Trade is the lifeblood of the stellar state. The galaxy is filled with near limitless wealth, but what good are the riches of asteroid fields, or distant delicacies if they can not be carried from one port to another? What profit is there to be made if goods are forever trapped where they were made? Merchants are the first messengers of the stars, and the Twin Eagles Trade Corridor is a great step forward in linking the great bastions of civilisation on the Frontier of darkest Delta with the core worlds of Alpha and Beta. Soon, the wealth will flow in amounts unthought of, and we will all share in the spoils.

THE TWIN EAGLES TRADE CORRIDOR

OVERVIEW

The Twin Eagles Trade Corridor is a joint venture between the governments of the Imperial Star Republic (IStaR) and the Imperial & Federal Union (R.u.B Union), intended to provide a route from the major worlds of the Alpha Quadrant, through the Beta Quadrant, before terminating at Karlshaven Trade Port, located in neutral space between IStaR and the R.u.B Union. From Karlshaven, merchants have easy access into the core of both R.u.B and IStaR space, using pre-existing trade routes. In addition to physical infrastructure, the Twin Eagles Trade Corridor also functions as a customs union between IStaR and the R.u.B Union, and any other ports of call along the route.

The route passes through the majority of the Beta Quadrant, and will include waystations and other support facilities throughout the majority of the route, enabling aspiring merchants easy access to the recovering states of the Beta Quadrant interior and a gateway to the prosperous north. State actors will also benefit, gaining secure and guaranteed access to the developed markets and supplies of both the Twin Eagles powers, as well as the old worlds of the Alpha Quadrant.

The benefits of the Twin Eagles Trade Route will not be limited to IStaR and the R.u.B Union. With the agreement and approval by both IStaR and the R.u.B Union administrators, third parties will be welcome to establish their own waystations and ports along the Twin Eagles Trade Corridor, gaining them all the benefits of participation in the Trade Corridor, including special trade status and access to the Twin Eagles marketplace. The vast network of the Twin Eagles Trade Route will ensure that any product will find a buyer, and at a competitive price for all concerned parties.

SECURITY

The reputation of the modern Beta Quadrant as lawless and crippled is well known, and as such, the security of the Twin Eagles Trade Corridor will be of the highest standard, so as to promote the freedom of trade, and alleviate concern for the safety of ships, crews, and their cargo. In addition to the various way stations and ports along the route in order to provide aid and sanctuary to merchants travelling along the trade route is guaranteed by both IStaR and the R.u.B Union, with protection provided by the military and security forces of both states.

Vessels and goods travelling along the Twin Eagles Corridor do so under the protection of both IStaR and the R.u.B Union and are guaranteed due process under the laws and procedures of the Corridor. Furthermore, no military vessels except those of either IStaR or R.u.B Navy defence forces are permitted to enter the Trade Corridor, or to call at waystations, ports, or other facilities of the Corridor. Exceptions may be made for cases of emergency aid, or by request to the appropriate authority. An attack on any vessel, waystation, or other facility of the Twin Eagles Trade Corridor will be deemed an attack on both the IStaR and R.u.B Union.

LEGAL & ADMINISTRATION

The Twin Eagles Trade Corridor is a joint venture between the Imperial Star Republic and Imperial & Federal Union of States, and responsibility for the administration is invested into a three seat Directorship. IStaR and the R.u.B Union will each appoint one Director, who will consult together to appoint a third. The Twin Eagles Trade Directorate is an independent body, and will have full authority to establish rules and regulations to provide for the direct operation of the Twin Eagle Trade Corridor. The Directorate will have authority to approve applications for third party participation within the Trade Corridor and to develop the necessary bureaucracy and other institutional organs necessary to enforce its regulations, within the limitations imposed by the Joint Venture Agreement as signed by the R.u.B Union and IStaR. The Directorate will also have the authority to eject parties deemed to be in abuse of their rights and privileges within the Trade Corridor, and to receive petitions for the ejection of a specific third party facility.

A full copy of the Joint Venture Agreement may be found on call with your local R.u.B or IStaR consulate or other diplomatic office.

The Twin Eagles Trade Corridor is a customs union area between the R.u.B Union and the IStaR. As provided for in the Joint Venture Agreement, goods which arrive at any Twin Eagles waystation will be assessed for customs duties at that time, with revenue divided evenly between both states. Once the goods have been assessed and any required duties and tariffs have been satisfied, no further dues will be placed on these goods throughout their journey to any location within either the R.u.B Union or the IStaR. Third party participants with the Twin Eagles Trade Corridor may choose to impose additional border dues on goods entering their territory from the Corridor, but may not impose any dues at any waystation, port, or other facility under the jurisdiction of the Corridor.

All activities that occur within the Twin Eagles Trade Corridor are deemed to occur within the jurisdictions of both the IStaR and R.u.B Union, and the laws of both entities are deemed to apply within the Corridor, to the extent that they do not conflict. In cases of conflict, then the relevant choice of law provisions contained within the Joint Venture Agreement will come into effect, and a special joint tribunal will be assembled by the Directorate in order to determine which law should be applied in that specific case.

This list should not be considered exhaustive, but rather an overview of major waystations, ports, and other facilities located on the Twin Eagles Trade Route.

Karlstern System

The Karlstern System is the primary homeward hub of the Twin Eagles Trade Corridor, lying between the R.u.B Union and Imperial Star Republic. Although uninhabited, with no worlds suitable for colonisation, the Karlstern system is well located along pre-existing trade routes between the worlds of the R.u.B Union and IStaR, along with potential new routes into Delta and other regions of the galaxy.

The Karlstern System is the primary administrative centre of the Twin Eagles Trade Directorate, and is home to many key facilities and organisations for the management of the Corridor.

Karlshaven Trade Port is the primary terminus of the Twin Eagles Trade Corridor. Located within the the Karlstern system, coreward of the Valltelline, and lying on the Core Lane, providing a connection to Styria, and further on into the core worlds of the R.u.B Union. Connections also exist from Karlshaven to major worlds within the Imperial Star Republic.

Karlshaven Trade Port is a major installation, and the result of a joint construction project by both IStaR and the R.u.B Union to serve as the key link of the Twin Eagle Trade Corridor. In addition to serving as the terminus station, Karlshaven is the primary seat of the Twin Eagles Trade Directorate, and the main administrative station for the entirety of the Twin Eagles Trade Corridor.

As a major voidbound installation, Karlshaven Trade Port is fully equipped to support large numbers of merchantmen at any time, with the facilities to receive, load and unload, refuel, and repair hundreds of vessels, ranging from the smallest private trader to the largest superhauler at any point of time. Furthermore, Karlshaven is fully equipped with entertainment, dining, and other facilities for the crew and other employees of merchants on the trade corridor.

Saint Florian Naval Arsenal is the home port of the Twin Eagles Trade Corridor Security Flotilla. Like Karlshaven Trade Port, Saint Florian Naval Arsenal is located in the Karlsten system, at the terminus of the Trade Corridor. Access to the Saint Florian Naval Arsenal is limited to personnel assigned to the Corridor Security Flotilla, and others approved by the Twin Eagles Trade Directorate.

Saint Florian Naval Arsenal is a fully outfitted voidbound naval installation, fully capable of supporting full squadrons of naval vessels, and with berthing space for ships of anything less than battlecruiser mass, and is capable of providing refueling and other logistical services for larger vessels at station keeping around the station.

Finally, Saint Florian will serve as the primary administrative headquarters for security operations along the Twin Eagles Trade Corridor, including, but not limited to, naval patrols, facility security, criminal investigation, and other security operations.

THIRD PARTY PARTICIPATION

The Twin Eagles Trade Corridor is intended to provide an area of common ground for all nations of the Beta Quadrant, as well as provide opportunities for extra-quadrantal actors. To that end, the Directorate has authorised third party participation with the Twin Eagles Trade Corridor, provided that the interested party submits a petition for involvement within the Trade Corridor.

In order to be recognised as a third party participant in the Twin Eagles Trade Corridor, please complete Form DAT-100A and submit it to the Twin Eagles Trade Directorate via the most convenient means of communication. A copy of the necessary form may be found below.

To facilitate greater participation in the Twin Eagles Trade Corridor, and promote economic development within the Beta Quadrant, states located within, or with significant holdings and interest in the Beta Quadrant will be able to petition for the right to establish their own waystation within the Twin Eagles Trade Corridor. For security purposes a third party waystation may not be armed, and must be fully open to inspection by duly appointed agents of the Trade Directorate, as well as accepting the presence of Twin Eagles Security flotilla vessels and personnel. All proposed designs must be approved by the Directorate prior to the beginning of construction.

Non-Betan states are free to request the use of a private docking area on existing waystations, but may not establish their own.

Furthermore, all third party participants are reminded thatx all security functions within the Twin Eagles Trade Corridor fall under the purview of the Trade Directorate and associated security forces. To that end, no military vessels are permitted to utilise the trade corridor, with exceptions for provision of emergency assistance or prior approval of the directorate. Any and all vessels operating in the Corridor are to be limited in armament to self-defence weaponry, and all such weaponry must be disabled for the duration of the vessel’s time within the Corridor, or at any Corridor facility.

Upon submission of the petition, the Twin Eagles Trade Directorate will review the document, and issue a decision within a reasonable time of receipt. Upon approval of the petition, the petitioning will gain the status of a Third Party Participant with the the Twin Eagles Trade Corridor, and gain all the rights and privileges thereof.

This is the Twin Eagles Trade Corridor, a project by both Vocenae and Lubyak (that’s me!) to try and promote RP in the Beta Quadrant of the Galaxy. This thread should be considered IC, and so I ask that you please spoiler any OOC comments you have to post.

The primary goal of this thread is to establish the Twin Eagles Trade Corridor as a thing and a setting within NS Future Tech. To that end, consider it open to everyone to use, but please at least give an OOC note here or via TG to either Voc or myself, and please be considerate of the rules and policies we’ve set up IC for the Corridor.

The Commonwealth economy is looking to import civillian goods ranging from starships to personal electronics as well as food stuffs, and industrial products and equipment. The Commonwealth also has a heavy emphasis on exporting Anti-matter fuels as well as Civilian Starships, consumer goods and industrial goods. Commonwealth economy is partially regulated in that industries must follow specific guidelines to ensure quality quotas are met. There are laws and statutes todo with the trade of Arms and the proliferation of medicinals.

   Center Point Station As part of the United Star Commonwealth's (USC) commitment to developing the inner regions of the Beta Quadrant. The USC and its partner nations (including the R.u.B) Formed the Trans-Betan Expressway an initiative to form a network of trade nodes through the heart of the Beta Quadrant from the Capital worlds of the two mentioned stellar States. Recently Center Point Station initial phase construction has been completed and the station sits in orbit around its host star ready to commence operations. It is proposed that this station may also be used as part of the Twin Eagles Trade corridor to connect the Imperial Federal Union and the Imperial Star Republic, to the United Star Commonwealth, joining both the Trans-Betan Expressway and the Twin Eagles Trade Corridor.

Its recent emergence from isolation has created high demand for imports, particularly food and consumer goods. Besides basic safety regulations, imports of plant seeds and live animals are restricted to prevent proliferation of invasive species. Additionally, imported manufactured goods are taxed at 5%.

   Economy
   
   The economy of the Free State Republic is a vast and comprehensive mixed economy that does see some oversight by regulatory organs of government, as well as state-run enterprises where deemed necessary by the state. Yet the hidden hands of the market have a wide range to operate naturally through their own mechanisms of entrepreneurial free enterprise and public demand. Corporations exists in various sizes and wield whatever influential power they can, where they can in pursuit of favorable relations with consumers as well as with the government in the pursuit of profit. Consumers in the Republic have continually expressed a desire for new and interesting products and historically the population has been susceptible to purchasing trends with exciting social promotions. Republican companies have enjoyed a wide berth of operation allowing for a culmination of corporate profits, and recently have had even further success by becoming more of a fixture in the frontier of the Republic and soon will look to establish a presence in other foreign markets through available means.
   
   Legal Structure
   
   Legally the Free State Republic operates a leveled system of codified and uncodified laws and regulations enforced by an extensive system of courts and government at various levels of jurisdiction and application. For the average citizen, they may only deal with local regulations and the courts, country governments that enforce them within their specific county of residence. Regional laws and courts see a wider sphere of influence and enforcement within their specific planetary system. And finally, the Federal Court system and the Justice Department which ensures Federal Ordinances are upheld throughout Republican controlled space. Corporations are not immune to being limited, or regulated by law and various local, regional and even the Federal Senate are subject to passing legislation to do just that. In practice federal ordinances supersede both local regulations and regional laws, however in reality the court system is regularly subjected to counties or regions in suit against the federal government over differences in application of law and vice versa.

The docking area itself will be comprised of a receiving/storage section that would be able to accommodate three to four small freighters on the dock at a single time, and unload/load the freighters in a timely fashion. Housing of the goods will happen in a sizable storage facility adjacent from the dock for either eventual sale in the local storefront deeper in the station or for further routing to other storefronts on different way stations within the Twin Eagles Trade Corridor. Deeper within the way station would be a commercial storefront that would provide the goods and materials from the Republic for sale in the local economy. Living quarters for the onsite staff would have to be large enough to provide a certain level of comfort for the complement of longportmen, warehouse workers and other necessary staff to operate the dock and warehouse in an efficient manner. The employees of the storefronts themselves will be sourced and hired from the local area's providing a number of opportunities for gainful employment for locals. In addition the needed essential heavy equipment needed to load/unload freighters as well as moving stock on the dock and within the warehouse will be acquired by a mixture of purchasing from local manufacturer’s which will assist the local economy’s output and transporting in from Republican producers back home during the initial phase of the endeavor.

The Beta-Delta Economic Viability Mission will be a joint enterprise between the Federal Government through the departments of Commerce and State, and two private corporations. The State Department’s Foreign Affairs office will be coordinating the effort along with Kirgstine Starline Enterprises and Outfitter Trading Company to gauge the interest in products and materials produced by Republican companies out in the far-flung Beta and Delta markets. Future economic and commercial involvement by other corporations in the Republic or by the Federal Government very well may hang on the success of this initial venture. The Federal Government will be financially underwriting the cost of this commercial mission taking on the brunt of the startup costs. Kirgstine Starline Enterprises will be providing the necessary personnel to staff the docks/warehouses as well as operating the freighter vessels and first routes from the Republic to the Twin Eagles Corridor. Outfitter Trading Company has received the contract to operate the storefronts located within the waystations and will be sourcing various goods and materials from the plethora of available Republican companies for sale in the storefronts. Bucking traditional trends, Outfitter Trading Company has promised to staff its stores on the waypoints with locally sourced labor. Hoping to provide avenues of opportunity for the local areas, making good on its mantle of corporate responsibility towards sustainable job creation.

   Waystation would be attached to current transit and docking facilities location on and in orbit of the Colony World of Notch, located inside the Beta Quadrant on the Orion-Cygnus Arm. Existing trade and transit facilities are attached to the Republic's Aurora Transit Gate network and provide point-to-point access to the greater Milky Way. Facilities are expansive; Notch is a Major Colony World undergoing dramatic expansion as refugee populations either settle or pass through on the way to the more stable regions of the galaxy. Waystation would be a facility attached to the existing Singularity-Class Station in permanent orbit of the planet Notch. Given TETC desires for local sovereignty, it would be constructed and attached as its own independently operating module but with direct station and thus trans-shipment access. Secondary modules for private docking areas, guest, or co-located facilities would be attached to said module.

   Valinon is a partially regulated market economy that is fueled by a near-post scarcity access to resources, highly developed infrastructure, and the most productive economy in the Raumreich Oversector. At present, the imperial economy is the largest and most developed in the region. Macro-economic indicators remain stable, despite the increased competitiveness of the post-war Raumreich. Economic activity is dominated by knowledge-based industries (specifically the information technologies sector, financial services, and communications industry), shipping and transportation (particularly interstellar shipping and shipbuilding), and complex heavy industries (including arms manufacture, bio- and nano- tech industries, energy production, and terraforming). The emerging industrial sectors are led by quantum entanglement and field technologies and the matter alteration and manipulation industries--both stimulated by the Great March War. The empire’s economic heart is Alpha Centauri, and its industrial heartland is formed by a triumvirate of Alpha Centauri, Archangel, and Yalta.
   
   Imperial taxation laws are progressive and considered among the most pro-business in the liberalised Raumreich. There is no national income tax, and imperial revenues are mostly generated by a highly developed system of value added taxes (VAT), several flat corporate taxes, and limited tariffs or other customs dues. While the imperial government uses its financial power to influence the market, direct government involvement in the economy is limited to the point of effective nonexistence. The footprint of the public sector is negligible within the total economy. The promotion of free trade is a hallmark of foreign policy and allows Valinon to attract high levels of foreign investment.

   Waystations are to be established to facilitate ease of transit and lowering of customs and other barriers along the open sectors of the Eucer Corridor. Yet the hidden hands of the market have a wide range to operate naturally through their own mechanisms of entrepreneurial free enterprise. Corporations exists in various sizes and wield whatever influential power they can, where they can in pursuit of favorable relations with consumers as well as with the government. Republican consumers have continually expressed a desire for new products and historically the population has been susceptible to purchasing trends with exciting social promotions. Republican companies have enjoyed a wide berth of operation allowing for a culmination of corporate profits, and recently have has further success by becoming more of a fixture in the frontier of the Republic and soon will look to establish a presence in other foreign markets through available means.
   
   Legal Structure
   
   Legally the Free State Republic operates a leveled system of codified and uncodified laws and regulations enforced by an extensive system of courts at various levels of jurisdiction. For the average citizen, they may only deal with local regulations and the courts that enforce them within their specific county of residence. Regional laws and courts see a wider sphere of influence and enforcement within their specific planetary system. And finally, the Federal Court system and the Justice Department which ensures Federal Ordinances are upheld throughout Republican controlled space. Corporations are not immune to being limited, or regulated by law and various local, regional and even the Federal Senate are subject to passing legislation to do just that. In practice federal ordinances supersede both local regulations and regional laws, however in reality the court system is regularly subjected to counties or regions in suit against the federal government over differences in application of law and vice versa.

The docking area is going to be a joint enterprise between the Federal Government through the Department of Foreign Affairs and Kirgstine Starline Enterprises intended to gauge interest in Republican corporations and their goods out in the far-flung Beta and Delta markets. Further economic and commercial involvement by other corporations from the Republic as well as government owned enterprises in the Beta and Delta quadrants very well may hang on the success of this venture. The Federal Government will be financially underwriting the cost of creating this commercial venture, while Kirgstine Starline Enterprises will be providing the necessary personnel to staff the endeavor as well as operating the first routes from Republican space to the Twin Eagles network.

The proposed docking deck would be able to accommodate three to four freighters of small to moderate size at one time, it will include a sizable storage facility for the housing of incoming goods before being routed further within the Twin Eagle network to their final destinations. The staff quarters are large enough to comfortably provide for a full complement of longportmen, warehouse workers, and other necessary staff to operate the docking area efficiently. Whether these crew quarters are a part of the actual dock/warehouse section or are separate sections have been both proposed. Essential heavy machinery to assist in the offloading and loading of freighters as well as stocking/picking the sizable warehouse shall be either produced on site by local companies and purchased or shipped in from domestic manufactures.

When trading with foreign powers, the Vahkiran Monarchy acknowledges differing ideals and laws and expects the receiving governmental structure to uphold their own laws and regulations, as upon leaving Vahkiran space, no cargo can be held accounted for, illegal or otherwise due to the Vahkiran 'Free-Space' Policy.
   
   The main bulk of the economy relies heavily on raw resource mining, refined meta-metals and high quality alloys as a main export. Arms Manufacturing and sold services, such as Mercenary Contractors, Bounty Hunting and Construction Contractors are also defining sections of the Vahkiran export economy. The Faelanii pride themselves in providing highly refined and exquisite goods and services, following a partially free market, partially monopolistic outlook on economics that varies from clan to clan, star system to star system. Matters of legality and taxation vary just as much, with the Faelanii adapting themselves to a highly libertine outlook on what would be regarded to be “criminal” or “illegal” activities, as the Faelanii have little moral concern over the negative repercussions of their notably Faustian bargains when it comes to aliens. From the Rim they come bringing with them precious gems, sublime delicacies, exotic spices, perfumes/pheromones, enticing stimulants and perfectly crafted furniture, glassware, ceramics, silks, satins, jewellery, clothing and finery, as well as highly unusual technological and artisan craftsmanship developed through techniques the Faelanii keep secret in order to maintain their monopoly. Beyond this the Faelanii maintain vast industries in bioengineering, terraforming, construction and genetic manipulation, crafting agricultural, xenological, military and transhumanist modifications and creations to cater for specific desires and needs among it’s consumer base.    The Vahkiran economy is a difficult thing to nail down, with the overall practises being different depending on territory. Statewide however remains by and large the same; an Unregulated Decentralized Closed Market Economy with Gift and Barter economic practises. When trading with foreign powers, the Vahkiran Monarchy acknowledges differing ideals and laws and expects the receiving governmental structure to uphold their own laws and regulations, as upon leaving Vahkiran space, no cargo can be held accounted for, illegal or otherwise due to the Vahkiran 'Free-Space' Policy.
   
   The main bulk of the economy relies heavily on raw resource mining, refined meta-metals and high quality alloys as a main export. Arms Manufacturing and sold services, such as Mercenary Contractors, Bounty Hunting and Construction Contractors are also defining sections of the Vahkiran export economy. Import wise; Exotic Matter of varying types, High-Energy Plasma and Information are all important consumptions within the Star-State, however their need for basic foodstuffs and agriculture dwarfs all in regards to necessity, with the state as a whole being at a perpetual heavy deficit.

   The docking area would need to be large enough to accommodate the largest serving Vahkiran state freighter Rhava-Class Heavy Freighter and anything smaller, specialized offloading bays would be required for bulk export as well as standardised docking bays for smaller craft unloading by traditional means. A small State-Sanctioned Vahkiran work-crew will require simple living quarters with the basic necessities for them to do their work, for offloading any Freighters owned by the Royalty or Nobility of the Vahkiran.

   The Faelanii states function under interstellar post-scarcity economic structures, with large markets in genetically tailored, cultivated and specialised luxury goods and technologies which they export in vast interstellar cargo fleets within - and now far beyond- the Faelanic Quietudes systems. The Faelanii pride themselves in providing highly refined and exquisite goods and services, following a partially free market, partially monopolistic outlook on economics that varies from clan to clan, star system to star system. Matters of legality and taxation vary just as much, with the Faelanii adapting themselves to a highly libertine outlook on what would be regarded to be “criminal” or “illegal” activities, as the Faelanii have little moral concern over the negative repercussions of their notably Faustian bargains when it comes to aliens. From the Rim they come bringing with them precious gems, sublime delicacies, exotic spices, perfumes/pheromones, enticing stimulants and perfectly crafted furniture, glassware, ceramics, silks, satins, jewellery, clothing and finery, as well as highly unusual technological and artisan craftsmanship developed through techniques the Faelanii keep secret in order to maintain their monopoly. Beyond this the Faelanii maintain vast industries in bioengineering, terraforming, construction and genetic manipulation, crafting agricultural, xenological, military and transhumanist modifications and creations to cater for specific desires and needs among it’s consumer base. This is furthered by the creation or modification of certain species for blood sport, military applications and - in the case of sapients - gene-enslavement as the Faelanii willingly engage in all markets. Other less reputable and more secretive markets have also been cultivated in information brokering, corporate espionage, assassination and mercenary action, and which are open to all so long as they know how to establish the right connections and have sufficient capital.
   
   As of yet, the Faelanii have limited their trade to largely external ventures rather than maintaining an open door to all forms of interstellar commerce. As such there are only two systems currently open to outsiders in the form of the Brass Republic of Morah and the Prydannican clan confederation, both of which cater to two different markets and legal structures. Outside of this the Faelanii are known to assemble large treasure fleet flotillas under the command of clan based or imperial authorities consisting of immense “crescent ships” tens of kilometres long which are capable of trading on a planetary scale. Closer relations have also been formed with the FRFS systems and the Liu Xiu Economic Zone, creating embassies in these locations and being the site of regular trade visitations and commercial activity.

   The docking site is to be established on a waystation midway along the Twin Eagles trade line, and will serve primarily as a diplomatic embassy and economic assessment zone for goods travelling both ways along the trade lane. Fundamentally export trade will be somewhat limited due to the distance between it and other Faelanii trade corridors, and it’s primary purpose will be the acquisition of broad market information in order for the Faelanii’s Gamma markets to be tailored in response to the greater galactic trade. Effectively the site will serve as both a refueling and repair zone for long distance Faelanii traders and exploration vessels, as well as filling an direct ambassadorial purpose to IStaR and R.u.B officials, as well as any other Beta powers interested in a diplomatic or economic relationship with the Celestial Empire. The site will be large enough to allow the construction Faelanii design patterns as seen in the Brass Republic of Morah and other Faelanii deep space installations, and will be capable of accommodating multiple crews at once - as well as deal with the usual design specifications of Faelanii vessels. The central core of the site will consist of a massive supercomputer in order to correctly assemble market data for it’s masters, consisting - in the traditional manner - of a mixture of non-sapient AI’s, VI’s and biological components in accordance with the Celestial empires ban on sapient artificial intelligences. This supercomputer will also serve a secondary function of maintaining the sites security and atmospheric integrity, along with other personnel delegated to that function within the site. Storefronts will serve to highlight services available in the greater Faelanii commercial market and assess greater galactic interest in goods and services, as well as providing situational deals within Beta itself, depending on availability

   - The Mind Empire's economy can be considered a form of directed mercantilism and partly a resource based post-scarcity economy. Raw materials are abundant and regularly collected in the systems under the Mind Empire's purveyance. The trade engaged in with foreign powers is in finer processed goods, media, and organic products (foodstuffs etc.). We will be importing mostly these types of goods, while we will export similar goods and our surplus raw materials to those who desire their purchase. All companies, proprietorships, and monopolies in the Empire are under the surveillance of the Chamber of Commerce and the IRDaC company.
6. Summary of Proposed Waystation ²
   - The Empire is willing to fund the excavation and renovation of an outlying Ice-moon in the Karo-Darnell system (otherwise known as KX-151, an outlying Orange-red star). The moon in question orbits a Neptunian gas giant with high electromagnetic storms, but it possesses a significant gravity well detectable at the edge of the system for thoroughfare traffic. The moon will be hollowed for repair-bays and water-refueling stations as well as provided with an orbital ring for general docking. It is requested that while the waystation will itself be disarmed that a contingent of the Imperial Armada be situated for local defense at the waystation as their home drydock. The proposed name for this station is the Darnellberg. The Waystation will have access to the Mind Empire's internal trade network, parties with no restrictions will be allowed to travel to the Colonies with ease.

   The economy of the Stellar Republic is a highly regulated market economy with high levels of autonomous production. Required raw materials are extracted from outlying planets in the Republic's space, and transported inwards for refining, processing, and manufacturing within the core worlds. Completed consumer goods are then shipped back out to demand areas. Consequentially as part of the Twin Eagles Trade Corridor the Stellar Republic would not be focused in either exporting or importing in particular areas, but both processes in wide swaths of goods. Pre-processed raw materials will be exported from exterior planets while completed consumer goods would be exported from interior, and vice versa for imports. Demand for imports or exports may change over time based on computational models of economic activity operated by the federal government.
6. Summary of Proposed Waystation ²
   The waystation, to be designated "Starfall Regional", is a six-armed station in orbit around a small barren rocky planet in the Starfall star sector. The starfall sector is nominally under the purview of the Highgate System Government, which is where the majority of the traffic to/from the station will be directed. Two of the arms (located above and below the artificial gravity plane) have been designated as transportation arms, and are capable of loading/unloading freight for a moderate number of vessels simultaneously, as well as providing maintenance tasks such as refuel and repair. The remaining four arms (spaced equally around the artificial gravity plane) are outfitted with modular docking collars, intended to allow easy modification of station design as needed by future demands. At time of construction, station is expected to contain modules for large amounts of freight storage as well as simple housing, food, and recreational areas. These initial modules are estimated to take up roughly 15% of maximum station module capacity.

Their eminences the Sages and the Ministry Chamber still await the reply of the Twin Eagles Authorities as to the connection of the Darnellberg moon to the Trade Corridor. We have begun our renovations for colonial purposes and will open the harbor to international commercial vessels, but we still await official recognition, as well as permissions for our Naval forces to be stationed at or near the Darnellberg in a defensive capacity.
