The 115th Congress is a record-breaking one. The House of Representatives holds a record majority under Republican control, while the Senate boasts among its ranks more third-party and Independent Senators since the end of the 19th Century. New crops of fiery young legislators tangle with the vanguards of the establishment, as legislators seek to turn mandate into policy, to find success for themselves and their districts, and to bring down their foes by whatever means are required.

General
Include the name of your character whenever voting, and either their name, or the chamber, when posting.

The Speaker and President Pro Tempore will maintain order; i.e., declare which legislation is being considered.

House
Any bill may be brought up by a motion to suspend the rules, which requires a two-thirds majority to pass.

All motions require a second, save a motion to end the questioning period of a bill.

No bills ratifying treaties may originate in the House.

The Speaker retains broad powers to determine consideration of a bill, or close debate.

All remarks addressed to "Mr. Speaker."

Senate
Limit to two posts/speeches per bill when in a set period of debate, but no limit on length, and the Senator speaking may yield to an unlimited number of questions.

No bills designed to raise revenue may originate in the Senate.

Any Senator may ask unanimous consent to proceed on a bill, and any Senator may object.

Unfortunately, the December vacation just couldn't last forever. Now, it was time to start yet another year of that boisterous cancer known as the United States Congress, where people with personal agendas shout at each other over who gets the most brownie points. This was where William Mullins had to work. This place was the true source of his suffering, but he had to do it. He had to make sure things got done. The last session wasn't that great for him; with the only Bill he sponsored dying after being vetoed by a bumbling fool of a President. Well, he wanted to make a change. This was his chance to really make a difference, and he would take that opportunity with true valor.

He went into the Capitol Building. Looking around, there were some people there, a few of his colleagues in fact, but he decided to ignore them for now. Mullins instead went up to the second floor and went on his way to the House Chamber. Walking inside, he found that Henry Caldwell had already arrived. Giving him a nod, he went to his own seat, and sat down. Waiting for the session to begin.

Brennan made his way into the house of representatives. He was quite tired, the race had taken a toll.

Representative Rossi nervously smoothed out her dress as she settled into her seat in the House, fidgeting. Clenched in her hand were the papers of her first bill-perhaps clenched a bit too tightly. She laid them out on her desk, exhaling in a futile attempt to relieve the tension bunching up in her chest, as she tried to ready herself for the session to stray, and gum up the courage to introduce her first-ever attempt at a piece of legislation.

A fatigued Kingsley, having made the over-an-hour commute from Baltimore in the morning, unfolded the seating chart he had in his pocket for another glance. Returning it to his pocket with a tired sigh, Kingsley stepped over to his seat, adjacent to the young Senator from Vermont he had met the previous day, setting down his briefcase next to it, and removing his bowler cap to lay atop the desk, settled into the seat, suppressing a second sigh.

Ella Enchanted sits down in her front-row seat. She is nervous, but excitement is overpowering that in a huge way. She has a bill in front of her that is Senator Kingston's but that she might get a chance to introduce.

"The names of the Honorable Robert F. Eberhardt, a Representative-Elect from the state of South Dakota, the Honorable Antonio V. De Nieto, a Representative-Elect from the state of California, and [Progressive Candidate] have been placed in nomination."

"The roll now will be called, and those responding to their names will indicate by surname the nominee of their choosing. The reading clerk will now call the roll."

Representative McMurdoc stood next to the House Speaker. Roll was being called, and he didn't have much time. He spoke "Mr. Speaker. I must be frank. We are dealing with one of the largest House majorities in history, and I think we need a Speaker with much more experience on the floor to manage and preserve this majority. This is out of no disrespect to you, but Mr. Speaker, will you accept me as Speaker if you were to be Majority Leader, my right hand man?"

"Well Mr. Speaker, I would certainly say that it's not normal. But right now, with Reed coming into office, it would be good to have a Speaker, and a Senate Majority Leader, for that matter, with years upon years of experience, which I have. Deliver me the Speakership and I will use all my influence here to deliver you Majority Leader."

"Look, Mr. Speaker, I have experience pushing bills over the line, and passing them when they should have failed. Now more than ever we need that in the House. Passing Reed's agenda is not going to be easy, I can tell you that, but as Speaker, I would be able to push his agenda across the finish line. Preserving the majority ties straight into that. If we can't get the President-elect's agenda across, then not only do we lose seats, Reed loses the credibility and the hope that got him his victory. If I'm Speaker, I can hit two birds with one stone."
