It is effective blackmail. We pull the trigger, we have try and hit those positions instead of other things first in North Korea. Even then, there is no way to be sure we got all of them, Seoul will still be in for it.

There might be thousands of reasons why Kimmie the Third should go, but their strategic arsenal isn't one of those. Even Pakistan got more nukes, and it has proven to be way more aggressive and dangerous for its neighbours than NK.
