I am not sure how asking about the possibility of a bidder choosing to quit a bid due to personal disagreements (especially when the said bidder has a history of said behavior) construes as a "personal attack".

Just some individual points rather than a long rebuttal to you last few posts:

Let’s put it out there in simple terms - you essentially tried to blackmail community members into sacking an IRC mod by threatening to cancel the Olympics, causing maximum inconvenience for the rest of the community due to an IRC spat (especially remarkable given that the person you had a main issue with wasn’t even participating at that point in time, IIRC). This indisputably raises questions about your suitability as a host.

I simply intended to capture the concerns of multiple people in a brief and forward way rather than mislead you into thinking people don't have concerns. You said yourself you wanted stuff out in the open after all. If this hypocritical lashing out, implying CH is untrustworthy, your bait-ish politics comments and briefly sweeping aside last year is any indication, then it is unreasonable of you to expect people to think you’ve changed your attitude and forget all about it.

Additionally:

- On the CoH: you lost that vote by a massive landslide. Claiming that’s down to a minority cabal of senior users is pretty out there. Your “highly qualified” partner was someone who has their own history of poor form when hosting. viewtopic.php?p=31186491#p31186491 The previous CoH vote you participated in was also decisive – so the evidence that people still trust you with really big tournaments is shaky. The obvious reason people are bringing up stuff even more so now is because this is the biggest responsibility you’ve bid for since the Olympics incident, and it’s the same tournament you messed up, which also happens to be the biggest hosting responsibility on NS Sport.
- On your characterisation of the World Cup dispute: as I tried to capture in my post here, people from both sides of that argument made misjudgements and displayed poor behaviour. Your comment is hugely off base.
- Not having membership of the Olympic Council does not preclude one from having legitimate opinions. You have no elevated credibility to stand on given what happened last Olympics.
- As you claim you can be impartial despite all of this, I’m sure you will agree that CH can probably be trusted with the vote counting.

Finally, on this theory of a long running conspiracy against you - I'm aware that some people dislike you, but quite frankly being disliked by community members does not equal a concerted conspiracy to undermine you at every turn. Sorry to be blunt, but indulging in the "Old Boys Club" conspiracy theory is not something to be taken seriously.

If my bid is selected, I will start Festival of Sport: Games of the XII Olympiad around the 1st of July and it will conclude around the beginning of August, running for approximately one month. A more detailed schedule will be announced at a later time.

The vote will begin no later than Saturday, 2017-05-13, which, with the conventional one-week voting period, would allow you your requested six weeks for signups. The vote may be held earlier if another bid proposes to hold the Games in the month of June. In any case, I will announce a deadline for bids at least one week in advance.

Hosts
Kelssek previously hosted the 5th Summer Olympics and the 4th Winter Olympics, several editions of the World Cup of Hockey and Rugby World Cup, and co-hosted World Cup 46. Todd McCloud’s only hosting experience is the water polo qualification tournaments for the 11th Summer Olympics, but his long history of involvement in all areas of NationStates and consistent participation in the Olympics serve as evidence of his ability and commitment to this event.

Venues
Novonaya, Kelssek will host athletics, archery, badminton, boxing, gymnastics, golf, judo, modern pentathlon, rowing, shooting, table tennis, taekwondo, tennis, triathlon, volleyball, weightlifiting and wrestling. Novonaya is an inland city; sailing will be held on the Great Cariboo Lake in the city of Arvika (240km to the north).

Provinsk, Vekaiyu will host aquatics, basketball, football, handball, field hockey, and rugby sevens. The underwater hockey demonstration event will be held at various cities throughout Vekaiyu.
(This reflects the OOC breakdown of the scorination duties).

The opening ceremony will be held in Provinsk, and the closing ceremony in Novonaya.

Proposed date: Opening ceremony on June 23. We expect to run a six-week schedule.

Entry limits: Users entering one delegation: no limits other than those specified per event. Each user may enter up to two delegations with an overall limit of 700 entries, and the puppet must be declared. Unified teams will be treated as if they were a single user with a single delegation.

Scorination
The latest available version of xkoranate at the commencement of the Games will be used.

Min-max avoidance bonus will not be used. This might seem a tad self-interested since Kelssek has often had the highest standard deviation of skill modifiers, but the very marginal impact (if any) it apparently has is why I think it’s an unnecessary complication for the hosts to handle.
Modification as of April 24, 2017:
Min-max avoidance bonus: all signups whose skill modifiers have a standard deviation below 30 will be given a small bump to their cumulative RP bonus (see next paragraph). This threshold is selected based on that used by recent hosts.

RP bonus will be assigned based on creativity and effort. The two hosts will independently score RPs for each cutoff period, with the average being the bonus for that IC “day”. The actual bonus applied will be 50-50 between the day’s bonus and the bonus accumulated over the entire Olympics. Or in other words, (RP bonus for the day + cumulative RP bonus for the Olympics) / 2.

The hosts’ RP bonus will be the same as the highest RP bonus being given to other users.

Demonstration events will include underwater hockey (to be held in Provinsk), and up to three others at the hosts’ discretion, depending on the level of interest shown by entrants. A necessary requirement for inclusion will be the ability to scorinate the event using xkoranate. Demonstration event entries will not count against the entry limit.

Other important details
In the event this bid leads to a successfully hosted Olympics, Kelssek would take the presidency of the Olympic Council.

Storylines involving mass violence, terrorist attacks, military actions and other acts which would violate the host nations’ sovereignty and/or laws must be discussed with and explicitly approved by both hosts. Always discuss and obtain consent for RPs which negatively affect other participants, and avoid events which “force” responses or would be unrealistic for third parties to ignore. The hosts reserve the right to set a user’s RP bonus to zero for violations of RP etiquette.


The host cities
Today a pleasant, modern town with many of the usual big-city amenities like craft beer, a bike-share system, and a hipster district, Novonaya is a city with an ancient history. It was the fort from which the Vanardian people were ruled by their warlords, who set down laws among the nomadic groups and organized them into fearsome raiding parties, seizing goods and people from across the vast Yasterian grasslands. Located on continental trading routes, the protection of men on horses with bows and swords made it the safest place (safety being a relative concept in this era) around for merchants and artisans to carry out their trades. Tourists can experience a family-friendly version of this history at Prarielands Park, which features recreations of Vanardian encampments and a chance to fail at the trials of horse-riding and mounted archery by which Vanardians were accepted as adult members of society. Those not wishing to cough up good money for what is basically a theme park may prefer to see the remains of the great hall which was the meeting place of the elders’ council.

Across the grassy plains is the city of Provinsk, a cosmopolitan and trend-setting city which is a major centre of industy, higher education and technology, particularly in plastics research. The second-largest city in the vulpine nation of Vekaiyu, Provinsk is located on the Eruli river.Visitors should not be alarmed and are indeed encouraged to participate in the raging wars of deliciousness currently being waged among the kikale restaurants.

The two cities are approximately 2100 km apart and connected to the Yasterian Highway System, built and maintained by the Vekaiyun Union. Travel will be facilitated by the recently-completed Yasteria line extension of Kelssek’s Velocit high-speed rail system. A one-way trip at speeds in excess of 300km/h between the two candidate cities takes 6 hours and 48 minutes. Additional express service will be put in place to cater to the needs of the Olympics, including overnight sleeper services providing a cost- and time-effective option – get in the train and wake up in the other city. Frequent direct airline services will also be scheduled during the Games for the convenience of all and sundry. The flight time is 3 hours.

I've got a few questions. First, here are the same general questions I asked FFR given previous controversies, which would apply to any bid.

1) Will there be any sort of qualification as there was last time?
2) Will the Gregoryisgodistani (and other) athletes be allowed to compete under their actual names, including titles, if they are part of the name, and any unusual capitalization that exists, whether that is the all-caps names of Gregoryisgodistani commoners or something more normal like McDonald or van der Meer?
3) Will there be any limits on roster sizes for team sports?


Now, a couple specific to your bid:

1) Given you have two co-hosts, will there be simultaneous cutoffs for both of you? Will the actual results be posted at around the same time for both hosts to give users the same time to RP for the next day that they would with one hosts?
2) With regards to your statement on violent RPs, considering many users have RPed wars, internal conflicts, coups, etc. taking place outside the host nation(s) but during the same time as the Olympics IC-ly, and have done similar in other tournaments in NS Sports such as the World Cup (see Eura's ongoing conflict with Sameba during multiple recent tournaments, or the Great War of Esportiva a while back), will this be allowed? I'm guessing so since it shouldn't impact those at the Olympic Games in any way unless they're directly involved (which would be done with their permission, of course) but I wanted to make sure.
3) Why do you feel MMAB has only a minimal impact?

At Kelssek, I to have to wonder why you think that MMAB is not effectual as it has at least on the surface been a keen deterrent in the old 100-0 signups we used to have. While there is still a fair amount of 100s in signups, the point spread has been far more spread out and provides, IMO, a bit more realism in the results, so it is very interesting and a bit concerning when a potential host believes it to be ineffectual.

Let me deal with this question first, since it was mainly my idea:

3) Why do you feel MMAB has only a minimal impact?

Firstly, the principle of what it's meant to accomplish is to encourage delegations to have a normal distribution of skill ratings, rather than a U-shaped distribution. As I understand the motive, this is felt to be more realistic. I would argue however that both are equally unrealistic; in theory a RL Olympic delegation would actually have a sloping distribution whereby the number of 0s is highest and 100s are lowest. Why? Because among the entire population, sporting skill probably does have a normal distribution, but Olympic athletes represent a small slice taken at one end of that curve. Another rationale I do agree with is to avoid [insert absurdly high number] 100-skill sprinters going for the 100m gold, but I can live with this.

Secondly, to more directly answer your question: this is without an empirical analysis of the results being available, but just based on quantitative reasoning. The last Winter Olympics, as well as the competing bid, have MMAB account for 20% of the RP bonus. Hosts don't reveal the extent of RP bonus they use for good reasons, but if the default xkoranate bonus effect is used, this means MMAB accounts for 0.20 x 0.15 = 0.03 (3%) of the outcome. Now, if you like MMAB in principle, this is really an argument for making it much stronger, but I will leave that task for those who do consider encouraging a normal distribution of skill ratings to be important. I would note that this is a zero-sum game: if MMAB gets stronger, RP and skill ratings as determinants of results must correspondingly become weaker.

Short answer: given costs and benefits, I just don't regard implementing the MMAB to be worthwhile. Reasonable people may disagree.

If you mean a preliminary event scorinated by people other than myself and Todd, no. Of course, this means there could be uneven sized groups in the round-robin stages.

Short of them breaking the scorinator, or wrecking the format of the results posting for everyone, we will use the names as given in signups.

There will probably be guidelines posted based on how big Olympic squads are in reality, but if you really want to have 100 players on your soccer team we're not going to stand in your way.

The cutoff will be simultaneous. Results will be posted around the same time but obviously there are days where one host will have more to scorinate than the other and there could be differences of a few hours or so. I don't see this being a problem for RP, it's much like the middle of the day when some events are done but there's more stuff to come in the evening IRL.

Violent RP... will this be allowed? I'm guessing so since it shouldn't impact those at the Olympic Games in any way unless they're directly involved (which would be done with their permission, of course) but I wanted to make sure.

You are correct - our concern is with the kind of thing which affects other nations without their consent, has people RPing military forces being sent to the host nation (or threatening their governments, which happened the last time I hosted), spectators being subject to random violence and stuff of that nature which forces people to ignore the Olympic Village(s) devolving into chaos. I have no problem with violent and/or geopolitical storylines which take place among willing participants and don't impact those who just want to RP the sports, and don't imply ineptitude of the host nations' rule of law and security forces. These are of course general guidelines only, which is why my emphasis is on demanding discussion, consent, and respect.

Entry limits: Users entering one delegation: no limits other than those specified per event. Each user may enter up to two delegations with an overall limit of 700 entries, and the puppet must be declared. Unified teams will be treated as if they were a single user with a single delegation.

Scorination
The latest available version of xkoranate at the commencement of the Games will be used.

Min-max avoidance bonus will not be used. This might seem a tad self-interested since Kelssek has often had the highest standard deviation of skill modifiers, but the very marginal impact (if any) it apparently has is why I think it’s an unnecessary complication for the hosts to handle.

RP bonus will be assigned based on creativity and effort. The two hosts will independently score RPs for each cutoff period, with the average being the bonus for that IC “day”. The actual bonus applied will be 50-50 between the day’s bonus and the bonus accumulated over the entire Olympics. Or in other words, (RP bonus for the day + cumulative RP bonus for the Olympics) / 2.

The hosts’ RP bonus will be the same as the highest RP bonus being given to other users.

Demonstration events will include underwater hockey (to be held in Provinsk), and up to three others at the hosts’ discretion, depending on the level of interest shown by entrants. A necessary requirement for inclusion will be the ability to scorinate the event using xkoranate. Demonstration event entries will not count against the entry limit.

In the event this bid leads to a successfully hosted Olympics, Kelssek would take the presidency of the Olympic Council.

Storylines involving mass violence, terrorist attacks, military actions and other acts which would violate the host nations’ sovereignty and/or laws must be discussed with and explicitly approved by both hosts. Always discuss and obtain consent for RPs which negatively affect other participants, and avoid events which “force” responses or would be unrealistic for third parties to ignore. The host cities
Today a pleasant, modern town with many of the usual big-city amenities like craft beer, a bike-share system, and a hipster district, Novonaya is a city with an ancient history. It was the fort from which the Vanardian people were ruled by their warlords, who set down laws among the nomadic groups and organized them into fearsome raiding parties, seizing goods and people from across the vast Yasterian grasslands. Located on continental trading routes, the protection of men on horses with bows and swords made it the safest place (safety being a relative concept in this era) around for merchants and artisans to carry out their trades. Tourists can experience a family-friendly version of this history at Prarielands Park, which features recreations of Vanardian encampments and a chance to fail at the trials of horse-riding and mounted archery by which Vanardians were accepted as adult members of society. Those not wishing to cough up good money for what is basically a theme park may prefer to see the remains of the great hall which was the meeting place of the elders’ council.

Across the grassy plains is the city of Provinsk, a cosmopolitan and trend-setting city which is a major centre of industy, higher education and technology, particularly in plastics research. The second-largest city in the vulpine nation of Vekaiyu, Provinsk is located on the Eruli river.Visitors should not be alarmed and are indeed encouraged to participate in the raging wars of deliciousness currently being waged among the kikale restaurants.

The two cities are approximately 2100 km apart and connected to the Yasterian Highway System, built and maintained by the Vekaiyun Union. One question. The GVH's big thing is that it holds other nations laws completely in contempt. Therefore, in the past it has done things like deliberately broadcast all of the Olympics in many different languages and hold massive raucous parties when everyone is trying to rest for their events. Would this sort of non-violent, but disruptive RP be acceptable?
