Ability to revise WA legeslation

The ability to revise current resolutions in the WA is needed to a living and breathing government. Laws are created for certain things at certain times and so if a situation changes the laws change. The only way we can revise a resolution right now is to first repeal it, revise it, then repurpose it. This is also doesn't guarantee that the law will get through the proposal stage. What is your thoughts.
