It is the beginning of a new age in the world, though not one familiar to our histories. In the West, the sun rises over an unfamiliar land, but a familiar environment. The Concert members of Europe have grown distant in the years since the defeat of Napoleon, and have all but abandoned their duty to maintain the peace. While the Great Powers consume themselves with their petty squabbles, discontent fanned by the suffering of the masses takes hold. As poverty and hardship become ever more common, the question is not if a revolt will occur, but when. The Eastern Mediterranean has seen the once glorious Ottoman Empire enter its terminal decline, with opportunistic powers waiting eagerly to carve riches from the once great state. The Commonwealth looms over all, with vast armies and even vaster resources shackled only by its own internal divisions. How long even these will keep them in check is uncertain.

The New World finds itself between the great powers of the East and West, and profits from lucrative trade with all. Freedom and liberty find purchase and primacy here, with Wu colonized Fulang and the Iberian based American Union leading the way to a bright new future for many. Following capture by England in the colonial era, Brazil has evolved into a prosperous agricultural state, though this prosperity has come with a cost, with slaves making up much of the population. Taventinsuyu also stands strong in South America, an Empire that survived as a tributary of Wu to emerge as a solitary native state, alone against the ravages of time.

In the East, the lands of the former middle kingdom lay sundered, but many remain great nations in their own right. Yue and Min maintain vast colonial holdings in Indonesia and the Indian Ocean, and have grown rich off of the luxury commodities they produce. Wu holds much of the Pacific, with holdings as far as Hawaii allowing merchant ships lucrative trade with the New World, while a disciplined and professional army rivaling the best forces of Europe protects her interests on the mainland. North of all these stands the realm of Qian, an expansive state with aspirations to unite the kingdoms of the South under their glorious rule.

As the world enters a new era of nationalism and imperialism, much change may yet be seen. Gears and furnaces begin to join the familiar din of powder and cannons, promising wealth and power to those who harness these formidable resources and death to any that stand in their way. The siren song of revolution lingers in the ears of the downtrodden and oppressed, with the banners of liberation calling more each day. Will you guide a great power into a new age of peace and plenty? Will you brave the new world to build a fledgling state into a force to challenge the glories of the old? Or will you guide an empire into blood and war for the relentless pursuit of power. The choice, great leader, is yours...

Tales of Two Horizons is a crafted alternate history rp based on the concept of Eastern states that are comparable to the West. As such, the lands of Cathay are advanced, but divided, the distant memory of unification being much like Rome to the West. You are free to craft a story for your chosen nation if you would choose. History is your canvas, though major events more than likely still played out in a similar fashion to real history for cohesion purposes.




RULES AND REGULATIONS

  1. General.
    1. There are a fair few rules and guidelines for the RP, listed here. These following six are basic and should be easily understood and followed, and after that will follow more specific info that is more liable to change.
    2. Obey NationStates forum rules
    3. Obey the OP and those appointed as per their role
    4. Make sure you are not metagaming, godmodding, numberspamming, or generally RPing in bad form
    5. Have a couple of paragraphs a post and good grammar & spelling
    6. Exercise common sense generously
    7. Be active every couple of days at least
  2. Casus Bellis
    1. Declaring war for no reason (with no casus belli) may result in negative effects or random events.
    2. For a list of possible casus bellis, see this link.
    3. Cite applicable Casus Bellis when declaring war, or the lack thereof.
    4. Even war WITH a Casus Belli may result in negative random events.
  3. When dealing with an NPC:
    1. Be realistic and reasonable. If you feel that interactions are more chance base, use of a random number generator may be advised.
    2. Applies to both battles in warfare and to diplomatic actions.
    3. More important actions with NPCs may require OP approval.
  4. When dealing with other players:
    1. Talk with the player you are dealing with and mutually determine the outcome of an action.
    2. If no agreement can be reached, the OP Board will intervene.

Breaching these rules may result in a user being expelled from this RP at the OP Board's discretion.

Ambassadors Information-

Relations: Britain tries to maintain cordial relations with powers that it is in contact with. However, it does enjoy a somewhat friendly rivalry with Yue, though actual conflict is unlikely. Britain maintains favorable trade relations with several nations, notably Aragon, the Hanseatic League, Persia and the Commonwealth, as well as Military Alliances with Persia and the Dual Kingdom. Britain maintains friendly relations with her daughter Brazil in the new world, as well as the American Union. Britain is mostly ambivalent to other New World nations, though it does maintain concern over the United Provinces' ambition in Columbia.

Brief Description of your people: The peoples of the United Kingdom are a very diverse group. Though hardship may be a reality for some, the mentality of the British remains optimistic, with hope that the next day will be better than the last. The peoples of the various colonial holdings are increasingly accepted by their brothers and sisters in the Atlantic territories, with the building belief that all subjects and holdings of the Kingdom are equal in their stature and importance to the Crown.
Religion:Anglicanism holds its place in the sun as the official religion of the United Kingdom, while other Protestant denominations and Catholicism are also present in smaller concentrations. Hinduism remains a major faith in Company territories in India, while Ceylon is generally Buddhist.
Ethnicity: Anglo-Saxon Protestant lovers of Tea.
Main/Accepted Culture(s): Depends on Region, but in most cases this would be the Anglo-Saxon base. Other groups are more accepted in Britannias other lands, especially Columbia, which has seen a large influx of Irish peoples caused by the food troubles in the Emerald Island. This being said, with the incorporation of Columbia as a Grand Duchy Britain also has seen a growing movement towards being a “pluricontinental nation”, and as such is more accepting of other cultures than it otherwise might be.

Other Cultures: Traditionally this would be the groups that aren't of the Anglo-Saxon Protestant varieties found in England. The population is expected to at the very least maintain a veneer of proper Britishness, though in recent years Britain has increasingly been accepting of other culture groups at their base.

Brief Description of your Economy: Britannia enjoys a robust economy, fueled by the fruits of the first industrial revolution and thriving off of the fires of manufacturing. British exports are consumed across the globe, with Yue being the primary (only) current rival to Britain's economic ascension. While industry is centered mostly in Britain with some industries in Columbia (notably ship-building), production of other luxury and exotic goods is undertaken in quantity in the colonies, especially Madras.

Goals:

Maintain the peace in Europe.

Further integrate various colonial dominions.

Possibly expand further into India.

Protect interests in Africa and possibly expand there.

Profit.

And soon, dare I say, the Empire.

History:
Following the intervention of France against Iberia during what came to be known as the “Atlantic War” (Rl Anglo-Spanish wars), England and then Britain enjoyed the lucrative products of Brazil, while trade flourished with the New World and abroad. More entrepreneurial settlers soon found themselves flocking to Brazil to establish agricultural empires, profiting off of vast shipments of Sugar, Dyes, Tobacco, and other New World goods, while settlement in North America was most limited to New England and Newfoundland. British merchants began to be in regular contact and competition with their counterparts in the far East, with a race to develop influence in the Indian subcontinent going on for decades against both Min and Iberia. The outcome of the Seven Years War saw Britain solidify its control over South India and gain further territories in the Caribbean as well as Africa. Britain supported the American Revolution along with France, liberating the Union from Iberia finally in 1783.

The Napoleonic Wars saw Britain fight admirably, notably participating in the naval engagement at Trafalgar, with the final triumph over the French Empire coming at Waterloo in 1815. Britain subsequently was involved in the Congress of Vienna, where it and Saxony successfully lobbied for Bohemian independence from Austria, while Britain also pressed for the continued independence of Venice. Brazil gained its independence following the Napoleonic wars, but remained a friendly trading partner to Britain. Columbia, though it had enjoyed more local rule following the American Revolution to the far South, was granted further status and representation in late 1816, when it was incorporated as a Grand Duchy of the realm.

Britain has since sought to increase its economic and military influence through its own territories and further, with the establishment of a military alliance in 1828 with Persia and the more current diplomacy with both Wu and Yue. Industry continues to thrive in British territories, with factories filling the skies of cities with smog and soot, while steam vessels become increasingly common in the navy as well as in civil use. Plans are in place for possible further expansion in India, seen as a potential bulwark against the possible threat of Yue.

The Emperor is elected from the four rulers of the Kingdoms of Poland, The Grand Dukedom of Lithuania, The Tsardom of Russia, and the Hetmanate of Kiev, by the nobility of all fours realms following the death of the Monarch. Military Info
Army: While the military was meant to be under one unified command under the original terms of the Commonwealth, following the Commonwealth Civil War (1805-1814) and the decentralization of the Commonwealth, the Imperial military was cut down to only whatever forces the Emperor could muster from his own lands, as well has being able to handpick 6,000 men from each state to form the Imperial Guard. However, states are allowed to contribute larger numbers if they so wish to. Despite this, all the forces of the States are considered to be part of the Imperial Military just under Independent Commands.

The quality and training of the Commonwealth military varies from state to state. Poland is considered to be the best equipped and trained with Lithuania second, Russia third, and Kiev fourth with its irregulars. The Imperial Army is the elite troops hand selected by the Emperor or Empress himself.

Brief Description of your Economy: Varys from each Kingdom with Russia and Kiev keeping a tight leash on the economy and closely linking it to the State while Lithuania and Poland practice more free market economies. Poland and Lithuania are well developed with many roads being somewhat paved and while Kiev and Russia are not with the majority of roads being unpaved dirt paths. The Commonwealth actively trades with its neighbors and more importantly Great Britain.
Goals: Centralize the State, Beat the Ottomans and Hungarians, Prep for Persian Conflicts, and possibly erode the German Confederation
History:
Treaty of Minsk: 1572-1670
1571: Signing of the Treaty of Minsk unifying the realms of Poland Lithuania and Russia into one single Commonwealth with Ivan IV. However as part of the treaty, each nation maintains a separate ruler and the position of King is elevated to Emperor to represent its status over the three realms.
1584: Following the Death of Ivan IV, for fear of Russia leaving the Commonwealth, his son Feodor the First is elected in hopes of tying the three realms securely together.
1600: At the End of Feodor's reign, with his death, his brother Boris Godunov was selected to be his heir. His short reign would be the beginning of the Time of Troubles in Russia.
1616: Following a large famine and the short lived Peasants Kingdom formed during the Russian Peasant Revolt, which was put down with Lithuanian and Polish arms, the Romanovs were selected by a national assembly of Boyars with the guidance of Polish-Lithuanian Arms.
1630: An attempted Boyar revolt threatening the Romanov power base by challenging the national assembly vote is viciously stomped out by Micheal Romanov who would go onto virtually stomp out any real authority the Boyars had instead making the title of Boyar more of a administrative title rather then one of nobility.

1801: Reign of Paul I begins while his reign was short it was the cause for the inevitable Commonwealth Civil War that had been slowly brewing since the end of the Seven Years War and the Second Northern War. What the immediate cause would be is his attempts at permanently centralizing all four states into a cohesive bond under the monarchy, replacing the monarchs with more of governors and shifting the dependence from the states to the Monarch. However he did push for the Monarchy to still be elected and to maintain the electors in hopes of "preventing the dominance of one state above all."
Commonwealth Civil War: 1805-1814
Congress of Vienna and a Republican Commonwealth: 1815-1822
The Time between the Congress of Vienna and the end of the Commonwealth Civil War marked a new era in the Commonwealth with the Republican Factions winning but, they still maintained the Monarchy which would inevitably be their failing in the Revolution of 1822 which forced the Republican Government out by way of popular revolt. The election for the Monarchy was held soon after with the Kievan Hetman easily winning as he was seen as the last true "neutral" in the great debate over centralization as now the Russians and Poles prepare to settle soon.
Reign of the Hetman: 1822-Present
Nothing of note has been marked under the Hetman despite his stance of maintaining the Status Quo in Europe and in the Commonwealth which has caused the whole nation to reach a boiling point.

Brief Explanation of Government: Essentially follows many tenets of Mohism, although it has one-upped it and removed a hereditary monarch entirely. Ideas such as meritocracy exist in the inclusion of scholars, merchants and other high flyers in the government, with in particular one plutocratic group who are purely there by wealth. The idea of caring impartially and the Confucian idea of the inherent goodness of people has also planted a universal, populist seed wherein there are popularly elected members too. The wide representation of society also appeals to not only Mohist but legalist, Confucian, etc. desire for order.
Ideology: In order of influence, Mohism, Legalism, Confucianism, Taoism, Buddhism, Islamism
Leader/s: Directorial; the Daaiwui, or Great Assembly, (大會) are all heads of state, government, etc. I'll detail a few key members sometime soon.

Brief Explanation of Government: The Kingdom of Bohemia is a semi-constitutional monarchy: Unlike a constitutional monarchy, where the monarch is merely a figurehead, the Kingdom of Bohemia is more similar to the (RL) German Empire, where the monarch has a substantial amount of power, but is limited by and shares power with a parliament, the National Diet.

The Diet is in made up of two houses: the Senate as the upper house, and the Chamber of the People as the lower house. The Diet has control over the budget, tax collection, and many other areas of financial and domestic policy. However, most of the Diet’s actions (such as the budget) must be approved by the monarch, and require the monarch and the Diet to reach an agreement. Not surprisingly, this often leads to gridlock.

The monarch is a powerful figure, as he is the head of the army, has control over foreign policy, and can appoint the Chancellor (who in turn appoints the Cabinet). In addition, as he has to approve many of the Diet's actions, the monarch can lead the way in setting policy and national priorities, although the Diet is sometimes unwilling to cooperate with these priorities.

Finally, there is the court system, led by the Supreme Court of Bohemia. Bohemia is renowned for having an independent judiciary, which can check the powers of both the monarch and the Parliament according to the Constitution of Bohemia.

Relations The modern Kingdom of Bohemia’s foreign relations have been in flux since its inception. When Charles Albert (Charles VII, Holy Roman Emperor) first formed Bohemia, he broke Bohemia away from Austria, which meant he was naturally allied with Austria’s rival Saxony. However, when Maximillian III Joseph (Maximilian I of Bohemia) came to the throne, his personal ambitions on capturing and holding Silesia put him into conflict with Saxony, which had long desired control over Silesia. When the Treaty of Aix-la-Chappelle ended the War of the Austrian Succession, Bohemia ironically grew closer to Austria, as Bohemia holding Silesia would keep that resource-rich region out of the hands of Austria’s rival Saxony. This relationship became even closer when Ferdinand V became King of Bohemia in 1799, making Bohemia practically a vassal state of Austria.

After being aligned with France for most of the Napoleonic War, Bohemia began to move in a pro-Saxon direction, as Austria’s attempts to re-annex Bohemia or reinstall Ferdiand as their puppet king were defeated at the Conference of Vienna, and the pro-Saxon Maximilian of Zweibrücken became King of Bohemia (albeit with restrictions to ensure that Bohemia wouldn’t just do Saxony’s bidding). Today, Bohemia still leans slightly toward Saxony, but the relationship between the two is not as close as hoped: Saxony is still angry that they cannot control Silesia, and Bohemia seeks closer relations with Saxony’s rivals like Austria. Besides Austria and Saxony, Bohemia is also closely allied with Hungary (due to common ethnic heritage, and a shared desire to maintain their independence against the German powers), and has a solid friendship with Great Britain (as Bohemia sees that nation as the great stabilizing power which will maintain the current balance of power and protect Bohemia’s current existence). Bohemia also has strong trade ties with the Commonwealth of the Four Kingdoms, though the Commonwealth's dislike of Hungary and the German states prevent the relationship from growing beyond that.

Brief Description of your people: The Kingdom of Bohemia is a multinational state, made up of both Czechs (also known as Bohemians) and Germans. Originally, the German minority formed the entirety of ruling class, owing to the fact that the ruling dynasty was Bavarian German in origin. However, it was soon realized that this was a recipe for societal tension, so successive monarchs have made an effort to build a Czech middle class and Czech bureaucracy, bringing about more social equality between the two groups. Today, most of the bureaucracy is Czech, while Germans make up a large portion of the merchant class and the top political positions.

However, the aforementioned dynamics do not apply to Silesia, where Germans still make up most of the ruling class, and the population is split roughly 50-50 between Czechs and Germans. However, there are growing Czech middle and upper classes in Silesia, as Czechs join the bureaucracy and get rich from new industrial enterprises. There is more social tension in Silesia than in the rest of the Kingdom, but the situation seems to be under control so far.

Religion: The primary religion of Bohemia is Roman Catholicism, and it has been ever since the Habsburgs crushed the Hussite movement and forcibly converted the population back to Roman Catholicism in the 1600s. In addition, the King of Bohemia is considered the ceremonial head of the Roman Catholic Church in Bohemia.

However, in recent years, there have been moves toward religious freedom in Bohemia. Protestants in Silesia had had religious freedom since Silesia was incorporated into Bohemia in 1745, as Silesia has a significant German Protestant population. Starting in the 1830s, these protections were expanded to other Protestants in the Kingdom, such as the Moravian Church, and the remnants of the Hussite movement. Jews have not yet been granted full religious freedom, however, and the emancipation of the Jews is a contentious issue in Bohemian politics. Full religious freedom for the Jews may be on the horizon, but with the vehement opposition to this in parts of Bohemia, it can be hard to know for sure.

Army: The Army of the Kingdom of Bohemia, consisting of 93,000 men, is made up of two branches: the main Regular Army, and the Royal Guards.

The Regular Army consists of 78,000 men, and is the core of the Bohemian military. These are your average infantry, cavalry (including Hussars), and artillery troops. The military was once a strong and experienced force, having fought valiantly during the Napoleonic Wars (first on the side of France, and then on the side of the Coalition near the end of the war); however, since then, the army has had little do besides quelling a few riots and peasant revolts, and Bohemia has generally been at peace. Because of this, the size of the military has shrunk, and it is lacking in experience, though King Louis hopes to change that soon. Only the cavalry and Hussars of Bohemia are still experienced, and Bohemian cavalry is renowned throughout Europe, and young cavalry offices often spend time serving and training in other European armies before returning home to serve in the Bohemian forces.

In contrast, the Royal Guards are the most elite regiments of the Bohemian military, made up of 15,000 men total. While two Royal Guard regiments live up to their name and are assigned as the King’s bodyguards, the rest are active in the field, with the ‘Royal Guard’ status simply signifying their elite nature. Though these troops haven’t seen much combat, they are highly disciplined, and they receive more training and more rigorous training than the Regular Army. The Royal Guard regiments are without question the pride of the Bohemian military.

Navy: There is only one branch of the navy, the River Patrol Forces. The navy only consists of small ships for navigating rivers, since Bohemia has no coast line, and Bohemia’s only waterways are rivers and lakes. The navy currently consists of 120 sailors. The navy is understandably inexperienced and not well-equipped.

Brief Description of your Economy: The economy of the Kingdom of Bohemia is still largely agricultural, but there is a growing movement toward industrialization. The urbanization of Bohemia’s biggest cities like Prague, Brno, and Breslau, plus control over the resource-rich Silesia region, has created a golden opportunity for industrialization, and many have already taken advantage of it. Coal mining has sprung up all over Silesia, with the coal being used to power small factories in both Bohemia proper and in Silesia. The coal also powers a rail line between Breslau in Silesia and Prague in Bohemia, one of the first railways in Central Europe, with further rail lines currently under construction. The free market leanings of the Bohemian government have also contributed to this industrial growth. Though not as industrialized as countries like Britain and New Batavia, Bohemia (Silesia in particular) is rapidly developing to became an industrial powerhouse of continental Europe.

History:
For centuries, ever since the demise of the Přemyslid dynasty in the early 1300s, Bohemia had mostly been a domain of larger empires, specifically Poland (under the Jagiellon dynasty) and the Holy Roman Empire (under the Luxembourg and the Habsburg dynasties). By 1526, the Habsburgs had consolidated control over Bohemia, and except for a brief interlude under the ‘Winter Monarchs’ Frederick and Elizabeth of the Palatine in 1620, Bohemia remained a core part of the Habsburg empire.

That is, until December of 1741, when Charles Albert, Prince-Elector of Bavaria, marched into Prague during the War of the Austrian Succession, and had himself crowned King of Bohemia. However, the Austrian Habsburgs, now led by Maria Theresa and her husband Francis, contested Charles Albert’s claim, and their Austrian armies fought to dislodge Charles Albert from both his new Bohemian holdings, and his original homeland in Bavaria. While their campaigns to take Bavaria were successful, marching into the Bavarian capital of Munich in early 1742, Charles was more successful in Bohemia and central Germany, where his armies not only repelled Austrian attacks, but even managed to march into Frankfurt, where Charles Albert was crowned Holy Roman Emperor (a largely symbolic position by now) as Charles VII.

Charles Albert dreamed of creating a great empire based out of Bohemia, Bavaria, and the other German states, but these dreams were dashed as Charles was soon pushed out of Frankfurt and central Germany, leaving him with only Bohemia. Charles Albert was preparing for a new campaign to retake Bavaria when he died in January of 1745. Charles was succeeded by his 18-year-old son Maximilian III Joseph, who decided to radically change course. Maximilian saw that Bavaria was well-defended by Austrian troops, and a campaign to retake it would be foolhardy. So, Maximilian all but abandoned his familial possession of Bavaria, and instead focused his efforts on the north, hoping to retake Frankfurt, declare himself Holy Roman Emperor, and coordinate with the Saxon forces to crush Austria. While Maximilian’s attempts to take Frankfurt ended in failure, and the position of Holy Roman Emperor went instead to Maria Theresa’s husband Francis of Lorraine, Maximilian’s armies were more successful in taking Silesia (which had fallen back under Austrian control), much to the frustration of the Saxons, who briefly controlled Silesia during 1742-1743 before losing it to the Austrians. After that, Maximilian focused on a defensive war, with his few offensive campaigns mostly focusing on consolidating his territory and capturing border towns.

In 1748, the Treaty of Aix-la-Chappelle was signed, which redrew the borders of Europe. In particular, Bavaria as a state was abolished and divided up, with Maximilian and his Wittelsbach dynasty being allowed to retain Bohemia and Silesia as compensation. While Austria was unhappy to lose a core part of their territory, they were also pleased, as the treaty defeated Saxony's goal of capturing Silesia, which was one of the main reasons Saxony entered the war in the first place. Saxony swore they’d get back Silesia one day.

But for now, Maximilian III Joseph (who was now known as King Maximilian I of Bohemia) set to work consolidating his new state. He reformed the judicial and tax system, he supported the establishment of cultural institutes like museums and opera houses, he patronized prominent artists and musicians, and he generally did everything in his power to establish new and strong institutions for a nation that hadn’t been truly independent in centuries. For this, Maximilian was much loved, although some resented that they were still ruled by a German despite their independence.

In 1777, Maximilian died without an heir, triggering the War of the Bohemian Succession. Austria, under Holy Roman Emperor Joseph II, claimed the throne of Bohemia through his wife Maria Josepha, who was Maximilian’s sister. The Saxons supported the claim of the nearest relative of Maximilian, Charles IV Theodore, provided that the pro-Saxon Charles II August, Duke of Zweibrücken, would be Charles Theodore’s heir (as Charles Theodore had no legitimate children). Both countries hoped to finally control Silesia through the war: Austria by directly controlling Bohemia and Silesia, and Saxony by installing a pro-Saxon monarch who would sign over Silesia to Saxony. After an indecisive war lasting about a year, Austria started to gain the upper-hand, and after the Commonwealth of Four Kingdoms threatened to enter the war on the Austrian side, the parties agreed to come to the negotiating table. Under the resultant Treaty of Prague, Charles IV Theodore became King of Bohemia, and left his choice of heir in the hands of the Holy Roman Emperor. Joseph II initially named himself as heir, despite widespread opposition in Bohemia, who feared that Joseph would bring his radical Enlightenment-style reforms to Bohemia. However, Joseph died in 1790, leaving the choice of heir in the hands of Joseph’s brother and the new Holy Roman Emperor, Leopold II.

Leopold contemplated naming himself as heir just as Joseph did, but other powers like Britain and Saxony opposed this, as they wanted to see Austria remain in its weakened state. With the threat of another war looming over him, Leopold at last named his second son Ferdinand as heir, with Ferdinand becoming Ferdinand V of Bohemia upon Charles Theodore’s death in 1799. With Ferdinand as King, Austria now had a pro-Austrian puppet state in Bohemia, while at the same time avoiding the wrath of the Great Powers that direct annexation would have incurred. However, there was a growing liberal movement in Bohemia, and they wanted to see Bohemia be truly independent, and not a vassal to some greater power.

The liberals soon found their champion in Napoleon Bonaparte of France. In November of 1805, as the French army marched toward Vienna, liberal young people began protesting in the streets of Prague, demanding a constitution with a parliament to limit the power of the king. Ferdinand pleaded with the Habsburg government in Vienna for aid to crush what could soon become a rebellion, but as the Austrian Habsburgs were busy fighting the French, no aid was forthcoming. On November 28, 1805, Ferdinand V and his court fled to the Austrian lines, and the next morning, liberal revolutionaries stormed Prague Castle and declared the Republic of Bohemia.

However, the Republic was not long for this world. On December 5, a few days after his victory at Austerlitz, Napoleon and his armies marched into Prague, ostensibly to restore order to a state in chaos. After asserting control over Bohemia, Napoleon called for a constitutional convention in Pilsen to create a new form of government. While the convention was dominated by liberals, Napoleon had secretly bribed many of the delegates, getting them to support a constitutional monarchy headed by Elisa Bonaparte, Napoleon’s sister. Forming an alliance with a few moderate conservatives at the convention, the bribed delegates managed to get a constitutional monarchy headed by Elisa put into the Constitution, while the other liberal delegates got everything else they wanted: guaranteed rights like freedom of speech and freedom of the press, the abolition of corvee (a system of unfree labor which succeeded serfdom after serfdom’s abolition in 1791), a strong national parliament known as the National Diet, and suffrage for all male citizens. With a pro-Napoleonic government now in power, Bohemia fought on the side of the French for much of the rest of the Napoleonic Wars, while Bohemia continued to support liberal institutions at home and foster support for liberal ideals. When Napoleon invaded the Commonwealth of Four Kingdoms, Bohemia sent a corps of troops to fight on Napoleon’s side.

However, as Napoleon and his army retreated from the Commonwealth, Napoleon’s enemies (such as Austria, Great Britain, Saxony, and the Commonwealth) formed a Coalition and rose up against him. Despite Napoleon’s falling stature and military setbacks, Elisa Bonaparte did her best to uphold the pro-French government in Bohemia, and she was helped along by her popularity among the people (Elisa has been a hands-off monarch, but she subtly supported the liberal agenda, and her efforts to provide aid for the poor and homeless also earned her popularity). However, Elisa knew she couldn’t survive Napoleon’s fall, and as Coalition forces neared Bohemia, the Austrians instigated a revolution which put Elisa Bonaparte under house arrest, while a new Provisional Government of Bohemia was proclaimed. The provisional government supplied troops to the Coalition forces, and Bohemian forces fought with the Coalition at the Battle of Leipzig.

When the war ended, and Napoleon was exiled to Elba, the Conference of Vienna was held to decide the fate of post-Napoleonic Europe. The question of Bohemia was a central question, as the delegates debated whether Ferdinand V should be reinstated as King of Bohemia, Bohemia should be annexed directly to Austria, or a new king should be installed in Bohemia. While Austria favored either direct annexation or reinstating Ferdinand, Britain and Saxony opposed this, as they sought to keep Austria weak. In the end, it was decided that Ferdinand V would not be reinstated, Elisa Bonaparte would be released from custody and returned to France, and that Maximilian I Joseph, Duke of Zweibrücken (younger brother of Charles II August, the pro-Saxon candidate who had tried to gain the Bohemian throne during the War of the Bohemian Succession), would become King of Bohemia. However, to ensure that Maximilian Joseph wouldn’t just be a pro-Saxon puppet like his brother, a provision of the treaty on Bohemia (the Treaty of Salzburg) said that Saxony could not annex Silesia, nor could Bohemia sign over Silesia to Saxony in any way, for 50 years. And even after that 50 years, Austria maintained that it had a right to intervene in a Saxon annexation of Silesia if Austria felt that the annexation would upset the European balance of power.

Not long after Maximilian Joseph took the throne as King Maximilian II of Bohemia, a political crisis developed over whether the Bonaparte-installed Constitution of 1806 would remain in place. Proponents argued that the Constitution formed the foundation of a modern and liberal state, and that rejecting it would set Bohemia back by decades; opponents argued that the Constitution was illegal due to Napoleon’s bribery of the delegates, and that it took power away from the divinely-appointed monarch. As a compromise, Maximilian II re-presented the Constitution of 1806 to the local assemblies, and asked them to either ratify or not ratify the Constitution. Without any bribery, a majority of the assemblies ratified the Constitution of 1806, and it became law. However, while the original Constitution of 1806 made the monarch mostly a figurehead, a series of amendments passed between 1818 and 1820 gave the monarch more powers, such as requiring the monarch to sign off on many parliamentary actions, and giving the monarch control over military and foreign affairs. With the constitutional crisis resolved, Maximilian II passed the rest of his reign peacefully, as he focused on strengthening a sense of Bohemian identity and consolidating his authority over Bohemia. Upon Maximilian’s death in 1825, his son Ludwig took the throne (under the regnal name Louis III). It was under Louis that Bohemia would reach a new golden age, as Louis sought to revitalize Bohemia both culturally and economically.

Louis was an eccentric monarch, and one of his eccentricities was his fascination with the Middle Ages. Louis’ interests led to the reopening of monasteries and abbeys which had previously been closed during the reorganization of Germany during the late 18th and early 19th centuries, the construction of a grand summer palace just outside of Prague, and the redecoration of a few castles in the neo-Gothic style. Ludwig also patronized educational institutes, hired new composers and artists for his courts, and renamed the state to ‘the Kingdom of Bohemia, Moravia, and Silesia’ (to reflect the three regions of the Kingdom).

However, Louis also wanted to expand his nation’s economic potential. Under Louis III, the first railway in Bohemia, and one of the first in Central Europe, was built, connecting Breslau in Silesia with Prague in Bohemia. Textile mills, initially powered by water, opened in Prague, Brno, and Breslau, but with large-scale coal mining in Silesia, the factories later switched to coal. Louis helped encourage this economic development through both his personal support and sponsorship of big projects, and by loosening regulations and abolishing royal monopolies.

As 1847 turns into 1848, Bohemia faces both great potential and great obstacles. On one hand, Bohemia is industrializing at a steady pace, making Bohemia an economic powerhouse of Europe, and putting other industrial powers like Britain on alert. On the other hand, Bohemia’s foreign and military policy still resembles that of a second-rate power, and Bohemia has not used its economic prosperity to exert greater influence on the world stage. In addition, protests are beginning to form in Prague, as liberals are joined by disaffected industrial workers in demanding better working conditions and a reduction of the monarch’s power. Louis III must deal with a myriad of problems in order to preserve his throne and Bohemian stability. Still, the Bohemian people are strong, and no matter what happens, they are committed to preserving their sovereignty.

Brief Explanation of Government: The Dual Kingdom is actually a personal union between two confederations formed of five polities; the Kingdoms of Aragon and Valencia, and the Principality of Catalonia comprising the Crown of Aragon, and the Kingdoms of Sicily and Naples comprising the Kingdom of Two Sicilies. The province of Libya is a separate polity, and is considered to be the personal holding of the monarch.
Each polity within the Crown of Aragon has its own parliament, and the monarch is bound by various feudal pacts and laws, and therefore his position is regarded as semi-constitutional, as he retains significant powers.

The Kingdom of the Two Sicilies is different, with the monarch being absolute in both. There have been growing calls for them to be united and granted their own parliament, similar to Aragon, but for the time being these calls have been supressed.

Libya is considered the personal property of the monarch; a move to avoid Ottoman and Egyptian protests as it is still technically an Ottoman province, merely occupied, and therefore separate from their other realms. Despite this those managing it tend to be from the Kingdom of the Two Sicilies, and as the Neapolitan population slowly grows, there are calls to either formally incorporate it into the kingdom, or declare it a separate kingdom.

Brief Description of your Economy: In both kingdoms largely agricultural. Industrialisation relatively limited to urban centres such as Naples, Palermo, Barcelona, Zaragoza etc.. Railroads relatively new, only a few built linking Naples and Barcelona to a few immediate surroundings, and more underway.

History: 1516 – 1762

This period saw the continued rule of the House of Trastámara after Ferdinand II’s death, and a slow decline of what had once been the premier power in the Mediterranean. Successive rulers faced mounting problems attempting to govern various kingdoms, each with their own separate constitutions and institutions, while fending off neighbouring countries attempting to slice apart the vulnerable thalassocracy. The death of the childless and handicapped John V brought the dynasty to an end.

1762-1799

The question of succession was not an easily answered one, there were many candidates spanning from generations of marriage but few of them exemplified the qualifications the various kingdoms were looking for, namely a foreign nature, lack of established power, and lack of baggage which might endanger the sovereignty of the crowns. Protests from France, England and various other states were ignored as their favoured candidates were quickly brushed over, and to the surprise of all a Protestant German noble; with a claim some considered dubious (the line passing through the female line, his grandmother the younger sister of Ferdinand IV) and backed up by an even more suspect document allegedly written by John V on his deathbed designating Prince Carl Friedrich Wilhelm his heir, was proclaimed king.

His hurried entrance into Hispania put an end to most worries, as his coronation at Zaragoza, becoming Charles I and IV, went unchallenged and reaffirmed his rule. Three months in, however, and problems were mounting. Sardinian rebels had captured several cities and proclaimed a republic, while disgruntled nobles in Naples proclaimed a French candidate as king of Naples, though they were unable to take Sicily which remained loyal to Charles I.

The French candidate never made it to Naples, as initial reconciliation efforts by both sides made the proclamation seem more an attempt by the nobility to gain privileges than an actual invitation to rule. The Sardinian uprising had been ruthlessly suppressed, and initial naval skirmishes had favoured the Carolingian faction. In 1763 Charles issued the Beatus Leges, a series of laws and royal proclamations which affirmed the Catholic nature of each of his kingdoms, and his promise to uphold and defend the Catholic faith of his subjects. Furthermore, he promised to crackdown on any Protestant proselytizing, and ensure good relations with the Papacy. Reconciliation seemed inevitable until a breakdown occurred when Charles refused to convert to Catholicism, his preference instead being to separate his own personal religion and conscience from that of his duties as a monarch.

The war ended swiftly in 1763, Carolingian forces swiftly retook the city of Naples and defeated rebel forces with relative ease. Charles’ promises had won over a good deal of the rebels, and had proven popular with the people. His kingdoms were now at relative peace. Charles would rule a united country from Barcelona until 1799, when an upstart from Corsica proved a grave threat to his newfound dynasty.

1799 – 1815

In January 1799, Napoleon Bonaparte, in the name of the French Republic, captured Naples and proclaimed the Parthenopaean Republic, a French client state, but was unable to take Sicily due to joint-British and Aragonese fleet actions. By March 1800 the Crown of Aragon had been completely captured by French forces, with Napoleon later annexing it into his new French empire. To make things worse the families few lands in Germany, which lay west of the river Rhine, were annexed into France in 1801. Charles was reduced to his island territories, and took up court in Palermo, watching as Joseph Bonaparte, and later Joachim Murat, usurped his rightful place in Naples.

Napoleon’s ultimate defeat in 1815, eight years after Charles I’s death, and one year after Emery I’s death, saw the family’s fortune rise as they were restored to their various thrones, though Palermo was to remain Charles II’s capital for several years, with unrest on the peninsular worrying him greatly. He eventually came to the mainland to be crowned at Zaragoza, but would soon move to Naples permanently.

1815 – 1848

Charles II was soon recognised as a liberal reformer and freethinker. He has since advocated the implementation of parliamentarianism and openly criticized aristocracy's privileges, but has met with relative failure in these policies. Attempts to centralise the Crown of Aragon has been met with fierce resistance by the various parliaments, and the nobility in Naples and Sicily have so far prevented his wish to promulgate an official constitution and create a parliament. Yet now voices rally behind this liberal king, whose close links with Britain, him being the maternal half-brother of Queen Victoria, afford him both protection but also influence from the British tradition of parliamentarianism and centralisation.

Under his reign the Dual Kingdom saw itself at war with the Ottomans, from 1824 onwards, as it helped Greece in its revolutionary war. Its forces occupied Ottoman Libya in 1825, citing the instability of the region and lack of governance as justification, though it was unable to take Cyrenaica due to Egyptian interference. Charles’ hopes in 1833 of adding another kingdom to his collection were dashed when the Greeks made the surprising choice of Thomas Cochrane, the British admiral, as their monarch, and the Albanians, under Hungarian influence, refused his consideration. Libya has remained occupied to this day, though it is still officially Ottoman territory.
