Normally, clauses in the SC are written in incomplete sentences (i.e. NOTING that Testlandia has a cool flag, RECOGNISING that Testlandia has done lots of good stuff). So as long as it keeps to the rules, are we still allowed to write resolutions in "paragraph" form (as in SC#4 and SC#41), or has that been done away with?

It's not really a hypothetical: SC#41 is post- Rule IV. It was legal under the ruleset as it stands today. Therefore, any resolution following its format is probably legal as far as the format is concerned.

The SC has very limited formatting rules: you need an operative statement (RIII) and you must write the resolution from the perspective of the WASC (RIV.)

Personally, I like SC#41's format (it was my design, though. Inspired by WA#2.) Partly because I think all of the creative preambulatory terms are too individualistic. SC resolutions are presenting facts like a report, so the annotation format conforms to that presentation in a straightforward manner. I tried that format out and I thought it worked well, but it didn't exactly catch on...

I'm new to the game but managed to get my industry working.
so a few of my brothers and a friend played this game and made a region.

long story short.
I'm new to this 'Invader' and 'Defender' thingy.
so my region is occupied by the 'Invaders' XD

Presumably "How do we fix this?"

I see that Akrothia as the region's Founder has executive powers (and so didn't create the region with a 'non-executive' founder, which would be a worse problem). Akrothia can use those powers to expel any remaining raiders, and to reverse the changes that they made.
And if Akrothia sets the region's controls so that the 'Delegate' position doesn't come with executive powers too then raiders will be unable to inflict any damage on the region in future, at least as long as Akrothia is within the region (because if the Founder leaves then the Delegate is automatically 'executive').

Would referring to dispatches/factbooks be in violation of Rule 4? I can't find anything on the subject, but perhaps I'm simply not looking close enough. If referring to them directly would be in violation, but a sort of veiled/in-universe phrasing might not be, what would that look like?

Depends on wording. We've allowed direct reference to regional World Factbook Entries, but for dispatches it's best to use language such as "surprised that nation X issued a dispatch that etc. etc." or "has published materials that etc. etc.", which would work in-character. What you cannot do is link directly to a dispatch.

I have some questions regarding the SC if anyone is willing to answer them:

  1. Is asking someone else to submit a proposal allowed? I ask because I'm not a member of the WA; even if I was, I wouldn't be able to get the two endorsements I need to be able to submit a proposal, since my region has only one other WA member.
  2. In regard to my first question, I'm looking to submit a proposal to condemn a nation for nuking one of its own colonies because it tried to become independent, thus killing 355 million innocent people, as well as for its constant human rights abuses (such as executing people for committing the smallest of crimes) and suppression of civil liberties and political freedoms. However, this is roleplay related, and has nothing to do with said nation's impact on the game as a whole; am I right in assuming that the SC wouldn't deal with something like this?

I think that's it; if I remember anything else, I'll post again.

Yes, you can have someone else submit it for you. They can credit you as the author at the end of the text; e.g. "Authored by Insignificance." Just remember that they, not you, will get the SC Author badge on their nation's page.

If we're talking from a legality standpoint, that's not correct. The SC can be (and has been) used to condemn actions taken in an RP. That said, such condemnations aren't too popular nowadays; it looks like none have passed in at least the last four years.

If you want to give it a shot, take a look at this post and scroll down to "Role-Playing as an Evil Nation" to see such previous condemnations, and get an idea of what goes into such a condemnation. Just, you know, don't copy from them, of course.
