The Television turned on with a loud buzz as the screen began to fade into the image of the central news of the UASR. On the screen, a gentleman stood proud in a suit bearing a communist party badge as he announced the news of the day.

"In our great struggle to defend against the forces of Imperialism that threaten us, the Communist Party of Albandry has resorted to new ways of self defense over the last few years!" The broadcaster said in a proud voice "And today, State officials have officially confirmed the success of a new long range ICBM to be used against imperialist forces! The Woke II has proven to be so effective that the military itself is amazed by it!"

The Screen switched to a man in a green-khaki uniform bearing bright red rankings and medals "We were not expecting this test to be as great as it was! Our new Woke II has the ability to travel all the way across the planet to strike targets and has an incredibly successful decoy system!" The broadcast switched to footage of the massive ICBM launching from its platform and into the sky, accompanied by the popular patriotic song "No Fatherland Without Communism!". As the missile ascended into the heavens, the television switched its image to rows of soldiers clapping and cheering, waving flags of the UASR and red flags of Socialism.

As the footage returned to the news broadcaster the booming of voice of the man could be heard "Premier of Albandry, Comrade Vinksy, has spoken to the public, congratulating the scientists for their hard work in developing the missiles and condemning the international community for their senseless worry over our great self defense program!"

The footage once again switched to screaming and applauding crowds of citizens in 'EisenHower Square' within the nation's capital, watching footage of the ICBM launch high into the sky. Interviews of the Citizens usually varied from great pride in their nation's military capability to worry of the Imperialist retaliation.

Another day, another international crisis. The nation of Albandry, long criticized for its Nuclear Program has announced to the world the test of a new ICBM model more than capable of hitting high priority targets and population centers across the entire world. Capabilities previously held by what some would consider more 'responsible' powers. The UASR of course, has been debunking claims that it is reckless with its arsenal and slamming Imperialist powers for criticizing its program. However, nations around the UASR and world wide have expressed concern over the newly obtained nuclear arsenal of the nation, and whether the intent is truly "self defense", or part of a plan to spread global revolution through nuclear hellfire.

While we understand your reluctance on a moral level to deal with self proclaimed Empires, as that is what the Ruivan Empire is, we feel that some clarification on just what our government really is. You see Mr. Chairman we are somewhat of an amalgamation of different ideologies and economic practices. If I had to truly classify what we are i believe the best term would be an Imperial Socialist Regime headed by an Emperor that is elected by the people and overseen by an Imperial Senate. we don't truly have any economic classes as the wealth of the individual is distributed extremely close to evenly as we can. we like to style our self's as close to a classless society as we can get. Within these hallowed halls many decisions are touched upon and made here that dictate the policy of the Empire, however today's session would be fairly different as the meeting inside was currently deliberating exactly what the Empire wanted to see come from this dealing with the UASR. when dealing with these types of potential trading partners or even more significantly potential allies, the Empire follows what it calls a four step policy guide. Who, What, Where, Why.
Who are we dealing with? Who are the government of our target diplomacy? What type of government do they operate (this can decide whether or not we even want to deal with said nation although other factors come into play of course.) What have they done to warrant our attention? Where are they located geographically? (this can determine after other considerations just how much help (be it material or military) to send as well as whether we want to construct a base should the need arise and the target nation is willing,
Why are we deciding to deal with the target nation? what do we gain from dealing and what do they gain from us. The Empire factors these reasons as some of the most important decision making plans when dealing with a foreign power. (Of course many other factors are considered as well but these are the most important.)

Revolutionary City, Capital of the UASR


Revolutionary City was going through another day, blue colored buses and rows of cars cruised down the busy streets of the incredibly clean Soviet style city, a gentle breeze causing red banners bearing the national emblem to flutter off the street lights they hung from. A group of young students in white shirts and bearing the red scarves of the Socialist Pioneers walked across the massive Eisenhower Square, causing a group of pigeons to fly away from the group. In the square stood the massive party headquarters, red banners hanging on the front of the building gently fluttering in the breeze and rows upon rows of flagpoles waving the nation's flag in front of the building.
The city was incredibly mundane in attitude, a totally different atmosphere compared to the cheering and celebrating of the ICBM test a mere few days before. People had finally returned to their normal lives, and for the Communist Party it was another day of decisions. However, today was different in some ways, several foreign powers had sent word to the UASR regarding the recent ICBM test. Some encouraging, some insults, but nothing that would cause the party to mobilize the troops.

Premier Vinsky stood in the center podium of the massive discussion hall of the party, a massive portrait of Jacob Eisenhower and Karl Marx behind him surrounded by dozens of Red Flags bearing the Party's emblem. Around him, over a hundred different men and women in suits bearing red flag pins stood at their respective seats, watching intently on their Premier who was about to announce the agendas of the day. Behind the Premier sat the main bulk of the Politburo, minus one who was sick with an awful cold on that day. "Good morning, Comrades of the party." Vinsky started "Today, our agendas are as follows: Decision on International responses to our ICBM tests. Cooperation with said nations, the post-wildfire reconstruction in the mountains, and finally the status of our military.."

The discussion went much more smoothly than anticipated, Comrade Vinsky read out the messages from other nations to the party, and began asking his comrades on suggestions for new potential alliance terms. After six hours of debate on the subject, it seemed the party eventually came to a consensus and voted in favor of policies drafted by the representative of the town of Nokkenbuer, a heavy industrial town located in the North East.

When it was all said and done, Vinsky gave the greenlight to send the messages in response to the powers who have contacted the UASR...

We will not accept any currency backed by the IMF or similar pro-capitalist banks and organizations due to their embargo on our currency. We will be using the currencies backed by Socialist Nations world wide.

-The UASR will allow an embassy of your nation established on our soil in the capital of Revolutionary City, in exchange we will build an embassy in your capital.

The Councilors of the the 8 tribes had converged to the meeting hall to discuss what to do about the rouge state of The Rivian Empire. At the moment President Lucky Wells was not available for this ruling thus the Tribal council was on charge of such matters. Head councilor of the conservative party, the ruling party stood and said "These madmen must stop this nuclear program. There can be no doubt about it. We will sanction them until they can no longer function. Even though we have been testing our own new WMD's we have had these weapons since 1955. All who agree say I!" The Councilors all unanimously say I. As the meeting concludes the highest members of the government converge in the presidential palace. Lucky Wells makes a skype link to the palace. "I have been informed of the situation and I have a solution. Send one of our spies as a nuclear scientist. He will walk up to their border and say that he is a nuclear scientist fleeing from capitalist oppression. Once they take him into their program have him secretly sabotage all future WMD production." And it was done he headed to the border in the clothes of a poor and battered man. He told the border control how Atkemri had abused him and asked for entry. He says that he will help them make more nukes.

Revolutionary City, Capital of the UASR


Revolutionary City was going through another day, blue colored buses and rows of cars cruised down the busy streets of the incredibly clean Soviet style city, a gentle breeze causing red banners bearing the national emblem to flutter off the street lights they hung from. A group of young students in white shirts and bearing the red scarves of the Socialist Pioneers walked across the massive Eisenhower Square, causing a group of pigeons to fly away from the group. In the square stood the massive party headquarters, red banners hanging on the front of the building gently fluttering in the breeze and rows upon rows of flagpoles waving the nation's flag in front of the building.
The city was incredibly mundane in attitude, a totally different atmosphere compared to the cheering and celebrating of the ICBM test a mere few days before. People had finally returned to their normal lives, and for the Communist Party it was another day of decisions. However, today was different in some ways, several foreign powers had sent word to the UASR regarding the recent ICBM test. Some encouraging, some insults, but nothing that would cause the party to mobilize the troops.

Premier Vinsky stood in the center podium of the massive discussion hall of the party, a massive portrait of Jacob Eisenhower and Karl Marx behind him surrounded by dozens of Red Flags bearing the Party's emblem. Around him, over a hundred different men and women in suits bearing red flag pins stood at their respective seats, watching intently on their Premier who was about to announce the agendas of the day. Behind the Premier sat the main bulk of the Politburo, minus one who was sick with an awful cold on that day. "Good morning, Comrades of the party." Vinsky started "Today, our agendas are as follows: Decision on International responses to our ICBM tests. Cooperation with said nations, the post-wildfire reconstruction in the mountains, and finally the status of our military.."

The discussion went much more smoothly than anticipated, Comrade Vinsky read out the messages from other nations to the party, and began asking his comrades on suggestions for new potential alliance terms. After six hours of debate on the subject, it seemed the party eventually came to a consensus and voted in favor of policies drafted by the representative of the town of Nokkenbuer, a heavy industrial town located in the North East.

When it was all said and done, Vinsky gave the greenlight to send the messages in response to the powers who have contacted the UASR...

Around them a Sub Battalion from the city's local base Spearpoint held the perimeter as 12 men from the Emperor's well trained personal security team surrounding the two officials carrying domestic SBC Carbines along with large combat knives and armor underneath their black suits. Following the main group airport and Capitol Building staff walked across the runway towards the flight as well. The group then boarded an empty Evco Incorporated Airlines A337 aircraft flight # 137 acquisitioned by the Department of Economic Management. As the Emperor and his secretary were getting seated his secretary remarked: “Gee, all this must be the perks of being the Honorary CEO of Evco Incorporated and Emperor over the Department of Military.”. We wish to reaffirm our stance and intend to declare intent to any nation that may try to begin an armed intervention against the UASR in hopes of dismantling their nuclear program, any nation that launches an attack against the UASR will be met with the full might of the Ruivan Imperial Military in accordance with our Mutual Defense pact. If there is room for any potential saber rattling then there is room to come to a negotiating table.
