Islam, like all other religions, enjoys a status of indifference under the polytheistic hegemony of the Freehold. The Selian national religion of Ephyral polytheism dominates socially, and retains a high number of followers. Islam accounts for 31% of the religious identity of residents in the Freehold, which makes it the second largest religion, but the largest amongst provincial free residents.

4% of these are Shi'ites, whilst the other 27% are Sunni. Muslims came under the control of the Freehold both during and after the bloody and long wars waged between the three major Caliphates against the Freehold, as well as successor Muslim states such as the Seljuks.

Because of this long history of war, Islam is regarded by the public as an identitarian enemy of the nation and the people. What is Muslim cannot be Ephyral, and what is Ephyral cannot be Islamic. However the Muslim population does not tend to experience specific prejudice. It's population centres are quite distant from those inhabited by native Selians and other citizens, and whilst colonial cities do exist within their territory, interaction is uncommon. Muslims, through identitarian ideals, rarely make the effort to become citizens of the state they tend to perceive as an other. However amicable relations between the Freehold and all of its subject peoples exist through the provincial free resident system.

Communities under this system and as designated by the Freehold when annexed, or through later re-assignment, are exempt from many of the national duties and obligations of the Freehold as well as many of its rights but possess a large degree of autonomy and local government, with elements of cultural law that do not directly contradict that of the Freehold respected. This allows the Muslims of the Freehold whom reside in such a level (or choose to by relocating deliberately to such a place) to live more or less as they would normally do whilst existing in the Freehold.

This remained true even when against other Muslim powers, as the free living ensured by the Freehold could not be guaranteed by the Turkic powers for the Arab Muslims.

Elements of Islam permitted therefore include public worship in the free states where Muslims hold a majority, the establishment of mosques, and Muslim weddings. Marriage by law can only ever be by the Ephyral custom, but the Freehold permits cultural marriages to occur that have symbology in the faith or the culture it is practised in, whilst not recognising such a union on paper. For the Muslims particularly this provides a legal loophole with polygamy. The Freehold expressly forbids polygamy, but as the marriage of Muslims is not considered a marriage at all, legally no polygamy has occurred if a Muslim man takes multiple wives.

As an Abrahamic faith, Muslims are socially regarded as primitive and culturally inferior, not to mention the centuries of war and conflict having created a deep rift of hostility and mistrust. The rise of a number of Islamist resistance groups also has heightened tensions, though the Freehold has offered rewards to Muslims who report suspected Salafist or Wahhabist individuals to the state, as the two sects are declared "illicit religions", and are exempt from the safeguarding provided to others due to the sheer threat they present.

Other religious practises are also forbidden such as circumcision, which is held as barbaric and brutal. This cultural freedom also permits what many, including the Ephyral, consider religiously sanctioned domestic abuse of women by their husbands, as in these free states, the cultural law of the provincials and their lack of extended protections under Ephyral law does not therefore safeguard the lives of women under Islamic free states. Shariah law is outright prohibited as it is seen as a direct challenge, but the premise of beating a wife is not intervened on. Despite the Freehold's own patriarchal culture, it does not internally permit the beating of women or children, but as the provincials do not have the rights of citizens, neither the state nor the public take much of an interest in this.

Elements within the Freehold are entirely against Islam, and it is a prevailing attitude that the values of the Freehold are almost entirely polarised to Islam. A precarious tolerance of their faith exists for practicality, and the use of the provincial free state system with Islam (as well as other, less objectionable faiths) has so far worked relatively well. Treachery has always been punished severely, and the Muslim communities of today know well the benefits of remaining loyal to the Freehold's system, and the wrath incurred by rising up in revolt.

In the Muslim communities, the Ephyral are seen as heathen conquerors, particularly the native ethnic Selians themselves. However by the state offering the benefits of citizenship to the locally elected leaders of the free states, and general exemption from duty in return for tribute, the Freehold has successfully lessened the odds of full Islamic revolt, in part by subtly encouraging religious competition between sects, keeping the subjects of its empire divided and against themselves rather than united. Militias and jihadist forces are swiftly crushed and the free states that aided them severely punished for their treachery, often with their land being given to nearby free states, encouraging such states to report their neighbours for suspected treachery.

Islam has always been the enemy of the Freehold. The first wars with it occurred fewer than two centuries after the Freehold's inception and have never stopped. Bordering Muslim states, particularly Persia, are particularly hostile to the Freehold but for different reasons, though the Freehold has had no shortage of conflict with African Muslims waging a war against the infidel. However the administrative brilliance of the Freehold's leaders and their offering of a choice that permits autonomy in return for incorporated rights, encourages infighting, and rewards internal betrayal, allows the Freehold to keep the heavily Muslim southern provinces under effective control, with the strength of the mighty legions ready to be used in unspeakable acts of revenge should treachery occur.
