I'm looking for a ship that has absurd radar and firing range, but doesn't do too hot in close quarters combat. Sort of like a sniper.

Yamato or Iowa, perhaps Jap destroyers since their cannons weren't good.

Character: A forward-looking, big-hearted shipgirl, Chrysantheme cared for those around her. She's also known for having a higher degree of luck, partly because of her crew (fairies, in this case). But whenever she went off duty, she got involved in the numerous shenanigans going on, such as Novaya panicking when it comes to snakes, rats, insects and, of course, the deep of the ocean (no one can hear him scream, of course), forcing her and their two commanding fairies (Novaya's fairy Admiral and Chrysantheme's fairy captain) to calm Novaya, with mixed results. Like Novaya, she bore the emblem and flag (attached to the flag mast/pole) of the Antonia de Morales High Command Naval Academy.
Special abilities: Chrysanthemum lack the firepower or armor to defeat her enemies, but she makes up for it through her speed and maneuverability. Chrysanthemum's fairies are skilled in using her equipment and armaments during battles. Even her fairies are willing to rescue any fairies that were on the water.
Technical Description of the vessel: The NCS Chrysantheme served alongside the NCS Novaya during the Second Great World War, where she was part of the carrier's escort group. After the war, she serve as one of the training destroyers for the Antonia de Morales High Command Naval Academy, where the NCS Novaya, also a training ship, was attached.

Their cannons weren't really good, but 46 cms were fine. Torps were god tier.

American fire power could work.

Special abilities: She can also provide supplies for ships during longer sorties like her brother.
Technical Description of the vessel:

Built in the same plan as her brother, she was built with cutting edge technology but this time the technology was for more savory food. Regardless of type, she could make almost any kind of savory food from around the world, as she spent most of her service travelling with envoys through out the world, the chefs being one of the best chefs in the entire navy and military that were only matched by her brother. She was built with more horsepower, but only had an increased speed of 2 knots due to most of it going to the cooking and production equipment. She was known to have carried a mini farm in her and even had the processing plants for certain ingredients.

Even after being outdated and modernized, she was still used as a museum ship like her brother in modern day, still producing mass amounts of food for people who come to see her.

Fun aside, as well as torpedo hardkills, a torpedo armament is always good to have.

After the cold war, she served as a minor museum ship, letting civilians look at her up close while she protected the port city of Vladivostok.

Now we have the big one... I'm kinda taking this like a WW2-version of the famous Longsword, sold by Lyras over on GE&T and, if you agree, Rustyal, she'll have the same drawbacks: Enormous fuel consumption, enormous turning circles, a gigantic target and middle finger to physics and practicality, but if the Captain of that vessel/the ship girl wants something gone, it's gone.
Would that be agreeable to you, Rustyal, as those will basically make her our Hotel Yamato?

MagLev as in Magnetic Levitation? Just to be clear, it will still be damn slow, despite that, slower then any other turret in the fleet, but still faster then one would expect. No turning this thing like it's a helicopter's rotor - that only gives people ideas! ; )

I am most likely going to be an S-100 E-boat recolour: small, fast, and made with German engineering, and in the words of OP: "Torps are god-tier". The slight variant is that the Telcontar will be more of a "seek and destroy" type ship rather than a "go in broadsides a blazing", so he'll have a more ranged and radar based focus. If any of you techy dudes can lend me some advice on how to, that'd be great.

If you want radar on the boat, don't work from an E-boat. Too small for carrying radar in our timeframe, I think.
I'd start from an Elbing-class, if the radar is the focal point. And amp up the torpedo armament even more.
However, one could make it a Schnellbootbegleitschiff and have that have the radar, then using radio to guide fairy-crewed E-boats to their destinations... and their torpedo's destinations. As said, though, E-boats and the likes are too small for being represented as shipgirls.

If you want radar on the boat, don't work from an E-boat. Too small for carrying radar in our timeframe, I think.
I'd start from an Elbing-class, if the radar is the focal point. And amp up the torpedo armament even more.
However, one could make it a Schnellbootbegleitschiff and have that have the radar, then using radio to guide fairy-crewed E-boats to their destinations... and their torpedo's destinations. As said, though, E-boats and the likes are too small for being represented as shipgirls.

Maybe I can show you one of the custom campaigns I downloaded? It's WW2 Lite, meaning only big guns. I've seriously seen an airplane with two 179mm guns.
