Some assumptions I made:
-Lake of Rage is the same size as Lake Biwa, the irl lake it is based on.
-Water temperature of the lake at the time was 26.4 degrees Celsius (the average temperature of Lake Biwa in august, when the chapter of the manga the feat was in was distributed in Japan).
-Thickness of ice is 5 inches (low end) or 8 inches (high end); 5 inches is what is ideal for humans to stand on (Gold and Silver were chasing the M.o.I. over the lake), and 8 inches is about what you'd need to support a car or small truck (fitting, seeing as the Red Gyarados was there at the time, fighting the Mask of Ice).

This would mean:
