SHORT BACKGROUND OF PEKWENG
The Honorable Commonwealth of Pekweng is a colossal, efficient nation, ruled by President Rodrigo Santillan with a fair hand, and renowned for its rampant corporate plagiarism, avant-garde cinema, and stringent health and safety legislation. The compassionate, democratic, devout population of 8.267 billion Pekwengnians are known throughout the region for their efficiency and work ethic, as well as their general suspicion of leisure.
The large, corrupt, outspoken government juggles the competing demands of Education, Industry, and Healthcare. It meets to discuss matters of state in the capital city of Katherinia. The average income tax rate is 77.4%.

The most important provisions of the Pekwengnian Constitution which pertain to the framing of Pekwengnian foreign policy are as follows:
Republic Act No. 7157, otherwise known as "Pekwengnian Foreign Service Act", gives mandate to the Department of Foreign Affairs to implement the three (3) pillars of the Foreign Policy, as follows:
1. Preservation and enhancement of national security
2. Promotion and attainment of economic security
3. Protection of the rights and promotion of the welfare and interest of Pekwengnians overseas.
Article II, Section 2: "Pekweng renounces war as an instrument of national policy, adopts the generally accepted principles of international law as part of the law of the land and adheres to the policy of peace, equality, justice."
Article II, Section 7: "The State shall pursue an independent foreign policy. In its relations with other states the paramount consideration shall be national sovereignty, territorial integrity, national interest, and the right to self-determination."

A. Purpose of Diplomatic Missions Initiative
The purpose of the Diplomatic Missions Initiative is to allow foreign nations to establish embassies and consulates within the Commonwealth of Pekweng, in order to foster better bilateral diplomatic relations between the said parties. Locations of embassies and consulates shall be determined by the Department of Foreign Affairs according to the said diplomatic mission's need.
Embassies are built within the grounds of Embassy Row of the Commonwealth or the Embassy Annex, depending on the said diplomatic mission's need. Consulates, however, are built in different provinces or states within the Commonwealth to provide additional diplomatic support to the embassy itself.
B. Diplomatic Immunity
In accordance with the resolutions passed by the World Assembly, the Pekweng Government abides by the rules set forth by General Assembly Resolution #22. Otherwise known as the Diplomat Protection Act, this resolution protects members of diplomatic missions

The Government views activities pertaining to espionage, sabotage, or subversive missions as an act of aggression,which will not go unpunished. On your embassy application, we strongly recommend that you list "Diplomats" only as employees that are engaged in diplomatic work. Identification cards and papers will be issued to all embassy personnel, however special Diplomatic ID Cards will be issued to diplomats only, in order to denote their levels of diplomatic immunity.
Embassy and consulate grounds are considered to be sovereign territory of the occupant nation, and thus cannot be searched by police authorities without proper clearance. Please note that embassies and consulates can be closed for any reason and without prior notice, but it is typical that diplomatic missions are given a 72-hour period in which to prepare for their departure.
Nations who are strongly supports Communism/Socialism/Fascism shall not be entertained, but we only accept those whose government with a little part of communism/socialism/fascism.
C. Staff & Personnel
Embassies are allowed to have at least 25 security staff with a maximum of at least 50 for the service and diplomatic staffs.
Consulates may have a maximum of 10 diplomatic staff, 5 support staff, and 5 security staff, for a total of twenty (20) staff members.
Diplomatic staff represent and protect of the interests and nationals of your state, as well as the promote friendly and bilateral relations between our nations.
Service and support staff are defined as members of diplomatic missions that play supporting roles.
Security staff are responsible for the physical security (interior and exterior) of a chancery. In addition, security staff provide protection for visiting dignitaries, embassy staff, and in exigent circumstances, nationals of the host nation who seek asylum in their respective diplomatic mission. Another significant responsibility of the security staff is to protect classified information and equipment that may be stored inside an embassy.
Although not strictly prohibited, we kindly recommend that your nation refrains from using members of active military forces as your chancery's primary security force. Generally, only a few military staff are present at high-level embassies in order 1) to protect sensitive/classified materials or 2) to serve as a military attaché, acting as a liaison between the two nations' military forces. However, we suggest utilizing a diplomatic security service of sorts, civilian police force, or contracting a foreign or domestic private security company in order safeguard your chancery.
If the urgent need of military security arises to the diplomatic mission, the Armed Forces of Pekweng grants a diplomatic unit (AFP Diplomatic Brigade) which consists of military personnel whose training is very advanced in martial arts, patrol and security, and likewise reffered to the training of US Secret Service and the Pontifical Swiss Guards.

Foreign diplomatic missions have the right to use diplomatic bags (also known as diplomatic pouches), but with a few restrictions. Firstly, diplomatic bags are considered to have diplomatic immunity - meaning that they cannot be searched by anyone, for any reason. As the bags have diplomatic immunity, they must have their own diplomatic passport (for customs & legal reasons). Diplomatic bags must be escorted by official diplomatic couriers, who also have diplomatic immunity.

The President had made many state visits to many parts of the world. Likewise, Pekweng receives heads of state from many countries. The overall aim of an official or state visit is to establish, strengthen and promote links between the countries, including social, commercial and cultural ties. State visits are the most formal ones, consisting of full military arrival and departure honors, joint speeches, state luncheons/dinners/ and other ceremonial works.
Working visits, however, are the informal type of visits. They do not require military honors due to extreme urgency.

Citizens of any nation may be given a Work Visa, if and when the citizen shows two forms of identification, a letter from a company proving knowledge of job transfer to Pekweng, or job acceptance in Pekweng. As well, as consent from the the nation's Ministry/Secretary of Foreign Relations.
