The Imperial Federation of Walmington on Sea

"Suaviter in modo, fortiter in re"

Calm in manner, firm in deed- the Walmingtonian Way

Overview

Walmingtonian identity traces its origins to the same wave of migrations from Valendia that would also give rise to the British and -according to some theories- the Shieldians.

Angleland and Amberland were united in personal union via royal marriage. Celtic Newry later joined the union by debt-induced acts of parliaments while Eastgate was found uninhabited -despite some evidence of an earlier Celtic presence- and soon colonised. Norbray was gradually settled and co-opted by Protestant Anglo-Saxon peoples who ultimately out-voted the local Celtic and Inuit populations, and the new United Kingdom entered a long period of territorial expansion.

Though this process began with North Atlantic fishermen establishing temporary outposts on remote shores, it soon evolved to become a campaign of empire building with the establishment of a Dominion over Newfoundland, and the creation of the Walmingtonian Empire.

More recently -following the loss of several colonies to revolt and invasion- the realm reconstituted itself in the form of an Imperial Federation as the Walmingtonians sought to prevent the further diminishment of their protectionist economic sphere.

Politics
Constituent Entities

The Imperial Federation operates a bicameral parliamentary democracy, and recognises as sovereign the head of the House of Godfrey, presently the kindly and popular King Charles III.

Amberland, Angleland, Newry, Eastgate, Newfoundland, the Canadas, Macaronesia, the West Indies, and Honduras operate their own national parliaments, while an Imperial Parliament resides at Walmington in Angleland. In each of these a locally-elected party's leader rules as Prime Minister in concert with a Governor-General appointed by the Crown, excepting in Angleland where sits the King and no Governor-General is required.

The Green Cape Colony is ruled by a Governor appointed by a Chamber of Electors comprising four delegates appointed by the board of the Honourable Company of the Cape, four appointed by the Crown, and four elected by the local populace.

Waynesia is governed by a Governor appointed by the board of the Honourable Company of the Cape. This authority is, 'monitored' by special committees of the Imperial Parliament.

A large number of Overseas Territories exist, all recognising the Walmingtonian Monarch as Chief-of-State and relying on the Imperial Federation for defence and the conduct of international affairs while exercising various degrees of internal self-rule. These include Norbray; the Somers Isles; the Falklands and South Georgia and the South Sandwich Islands; Saint Helena, Ascension and Tristan da Cunha; and Gibraltar.

Economy

Overview

In its Anglo-Saxon, Shieldian, and Celtic heartlands the Walmingtonian economy is one of the world's strongest.

Made wealthy by utter domination of the amber trade and a jealous and often bloody protection of Baltic, North Sea, and later North Atlantic fisheries, Angleland and Amberland surged ahead of the world as a home of the Agricultural Revolution. Early colonisation in the New World first put the Empire in charge of yet richer fishing grounds and a wealth of furs and timber, and in time coal, iron, oil, and myriad other minerals with which it would lead a new Revolution, this time Industrial.

Today resources and crops from across the Empire are bought and sold by chartered companies, and an Empire First! policy encourages consumers to buy internally as Walmington pursues a much-vaunted Splendid Isolation, free from the fluctuations, manipulations, and tricks of the global free market.

Never the less, the Walmingtonian economy is tied heavily to that of Britain, its primary trade partner, and to a lesser degree those of the United Gulf States and Marimaia, which together account for the bulk of the Federation's external trade.

The mines of Waynesia -producing gold, uranium, phosphate, tantalum, and tin-, Newfoundland -producing iron, nickel, copper, zinc, silver, and gold-, and Norbray -producing rubies, lead, zinc, and gold-, along with the off-shore oil of Newry and Newfoundland, and the forestry industries of the Canadas and Walmingtonian Honduras provide a profitable base, and the recent leadership of former banker PM George Mainwaring has been fiscally moderate, though it has seen the expansion of Walmington's financial services sector, lead by the likes of Mainwaring's former employers Swallow Bank.

The Walmingtonian fishing fleet -despite several regional crises in the second half of the last century- remains one of the world's largest, as does the Royal Walmingtonian Merchant Marine.

Large shipyards in Kingstown and Tillton in Amberland, along with Stockley and Wychwood automotive and aerospace manufacturers -which maintain operations both in Angleland and Amberland as well as parts of the Empire with lower labour costs (notably the Green Cape Colony and Walmingtonian Honduras)- sustain a significant fraction of Walmington's once world-leading industrial muscle.

Tourism is also a significant industry in Angleland, the West Indies, and Macaronesia in particular, while Macaronesia and the Somers Isles have become world-leading centres of off-shore investment due to tax-haven status.

Economy

Budget

As of 2017, government revenues across the Imperial Federation amount to approximately 40% of GDP, or some $490 billion.

Revenue collection and expenditure are agreed in broad strokes by representatives from all the principle constituents of the Imperial Federation, with representatives from England, Wales, Amberland, Ireland, Newfoundland, the West Indies, Singapore, the Green Cape Colonies, et cetera all pushing their cases in the Imperial Parliament in Walmington. Rates of taxation vary from state to state, and it does not necessarily follow that a sum equivalent to that collected in one federal constituent will necessarily be expended there.

This year's budget, announced by the almost infamously frugal Scottish Chancellor Sir James Frazer, entails an uncharacteristically hefty deficit equivalent to almost 0.8% of GDP. Previous budgets under the Mainwaring government have not typically exceeded 0.2%, and speculation is rife over Lime Crescent's decision to hike spending on both defence and housing in the latest budget.

The 2017 budget is spoken of as the first half-trillion dollar budget in the Empire's history. An approximate break-down by department is as follows-

Social Protection: $127 billion
Healthcare: $84 billion
Education: $62 billion
Defence: $51 billion
Public Order: $29 billion
Transport: $25 billion
Personal and Social Services: $24 billion
Housing and Environment: $23 billion
Industry, Agriculture, and Trade: $18 billion
Debt Servicing: $17 billion
Other: $40 billion
The world continues to offer glittering prizes to those who have stout hearts and sharp swords.
