The Council of Sovereign Nations (CSN) is an IC RP intergovernmental organization where every member-state is represented by a team of diplomats and a single voting ambassador in the 'CSN Assembly'. The CSN reflects aspirations which emerged in the world community following the horrific American-Soviet War of the 1980s (in the main RP timeline of Democritus): these include conflict limitation, promotion of peaceful dialogue between member states, and regulation of possible threats to global stability. All countries which are members of the council can attempt to propose, amend, or repeal international treaties. A majority of Ambassadors from member-states voting in favor of a proposed document after a period of 48 hours results in the adoption of the new bill. Should legislation not have a majority after 48 hours of IC debate, it shall not be accepted by the CSN. A proposal deemed 'urgent' requires support from at least half of the active representatives, but does not have a debating time limit. Although membership of the CSN is optional, it is treated as a symbol of international law and so remains a valuable tool of diplomacy. The CSN can create IC legal legitimacy, but whether or not it can actually accomplish and maintain global security in the currently war-torn and divided world is yet to be seen.
