The Democritus European Union (DEU) is a political council aimed at uniting the European Continent against foreign expansionism and maintaining stability, peace, and prosperity in both continental Europe and abroad. Following the Great European War, the organization was reformed to create a 'DEU Assembly' located in Strasbourg, which would allow for all member states to discuss urgent issues at any time.

Countries which seek to join the DEU should telegram this form, once completed, to NMF;

Charles Dupont enters the Assembly building and takes his seat prior to the arrival of any other European diplomats. The instructions he had been given by his government were clear, and he would endeavor to ensure that they were carried out to their full extent. He wondered who would be the next country to arrive, but put that thought out of his head in favor of reviewing the Assembly agenda which had been prepared for him. The recent media reports had indicated the most urgent reason for the Assembly meeting, but he was confident that the other reason was known only to himself, his superiors, and perhaps their counterparts in one other country. He smiled to himself, before resuming his note review.

German Diplomat Ben Müller was* the elected diplomat to attend the DEU meeting, he knew not the plan in full. However a stack of paperwork not comring from inside the DEU almost confirmed he knew something.....

The diplomat of Calindelo, Zdeno Strnad, a Slovak national, sporting a terrifying beard, a dark blue suit, and a briefcase, entered the meeting room and greeted the diplomats of the room.

"Good morning Mr. Dupont, Mr. Müllerwas." Says Zdeno Strnad as he takes a seat.

Diplomat Maria Pereira slowly made her way into the room. It is the first time a female delegate from espalsio is representing the interests of her country. He frowned upon the German diplomat before taking her seat.

Athens have sent Michealos Ferikles for the DEU Assembly. His superiors advised him to compromise, as the practice has been the backbone of the Fregantese diplomacy. He saluted the delegates as he entered the room;

"Gentlemen, my lady, it is a pleasure to be here with you today. I presume the other delegates will arrive shorty."

He then sat on his chair and analysed the documents, just like he did during his flight.

Former President, and now Puertollano Representative for the European Union, Isabella Jėtil came into the conference hall, taking her seat accordingly.

The motorcade stopped right outside the building. This would be the first time the benelux government has formally met the other governments representatives besides the Prussians. This would be their first impression, and God knows it would have to be a good one. Diplomat Jan von Stettin exited the car and walked towards the building.

Dupont stands to address the Assembly. "Welcome to Strasbourg our European friends, neighbors, and colleagues. This is where important issues can be discussed by DEU member states without requiring the presence of many national leaders. As such, please feel free to announce a topic of concern in this Assembly building at any time in the future, and all DEU members are welcome to give their opinion. Now, on to more pressing matters. By their own admission, the government of Herpostan has killed thousands of its own citizens over a matter of hours. This is a direct violation of the DEU's values, and more worryingly a crime against humanity. After the Great European War this council of nations met to determine how to avoid such loss of life happening again. It was agreed that any member state to violate the ideals of the DEU by embracing totalitarianism should be expelled immediately. As such, I call for Herpostan's DEU membership to be terminated to bring about accountability for these mass killings. There is no defense for the actions of Herpostan. The Sixth Republic recently had a coup in its own territory, however ended the coup in a way aimed at preserving human life. Herpostan's government has merely slaughtered tens of thousands they accuse of being involved without trial or investigation. France respects national sovereignty, hence why in the recent reforms we even proposed limits to ensure that the DEU itself could never become a 'United States of Europe' without full democratic legitimacy. The DEU will never be able to override a nation's domestic laws. But the government of Herpostan has revealed itself to be equally as brutal as its fascist predecessor, meaning that it is only fitting they be expelled from this organization until such a time that they have proven themselves a respectable member of the international community once more."

Isabella Jėtil spoke to the DEU, "The mass executions of those aligned with a certain political ideology is absolutely deplorable, and is of course not justifiable, and never could be. We must understand too, that if we are to terminate memberships from the DEU due to totalitarianism, shouldn't we give the other nations in our organisation a concerted look? The nation of Espalsio is a prime example of this, while their absolute monarchy violently shuts down protests, we some how all turn a blind eye? Puertollano seeks for an appropriate investigation into all active members validity."

"The execution of the 15,000 people is indeed a crime which cannot be forgiven. The laws of Herpostan might argue otherwise, but the death penalty especially in the level of a massacre is not punishment. It is elimination. Maybe they were endoctrinated people with only one way seeing the life? There is always a possibility of reintegration, and it was and is the responsibility of the Herpostani government to enlighten its people. But, despite all of this, Fregantes Empire objects expelling Herpostan. Why? You may ask, simple. Every government or individual deserves a second chance. Herpostan is indeed the sole sovereign entity upon its laws but the DEU has sacred values of its own and those should be respected by the member states. Our proposal is this: Letting Herpostan leave if Her Majesty's government wishes, or, assembling a group of advisors and observers with the maximum clearance possible to observe the actions of the Herpostani government and help them to act accordingly to DEU values. And please remember, respectful delegates, that if we expel Herpostan now, we will be expelling their current government. We will eliminate the chance of having many other future Herpostani governments who would wish to be a part of the DEU."

to my understanding Herpostan could potentially re-join the DEU under a new regime. As long as that Regime cooperates with the morals of the DEU assembly.

"We should just reduce the penalty of Herpostan, think what would have happened if Communists took over? It will be exactly just the same, they would purge the people loyal to the throne, which would kill more people and establish a new enemy in our great continent. What happened this week is the best case scenario."

"This is yet another act to show that a non democratic nation is down right unacceptable, I assure you if Herpostan had a reliable form of checks and balances this atrocious act would have been prevented." he paused and then said

"Laws are laws and they are placed to protect and limit, Herpostan shows that they have no regard to these laws as the current regime rule alone and does act against humanity without pity. Expelling them is the least we can do"

He looked around and adjusted his tie while sitting down. He then continued to write in his portfolio.

Dupont spoke again. "We are in agreement with Ladvania; Herpostan's complete disregard for human life, civil rights, and fair legal process has been exposed to all of Europe. As I've already mentioned, the Sixth Republic itself put down a coup attempt this year, but did so in the appropriate manner - tens of thousands did not die in a purge our citizens. We pledged to never repeat the horrors of the Great European War, and yet you would have us stand by again and allow fascist tactics be legitimized? I reaffirm our position that Herpostan be expelled from the DEU immediately!"
