To those officials in the offices of Covenant Arms, the Federalist Republic armed forces have recently been seeking to massively revitalize and update the armaments of the armed forces. Much of our equipment to include vehicles, small-arms, and even numerous explosives devices are sourced from armories that were last updated and changed over in the late 90s and early 2000s. We've found ourselves lucky so far that the equipment with which we deploy has not been sufficient enough to complete the missions, but as years pass our arsenal shows its age more and more. Through discussions with other national contacts we have been directed to your products and would like to request a potential trade agreement between your organization and the Federalist Republic. For your assurance, I speak with the full authority of the FRSM to authorize any deal which we both find agreeable.

To begin, the Federalist Republic formally submits itself for review by the Church and any other organizations responsible to seek approval for a Level I clearance on sales. In regards to the moral underpinnings required of applicant nations I feel you will find the FRSM will more than qualifies: while we host no national religion we have never in the entire history of the Republic infringed upon or restricted the religious freedoms of any Freeman. Where the sanctity of freedom and life for all persons is concerned, human or otherwise, it has always been the stance of our government that the Constitutional Declaration of the Freemen does not end with Sha Mobutia's borders. That is to say that all persons are born in equality, of free and equal rights. That no social distinctions can be found apart from the common good. Participation in the slave trade is a crime warranting capital punishment under the Federal Republic law, for instance. For the convenience of those responsible, attached is a copy of the Declaration.

Now on to the matter of trade arrangements.

On the assumption that Level I clearances have been approved, the second attachment to this missive will be the various requested items that the Department of War would like to purchase in order to subject the systems to various tests. If the Covenant Arms munitions win out in the test against other options then in the future we will arrange to purchase more of the items requested, in addition to other equipment and vehicles. Perhaps if things turn out exceptionally well I may be granted authority to petition for inspection to achieve a higher clearance level, or perhaps even membership in Covenant Arms should it be allowed by your investigative committee.

We have come to Covenant Arms to acquire new and unique military hardware to fulfill gaps in the Vectorian armed forces. Specifically, Vectors wishes to contract Covenant Arms to produce a class of custom made infantry protection armour. The details are described below.

Class: Overcoat
Measurement: Non adjustable, different sizes to be ordered.
Material: Marshite Spider Silk
Protection level: III

An overcoat with full length arms that goes to knee height. Overcoats must be able to close with five clasps that can be rapidly removed. The inside should be lined with a removable layer of thermal material to provide climate protection in cold climates. The removable layer must be half removable without tools for infantry use in warm climates.

These overcoats are to be made of similar material to your Arcane IVA Marshite designs. Though with these overcoats, we are willing to increase weight and cost to offer some explosive protection. Perhaps having a thin layer of a shear-thickening liquid or variant among the woven strands could provide a basic level of personal protection against explosive devices. We expect that when a final design is offered, NIJ level III or NIJ level IV protection should be offered all around including at the fringes.

The overcoats would be given to all branches of the military service as an extra lager of protection, a layer to throw over civilians or VIPs in times of crisis, or even to hide behind themselves while running to cover. If the design and material of these overcoats in a success, then our nations will have a strategic advantage on the common battlefield.

The Republic of Vectors intends to see this project through to fruition, and we wish to strike a deal to fairly cover costs of research and development should the Marshite government be interested in pursuing something similar to this design. When all is ready, Vectors will consider buying in the area of one hundred million pieces over a few years.
