He ordered one division, some 18,000 men, to march for Bolzano Bozen in a feint maneuver, making as much ruckus as possible, while he took the rest of the army, very quietly, to Trieste. When he reached Trieste, he would send a rider back to the feinting force, ordering them to make silent haste to Trieste, withdrawing by night. There was a great deal that could go wrong here and so much more to plan, but it was a good start.

History :
1448 AD: Nea Kostantinopoulis is founded as a trading colony by Roman merchants of Greek descent. The city begins to grow rich by trading with the local African tribes.
1460 AD: The colonial administrators begin to grant free land to colonists. As a result, farmers and other poor people from the Empire begin to flock to Nea Kostantinopoulis and farming communities begin to grow. A population boom follows. As the population begins to increase, native Africans are driven out of land they once owned by Roman colonists.
1550 AD: The colonial population has grown exponentially and more and more land has been colonized. Tensions between native African tribes and Roman colonists explode as African tribes sack several border farming villages. The colonial administration assembles a militia force of colonists and goes to war with the belligerent tribes. The native African tribes responsible for these attacks are defeated and slaughtered off the face of the earth.
1552 AD: The aforementioned wars over Roman colonization prompt neighboring African kingdoms to form a coalition and make war on the Roman colony (now called Theodoseum). News of the African coalition sends the colonial administration into a frenzy and they send to Constantinople for military aid. The Emperor dispatches an expeditionary force of 20,000 men.
1570 AD: The last kingdoms of the African coalition are defeated and by this time 99% of the native African population has been slain in war and the atrocities that follow nearby. The expansion of farming communities as well as major urban centers like Nea Kostantinopoulis continued unabated, with the Roman population continuing to grow unabated.
1575 AD: Coffee and Tea begin to be commercially cultivated, contributing to the overall wealth of Theodoseum.
1600 AD: the discovery of gold in the central regions of Theodoseum (Zimbabwe) prompts another wave of massive immigration from the Empire. This time, some of the educated and professional class begin to arrive in Theodoseum. Many of them, particularly the merchants, philosophers and academics settle in Nea Kostantinopoulis. Theodoseum becomes a safe haven for many Roman political dissidents as well as Aristotelian philosophers who are shunned by the educated elites of Constantinople in favor of their Platonic counterparts.
1620s AD: Theodoseum has begun to produce its own elite class of merchants, government functionaries and philosophers. Due to the colony's distance from the Imperial Core, the Emperor begins to behave very laxly towards Theodoseum, allowing the colonial elites to select their own governor. This leads to the creation of Theodoseum's Senate. From this point on, Governors are selected from within the colony and are not appointed from Constantinople.
1692 AD: Governor Tyros Karamelakis (reigned: 1692-1731 AD) begins his tenure as Governor. His reign was known for its corruption and cronyism. He ignored the interests of the farmers and craftsmen and only protected the interests of the merchants and colonial bureaucrats. He also favored the merchants and aristocrats in court even when the farmers or poor were in the right. Furthermore, through bribery and threat of force, he prevented word of his abuses and excesses from reaching the ears of the Emperor. Thus he preserved himself in office and he bought off the Colonial Senate by giving them extravagant gifts and providing them lavish estates at the expense of the common people. Since all the Colonial Senators were essentially in his pocket.
1725 AD: Mobs of discontented farmers rise up in revolt across the colony and refuse to pay their taxes, hanging the imperial tax collectors and any other government functionaries they come across. Upon hearing of this, Karamelakis fortifies Nea Kostantinopoulis, recruits an army of mercenaries and writes earnestly to the Emperor in Constantinople urging him to send troops to put down the revolt. This triggers the Theodosian Social War (1725-1731 AD), in which imperial forces battle the colonial rebels. Due to the vastness of the territory and the fact that the colonial rebels are so entrenched, the imperials fail to make any progress in stamping out the rebellion.
1731 AD: The Emperor personally travels to Theodoseum and after arriving in Nea Kostantinopoulis, he invited a delegation from the rebels that a peaceful and reasonable resolution be reached. After hearing the rebel delegation and investigating their claims, he had Governor Tyros Karamelakis hanged and also punished his cronies and benefactors, winning the rebellious farmers back.
1772-1852: Theodoseum begins to experience economic and technological industrialization. This leads to a better standard of living for the farming peasant class and also led to an improvement in overall literacy. A new notion of full political independence from Constantinople's control also began to rear its head at this time. To respond to this rising ideology, the Governor created the Colonial Secret Police, in 1781, to deal with such political dissenters.
1806: Brother Seraphim, a monk from Larissa (Harare), writes a letter to the Patriarch of Nea Kostantinopoulis, saying that it was the Christian duty of the Greek Orthodox Church to speak out against the massive social and wealth inequality which had developed in Theodosium between the Scarlet (Colonial Bureaucrats/Officials, Industrialists, Landowners, Upper Clergy) Class and the Wool Class (Farmers, Craftsmen, Factory Workers).
1807: When Brother Seraphim sees that the Patriarch ignored his letter, he began to speak out publicly against the inequality. His letter is published throughout the poorer districts and regions of Theodoseum. An attempt by the Colonial Secret Police to arrest Brother Seraphim causes a riot in Larissa. In the riot, all the bureaucrats, industrialists and landowners in the city are slaughtered. Brother Seraphim begins forming a militia force of farmers and factory workers. Brother Seraphim and his followers declare Larissa to be the capital of a Theodosian Republic. News of these developments, terrify the Governor and Colonial Senate who dispatch a hastily assembled force to retake Larissa. The Governor's army is defeated at the Battle of Petra (1807).
1808: The Roman Emperor sends an expeditionary force of 30,000 men to Theodoseum to crush Brother Seraphim's revolt. The Patriarch of Nea Kostantinopoulis excommunicates Brother Seraphim, proclaiming him a heretic and a deceiver. This causes the revolt to lose much support, with the Imperial expeditionary force smashing the rebel militia. Brother Seraphim pulls his forces back and fortifies Larissa. Imperial forces besiege Larissa as of Christmas Day.
1809: Larissa falls to the Imperial army on Good Friday. In the chaos, Brother Seraphim escapes the city with a few hundred followers and flees into the wilderness to continue the fight. A guerilla war follows.
1812: The Roman Emperor places a high bounty on Brother Seraphim's head and dispatches a force of 1000 elite Varangian Guard to Theodoseum to track down and capture Brother Seraphim.
1812-1817: Brother Seraphim and his followers remain in hiding, sabotaging Imperial and Colonial outposts and dodging attempts at capture.
1817: A small band of followers betray Brother Seraphim to the Imperials who capture him in a village near the border of the wilderness. He is sent to Constantinople in an iron cage. There he is tried before the Emperor and is beheaded in public. This concludes the Seraphim Revolt which can be seen as a prelude and foreshadowing to the later Theodosian Uprising.
1852: Colonial Senator Antonios Paraskevopoulos proposes Theodoseum secede from the Roman Empire, as the taxes payed annually to Constantinople could be better put to use elsewhere. He was later arrested by the Secret Police and this triggered riots in Nea Kostantinopoulis. The riots reached such intensity, that the Roman Emperor was obliged to send Imperial forces to Theodoseum once again. The Imperial forces restored order to Nea Kostantinopoulis.
1853: The Governor abolishes the Colonial Senate. This leads to revolts throughout Theodoseum.
1853-1859: The Theodosian Uprising, a civil war within the colony is fought. It ends in 1859, with an Imperial victory, however, the Roman Emperor is left to ponder a different way of governing the region.
1860: The Roman Emperor proclaims Theodoseum to be an Imperial Protectorate, as opposed to a direct colony. He reinstates the Colonial Senate and allows them to elect a Governor, which they do. They elect Governor Ioannis Polykarpos (reigned: 1860-1874). He rebuilds Theodoseum following the civil war and he focuses on the economy, neglecting the military. However, his reign is also known for its numerous corruption scandals, undermining public trust in the Colonial Senate.
1874: General Theodoros Evangelos Trapezis, with the backing of the military and the Patriarch of Nea Kostantinopoulis, overthrows Polykarpos in a coup. On the same day, Trapezis abolished the Colonial Senate and had all its members arrested for corruption. The difference was that the Senate had become so corrupt and ineffective that most people heartily approved of what Trapezis was doing.
1875: Trapezis places tariffs on all foreign imports (except for Roman goods). He also begins massive purges through the Secret Police, of Theodoseum's military, judiciary, academia and government.
1876-1900: The Trapezis Regime begins building a modern Theodosian army and navy, with modern technology and superb organization. Trapezis maintains good relations with the Roman Empire and in 1877, the Roman Emperor sanctioned his reign of Theodoseum. Within Theodoseum, Trapezis has killed tens of thousands of rebels and political dissidents.

It overall looks good to me, besides from the short mention that the church is known as the Roman Orthodox Church in this time-line. You still need to add a link to your RP Sample though. You're also probably going to reduce your tech level. You would have good relations with the Romans which would allow you a quick modernization in the future, but I'd still put you as a 6.

I'm curious, who are the Roman Empire's allies? Or are we too good for that?

Government Focus : Currently the government focus lies on legitimacy, as they try to keep a hold over the majorly german settled areas of Silesia and the Slovak populated Slovakia. At the same time they also hurry to develop their military out of fear for German Irredentism and of course to try and crush the Hansa. And of course try to develop Slovakia a little bit more so it can contribute more to the crown while also being less of a trouble spot.

Government Description : Hm, how about we start from the very bottom with this? There are 4 administrative disctricts in the Kingdom of Bohemia. Those are the archduchies of Bohemia, Moravia, Slovakia and Silesia. In these the common people vote for parties. The parties/coalitions with a majority of the vote then have to put together a government for their archduchy which of course needs to be accepted and appointed by the local archduke. These small archduchy governments though really usually only have power to enact laws concerning the economy, the infrastructure, education, basically all non executive stuff that does not directly have to do with the neighbours of the Kingdom. Now, the fun thing is the Government of the Kingdom of Bohemia. The King is one of the Archdukes and needs to be elected and crowned by the other archdukes. For the last 200 years it was always the Archduke of Bohemia who was elected as King. Now, the King then appoints a Royal Chancellor from the remaining three Archdukes. This chancellor will head the Royal Government. The Royal Government on the other hand consists to one half of men voted in by the Bohemian Nobility, to the other half out of men brought in by coalitions/parties which form the local governments of the archduchies. Here again the King has to accept and appoint the ministers.
The King retains full power over the executive branch of the Kingdom aka the Army and the Police. The King also has to accept laws that are worked out by the Royal Government and has a temporary veto. Another right of the king is to bring in laws of his own. These however must be approved by the two thirds of the nobility of the kingdom.
The Royal Government administrates the Kingdom. They work to keep it running and can also work out laws which have to go by the king first though before they can be passed. The chancellor coordinates the work of the ministries through the ministers. Laws passed by the Royal Government are valid in all archduchies unless the content of said laws says otherwise.
The Archdukes serve as Chancellors of their respective Archduchies.

Economic Description : The Bohemian Kingdom greatly industrialized in the past century. Atleast in the west. The east aka Slovakia stayed relatively underdeveloped due to the difficulty of establishing a good infrastructure there. However, due to it's landlocked nature, the Bohemian Kingdom is only a very regional trade power.
Tech Level: 9 for the western kingdom. 6 moving to 7 for Slovakia.
Army Strength : The Bohemian Military is a well trained and disciplined force. They are also extensively trained in mountain warfare due to the mountaineous nature of Bohemias Borders and Slovakia. The army is relatively well equipped and features a broad variety of supremely equipped elite units such as the Bohemian Royal Guard, the Hussite Raiders or the Black Host, a unit made up of foreigners, volunteers, mentally ill people and criminals. Another great strength is the Bohemian researc in Airship (Zeppelins) and other aerial technology. Under the motto "The Air is our Sea" the Bohemians try to compensate for their lack of a navy.
Army Weakness : The army suffers just like any other multicultural army. Czechs, Germans, Slovaks, Poles, Ruthenians, it is difficult to coordinate all these. And especcially the loyalty of the german forces which make up more than a fourth of the army, is very questionable. Apart from that, the equipment of regular units is slightly outdated due to the now deceased pacifist king Jaromir II and the Bohemian Industry is still working on fixing that problem. Only the equipment of the Elite forces is trily up to date. And well, the army is also a very regional one. It can not be deployed in the Mediterranean, in the Baltic or anywhere except in it's neighbours really.

History :Eh, things aren't interesting at all here they only get real interesting and different in 1619.
-1619 The Bohemian Kingdom declares it's independence from Austria. In the ensuing war, Bohemia comes out victorious against all odds. Thus Bohemia actually manages to stay independent the Kingdom now sits there again as a powerful contender for the Imperial Throne.
-1707 As reaction to the turbulent and bloody events in Northern Germany, Bohemian authorities violently crack down on trade with northern Germany. The Nobility wants to see blood and go to war with the Hanseatic League and the King sees it as a great opportunity to regain Lausitz and Brandenburg as well as to portray himself and Bohemia as the savior of german nobility and tradition. However, before the war is declared King Miroslav IV dies and in the powe r vaccuum he leaves behind, the Bohemian nobility struggles for supremacy over one another.
-1710 Through the great influx of German refugees, the internal struggle is finally decided by the Duke of Bohemia who was the largest support among the refugees. Following the bloody internal struggle, the new King begins a centralisation, putting archdukes in control of Bohemia, Moravia and Silesia who would have to answer directly to the king.
-1830 The Bohemian Crown, seeing the Revolution in Bavaria as well as the consequent occupation by Hanseatic Forces, is gripped by strong Anti-Hanseatic feelings. Fear of a possible Hanseatic Instigated Revolution is everywhere, leading to the establishment of the Royal Police and Intelligence Department. Following the massacre of nobility in Munich, Bohemia once again offers the fleeing nobles asylum.
-1835, fearing aggression from the Hanseatic League, King Svatopluk I of Bohemia begins an extensive modernization and industrialisation program which greatly boost the railway network and industry of the kingdom.
-1848 Major pro Hansa revolts occur in Silesia. However, it is only the commoners, enraptured by the thought of a german national state. The well prepared and Hansa hating nobility, the army and the Royal Police and Intelligence Department make short work of the them and make a bloody example of them in the major cities of Silesia. At the same time during the Hungarian Uprisings in Austria, the Royal Army uses the the excuse and takes Slovakia and a short campaign. The Slovak people who lived there greatly supported the Bohemian forces, thinking them to be better than the Hungarians. And so Slovakia becomes a new Archduchy of the Kingdom.
-1850 Due to growing civil unrest, the Kingdom adopts a constitution.
-1884 The Bohemian Kingdom condemns the Hanseatic Annexation of Luxemburg. The Pacifist King Jaromir II is forced by the Nationalists, Conservatist, Nobles and many others to come to the aid of Luxemburg,
with which Bohemia has had a good history. However, the King dies once again. Due to a missing Bohemian Archduke, the other Archdukes decide to propose tot he now crownless house of Luxemburg to take over the Archduchy of Bohemia and also the crown of Bohemia.
-1885 Karl von Luxemburg takes over. However, after seeing the relatively ghastly state of the military, he decides that it is not the time to face the Hansa. He begins major modernisation and reequipment and retraining efforts with the army as well as seeking allies with his Anti-Hanseatic Politics to aid in a war against the state of the Hansa.
