We intend to close the borders, enable martial law, and enforce a curfew. Start researching a cure for the illness as soon as possible. The police will create death squads to go and search any household suspected of harboring an infected person. If they are found, but not fully zombified they will be immediately detained until a cure may be found and administered. If they are wholly lost when they are found, they will be put down and cremated. Military checkpoints going in and out of any major city will be established, most routes fenced off or re-routed to where the checkpoints are located, and all will need to be strip-searched for any infected marks before entering. Admittedly, this will take a very long time, and so the army reserves will be called into service, the police will be drafted as a corps of the army, and the citizens local militia will be raised to serve and protect their local areas. All government offices will be barricaded and turned into fortresses in the even the infection spreads to their city, where civilians will be allowed in and thoroughly inspected. Food stockpiling and goods rationing is already happening, the cattle industry has started slaughtering the majority of their stock.
