to line of sight and up to 10 meters, but when he makes physical contact he is able to create a delay before the effect takes effect.
  • Trained for duty: While Mike isn’t a spartan or some great warrior he has been trained to fight, mostly by his uncle. Unlike his parents, he fights dirty and viciously relying on cheap tricks and brutality to quickly overpower his opponents. Usually by using his surroundings or more preferably, weapons.

Limitations:
  • Golden Heart. Mike has sworn to never use his power on living matter. This determination is so strong he has unconsciously blocked the power from working on any living creature.
  • Double Edged Blast. Mike is not explosion proof. As such, using his powers at short range places him in harms way and makes it beyond ineffective at close range.
  • Timed. His strengthening ability is not permanent and after a few minutes any effect will begin to wear off unless remade.
  • Unfocused. To make his powers work, Mike needs to ‘visualise’ putting energy into molecules. To do this most effectively he needs a clear mind, time and energy. As of now he also cannot create explosions much larger than a small hand grenade but has been able to reduce a tank to scrap over the course of 3 hours under lab conditions.

Weaknesses:
  • Selfless idiot: Has a habit of losing focus when others are in danger
  • Bad multi-tasker: When in the midst of a fight Mike can forget himself and lose sight of the big picture in terms of tactics and strategy.

Likes: The work his Uncle does, Pandora’s Lock, Order, Physics, People.
Dislikes: His parents, Modern Hero Ideology, His parents, Hero based sponsorships, His parents, disloyalty, His parents and corruption.

OOC- I love a good superhero RP :D. Anyways, I thought it could be interesting to make a faction based around a semi-shadowy organisation made to be a sort of 'safety net' for some countries. Something in case the heroes can't respond or respond to new threats (and I may have been reading too much SCP beforehand). As for the character I thought it would be interesting to have a character who likes the idea of ordered security over vigilantism and control but whole power revolves around disorder and entropy. All that aside, let me know if anything seems wrong, clashes with the lore or just seems like it should be changed.

Faction app is accepted, nice work there.

As for the character app, Bio is fine, but the powers section concerns me. Honestly the weaknesses and limitations are very Gary-sueish and none of them are really unique to matter manipulation. You did a decent job limiting that power, but its' upward potential is still very high. So I would need some more meaningful weaknesses directly related to matter manipulation before accepting.

Apologies for the wall of text, was trying to catch up to current events. Tldr, skip to the bottom portion after Yoshiro rescued a friend who was caught in some rubble after the earthquake. She's been attacked by one of the prisoners (unpowered) and could use a hand.

Mike Matthews was born into a family of super heroes. His parents, Sandra and Gabriel Matthews secretly lived as the famous paragon superheroes Shinning Light and Stalwart Steel resulting in Mike having a unique childhood. Before he was even born, his parents hoped he would prove to be powered and were overjoyed when they became apparent at the age of 3. While too young to fully realise his situation, Mike grew to despise powers. To him, all his they did was give him his extra classes and work to do, while also causing his parents to constantly be away. It wasn’t until he was 9 did he finally come to understand just how precarious his life was. By some twist of events, a superpowered criminal discovered the Matthew's secret identity and kidnapped Mike as his parent’s fought off another disaster. What followed for Mike was days of confusion and panic before being forced to watch firsthand the confrontation between villain and hero as his parents fought to rescue their son. While many might have seen it as a clash between the mighty and powerful, the young Mike only saw it as his parents being hurt for a reason he couldn't understand. In that one day, Mike started to build the foundation of his views on heroes and develop his whole understanding of society.

While the battle raged on, new feelings of dread and fear started to take over, he had grown up learning how powerful he was meant to be and yet here he was, being less than useless. And as panic started to spread another figure approached unnoticed. A man Mike had met several times but rarely noticed, his grim, rude, powerless uncle Kross. In the next moment, Mike’s guards fell to a barrage of flashes as he made his way across the lair and towards his nephew.

Waking up several hours later and aboard an SDC ship, Mike discovered that his parents had won the battle and defeated the villain. Kross however, had refused to return him until they had confirmed that no one else knew their true identity. While there had been a long string of harsh words exchanged, they ultimately agreed to his demands for their child’s safety. From then on, Mike lived with his uncle for the next 4 years, to him, Kross seemed to be the exact opposite of his parents. Cold, harsh, rude and always brutally honest, while most people his age might have found him mean, Mike was intrigued. Even at a young age he was able to understand that while everyone else was stuck fighting, the one with the least power was the one that made it through the danger first. When he finally asked him about how he did it, Kross looked Mike in the eyes before shrugging and chalking it up to luck.

As time went on, Mike’s powers began to fully develop resulting in the occasional accidental explosion and a nearly indestructible apple. Concerned for the boy and his own safety but still unwilling to return Mike, partly out of the crisis but mostly from a drawn out feud with his brother, Kross took him to his workplace. There, Kross handed over Mike to a group of his colleagues in order to help him understand and control his powers. Partway through the program, Mike was reunited with his parents and while at first they wanted to take him as far away from Kross as possible, they once again caved to his logic and permitted their son to train with his uncle. For the next few years Mike continued to practice there after school, and while his parents’ identity was kept secret, Kross working for the SDC was a commonly known and ignored fact. To all intents and purposes, Mike's practice was given to him by a simple government employee with connection as deep as his drinking problem.

During his training, Mike’s powers were able to flourish. The more he understood what he was doing, the more in control he felt and the more he could achieve. At the same time he constantly barraged his new caretaker with questions. At first the old man did his best to avoid the child’s gleaming eyes, believing it would pass with time. But as the weeks passed and the unrelenting questions continued, he finally caved and began responding. For a while he tried to sugar coat his answers, but he eventually slipped into normality and by the end, would happily rant about the many grey areas of the world to his young old nephew. Soon enough Kross even began to train Mike in self defense. Being unpowered had forced Kross to learn the importance of throwing a good punch early on, though only through his own experiences did he develop his own brutal style of combat and being himself, failed to see the problems involved with teaching it to a child.

Now Mike studies in high school, showing particular interest in physics as he continues to better understand his own capabilities.


Powers:
  • Matter Manipulation(ish): Mike is able to interact and control matter on an atomic level. For now, this is limited to influencing the bonds between molecules. In essence, Mike can either strengthen or shatter them. By strengthening them he is able to reinforce materials, turning things like garbage cans into makeshift shields. Vice versa, by shattering them he can either steadily wear down material or cause relatively intense explosions. Although the power is limited to line of sight and up to 10 meters, but when he makes physical contact he is able to create a delay before the effect takes effect.
  • Trained for duty: While Mike isn’t a spartan or some great warrior he has been trained to fight, mostly by his uncle. Unlike his parents, he fights dirty and viciously relying on cheap tricks and brutality to quickly overpower his opponents. Usually by using his surroundings or more preferably, weapons.

Limitations:
  • Golden Heart. Mike has sworn to never use his power on living matter. This determination is so strong he has unconsciously blocked the power from working on any living creature.
  • Double Edged Blast. Mike is not explosion proof. Using his power offensively at short range places him in harms way. Explosions are only fun from a distance.
  • Timed. His strengthening ability is not permanent and after a few minutes any effect will begin to wear off unless remade.
  • Not very ionizing. As well as line of sight, Mike's powers need an unrestricted path to reach its target and cause any effect.
  • Unfocused. To make his powers work, Mike needs to ‘visualise’ putting energy into molecules. To do this most effectively he needs a clear mind, time and energy. As of now he also cannot create explosions much larger than a small hand grenade but has been able to reduce a tank to scrap over the course of 3 hours under lab conditions.
  • Just try hardening a liquid. Simple enough, Mike can't 'strengthen' liquids or gases. If it were frozen, yeah sure. But he can't turn a puddle into a shield.
  • Nothing stems from Nothing. While the exact ratio and process is unkown, Mike literally puts energy into molecules to start reactions, this energy however has to come from somewhere. Specifically, Mike. The more he uses his power the more his body fatigues. The problem is that due to the power's unique nature, Mike's body doesn't have much sensory information regarding his power's impact on him. Without pain to ward him off, physical weakness could quickly lead to muscle degradation, loss of conscious, comatose and even heart attacks

Weaknesses:
  • Selfless idiot: Has a habit of losing focus when others are in danger, paired with his power's habit of exhausting him this has lead to him pushing himself further than his body can handle.
  • Tough Nuts to Crack: Different bonds have different natural strength. Things like metals for example, tend to be more difficult to break and rather than explosions, Mike's power tends to cap out at, slowly breaking them down.
  • Lost the war of attrition Mike fights in way that focuses on speed and aggression. As a result, as well as his power, his whole style of fighting revolves around ending or escaping fights quickly. If he's ever caught in a more drawn out fight though he'll quickly find himself at a rapidly growing disadvantage.
  • Flow of energy: For Mike to use his powers he needs two things, line of sight and a path for energy. In a fight this leaves him vulnerable to anyone capable of creating visual cover from illusions to smoke screens. Adding to this, containing him is a simple matter of keeping him in an enclosed space. While he could see out of his enclosure, he wouldn't be able to influence his surroundings without first burning himself (yes, his one true weakness is being thrown in a heat resistant hamster ball or a pool)

Take 2. After re-reading the app I definitely see what you mean, I've taken a shot at writing up some sort Achilles heel and a few limitations. In short, his power requires a visually and physically unrestricted path to use over any distance, its a bit more limitated in use (the general idea is his power fatigues him but his body doesn't know how to properly inform him causing weakness but also allows for accidental over-exertion) and finally a general nerf to make it clear his powers can't effect everything (metals, liquids, gasses, etc).
That said, let me know what you think. I'm always a little shaky on writing up weaknesses so if I've missed some jarring potential plot hole just let me know. Also, whoop whoop for Pandora's Lock, hoping to try and write up a mission application with them eventually.

Before moving back in with his parents, Mike’s powers began to fully develop resulting in several accidental explosions and a nearly indestructible apple. Concerned for the boy’s safety but still unwilling to return Mike, partly out of the secret identity crisis but admittedly also out of spite at his brother, Kross took him to his workplace at AIERD. There got his first clue as to what Kross really did for a living. He was a member of Pandora’s Lock and worked with the SDC to monitor and prepare for certain dangers. There Kross handed over Mike to a group of scientists in order to help him understand and control his powers. Before they could finish though Mike was reunited with his parents and while they wanted to take him as far away from Kross as possible, they once again caved to his logic and permitted Mike to train with Pandora’s Lock. For the next few years Mike continued to practice there after school, and while his parents’ identity was secret Kross working for the SDC was a commonly known and ignored fact. To those around him he was simply a government man with a drinking problem.

Soon enough Kross even began to train Mike in self defense. Kross himself had started off as a field agent and had learned first hand how important it was to be able to fight. Though his own experiences made his fighting style more brutal than one would expect and being himself, he failed to see the problems involved with teaching it to a child. By the time Mike was 10 a strong bond had formed between him and Kross. While still young, Mike found himself agreeing with many of his uncle’s points and as for Kross he couldn’t help but respect his nephews persistence and determination in nigh on all aspects of life.

Since then, Mike has continued to train with Kross on a weekly basis but eventually stopped training his powers outside of his education in Thomsen High. By the time he was 16 he had an internship within SDC and had started to map out his future career. From then to now, Mike has continued to train and study his way through school showing particular interest in physics as he struggles to better understand his own capabilities.

Definitely an improvement, good job. I think the limitations are sufficient, though I do have a suggestion for the weaknesses. I think war of attrition is a good start, but I'm not sure I understand why it's true in the context of your app. So my thinking was that maybe his ability has a reverse causal effect to his body? If he is hardening something his body parts are weakened and vice versa. This would happen at a much slower rate mind you, it wouldn't be 1 for 1 by any means. But it would explain why he needs to finish fights quickly.

If this is acceptable then he's accepted if you have an alternative suggestion explanation just let me know.
