Actress and human rights advocate Anya Millaud was in Constantine over the weekend to address the National Assembly on the growing Maltakyan refugee problem.

Immigration experts estimate that several hundred Maltakyans attempt a border crossing each month, but only a fraction of those succeed. The majority of attempts end in tragedy, death at the hands of Maltakyan Border Guards or detention and an uncertain fate in the Maltakyan prison system. Those who succeed in reaching the Republic of Korva are often faced with suspicion, from authorities wary of Maltakyan spies and from Korvan laborers who face competition from the refugees.
The People's Republic of Maltakya is currently experiencing one of its worst famines in recent history. While facts and figures are hard to come by, the regime is notoriously repressive, observers have estimated that nearly 1/3 of its population is approaching starvation. Regional non-profits and aid organizations have been unable to offer effective assistance, as Maltakyan Border Guards refuse to allow entry to non-nationals. Maltakya has been wracked by a number of famines over the last century, as central planners vacillate between promoting industrial or agricultural growth. This cycle of agricultural neglect, coupled with a population bubble attributed to an incentives based Pro-Natalist ᚹрмия Mетрᛝполᛣи (Home Army) Policy has led to disaster. The Home Army, which introduced a tax on childlessness as well as preferential housing for families, was mandated in the early 1980's. Since then the population of Maltakya has exploded, leading some experts to fear that the population of 53 million Maltakyans may have outstripped the nation's capacity for food production. This issue has only been compounded by an unusually harsh winter and the regime's ban on non-staple food imports.
