The Collegium is dedicated to decommissioning out older vessels and replacing them with higher quality modern ships of the line. Part of our core strategy is to employ a far higher number of missile boats which we will be centering our naval strategy around, backed up by the more traditional "Carrier Strike Groups" used by most modern navies. As apart of that plan we have looked into the following vessels and wish to inquire about them:
Tangaroa-Class Destroyer - Based upon the Collegium's research into this vessel is appears to fit our description of a small escort carrier, while doubling as a platform to launch additional missiles. This would fit all of our requirements in a carrier. Can this class also conduct blue water operations as well as littoral? What kind of maintenance schedule can we expect with this ship? We ask this last question due to high maintenance costs with our current fleet: principally with antifouling. Has anything been incorporated into the design of the Tangaroa-Class to aid in this? Lastly, if we did plan or intend to use this carrier for long-range blue water operations would it be permissible, assuming we use it, to exchange the power plant out for diesel or nuclear to achieve this goal? (This last one assuming the current gas-powered isn't capable of doing the job).
Windigo-Class Cruiser - The maintenance and corrosion questions above will also apply here. I noticed in the description that the Windigo's aircraft compliment is helicopters, could is also be modified to employ VTOL-style craft if the need arises?

I shall address your questions foremost, and will continue on to your order approval. APD.107 class catamarans have excellent seakeeping abilities in deep water due largely to the stability of the design. At 3.78 meters of draught, the keels are significantly below the wavetops, so that wave action even in high sea states has very little effect on the vessel. Crews routinely praise the Tangaroa class for its poise in rough seas. Arioi turbines require annual cleaning and adjustments which can be performed wharfside and do not require a drydock. The PTFE antifouling coatings you asked about require a 5-year recoating interval, but are resilient and too slippery for growth; recoating normally addresses scratches in the coating and not corrosion or growths/barnacles. The hull beneath the coating is Marine Grade-12 Titanium, which forms a passive titanium oxide layer naturally in the presence of seawater; this natural coating is highly corrosion resistant; titanium hull sections are given a salt water bath before painting to ensure the hard coating forms on all surfaces. To address the question of powerplant changes, we find the nearly 7 horsepower per ton rating of the gas turbine engine is more than adequate; the ship may sustain nearly 43 knots in calm seas and can cruise for roughly 14,000 kilometers unrefueled. The compact gas turbine powerplant would be difficult to replace with a nuclear or diesel drive within the same footprint; while not impossible, we would suggest that the Huracan class catamaran is nuclear powered and significantly larger; the larger footprint gives room for a larger complement of far more powerful aircraft, tailored to a different need than the smaller, gas turbine powered Tangaroa, which may defend far smaller ports, islands or coastal shallows without attracting the attention a nuclear carrier group brings. We found the Tangaroa's niche to be as a command and control ship for littoral/riverine groups in the Marquesan Forces at Arms, providing air support for gunboats and corvettes.
As concerns the Windigo class carrier, it is more than capable of carrying VTOL aircraft as well, though our optimization team had decided to equip Windigo with helicopters, given the capacity and range of the aircraft and the size and layout of the platform. Windigo is well-suited to assault duties given its highly capable armament of missiles, cannons and machine guns; carriers of this class can fend off huge numbers of enemy aircraft, drones or fast attack vessels simultaneously; permitting these carriers to "slug it out" close to shore where its helicopters may harass hundreds of kilometers of coastline and inland areas with impunity. If your naval forces prefer VTOL fixed-wing aircraft, the CAC.220 class can certainly accommodate them with no problems, however our pilots informed us during the development program for Windigo that they prefer taking off from a catapult, as it permits them to carry heavier loads and more fuel into combat. A mixed combat load is also certainly possible, but as equipped, helicopter crews may share tooling and equipment with each other, simplifying some logistics issues that would arise from alternative complement loads.
It is with great pleasure that we have Approved your Domestic Production Rights contract, to begin development immediately upon receipt of payment. Arioi Engineering requests a survey of sites to mine titanium, iron, manganese, chromium, nickel and molybdenum either nationally or regionally, along with two locations for manufacturing support; a large scale electric arc smelter will be required, along with forging equipment and tooling which will be brought from The Marquesas by cargo carrier. A drydock naval construction yard will need to be constructed, with submarine pens and dedicated power facilities onsite. A separate metalworks with rail lines for ore transportation and naval dock facilities to transport completed sections to the drydock is necessary; we suggest these two facilities have some physical separation to allow them to be more defensible from attack. Electronic equipment and many components will be manufactured in Havensky or The Marquesas and shipped, however in the interest of expediency, the production of hulls locally is considered critical. Our government has issued approval for a third assembly facility to be built in Jagada, with naval impact ranges for testing and sea trials; perhaps a moderately-sized island with power facilities would be an ideal location for such a facility? Local hires will make up 90% by population of the workforce for all projects; Arioi is happy to submit environmental impact studies and demographic requirements to your government for all facilities in accordance with our own laws. Please let us know how we may be helpful to you in the development of your force groups as these ships begin delivery; a process we estimate to take two years from groundbreaking if construction stays on schedule.
