Concerned that unregulated accumulation of refuse inevitably leads to negative environmental effects due to contamination of water, air and soil and thus poses a danger for sapient species, animals and ecosystems;

Further concerned that uncontrolled increases of waste squanders valuable, rare and energy-intensive resources;

Thus believing that a reduction of waste would benefit all nations and their inhabitants;

Hereby,

    1. Defines for the purpose of this resolution:

      a) "Recyclable waste material" as a waste material, item or object that can be reprocessed into materials fit for manufacturing;

      b) "Recycling" as a process in which a recyclable waste material is converted into a state that is reusable for production;

      c) "Salvageable object" as a complex waste product that can, due to disassembly, yield recyclable materials;

      d) "Salvaging" as a process in which a salvageable object is disassambled into recyclable waste materials;

    2. Mandates:

      a) the introduction of recycling and salvaging as a means of waste reduction in all member nations in accordance to their technological and economical capabilities, unless such is already introduced and active;

      b) the implementation of an easily accessible system for the collection of recyclable materials and salvageable objects in said nations, unless such is already in place;

    3. Requires its member nations to encourage participation in recycling and salvaging, and the usage of through recycling recovered materials with the means of legislation, incentives or penalization;

    4. Clarifies that this resolution does neither prevent nor discrourage the implementation of other waste reduction methods before or after recycling takes place.

    5. Encourages its member nations to support the research of new recycling and waste reduction techniques to further reduce waste production.

"It is much appreciated that you will take it into consideration, even though we don't agree on another subject.

That said, the costs should not be dramatically high since it requires the introduction of affordable means of recycling, and not the newest experimental technology available. We were thinking of including a WA office to inspect the capabilities of a nation for this, but we weren't sure if it was necessary."

OOC: I knew that I had seen that used somewhere before, just never on Nationstates, but I couldn't quite place where I had seen it before. I lived in Germany when I was younger, so it must have evoked some nostalgic memory in me. But yes, it would probably be better to use the more standardized use of the quotation marks, as used in other WA proposals.

"Those nations would have to offer the chance to recycle, like all others. However, this proposal urges them to encourage their population to participate, it doesn't force them. Giving the choice to recycle is a promotion compared to forbidding it, even if the government should decide to urge it's populace not to do so."

Since all the clauses are fairly weak and category environmental - All industries is both the equivalent of strength "strong" and going to be fairly objectionable to most people who care about stats, consider category "manufacturing". Seems like a good fit since this applies to manufactured products only.

"This is a good point. I wasn't so sure about the category myself... it is changed now, however. The category Environmental - Manufacturing does make alot more sense in retrospective and considering the strenght argument."

Overall I think this is a very well tailored proposal; not so strong that it puts unacceptable burdens on nations, while not so weak that it compromises it's goal. I think the preamble needs a little work, but then I prefer long preambles with lots of arguments, and I know other GA member prefer ones "people will actually read".

I do notice that you define the term Salvageable object but never use it in your mandates, though.

"Thank you, my office sat quite some time on the first draft before we presented it here. Regarding the preamble, I will see if I can work out something, although it might take some time.

As for the salvageable objects, they are used in clause 3, although I admit that a slight mess up in the grammar might have successfully hidden it."

It's in 3, sort of, but yeah, either the definition or the useage should be changed for consistency.

I do not understand your concern. Clause two mandates the creation of recycling programs, while clause three requires an easily accessible collection system. This is the core of a recycling program, and mandatory.

Clause four cannot be mandatory because it deals with (presumably tax)incentives and (presumably either judicial or tax)penalization, which the WA cannot touch. Clause five is only tangentially related

"If this is the case, we would gladly change Clause Four into an obligatory clause. We chosed to urge originally because we weren't sure if it would be an intrusion into domestic taxation policy."

Schreiner rereads the Clause and adds: "I guess as a mandate it would still allow the nation in question to decide on how to implement those incentives."
