Other than reinstatement of legislative and judicial branches -- and I use those terms loosely, because they can't actually decide anything the Delegate disagrees with -- and the election of executive offices that have no decision making power, isn't this basically the system the West Pacific has always had?

Don't get me wrong, congratulations on the new constitution. I just don't think it's as groundbreaking and exciting as the comments would lead one to believe. Looks like basically the same system as always, just slightly tweaked and written down.

You are missing some of the point.

While it is true that some of it is a writing down of the already existing rules, there is more to it and it signals a change that hasn't been done in TWP in a long time.

The main problem nations in TWP had was that they felt that there was no way to move up the ladder or to be heard. While I disagree with the general premise (being an example of someone who came from birth in TWP to a leadership position), I can understand the sentiment. And unfortunately, that sentiment resulted in a lot of nations who just didn't participate in the regional activities.

What Badger has set up here with a lot of input from the general TWP public is a system where they can participate in a government. They can vote on issues, they can run for government positions, and they can make decisions on other nations. True, it is not a full Democracy, but their voices will be heard and their jobs will be real.

I didn't start until January 2016 so if it happened before me I consider it to be a long time ago. :p

Don't get me wrong, I'm glad you folks are happy to have your new constitution. There just seemed to be a lot of hoopla for codifying what is essentially the same system with a few tweaks. I did say congratulations on the new constitution, and I meant it.

I am so proud of the work we are doing in The West Pacific! Having completed our first election in quite some time our election is a reminder of the greatest asset in the region. The people! Other minister positions are in the process of election. Further legislation is being created to codify much of our law. It is a great time for our region!

Creating The Manners of Governance of The West Pacific was truly a team effort. I'd like to thank Lamb for getting me off my ass and getting after it and Dali for the assistance in putting everything together. The Guardians and citizens of TWP have bought into the process from the beginning and we have created a document that is as unique as The West Pacific!

STATEMENT ON THE SITUATION IN LAZARUS


The West Pacific has been closely monitoring the developing situation in Lazarus.

While it is troubling, we feel that it is an internal issue and we fully support the lawful Delegate's right to protect the sovereignty of the region as they see fit.

The West Pacific has a long history of standing up for GCR sovereignty and we will continue to do so.

Lastly, we are shocked and dismayed that a sister feeder would involve itself in the internal problems of another GCR in this manner.

REMOVAL OF EMBASSY WITH THE SOUTH PACIFIC


The West Pacific has decided to close our in-game and forum embassy with The South Pacific. These actions were taken for several reasons: the SPSF meddling in the in-game internal conflict in Lazarus and because of the continued contempt shown for TWP by influential members of The South Pacific.

GCR sovereignty and common decency are two values TWP holds dear. At this time, we do not feel an embassy with TSP reflects that.

SPECIAL NOTICE: TREATY WITH THE EAST PACIFIC HAS BEEN APPROVED


In these times of strife between regions it is a great honor to be able to announce that two GCR's have come together in the spirit of cooperation and brotherhood! The East Pacific and The West Pacific have jointly approved the treaty of The Best Pacifics! This treaty strengthens our already close ties and stands as a beacon to other regions that would rather solve their issues by walking away from the table.




Preamble
This treaty solidifies a declaration that there shall be lasting peace and friendship between The East Pacific and The West Pacific, broadening and rejoicing in both the present and future friendship between the two regions. Both shall respect the independence, sovereignty, and principles of the other and refrain from interfering in the internal affairs of the other side and work only toward the betterment of one another.

In an effort to create a more powerful bond between The East Pacific and The West Pacific, the following treaty has been agreed upon by both government entities. With this treaty, and the spirit of cooperation that lead to its design, our two regions acknowledge each other’s sovereignty, provide for mutual defense in times of trouble, and enhance our military cooperation.

Article 1 - Recognition of Sovereignty
a) The members of this treaty recognize the independence and sovereignty of the current government of each region and agree to recognize any legal government that follows.
b) Both regions agree to not take up arms against one another, nor undertake any action that is aimed at the overthrow of the legitimate government of either region, or to hinder its operation.
c) Neither region shall pass or otherwise create a law which cedes sovereign control of its government to a third party not native to its region.

Article 2 – Mutual Defense
a) Signatories of this treaty agree to provide defense for one another, and may call on each other in times of crisis, or any other circumstance that is deemed a threat to the legal governments of either region.
b) Such defense is not limited in scope, and the regional governments of both regions may request any form of help that they feel is necessary in for trying circumstances, which can include everything from a statement by the other regional government, to a call for military assistance.
c) A Request for military assistance may only be filed by the lawful Delegates or heads of the regional militaries.
d) If a request is too much for a region to handle, or the request cannot reasonably be fulfilled by the region, they may respectfully reject the request, but some form of help must be provided.
e) If one region comes into possession of intelligence that could put the other region at risk, such information must be reported to the other regional government’s officials as quickly as possible. Any information shared between the parties of this treaty will be kept confidential to the greatest capability of both regional governments, and such information will not be presented publicly unless the region that presented the information grants clear permission.

Article 3 – Military Cooperation
a) Signatory regions shall not engage in military hostilities against each other. This includes direct military operations and engaging in military operations in assistance of an opposing force of the other region.
b) The TWPAF, ESPA, Main Military Server on Discord shall be used as the joint training and military communications center.
c) Joint military operations shall be run through the TWPAF, ESPA, Main Military Server and/or any private operation servers on Discord.
d) Individual military operations shall be run through whatever platform each region prefers to use.
e) Individual military operations do not need the approval of the other region as long as it does not violate Article 3.a.

Article 4 – Termination of Treaty
a) If either regional government is considering withdrawal from this treaty, representatives from both regions must first meet and make a good-faith effort to find a solution to the issue(s) causing withdrawal.
b) If that good-faith effort fails, then either member of this treaty may withdraw by posting a notice in the embassy of the other region. The notice must provide the reason for the withdrawal.
c) There will then be a seven-day period before the treaty cancellation is considered final.
d) Termination of this treaty shall not be seen as an act of war or hostility by either side.
