Maybe slightly more, but yeah, probably not possible as a nation realistically.

About 1880 Idaho had about a population of 32,610 according to the earliest date possible. As for Washington, it grew to 11,594 by the time of the 1860 census. The 1860 census is unknown, but by 1870 Montana had a population of 20,595. That all said Nevada and California are off limits due to the Mexican player, and at most, this country could maybe be a client state of Canada if someone wants to go that route. So its possible, but this nation can in no way at the current time be fully sovereign on its own.

Land Forces: Approximately 6,000 Actives and 4,000 Reserves including 1,000 Dutch Mercenaries.
Naval Forces: Approximately 100.

Point of Divergence:
1. The Uva Rebellion as it spanned from 1817-1818 did not exist in this Timeline for 2 reasons. The British Empire doesn't seem to take interest on Sri Lanka for unknown reasons. Finally, The Raja of Kandy or Ceylon have lived longer than expected. However, He still suffers from a Illness ever since his reign. The Adigars is verge of overthrowing the Raja of Ceylon thus establishing either a Monarchy ruled by a new dynasty or a Military Dictatorship. The mysteries of this possible Coup may soon be revealed.
History: Since Antiquity, Sri Lanka was inhabited by Sinhalese people as well as Tamil people. Prince Vijaya of Sri Lanka in which he reigned from 543 B.C. to 505 B.C have united the remaining Unoccupied regions under one Banner thus establishing the House of Vijaya. Sri Lanka have been united ever since by 2 different ruling dynasties. They were highly influenced by Indian Culture as well as Tamil. The Maurya Empire have has established Formal relations with the Kingdom of Anuradhapura until the Maurya Empire's demise in 180 B.C. leaving the Kingdom of Anuradhapura's Economy in ruins. Everything in the History of Sri Lanka was pretty much all about the Land being invaded by Foreign Invaders as well as the Portuguese and the Dutch but not the British in which things have started to get very different. This is where the Point of Divergence began, The Kingdom of Kandy was founded by Sena Sammatha Wickramabahu of Kandy in which they were under the Vassalage of the Kingdom of Kotte at the time. Again, Everything in this Timeline will be exactly the same leading up to 1798 of Sri Vikrama Rajasinha of Kandy's start of his reign. He introduce many Western Technologies that the Sri Lankan people never see it before. Formal relations between Sri Lanka and the United Kingdom of been great since the Kingdom's foundation. The Country did not get Colonized by Great Britain in this Alternate Time as did the Uva Rebellion did not happened as the British Empire did not gain a foothold of Sri Lanka. However, Tensions between the Adigars or Prime Ministers and the Raja of Kandy/Ceylon have remained unclear. By 1817, It was renamed to the Kingdom of Ceylon due to the British's recommendation of the Kingdom's Native Name. Not to be confused British Ceylon in which again, They were not under British control. This led to Sri Vikrama Rajasinha of Kandy continuation of his reign in which the British is something that he should be worrying about as they may be a Chance of Betrayal and Intervention in case of a possible War in Southern India. His reign have caused him to become one of the Longest-Reigning Monarch in Asia leading up to 1865. The Adigars is one of the reasons why they want to overthrow the current Monarch of Ceylon. The Raja of Ceylon is the one to establish a Secret Police against any means of Insurgents or to prevent a possible Coup attempt.

I like the idea, but one question if the British didn't take time to invest in Ceylon (as they would call it) what exactly are British residents doing there? Had to look up that part about Burghers, and was surprised to learn that is an actual name for a group of people. Since normally I hear it in the context of those living within cities during a certain time period, and having a modest amount of wealth.

Governing Ideology: Absolute Monarchy
Leader(s): Emperor Tewodros II
Territorial Claims: Eritrea and Ethiopia. Eritrea is still independent, but the ambition is to take Eritrea as well.
Population: 8,200,000
Land Forces: 100,000, mostly composed of tribal military officers with additional British-trained officers as specialists.
Naval Forces: 75 ships, mostly fourth-rate ships with few being a mix of third-rate and second-rate.

Point of Divergence: From 1817 to 1825, when during Ras Gugsa's reign, he invited the British to Ethiopia for assistances in consolidation of his reign in exchange for military and economy assistances as well as the emplacement of British investments. But the British also placed Kassa Hailu / Tewodros II as the next ruler, since he has no royal ambitions but more interested in the reformation of the state and the church. Also, Tewodros II was a British-trained military officer and not a military officer from his clan/brother's army like in the history.
History:

During the era of Zemene Mesafint, the Abyssinia was lost within the conflicts of regional hostilities, with each figureheads claimed themselves to be the true leader of the empire. The Emperors, at the time, were more than just symbolic rulers, with little power. It's as if they were bound to be like that until the end of their reigns, and then the next and the next and the next. But it wasn't all like that when Ras Gugsa came into the power. Came from the Yejju clan, he was one of the lords from Yejju clan. He formed up the councils of Wara Seh that was composed of lords from Yejju. But at the same time he realized that he needed more than just consolidation of his clan, as rival clans still have their own territories and independence, though he had the largest. So he asked for assistances from the Britain, in agreement with access for their military and economic. They agreed, but the agreement was tenuous since British saw Ras Gugsa too much of a noble and relied on local council more than the foreign advisers, while Ras Gugsa saw British as opportunistic faction.

When Ras Gugsa died on 1825, Ras Ali II, one of his sons, became the Enderase/Regent, with the Emperor of Ethiopia as figurehead and symbolic rulers. The bitter tensions continued till 1850s, where the British-trained officer, Kassa Hailu, proved to be more of a competent military officer and has the ambition of being the emperor with more focus on the people and not on nobility. It gave British slight affirmation of their supports to him, and an Ethiopian Civil War ensued, with Tewodros became the Emperor.
Culture: Ethiopian.

Naval Forces: Around 178 ships due to cost of materials and 'aim for perfection' deals.

Point of Divergence: 1841
History: After the reunification of Japan during the Edo period, Japan sought to remilitarize with all the clans reunited, and sought to the Europeans who visited them eons ago to teach them of the Western way. With this, they improved their army incredibly and learnt of things such as mass conscription and encouragement towards multiple people training and fighting instead of a Caste system-esque samurai theme. Instead of completely abolishing the samurai, though, the Japanese government made them elite infantry, adapting their equiptment to Western standard but keeping in touch with the theme.

They also learnt of the benefits of less warlike Western ways, such as through dual monarchies. Instead of an event where Japan aggressively conquers Joseon Korea, instead they rebuild a relationship. This gradually becomes closer and closer until the year 1831, where a union between Japan and Korea forms. In 1841, Japan and Korea finally agree to integrate themselves into one superstate: Joseo-Nihon, or Korea-Japan.

They are remain in Sri Lanka because of the amount of tea being produced there. So, they start a tea business store in Colombo. That is why they are high amounts of British immigration.

Nationstates Name: Boejoe

Governing Ideology: democracy
Leader(s): Tsar Alexander II, Prime minister is being elected . . .
Territorial Claims: all of Russia, Finland, Belarus, Ukraine, Kazakhstan, Georgia, Uzbekistan, Estonia, Latvia, Lithuania, most of eastern Poland, Moldova, Armenia, Azerbaijan, Alaska, Tajikistan, turkmenistan, Kyrgyzstan
Population: Eighty million
Land Forces: 10000
Naval Forces: 100

Point of Divergence: 1865
History: Russia has been around for hundreds of years. It is a nation spanning from poland all the way to the pacific ocean. It has also been a nation ruled by monarchs for those hundreds of years. But, things are finally changing. Even though russia has had some great monarchs like Peter the great, the people of russia haven't been happy with their government. A recent defeat in the crimean war made the people of russia want more rights to stay on equal footing with the western world. The new tsar, Alexander II realized this as more peasant revolts broke out. He decided that the abolition of serfdom was the only way to do this. In 1856, he revealed his intentions in a speech. In 1861, Serfs were finally free. According to the Emancipation act (The act that freed the serfs), the serfs were to be granted personal liberties and were promised land. But some people still didn't like the government and they wanted a democracy. In early 1862, enough people rose up and a civil war broke out.

It started when a mob started raiding Sevastopol. They were chanting things, yelling that the monarchy was no more. They were taking everything down. Eventually, They finally met the soldiers, But the mob had already gotten their hands on tons of weapons and were ready to fight the soldiers. The democratic side (or the mob) won that battle. This marked the beginning of the war. The battle was long but the democratic side won. Another major battle was the battle of Moscow. Again, The democratic side won. Another major battle was the battle of Tsaritsyn where the democratic side lost. Three more very bloody years, hundreds of thousands of deaths, and tons of battles later, The civil war ended when the democratic side finally reached St. Petersburg and Threatened to execute Alexander if he didn't surrender. They decided that they would have a constitutional monarchy but the only thing the tsar could do is declare war but even that had to be approved by the new congress. The russian military has been severely weakened by this conflict but it should be rebuilt pretty quickly. There is a lot of reconstruction to do now in russia and it will probably take one to three decades to rebuild everything. Currently, Russia is deciding who its first prime minister will be.

Not sure actually on that regards, but slavery is still an institution in the south so the industrialization might be centered in a few areas like it was in real life, but that's just what could be happening rather than what is.

Well, I was going to kind of play the WWII-era Japan card with a Westernized Joseo-Nippon Empire by having them proceed with ambitions in the Pacific, Manchuria, Sakhalin and such, then, later on, have them play out a scenario where they seize the opportunity of a divided America to gain land and control the Pacific.

I can see where you're coming from, though. With little to no nations that have assigned themselves to the Asian continent, or anywhere near the Pacific, it's going to be slow yet interesting progress meeting up, and even slower yet more interesting if we also have NPC nations in contested places like China, Siam or Indonesia.

Governing Ideology: Military and Merchant Oligarchy

Leader(s): General Tengger Kong, Admiral Mink Djosan, Lord Japutra Xiu, Lady Camille Titarsole, and General Catherine Silahooij

Territorial Claims: (These must be adjacent to one another.) The Indonesian Islands (Modern Borders) all of Borneo, the Philippines, and the Andaman and Nicobar Islands (Claims map in spoiler for helpfulness)
https://i.imgur.com/EZWkKhg.png

Population: 33,000,000 (This was a bit tricky as census data for Indonesia at the time was unreliable at best outside of Java proper, so I took a median number (Around Five million) combined it with more accurate data from the Philippines, and Java itself, and finally took a shot in the dark at Borneo as I could find no good census data, then I increased it by around five percent to try and account for some changes based on migration, lack of colonial rulers, and other suck things, this sticks me around 33,000,000, rounding up)

Land Forces: Around 300,000 standing, but with militia drafts, can go up to about 450,000 before new training has to be introduced.

Naval Forces: 600 dedicated war ships, if the merchant draft is instituted, goes about to about 780 (The merchant ships are mostly smaller, faster vessels useful more for raiding than direct naval combat)

Point of Divergence: (1700 or Later) Minor Divergences throughout the 1700s, but major divergence comes in 1804 when a mass rebellion across the islands rose up to throw off it's colonial conquerors, the war lasted until 1815 when the islands seceded and formed the Union, taking the modern day borders of Indonesia, and all of Borneo as it's territory. Later, in the forties, a war with Spain (Started by Spain trying to take advantage of the young new nation) allowed them to take the Philippines as well, cementing them as a major power in SE Asia. More details below.

History: The roots of the Nusantara war for independence begin in 1735 as a small village is routinely terrorized by a corrupt Dutch officer extorting the villagers for anything of value. After a few years of this, the village chief gathered up the village and moved them deep into the jungles, where minor "tribal" raids, and other petty annoyances would be launched against colonial oppressors for years. Using this influence, the movement grew throughout the islands, and a cabal began stockpiling weapons, and training seemingly innocent merchant crews to fight on their behalf as a naval force. In the spring of 1804, with the help of the few independent nations left among the Malay peoples, such as the Sultanate of Banten, rebel armies rose up across the islands, after doing what they could to stifle supply flow to colonial forts. While the rebel armies would be hard to pen down, using their knowledge of the islands, the support of the people, and guerrilla tactics, the armies of Banten, among others, were quickly scattered, the the territories occupied. This only dealt with the most organized, obvious threat, and now the rebellion that had grown under the very noses of the colonial rulers.

The Nusantaran navies, what little they were, stood little chance in open combat against the better trained and equipped navies of the Dutch, so they chose instead to use them to damage supply lines, harass forts with random bombardment, and generally force the dutch to either tightly clump their forces, or spread themselves thin trying to protect everything. The war was in a relative stalemate until, in the winter of 1813, General Elzenaar, a dutch officer who had defected to the Nustantaran rebellion, managed to trap the largest Dutch army in the port of Ciwandan in Banten. The siege was brutal for the Dutch, who had been unprepared as they were simply getting ready to move islands while hunting for the main rebel force. After a four month siege where most of the Dutch troops were dead or weakened by starvation, the main Dutch force surrendered, and was imprisoned. After a few more months of skirmishing, and routing the few remaining Dutch forces, the Dutch were forced to retreat from the claimed lands, and the Nusantara Union was formed. The surviving prisoners from the siege of Ciwandan were returned to the Dutch, and as part of the peace agreements, the Dutch were banned from direct trading in Nusantara until 1850, hopefully letting most of those involved with the war move out of positions of power, so that in the future relations may not be so bad.

After the end of the war, the new government of Nusantara would spend most of the next two decades rebuilding, and modernizing the islands, everything from a tax system, to army doctrine, to building a proper navy. Nusantara would be ready for the day another foreign power would come knocking to try and take the riches of Nusantara for it's own. This day would come, when in 1840, the colonial leaders of the Philippines pushed Spain into attacking the "Primitive upstarts" to try and expand it's holdings, and control sea in the area. This war lasted for five years, and was mostly decided by naval battles as the Spanish tried and failed repeatedly to mount an invasion of Borneo, eventually losing the bulk of it's army to Nusantara. It would take only a year for the nation to drive the Spanish out of the Philippines and claim the islands for themselves, giving them access to much needed iron, but more importantly, near total control of trade in the region.

For the next twenty years Nusantara has focused on staying technologically competitive, and improving it's infrastructure as it dreams of an empire. Now it looks to the riches of Malacca or Australia to expand it's budding empire, and wonders if it's neighbors across the sea to the north shall be enemies or allies in the coming times.

Culture: Indonesian/Malay and it's related cultures (If you go by languages alone, there are hundreds in the region and I am NOT listing them all), with some Dutch, and British influences (From trade/colonial overlords, you should know which is which)

When we lose one we love, our bitterest tears are called forth by the memory of hours when we loved not enough. - Maurice Maeterlinck

There is a sacredness in tears. They are not the mark of weakness, but of power. They speak more eloquently than ten thousand tongues. They are the messengers of overwhelming grief, of deep contrition, and of unspeakable love. - Washington Irving

It is easy to hate and it is difficult to love. This is how the whole scheme of things works. All good things are difficult to achieve; and bad things are very easy to get. - Confucius

What exactly is the backstory behind this nation?

An alliance that the Caribbean colonies formed a defensive alliance, after a large scale revolution in the Caribbean, that formed itself into a Governing type body to better protect the islands (somewhat based on the Articles of Confederation due to a communication mishap) its powers include, Taxation, ability to call the Caribbean military in times of need, and the ability to pass acts for the whole of the Federation. These laws need to be ratified by 3/4th of the states to be passed into effect though.

Population: Approximately 2,000,000.

Point of Divergence: 1841

Boejoe advice: when life gives you lemons, sue life for not making lemonade, sue the supermarket who life bought the lemons from, sue the farm the supermarket got the lemons from, then sue the person who picked the lemons.
