General Information
The United People's Federation of Charellia is a large but sparsely populated nation in south-west of Tagwaran. The United People's Federation was established in 1812, with the goal of bringing together the disparate peoples, whom outsiders referred to as Charellians. The federation was initially composed of seven provinces, but has since expanded to include twelve. We share borders with Ourdria to the north, and Silila to the east.
Charellia is governed as a federal republic, headed by the literally-named Chief Executor, the National Council, and the Council of State. The current Chief Executor is Calvin Matheson, and the Head of National Council is Anna Smythe. Each province has its own equivalent Chief Provincial Executor and Provincial Council. The Chief Executor and National Council are elected to four year terms, on opposite cycles, but the National Council has the authority to recall the Chief Executor if 60% of members are in agreement, while the Chief Executor may similarly dismiss the National Council with the approval of the Council of State. The Council of State provides stability in the this complex system, as members are elected for eight year terms, and cannot be removed early.
Charellia's official language is English, but foreigners are often surprised to discover that they cannot understand a word the local population are saying. This is because the majority of the population speak Charealis, a dialect heavily influenced by Ourdrian and Sililan. This language often sounds bizarre to those who do not speak it, and although there are numerous English words in Charealis, it is incomprehensible to non-Charellians. Foreigners are often intimidated by this aspect of Charellian culture, but should feel free to address Charellians in English, as the official language is universally understood, if not always used.
Embassy Information
The primary function of the Department of Foreign Affairs is to establish and maintain diplomatic relations with the nations of the world. We invite every nation to establish an embassy in Charellia in order to establish normal diplomatic relations. Our policies on embassies are as follows:
1. The United People's Federation of Charellia respects diplomatic immunity for the ambassador and his/her family in all legal matters, except for traffic violations. Consuls and senior embassy staff enjoy the same protection. General embassy and consular employees are subject to Charellian law and standard legal proceedings* while outside of the embassy grounds.

2. The UPFC respects the right of extraterritoriality within the embassy grounds. The land of the embassy is considered Charellian territory, but our laws do not apply. Consulates are subject to Charellian law.
3. Embassy officials have the right to intervene on behalf of their citizens in any criminal matter. This includes the right to be informed whenever a citizen is arrested, to arrange a meeting between consular officials and the accused in a timely manner, to assign a representative to advise the accused (alongside a licensed Charellian attorney), and to enter a prison where a citizen is being held subject to 72 hours notice.
4. All embassies will be located in Union City. Consulates may be established in Colburg, Cenaea City, and Twinbridge as deemed necessary by the establishing nation.
6. The protection of embassies and consulates is the responsibility of the Federal Police and they should be informed promptly of any security issues that may arise. Embassy staff may carry only small arm, which must be registered if they are to be taken off of the embassy grounds. Excessive security, including an unusually large or heavily armed security force, will be permitted only in exceptional circumstances.
