Sea Scouts

Ive been involved with both BSA and Venture.
Also your proposal doesn't give you any choiceBeaver Scouts 6-8
Cub Scouts 8-10.5
Scouts 10.5-14
Explorer Scouts 14-18
Scout Network 18-25
For a 14 year old kid you have only have one choice, maybe two. While with the BSA you have four. And last time I checked 4 is more than 2.
Also we did plenty of water activities in the BSA. The Sea Scouts are more about sailing and shit, not general water activities

With my option, you can do whatever the fuck mixture of the four US options you like, including any single one of them. Last time I checked, "basically infinite" is more than 4.

Because it seems to me that you have an age limit on each. There is no way for a 15 year old kid to do both Scouts and Explorer Scouts according to your plan:
