I have a concept for a sort of human experiment created near the end of the doctor's years that is essentially one human made into a centipede of sorts with multiple segments or torsos. He's a banker and industrialist more than he was a mad scientist (Fleur is the latter), so probably not. Hell, he's not even a doctor. That one is the work of his R&D team. As WhatsamattaU said, the tech in the RP just isnt as advanced. As for Frankensteinian monsters, I dunno. Hard to hide one in public, especially during the Cold War, and definitely impossible if the person isnt humanoid anymore.
That said, who knows? What exactly do you have in mind?
Seeing the tech, my idea might be possible through early cloning and a decent amount of internal rearranging on the part of the R&D team(by that I mean surgery).
This is the image I'd be using. The body itself would probably be made from repeatedly splitting a fertilised egg, then essentially putting them back together to create said body. If that's a bit excessive for the tech permitted, I'll just go ahead and make a different character that'd be less taxing on the time continuum.
Edit: Though seeing what you've said about the Doctor, I think making a situation where such a being would be made is just as much of a question.
