If not, Did it ever? And reason for ending it?

No. It has always been known that we Decepticons would be far too corrupt for us to run a successful lottery. People would surely bribe the officials to make their numbers come in. The officials, being proper Decepticons just like the rest of the people, would take the bribe of the highest bidder and rig the result without the slightest hesitation.

Bribery is a known method of practicing the Decepticon Way and is therefore legally enshrined as an activity that cannot be banned except in "extreme circumstances." Qualifying circumstances are along the lines of trading secrets to a national enemy. Rigging a lottery is not extreme.

Therefore, we have never had a lottery.

As a side note, we don't get rid of corrupt officials because we insist that our government people hold the same mindset and values as the rest of the populace. The populace is made up of conniving space pirates. Cop-like, anti-corruption, holier-than-thou types are our natural enemies - we certainly won't allow them in the government! Instead, our officials must protect the Decepticon Way at all costs, even though that means that we have to forego some things in order to keep from being brought to ruin by our own corruption levels (like simply not having a lottery or any kind of fiat currency, rather than trying to "stop fraud" in the usual ways).

There is no national lottery; the states of Coppland, East Jorgen, Trumpor, Oskhammer, and Zappora do, but East Jorgen, Trumpor, and Oskhammer use a common lottery system, while Coppland and Zappora have their own systems. The other states are still debating whether to have a lottery there but there is dispute over what the money should be used for and in some there is a general feeling that lotteries are not "real" gambling (especially in Southern Frenequesta which has its casinos on the Marshall Boardwalk in Neue Bayreuth, including The Easy Winners).

(stop here if your nation never had nor has a lottery) Joplinia-Lambscott ran a lottery during the PDB era that was supposed to fill the gap made by lower taxes. It raised less money than we thought because people weren't winning enough, and when we reformed it to where winning was more likely, we had even less money from it. It was eventually seen as a failure and abandoned in 2200.

How many lottery games are you offering/did offer? The common lottery in East Jorgen, Trumpor, and Oskhammer has Pick-3, Pick-4, Pick-6, "Word Salad," (this complicated lottery draws words instead of numbers, based off of frequency in the English language, with rarer words having a higher potential payout (German, Chinese, and Equestrian versions have yet to be developed)), "MoneyMoneyMoney," and "Crazy Fortune" games. (That makes six.) Coppland and Zappora's systems are similar, but Zappora omits Pick-4 and has Pick-10, and Coppland does not have the "Word Salad" game and instead has "Symbols and Signs" (which is like word salad in the sense that it does not use numbers but mimics instead a slot machine). There are also periodic novelty lotteries that go in and out, but these six are the standards.
What is its/their starting jackpot? In the "MoneyMoneyMoney" game the jackpot starts at one hundred thousand new syncs; in the "Crazy Fortune" game the jackpot starts at one million new syncs. "Word Salad" has a jackpot that only pays out if the words drawn can form a coherent sentence, and that starts at ten thousand new syncs. Otherwise, it and all the other games pay fixed amounts.

Coppland recently privatized its lottery system (though it still has the largest equity ownership in the company that runs it) and Zappora's is run directly by the state.
Are your lotteries payed out in Annuity, Cash or either? Either for the larger games, for smaller lump-sum only.
Are lottery winnings taxed? There is a special tax for games larger than Pick-4, at 45% for lump-sum, 40% for annuity. Smaller games are counted as "wages and income" for some reason.
How often are the drawings (once a year, twice a year, twice a week etc)? The "pick" drawings are done every day; the "Word Salad"/"Signs and Symbols" games, the "MoneyMoneyMoney" game, and the "Crazy Fortune" games are drawn once a week.

In the games with numbers, people not only pick the numbers but also may separately guess the average, median, mode (numbers are commonly replaceable) and standard deviation of the set of numbers and may also collect for guessing the average within one point, the standard deviation within one quarter of a point, and the median and mode exactly. These numbers do not need to be consistent with the numbers that the person has guessed. Only Zappora actually publishes the actual statistics--in the others it's left to the person to do the math once the drawing concludes, who then sends a claim to the lottery office.

Half of the money raised by each lottery is given over to the government to run the lottery and as tax, the rest is prize money. The Loto-sufak jackpot rises a minimum $250,000 each drawing

How many lottery games are you offering/did offer? There is one national lottery game, but millions of lotteries exist outside the national lottery system as each division can choose to have its own lottery alongside the national one. The national lottery game, Hekz, has a grid of 25 hexagons. For 25 days, a lottery player will scratch off a hexagon on the grid and reveal a hexadecimal digit (In Gelaneze, hexadecimal goes like so: 0 1 2 3 4 5 6 7 8 9 A B E G H). Once all 25 digits are revealed, the lottery player goes to the national lottery website (http://www.hekz.gov.gel/) and types in the hexadecimal code from the lottery ticket, as well as an email address. At the end of that month, a short program will air on all TVs in Gelant showing the winning code and the winner is sent an email with a link to claim their prize money.

There are countless private lotteries in TurtleShroom, and one technically state-run enterprise. The TurtleShroomer State Board of Gaming and Vice Lottery Institution (TSSBGVLI) is a private company chartered by the state in order to raise revenue for the state. (The TSSBGVLI is not the largest lottery in TurtleShroom, not by a long shot.)
Many private companies using the truck system have lotteries for their company stores, where the winner can receive actual shares in the company and enough Scrip (private currencies) to retire and live there without work.
One TSSBGVLI ticket costs two Skillets ($0.50 USD). Half of that is placed in the lottery trust, and the other half goes straight to the government. All other lotteries set their own rules and proportion into the trust versus personal revenue.


What is its/their starting jackpot?
It depends on the private company, but the TSSBGVLI starts at one hundred thousand Skillets ($25,000 USD).

Does your nation have a lottery? There are multiple lotteries run by several regional lottery companies. These companies are publicly owned as Crown Corporations and are expected to create profits and minimize costs. Profits are used to fund social programs, notably (and perhaps ironically) gambling, drug, sex, and alcohol addiction programs, and to sponsor cultural events and museums. Does your nation have a lottery? Yes, Deulia has 3 lottery companies.
The first and most major one is the Deulian State Lottery (Deulische Staatsloterij) which is a raffle held once every month on the 15th + an End-Years drawing.
The second one is Lotto DL, which runs the number-based games and scratch cards.
The third one is the Postcode Lottery (Deulische Postcodeloterij) which runs a bi-weekly raffle and runs the game show Deal or No Deal.
For the latter questions, only the Lotto DL lotteries will be used to answer.
