The Afaenvian application and letter of credence reached Borozan’s office shortly after lunch on the thirteenth of February and required only minimal discussion to meet his approval. Borozan subsequently forwarded the letter of credence to Minister Carter’s office later that afternoon and Carter later forwarded it to the Royal Residence so that the Crown could formally acknowledge its message and file it in an appropriate location. In the meantime, Borozan tasked his daytime secretary, Jacob Romanski, with sending out his reply.

The Imperial office was often a hive of activity even before the official work hours begun. As usual, one could hear the clackety-clack of keyboards and typewriters shooting out missives and notes while couriers and clerks continued to glide across the halls, delivering cases and pouches of documents to the various rooms that littered the building complex. One case stood out from the rest, an emerald green shade with the state crest distinctly inscribed in the center. Inside it, contained the replies to the countless of embassy applications and diplomatic exchanges conducted by the Director, on behalf of the Afaenvian Emperor and State Council.

Viscount-Director Cyril was not yet present in his office when the courier with that very case came to deposit it. Instead, a perky man of thirty-two accepted the delivery, which included among other items, a newspaper and some office supplies. The official who had just conducted this trade was Nathan Tangsrisuk, a cordial man who had by now amassed a decade's worth of bureaucratic experience, finally achieving the role of Cyril's deputy. Nathan had a particular habit of arriving slightly earlier than his senior, just to set everything in the office as comfortable as possible and looking through the case files, sorting them according to increased priority. Cyril was often more interested in replying to the embassy applications to the different nations while he preferred to be more enthralled by the minute details of daily administration.

Fifteen minutes passed before the buzz of the building fell silent for a minute while the royal anthem played across the hall. As soon as the clatter of office activity picked up again, Cyril strode into the warm office, leaning against his cane for a moment to catch his breath. Placing a black felt hat on the table, the Viscount took his place in the armchair before letting out a quick sigh.

"Good Morning, Herr Direktor."

"'Morning Nathan. How's everything? Got any new stuff today?" Cyril replied.

"The usual. Phantomizier's running crazy on their missives again. But it seems we have a reply from Monavia about our application," Nathan grinned, his fingers doling out the particular document towards the viscount. "It looks positive."

"Monavia? Great! Erm, I'll get to it right away then. Thank you."

Cyril nodded slowly, taking in the new document handed to him. The document was intricately prepared, the state crest making itself known on the cover. He had seen many different emblems and coat of arms; and the viscount had slowly begun to develop a habit of appreciating the amount of effort it took to prepare these documents before actually reading and replying to them.

Within an hour of his entrance and reading of the diplomatic package, Cyril arranged a quick meeting with the High Chancellor's and his deputy through a conference call. It was decided that Lord Zechariah Hwang's delegation was to proceed as planned without interruption and delay. Penning out his response to Monavia's reply, the viscount allowed Nathan to continue with the preparations and to call Zechariah about the update.

Ambassador Henry Nathaniel Jameson descended down the stairs of the Emerstarian Embassy. When he had reached the main floor, Jameson was accompanied by a security officer, Emanuel Adler. As the two men walked out of the embassy, the ambassador's dog, Bronco, trotted down a hallway. Ambassador Jameson was returning to Emerstari to attend a conference with the Department of Foreign Affairs. During the ambassador return to Emerstari, diplomat, Gerald E. Harold, would manage any diplomatic associated affairs in the State of Monavia. Soon Jameson and his guard, Emanuel Adler, arrived at the Chalcedon Airport. This would happen to be his first trip back to Emerstari since Jameson came to Monavia in January during a snowstorm. Around eleven-forty, Jameson and his guard boarded the first flight to Coronet, Emerstari.

Here, Jameson was no longer Ambassador Jameson, here he was Sir Jameson. He had been knighted by King Eric Caneri X in 2011. Eventually, Sir Jameson and Officer Adler exited the plane and looked at his watch. Realizing the two were nearly late for the conference, they began jogging through the crowded, cramped, congested building. Suddenly the two were halted by security, Adler's gun was almost confiscated until Jameson explained the situation and showed Identification.

Entering the building, Jameson noticed he was five minutes early, he continued to sit down at a table in Secretary of State Linda Kenly's office. There, Linda Kenly and John Cenre` (Sen-ray) sat across from him and Adler. While Cenre` scanned through a portfolio Jameson gave him, Kenly inquired information about his diplomatic mission to Monavia so far. Approximately fifteen minutes later, Cenre` glanced up from the portfolio and asked, "Do you happen to know why Monavia hasn't returned an ambassador or diplomat to our nation?" Jameson opened his mouth as if he was going to answer, then said nothing. "Are they plotting something against us?" Cenre` questioned suspiciously. Jameson replied, "I'm sure they will when they are ready?" Following Sir Henry N. Jameson answer, Cenre` walked out of the room, down the hallway to his office. Cenre`, not accepting of Jameson answer, was still paranoid. Because of this, he composed a message to the Monavian Minister Carter and Augustus Borozan.

Before I proceed with reopening this thread for business, I want to offer the NS community my sincere apologies for allowing it to die and failing to revive it in a timely manner. When I first let this thread slide out of sight, I had just recovered from cancer treatment I received the previous fall and was very busy studying for the CPA Exam. Once I passed the first section in March 2017, I began working on my handbook for roleplaying diplomacy, which I completed that July. I started a new job during that same month and had a lot of real-life obligations to attend to at that time and had very little to do with RP activities until late 2018 as I focused much of my NS time on my Mentor duties.

I hope this explanation clears up any questions readers might have about this thread’s inactivity as I get it back in action. Moving forward, I will process old applications in this post so that this thread can have a clean revival. I will not process applications from ex-nations but may still return other correspondence.

“What do you need, sir?”

“Place a call to Secretary Jackson and have him inform the Crown that I will be sending them an exequatur request.”

“Of course, sir. I’ll get that done right away.”

The short, brown-haired lady who stepped out of the car carried a slender aluminum document briefcase that could only be unlocked using a special key and lost no time slipping inside to meet the chancery’s front-office receptionist. After a quick exchange of pleasantries, the courier set her case atop the receptionist’s counter, unlocked it using a key she kept in her inside coat pocket, and removed a durable ivory envelope that bore Hazzard’s name on the front and an embossed representation of the royal coat of arms on the rear flap. The message within read thus:

Not long after Borozan finished replying to the Yohannesian chancellor’s letter, he left his office to perform a speaking engagement at a local university and reconnect with a number of old friends who now served as members of its faculty. Just as he was about to leave for another appointment, the mobile phone in his coat’s breast pocket emitted an all-too-familiar vibration. Upon discreetly slipping the device out of his coat and glancing at the screen, he found a message from his secretary reading YOUR OFFICE JUST RECEIVED A FACILITY APPLICATION THAT REQUIRES YOUR IMMEDIATE ATTENTION and dashed off a quick reply. When he returned to his office that afternoon, a dark-suited man with curly brown hair presented him with a gray cardstock folder containing several sheets of paper.

“These documents arrived earlier this morning, the secretary explained as he handed Borozan the folder, “I’ll await your order to contact Secretary Jackson if you need his to start making arrangements.”

“Thank you, Mr. Romansky. Please make sure no one disturbs me for at least ten minutes.”

“As you wish, Minister.” Romansky shut the doors to his superior’s office and resumed his previous work as Borozan sat down and finally got a look at the folder’s contents.

The Republic of Eitoan! Borozan mused excitedly. We’ve never had much to do with them in the past. Within what must have been no more than half a minute, a volatile cocktail of thoughts erupted within the minister’s head and swirled about as if stirred up by some sort of cognitive blender. Eitoan’s a former Ralkovian colony! What would they want to do with us? We’re not exactly Ralkovia’s friends now—not after our spat with the Blackhelm Confederacy—and their country has multiple elements that remain aligned with their former colonial masters. Aren’t they taking a risk reaching out to us like this? No…no, they’re not. There’s no risk in just opening a chancery, sending some diplomats…it’s totally innocent stuff, not like something the Ralkovians need be genuinely alarmed about.

The minister fell momentarily silent in his own mind as he sank lower into his swivel chair and cast a languid glance upward at the ceiling. Maybe I’m thinking too much about this right now. I haven’t even read the letter and I’m already speculating about what it means. With a resigned sigh, Borozan picked up Secretary Field’s letter and found its message pleasantly surprising. So, they want us to send an embassy of our own? I like where this is going. It did not take long for the minister to examine the completed application form or decide what needed to happen next.

“Mr. Romanski!” he called out, prompting the secretary outside to pop the doors open. “Contact the Residence within the hour. I have some items to send them.”

“Yes, Minister. Anything else?”

“I’m preparing something for you to fax out in ten minutes. I’ll give it to you when I’m done.”

Addressed to the Loyal Foreign Minister of Monavia, Frank Carter; Dear Sir,

Envy is not exactly the right word to describe my feelings towards the nation of Monavia. Because envy is when someone wants what another man has, whereas in this case I merely wish for Delmonte to emulate what your nation has. Monavia's sprightly economy and strong civil institutions, including a robust and independent judiciary that contributes to honest and easily conducted business, make it one of the jewels of the world of commerce. It is a jewel I would like added to the crown that is Delmonte's Entrepot Network.

We do not build embassies, sir. At least, not generally. There are obvious exceptions, such as landlocked nations, nations not worth an enclave, and when I find myself involved in a profitable kick-back scheme with local contractors! But by and large the Most Serene Republic is not in the business of building embassies. We are in the business of... well, business. That means constructing enclaves/entrepots instead of embassies. Allow me to explain.

The Delmontese trade network (https://www.nationstates.net/nation=del ... /id=832415) consists of the Grand City of Delmonte and myriad entrepots that, throughout centuries, we have constructed and expanded off the coasts of prosperous nations (Such as yourselves). We locate a suitable uninhabited island (it does not have to be large) and lease it from the host nation indefinitely. At the expense of Delmontese financial institutions we construct port and customs infrastructure and lay the groundwork for a bustling enclave. The vast majority (upwards of 90%) of day labor and technicians are sourced locally from our host nation. After all, the point is to become friendly trade partners with you and that would not be accomplished by cloistering ourselves! By employing the local population the construction of the entrepot/enclave generally causes a substantial (albeit temporary) boom in the host nation's economy.

Hosting a Delmontese enclave will grant your nation's companies access to import and export opportunities within the Delmontese trade network. Delmontese customs officials are the finest in the world, I assure you. The Most Serene Republic has an entire university devoted to their training due to how integral they are to our economy. These officials will enforce whatever customs laws you please for you. The Delmontese Trade Network is a closed system (any ship going into an entrepot must have 100% of its cargo having come through a different entrepot) and is thus completely secure. Nations that have agreed to host entrepots have seen both their exports and their imports expand in all cases and have also seen the entrepot contribute to GDP growth.

You will get the benefit of a trade agreement with dozens of nations while only having to negotiate a trade agreement once.

The final benefit is that as part of the lease you will be entitled to a percentage of tariffs collected at your entrepot (mind you, the tariffs are kept intentionally low to incentivize volume). This percentage is negotiable and the prestige of your nation as well as the size of your economy will obviously be given consideration. What's more, if you agree to become a host nation you will not only be allowed, but strongly encouraged, to construct your own enclave in the Grand City of Delmonte's Foreign Quarter.

Positions are full-time and well paying, and while any Monavian is welcome to apply, those of Marshite faith are far more likely to be selected.

King Sarol heard footsteps down the corridor at the North end of the Government building. It was his Foreign Deputy, Lore Sulau. The King turned his head up slightly to see his visitor, and he smiled slightly as Mr. Sulau entered the room. There was no formality between the two, but a common understanding between two close friends, one of whom was in fact the supreme ruler of the nation.

"Sir, the Senat has approved this latest resolution. We see it fit to establish a diplomatic mission in Monavia." began Sulau. Ever since a problem with the roof frame had made the throne room unsafe, the approval of laws by the King had become more informal.

"What was the margin?"

"What margin?"

"How many votes was this passed by?" said the King, straining his voice a little.

"The resolution was passed almost unanimously Sir."

"I am sure that I will approve it then. Do you have the letter?"

The Deputy produced a folded piece of paper and a small square of card.

King Sarol picked up his pen and signed the official approval document, enacting the resolution into law, before adding his signature to the end of the letter to Monavia. Deputy Sulau smiled and left the room to deliver the news to the Senat, after giving the letter to a clerk, who hurried off to the Royal Fecawn Mail to have it delivered.
