Overview


The Neuaddduwiau 2017 Summit is the 32nd annual WACO Policy Summit. Hosted in the capital city of tir Lhaeraidd, Neuaddduwiau, the summit aims to establish the parameters for WACO's operations within the coming year while also providing a forum for the review and amendment of the Concordat itself. Presently invited to attend are the heads of state and government of Crylante, Navack, and tir Lhaeraidd, as well as their respective diplomatic teams and WACO representatives.

While the principle of the summit is very much business orientated a number of entertainments and large scale social events have also been planned surrounding the summit. As part of WACO policy each annual policy summit is accompanied by a range of public events, business expos, and cultural fairs aimed at bringing together all of WACO's citizens and fostering strong bonds of friendship; not only this but the vents are used as a major tourist draw and an opportunity to showcase the successes of the organisation and its member states.

A number of key state visits are planned during which the leaders of Crylante and Navack will be joining the Teyrn of tir Lhaeraidd and his eldest daughter Gwynyth in attending theatre and operatic performances, military parades, trade fairs, and finally a diplomatic gala event. Every night for the duration of the summit the delegates will dine with the royal family and Lhaeraidh government ministers, both within the royal residences and at world famous eateries throughout the city. In addition the younger members of the delegations' families will be entertained by the Crown Princess, Gwynyth, with lavish celebrations and trips to Aurharbwr, the shopping and entertainment capital of tir Lhaeraidd.

Finally upon the conclusion of the summit a series of friendly sports events will take place to which world class sportsmen and women from every WACO member state have been invited, with the winners being awarded with medals and a large cash prize. The proceeds from this event will be donated to the WACO designated charity of the year, which will be chosen by the delegates while in their official talks.

The Crylantian Director for Healthcare and Defence, Natalia La Blanc, hugged her wife goodbye before leaving for the security. Being a figure of high political power, she had to travel with a trained bodyguard on the plain just in case an incident was started. She arrived at the security and placed her rucksack in a tray, taking out her laptop to put in a separate tray as the conveyor belt moved forwards. She needed to take off her belt to go through the scanner, and it let her through with ease. She collected up her baggage and walked to an Olvirsson & Schmidt's, the most popular coffee shop within the Crylantian Federation. She ordered herself a latte and a slice of cake and a cup of tea for her bodyguard as she sat down at a table in the corner. She got out her laptop and connected to the airport's free WiFi, to check her email before she got there. An email had come through from her fellow Reform Party Director, Liana Vescovi, asking about electoral campaign for the election on Friday. She sent back a quick response, relieved not to have the stressful task of campaigning to do. She then went and checked her other emails. A large collection of pointless spam had come through, which she deleted. One useful email was there, to do with the healthcare budget for Crylante, and her plans to put more funding towards mental health research. She sent a quick reply to it as her flight to Neuadduwiaw was announced, and rushed to Gate 12 of the airport to fly on the plane. Upon reaching the plane, she got out her phone, and listened to the Crylantian electronica band Fossilium through a pair of headphones. She read a copy of the Sønderburg Post while doing so, which mostly focused on the election ahead.

Natalia's flight landed in Neuaddduwiaw at around one in the afternoon, and she got her bag and got off the flight. She walked out of the plane, and as soon as she reached a bench she sat down and turned her phone of airplane mode before she sent her wife an email to notify her of her safe arrival. She then got up and wheeled her bag to the check-in area of flights from within WACO, where she was allowed to go through without showing her passport due to the Common Travel Area, and walked into the collection point, where she saw someone holding up a sign reading "Natalia La Blanc". She walked over to them, and they took her to a limousine which they used to drive her to the Palace of the Teyrn of tir Lhaeraidd.

While driving through the suburbs of the capital, she noticed many trade fairs and festivals going on. In one park, she noticed a festival being held by the Dybøll-based chocolate company Mælkegtig, with some independent artist she'd heard on the radio performing at it currently. Business fairs advertising Crylantian companies were also set up around her, selling products such as chocolate, jewellery, fruit and pharmaceuticals, as well as stalls associated with the finance and tourism industry.

Eventually, the limousine arrived at the palace and she stepped out and walked to the front door, and knocked.

Castelloed, Neuaddduwiau
Castelloed, or Oldcastle in the common Siarad language, was a site which dated back to before the founding of tir Lhaeraidd. Once the pinnacle had housed the town that would become Neuaddduwiau with wooden structures spreading from the base, ringed by a palisade wall; that town and all its structures were centuries gone now though, in their place Teyrnyn Town spread about with historic buildings dating from the 1500s until the late 1800s being predominant. The pinnacle itself however was the reserve of the Castelloed, the ancient familial stronghold of the Gwallteuraidh. An imposing stone structure, the present fortress' oldest structures date from 1220CE, with contruction on expansions and renovations ongoing until the 18th century when it ceased to operate as a militarised site and became the residence of the Teyrn and his family. The structure dominated the city skyline and could be seen from almost anywhere within the Neuaddduwiau metropolitan area; it, along with much of Teyrnyn Town, was a WECO and WACO world heritage site, a fact which gave it enormous cultural and political significance. For a foreign diplomat or statesman to be invited to visit the Teyrn on matters of state within the Castelloed was a great sign of respect and was widely considered to be one of the greatest honours that tir Lhaeraidd could bestow upon its friends and allies.

Getting up to the fortress proper was no easy task, even in the modern era when all one had to contend with were traffic and the security checkpoints outside. It was easy to see why the fortress had never been taken; there was only one sure fire way to get up to the walls and that was by a narrow road built into a rise on the southern side; just wide enough for two cars side by side, and completely exposed to the elements and to fire from the castle walls. Of course today no such fire was forthcoming but to navigate the causeway and reach to portcullis gate took time. Upon passing through the gate and entering into the entrance courtyard the car came to a stop and Natalia Le Blanc was helped out of the vehicle by one of the castle footmen, dressed in his traditional uniform of a fine dark green hussar's jacket worn over a kilt in the Gwallteuraid colours.

Once she had reached the door to the Teyrn's residences the door opened before her knuckles had a chance to touch the well preserved iron studded wood of the door and another member of the castle staff bowed her inside. The entryway of the castle was a show of wealth, certainly, but not the purposely and gaudy kind of display of other Asuran monarchies; instead it had a cozy, homely atmosphere to it, with collections of paintings on the walls and suits of armour as well as a panoply of other trophies, sculptures, and assorted artefacts from years of avid collecting. The Teyrns of tir Lhaeraidd were known patrons of the arts and collectors of artefacts both historic and cultural. Throughout the centuries they had amassed a vast collection of treasures, not only purchased but taken as the spoils of war, or given as gifts by ambassadors and prominent people. No few works of art from Crylante were on display for Crylantian art and sculpture was highly though of. Of course the vast majority of the Teyrn's collections was on public display in the many galleries and museums of the city beyond, but what made there seem to be so many here was that the entryway was a relatively small space, especially when compared to the expansive palaces of southern and central Asura; space atop the pinnacle was on a premium after all.

A liveried senior member of staff greeted Natalia from the foot of the stairs with a stately bow and invited her to follow him to the Teyrn's study. Leading her through the ancient but impeccably maintained halls of the castle every aspect of the country's wealth was on display, from physical material wealth, to political, cultural, and diplomatic. One corridor had its walls given over to carefully preserved and framed diplomatic documents of great significant, including the treaties which had formed the bond between tir Lhaeraidd and Crylante. Another was lined with suits of armour, all worn by former Teyrns, or taken from enemies bested in combat; yet another featured framed photographs of the Teyrn's family meeting with important people from across the world. All of this made it clear that this was as much a personal residence as an office of state, everything seemed comfortable, and displayed the personality of the Teyrn and his family. Finally they reached the Teyrn's study and the staffman knocked on the door before briskly opening it and inviting Natalia to enter.

"Director Le Blanc, it is a pleasure to meet you." The Teyrn stood as she entered, another clear sign of respect since the Teyrn was not technically expected or required by protocol to stand when greeting anyone other than fellow heads of state and royals. He spoke initially in perfect if slightly accented West Crylantian. Glancing up at the staffman who had brought Natalia to his study he spoke in rapid national languages Mân Lhaeraidh; "Gael, lluniaeth os gwelwch yn dda. Rwy'n siŵr y Cyfarwyddwr mae angen iddynt ar ôl ei thaith." Then he looked back to Natalia and invited her to take a seat in the comfortable Chesterfield armchair before returning to his own seat behind the desk. "I'm glad that the Federation was able to send someone as senior as yourself despite the ongoing elections, we have a great deal to discuss after all. Before we go any further I would like to formally welcome you to tir Lhaeraidd; I'm not certain whether or not you have visited this nation before but regardless, welcome. Gael will bring some refreshments through shortly, I'm sure you need them after your journey."

"Now some minor diplomatic points; I'm sure your own foreign office will have briefed you but there are one or two points of protocol and general behaviour that need to be addressed so as to avoid any misunderstandings. While I personally am inclined to forgive such slips due to cultural differences the press her can be somewhat less forgiving."
The Teyrn smiled politely once again, his expression was schooled and while his tone seemed amiable enough there was a certain hardness to it which added to the aura of authority he seemed to exude. It wasn't an altogether unexpected feeling to have, after all this man remained Asura's only absolute monarch, even if he was pushing his nation towards reform and a constitutional monarchy. "First of all you cannot be seen to touch me, or my children directly without prior invitation; even for a handshake. I or they need to be the first to offer - personally it is a matter of protocol I care little for, but like I said the press take it very seriously. Besides I like to think that all of my children have been raised to be polite and respectful citizens of the world, my eldest, Gwynyth especially so you need not fear being snubbed in that regard."

"Secondly, while I have no issue with you referring to me by name privately in public you must always refer to me as 'the Teyrn'. I cannot stress enough how little I regard such protocol, but tradition is tradition - I hope you will forgive me if it seems pompous or arrogant, but I would prefer to keep public opinion and the press on side with regards to WACO and our country's relations. The Federation is after all our most important ally and our joint ventures together mean a great deal more than the simple accumulation of wealth."
As he finished speaking there was a knock at the door and the staffman, Gael, and an assistant entered each bearing a large silver tray; upon one was a pot of tea, a pot of coffee, a jug of water, and jugs of three different fruit juices, along with cups and glasses; upon the other a selection of light savoury biscuits and pastries, as well as a few sweet cakes. The pair placed the trays onto the Chenese carved coffee table in the centre of the room and then bowed at both the Teyrn and Natalia before leaving. Bedwyr then stood and walked over to the coffee table, around which were arranged two Chesterfield couches facing each other across the table.

"Now, what can I offer you, we have tea, coffee, apple juice, orange juice, cranberry juice, or water. As for the edibles, well I'll let you pick and choose as you like." He smiled once more and invited Natalia to come and sit across the table from him on one of the couches. "I imagine the Navackian delegate will be here soon, so I suggest you take your pick before they have a chance to steal it all." He chuckled softly at the joke.

Natalia La Blanc gave the Teyrn a smile as he gave his introduction. "Pleased to meet you, sir. I'll have some coffee, if that's alright." she said as she took a few biscuits from the tray. She continued, in response to his comments on Lhaeraidd decency. "I was notified by my colleagues in the Foreign Affairs and Trade Department that those were traditions here, so I'll try to keep that in mind."

She looked around the room. It had a nice, cosmopolitan decoration; her home in central Nebligen which came in the post had a syncretic design of traditional East and West Crylantian designs. The National Council's meeting place had some similar design to it, though: various Directors over the Federation's 76-year history had collected many artefacts to decorate it. "I have to say, I love what you've done with the place." she commented as she admired the place. "It reminds me of our meeting place overlooking the Ouserad in Nebligen." She tried her best to cover her awkwardness; while the Teyrn seemed a nice man, she was known for her socially awkward persona in the media, being portrayed often as the quiet lesbian who quietly did her job. It served well in being elected, people saw her as a diligent, transparent candidate when she ran for election in 2009 for the seats of Lillehavn in the People's Assembly, and the same in her election to the National Council in 2013. When her cup of coffee was delivered, she drunk it, dipping her biscuit in it, as was the Crylantian tradition.

Traffic on King's Avenue in downtown Berke was crowded with cars, and as time passed, newly elected Foreign Minister Axell Brigitt became more nervous, fearing he would miss the flight to Neuaddduwiau, Tir Lhaeraidd, where he would go To represent the nation of Navack at the summit of WACO 2017. He wore a scratched black suit, a white social shirt underneath, and a tricolor tie with the colors of the national flag. The road to Northern Republic International Airport was already at the end, and his nervousness was passing. ''Mr Minister, we will be taking you to the terminal of the republics where you will board the A-5 gate'' said the educated driver. ''You may have to wait about 20 minutes until the aircraft is Fully stocked. ''Axell checked the clock, dialed 8:15 pm, he should arrive the other morning in Neuaddduwiau, where after the first meeting, he would go out to know a little of what the city would offer him (he will have heard of the Fabulous cafés of Neuaddduwiaw).

He sat on a high stool in a coffee shop, ordered his favorite (strong black coffee without sugar), picked up his little notebook to check his emails and his schedule. Recently, an e-mail from the Ministry of Health had been sent, communicating possible proposals for allying in the study of mental illnesses with the Crylante government (this was already a subject of study at the Ivgard Medical Teaching Center - IMTC), but the flight was Almost ready, then decided to look again at another time. Axell arrived at the hotel around 1 a.m., where he quickly went to sleep because the next day he intended to wake up early to take a walk around the city center and then go to the first meeting of the WACO leaders. After strolling downtown for three hours in the morning, Axell returned to the hotel room, where he dressed suitably in a dark brown suit, a beige social shirt and a tie with dark shades of green, in the pocket of his jacket was a small Navar Coat of Arms Pin. Due to some traffic problems due to the timetable, Axell was delayed in a few minutes, but at the entrance of the small road to the palace, he can see the limousine of Madame La Blanc de Crylante leaving the place. The car then stopped in front of the stupendous secular structure, was as handsome as the sight of the plane. He got out of the car, a light breeze blew over his light brown hair, he then straightened his clothes and headed for the palace.

"Your Majesty, Madam Director, his eminence Minister Axell Brigitt." Gael spoke in heavily accented Siarad, the common trading language of Asura, as he opened the door and bowed. Once the Navackian Foreign Minister was inside the Teyrn invited him to have a seat around the coffee table before offering him some refreshments from the two trays that had been previously brought through. The room seemed to be well filled by just three people, though in truth it was by no means small, however the leather bound book lined shelves that dominated the walls along with the paintings of revered Lhaeraidh Teyrns of the past and other decorations seemed to give the place a more enclosed feel to it. If one were to take a look (and be able to read the varying Lhaeraidh languages) they would see that these books were accounts of Lhaeraidh history dating back to around 1650CE. The oldest were carefully stored in sealed cabinets, while the newest stood out proudly on their shelves; judging from the size of each book and the fact that each year was represented by at least three volumes these were not simple textbooks but rather deeply specific government authored accounts of Lhaeraidh affairs which no doubt meticulously detailed the events of their given year in great depth.

Director Le Blanc was only a few minutes ahead of you so you need not fear; all you have missed are some social niceties, no pressing matters of state." The Teyrn stood as the Minister entered the room and sat once Axell had taken his seat upon one of the Chesterfields; just as with his Crylantean, his Navackian was impeccable. He was a very well educated man who had benefitted from years of linguistic experience with the Lhedwinic nations, thanks to his nation's close trading engagements with them, as well as the rigorous education that he had undergone throughout his childhood. Even the least naturally intelligent of royal children in tir Lhaeraidd was painstakingly schooled in all matter that they were capable of grasping; as an example of the royal house's more gifted progeny Bedwyr mab Bedwyr had gained more than most especially thanks to the personal efforts of his mother. "Technically speaking business can wait for our summit talks this afternoon, but I feel that as our nations are working hand in hand that I can consider you both respected friends; so let us discuss, informally, matters of import now before the summit proper."

Scrupulously correct he had switched from Navackian to Siarad so that they could all three converse at once, without giving precedence to one of their country's languages over another. "I would particularly like to discuss our economic plans regarding the New Jade Road initiative upon which Ternca and Oserland, among others, are embarking. The Lhaeraidh government has, up to this point, been offering a reasonable level of financial and material support for the project and as a result we have seen an increase in economic activity with Ternca in particular. However it is my desire to see WACO as a whole benefit from this, after all the demand for Crylantean and Navackian goods in the far east is just as great as it is for those from tir Lhaeraidd. I'd like to hear your opinions of the project."

"I feel that the project will benefit our three nations and allow the spread of goods from the Engortian nations to the frontiers of West Asura peacefully. Crylantian chocolates and other products are highly sought after over there, and I assume that a similar economic situation exists with the exports of both of your nations. And they have many products which would be useful for us to import, and therefore I believe that it is the best decision in this situation to support the project."

I would just like to bring this up because, Navack's Ministry of Health was proposing a joint study with Crylante's medical authorities, but I see that our nations can work better in trio. "Each of our nations is well recognized the world over for the great quality of medicine where it is cutting edge and at the same time accessible to all. "My portfolio on our National Council is to deal with issues relating to Healthcare and Defence, and I have strived during this time to try and divert funds towards the mental health of the Crylantian Federation, because it is my view that this is a vital issue to work on." announced La Blanc. "I am glad that we have found agreement with regards to the New Jade Road initiative." The Teyrn smoothed over his jacket, not that it was necessary but it was habitual. His expression and tone were schooled and controlled, giving away little except what he wanted to impress upon them; both Navack and Crylante combined had a smaller population than tir Lhaeraidd, both economies combined were smaller, and militarily both combined were less powerful - this might make it seem as though he were the senior partner in the room; however if the Teyrn considered himself such he didn't show it. I truth while tir Lhaeraidd was in many ways bigger and 'better' than its two loyal allies in other ways it was not; Crylante's healthcare system was more efficient, while Navack consistently rated higher in terms in HDI; the Teyrn viewed his allies as equal partners in WACO, in trade equal partnerships with smaller businesses often paid off in the long term - this was no different.

"Now in relation to your healthcare proposals, I am sure you are aware that tir Lhaeraidd already invests a great deal of time, effort, and of course finance into this area. Various employment laws have been put into place to try and reduce the impact of modern economic necessities upon people's health both mental and physical, while our education system features counselling, advice, and lessons relating to the subject. Yet still the problem grows as new advances and improved systems of identification, diagnosis, and treatments are discovered. WACO is a world benchmark for so many things, so I take it not only as a point of moral obligation, but also of pride, that we work together to invest in new research and improved treatment so that we can collectively represent the leading edge in mental health expertise."

This concerns what WACO should do about the policies of the Most Serene Kingdom of Newrey towards members of the LGBT+ community. As a member of the community myself, I think that the policies put forward by the government are absolutely atrocious and just plain backwards, and that we should be trying to hold off co-operating with them; I personally feel very uncomfortable with our organisation pursuing trade with such an oppressive nation. I understand that this is a large market we would be cutting ourselves off from; but there are many other nations that we could buy the goods that Newrey exports that are less regressive in their social policy." She took a sip of her coffee and adjusted a lock of her hair that had fallen into her face.

Unfortunately, our nations don't agree with it, but they're also a great economic partner with WACO. I do suggest to stop relations as a form of protest, mainly, but not in an abrupt way.''

''Also, following our WACO's policy of neutrality, it wouldn't sound good internationaly if we just cut relations with jus Newrey. In this he had to think not of his own personal opinion, but rather on the facts of the matter, and the circumstances surrounding it. "It is true that the Newreyan government's policies and attitudes are archaic, and draconian, in certain areas. However it is not the place of WACO to start policing the morals of the world. Newrey as a nation does not massacre members of the LGBT community, nor are bloody civil wars being fought on that account; therefore we cannot allow ourselves to be drawn into the argument to such a degree as to withdraw trade from them outright."

"The crux of the issue is that, unlike Kavo, where we have embargoes and other sanctions in place, Newrey is a large, well developed market which operates at a global level. If we withdraw from it some other power will simply move in and fill the void; it may make things a little more difficult for Newrey, but without the wider condemnation of the AC or EEMP sanctions from us alone would do little and the only tangible result we would see is that we start to lose income."

Therefore we cannot rule out the possibility of the same happening with regards to Newrey, and I am not prepared to begin a trade war over a social issue."

An absolute withdrawal will only hurt us and create new markets for our economic rivals to expand into; however by incentivising reform through economics we can bring about a change without antagonising anyone and without the risk of a loss of trade. Companies with LGBT policies which are outmoded would suffer from a lack of investment, financial fluidity, increased operating tariffs, as well as a lack of executive cooperation from WACO and WACO based businesses; seeing this, in order to evolve and compete globally they would find themselves compelled to enact new policies in spite of their government."

''So, about the recent conflicts that appeared all around Aeia, like the wars in Rennekka and Frigidarum (and probably other that ran out of my mind now), does these conflicts affect our international relation with any partner country? And how could waco help the people from the nations in war? I'd strongly support a humanitary plan for people from all nations in war, but i have to listen from you before.''
