The Tezekian Imperium

The Tezekian Imperium is a group of nine systems based around the planet Tezekis Prime, homeworld and namesake of the Tezekian species. It only had one life-bearing world to start, but over the decades, as their technology advanced, they have expanded to nine systems through terraforming and colonization

The Directorate is a sight of the expansion and power of science, unchecked, a place where anything is possible as long as you have the right mix of resources, credits and just the needed amount of insanity. For a race that is not the hardiest, numerous or born to conquer, they have resorted to using technology and their minds to overcome, and ever year it seems new ideas, products and breakthroughs come through. Some warn against the dangers of proceeding too fast before they can digest and put proper limits on it, but more are pushing to expand further, to increase their knowledge. Progress can be had for all, not just the Tezekians, and so they continue their march, for good or ill.

As a race, the Tezekians are curious, open to new ideas and discussions and want the best for all. They have come out of their quiet stance of trading on the edges of the Gamma Quadrant with an agenda of bettering the galaxy, one quadrant, one technology at a time. And if no one else will do it, it might as well be them.


The Government of the Imperium

The Imperium used to be a directorial republic, where a group of people have the function and powers of a head of state of executive branch, which contrasts with the more common presidential and parliamentary republics. After the coup led by now current Archon Avirius, it has become a constitutional monarchy, along with other reforms This executive branch is the Archon, a monarchical ruler whom is chosen to guide the Imperium through good times and bad. Unlike most democratic offices of the executive branch, once the Archon is selected, they are selected for life, unless they seek to step down, pass away or are voted by the legislative branch to be unfit and removed. When this happens, a new election will be had, with the Grand Moot forming an Electory Committee to peruse candidates, vetting each with background checks, interviews and sessions of Q&A's, testing their knowledge and leadership capabilities. If the Archon is stepping down, they can provide a list of candidates for the Committee to use. When they have made a selection of top candidates for the job, they present it to the Moot, who then vote on the candidates, with the one getting majority gaining the position. If they are unable to get a majority, the one with the least votes is dismissed and a new vote is cast until a majority is had. The Archon serve as the face of the government, but are focused on maintaining the laws and culture of the Imperium, while serving as a balance to any legislative oversight by the Moot, and any judicial overreach by the High Rookery, as advocates of the citizenry. They are able to suggest laws into the Moot, as well as make proclamations that allow certain things to be done with the Moot's approval, although the Moot is known to bristle beyond a certain point they feel is appropriate and can hurt chances of cooperation.

The Archon has powers to cut a stalemate in the Moot should it occur, but its power is untested and there has been debate on whether or not the Archon should have that power. Should a stalemate occur, one can be sure it will be contested should he choose to use it. Further, there is concern about the stability of the government. The former Ternion was the first elected and hadn't had a chance to peacefully transfer power before the coup occurred. There are many who are concerned the Archon will not let peaceful transfer happen should he be voted out or make sure the candidate he wants, not the one the Moot wants is chosen. Another pressure point for the nation but as long as Avirius remains in office and not in danger of being forced out, it remains a quiet one for now.

Finally, the executive branch has a final charge: in times of struggle and crisis, the Grand Moot may invoke emergency powers and vote to authorize the ascension of the Archon to a Primus, an elected dictator who has unprecedented power over the Directorate. This was made as a safeguard to have a better response should another crisis happened like the Rift War, and ensure if the government is annihilated, there is someone best suited to handle the one bird job. Again, this is an untested measure as no crisis has been great enough to require its use until the recent attack on the Outer Colonies and their main travel lanes saw the rise of Host Claws of Aquamarine to the post.

When a Primus is elected, as stated, they are a dictator in power. They do not have to go to the Moot for authority to pass laws, open the purse strings for conflict and can overrule the High Rookery on any pending or new cases, past ones are protected from the Primus by constitutional law. The suggested path that is instructed to the Primus is to work with the Moot on any legislative measures or foreign actions, as well as the Rookery with cases. Both bodies are Advisory Councils at that point and serve as resources ignored to their own detriment. Concerns about the misuse of power have been brought up but the High Rookery and Grand Moot have assured they can vote to withdraw the powers of the Primus and have the military take them into custody to be punished. Only a divided government could provide an opening for such an event to occur, and cause the fall of the Tezekian democracy.

For legislative actions, we have the Grand Moot, which is made up of two "roosts", the Updraft and the Swells. The Swells are based on a set amount of representatives for each scientific group and foundation, giving the body the knowledge and expertise it needs on various matters and representing the trust the people and constitution have in the scientists of their nation instead of corporate or political members. The Updraft is based on population of each state, giving more voice to the people and allowing the other perspectives into the body for a balanced flow of information and views. Swells have eight year terms, Updraft six, ensuring roll over and preventing too many elections at once, potentially crippling government function. Term limits have been put into place, to prevent too many scientists and other walks of life being taken from their places in the economy and cultural landscape of the Imperium, with a maximum of four terms before returning to regular life over the course of a lifetime. Many blamed the career politicians of the old Union government for bickering and battling with each other too much and if a more unified body had been present, the war would have been much different. When the change over for the Archon happens, the most likely candidates are to come from this body, since politics will still find a way for those to pursue power and betterment, in conjunction or in spite of the greater good.

Bills are most often introduced by this body, either from various committees handling key topics or situations, or by a councilor of the chamber in question, with support to enable it to be voted on, and coalitions gathered for and against, as with any democratic process. Bills introduced or suggested by the Archon are investigated, vetted and discussed, with possible amendments brought forth to be approved or discarded. When it has cleared the Updraft, it is sent to the Swells to be voted on and if it makes it through both, it is sent to the Archon for approval to be put into law and recorded for history and public access in the Archives. It is possible for the High Rookery, should a case come before it regarding a law, to overturn it or demand it be fixed due to conflicts with the constitution , in which case they have to start over with a new bill or see about doing the process against with an edited bill.

Both chambers are able to form committees, and have several long running ones that handle defense, internal inquiries, economy, while others are formed when a situation calls for it. They are seen as good boosts to political power, and with the term limits, the changeover is often, as the various parties reward their rising members and punish those who make mistakes, go against the party too much and other internal politicking.

Lastly, there is the High Rookery, which other than the name, run much like many highest courts of galactic democracies. The justices are selected by the Archon, also a lifetime post, and confirmed by the Grand Moot after some vetting and interviewing. The parties jostle for who they want on the Rookery, for their power to determine the flow of things with their decisions, which are final unless touched upon by another decision. Like the Archon as well, the first batch elected have yet to be replaced, although they are getting on in years and new ones will have to be determined soon. There has been an effort to reduce the lifetime attribute of the post, many stating it weakens the overall government by not having a more fluid pace of perspectives while others argue the long years of experience and dealing with cases enables them to interpret the constitution properly and fairly and handle the strange and difficult cases coming before them.


Citizenry of the Directorate

Citizenship in the Imperium is not as easy as many nations to achieve, for the vetting process is severe, and while classes are provided to those seeking to immigrate, the tests are no less difficult than the ones presented to their own native children as they go through school. The advanced Tezekian testing system, designed to test the mind and intellect to the fullest and determine the best place for one to be in place, are brought forth here as well. This does cause some consternation with more individualist populations who come, but the free classes and instruction tend to keep most from complaining too loudly, and the robust social welfare system is a huge draw for those escaping war, death, and so on. Once approved and the paperwork is completed, you are entered as a citizen, with a basic dwelling provided and welfare given to support you, with plenty of help and guides pushing new citizens to get a job and pay back into the system.

There are no distinctions, although the entry into each field of jobs is more difficult as the unofficial caste system of the Tezekians also affects their naming and some confusion is had when alien members go into these positions. A choice is offered to take on the title, for ease of paperwork and interactions, one can refuse if they wish. Those who do, however, do have a higher chance to advance in rank, gain benefits and receive attentions on their path due to adapting to the Tezekian system and communal mindset. Those who don't aren't actively harassed, but if two are the same save for this choice, the one who conformed is more likely to get the reward.


The Approach to Trade

The Imperium has a healthy appreciation and desire for trade, even with its wealth of resources from its systems. While it can certainly process its resources and produce them effectively, having more is always better, especially as with increased flow, more investment can happen, and the gears can turn faster. And the more money pouring into government coffers the better, to maintain its various outposts, military and its programs. With the election of the Archon, who is massively expanding the military and the reach of the Imperium through various initiatives and programs, money and resources are needed more than ever.

When it comes to trade, the Imperium has special trade depots set up to handle the majority of the traffic coming into and out of their systems, also ensuring proper coverage by security and military forces in case of raider attack. All of their civilian installations in orbit and their cities do see constant trade, with widespread presence of their corporations and foundations who barter and trade fiercely. The Directorate market is especially appetizing, for while they do import raw materials, investment, gases, they export electronics, advanced materials and even technology and technology services, only to a certain point. Their belief in Progress for All extends even to this, making those seeking to better their capabilities to make sure they go to a Tezekian trade orbital to find what could help them, as the Tezekians purchase technology as well.


The Directorate in War

The Imperium is an unknown quantity in war, despite its starting history involving conflict with the Oozori having birthed the old Directorate. The Rift War was a devastating conflict that saw 90% of the government destroyed in the initial strikes, their fleet crippled and scattered, and their homeworld invaded. The two year conflict saw millions of Tezekians die in that war, most on the homeworld resisting the alien invasion, which left devastated cities and families in wake of guerilla warfare and reprisals. While the boon from the technology gained in that war, and the vassalage of the defeated Oozori Mandate and their industry, the scars left by the war are felt by all. To this day, some cities are still lower in population than before the war, due to the birth rate of the Tezekians; this has been dealt with by immigration to an extent, but the strict controls have not replaced everyone.

Due to this, the military has languished, with a refusal to extend funding and membership, leaving them unable to quickly field their forces and being behind the game in technology. They have the blueprints for the latest designs, having continually worked on them while fighting for support, but have been unable to afford and implement most of them. With the rise of Avirius to the position of Archon, this has changed overnight and support, supplies and money are pouring in and a massive upgrading and revamping of the military is going on. Still, even with this being done, there are a lot of well-trained but inexperienced members and this will hurt their efficiency in combat zones.

While doctrine may change in the coming days, the playbook for the Directorate is for hard-hitting fast strikes on enemy infrastructure and points, avoiding massive firefights and battles where much of their combat power can be pinned down and destroyed. Observing the rules of "civilized" warfare limits their abilities, as they refuse total war in terms of hitting civilian areas and infrastructure and refrain from weapons that harm planets overly much. The concept of superweapons horrifies them more than anything. The mindset has been more defensive than anything, ready to halt the enemy attack, repel it and then push to destroy the enemy's ability to fight as quickly as possible. With the plans for interventions against corrupt rules and mass murders, peacekeeping operations and a campaign to stomp out the major raider and pirate groups in the Gamma Quadrant, the military is set to go on a much more aggressive course.

History of the Directorate

The Early Ages

The Tezekian race began on their homeworld of Tezekis, being one of the many species that had managed to evolve and survive the game of chance that is the natural cycle of life. They were one of the many avian species on the planet, slightly larger than many of their fellows, albeit some species were much larger and powerful than they. With such competition for food and territory, they were forced to adapt or die and evolved over time to use tools and use their growing brains over their innate skills and abilities. With such growth came better abilities to reason and interpret, the beginnings of sentience that began to path to ascension every intelligent species experiences. The usage of tools, forming of communities, development of technologies and philosophies. The early and primitive societies of the Tezekians were brutal and focused on territory and breeding grounds, as rival groups and species attacked their nests and territories. The various empires and nations of this age rose and fell based on the strength of their rulers. One such empire was the Patak Imperium, the largest empire of the ancient world and which laid down the foundation of law, culture, philosophy, learning and many other things the modern Tezekians draw upon for their civilization and that the Directorate holds as sacred. It was formed on the Adarat continent in the northern hemisphere, where the center of the Directorate is currently located. It started out as a group of smaller kingdoms that shared beliefs and laws that were under the rule of the Kingdom of the Albino Claw, a successor to the previously powerful League of the Crimson Beak which had fallen into decay and civil war after the death of its founder and conqueror Arhak the Steel-Clawed.

Over time, the people began to feel they were being mismanaged in favor of the other parts of the nation and rumors of discontent began to form. The kingdom responded by putting more soldiers in the area and clamping down, asserting the right of the king to do as he wills with the resources of the nation. Resistance arose under the leadership of Nicharak the Iron Talon, who led a rebellion that successfully broke the power of the Kingdom at the Battle of Three Beaks. The old king was overthrown and executed and Nicharak arose as the Emperor Above All, flying above his subjects to watch over them with his wisdom. Moving to work quickly, Nicharak attracted the discontented of the old system by allowing them to retain their local systems and customs and even be ruled by local kings, as long as they bowed before the Emperor Above All. With this system, he pacified the population and even attracted some migration of other groups, fleeing war, conflict and famine, to come and be subjects under him. A series of administrative and political reforms created a system of states that reported to the Emperor in Ynlok, the newly fashioned capital city where he established his government, and established a bureaucratic system able to handle the situation and even the new conquests that were to come. For Nicharak was a cunning political player, who managed the nations around him and his own with adroit skill, avoiding war and granting gifts to bolster and found friendships, playing enemies against each other during times of weakness, and know when to strike. The League of the First Flight, the Roost of the Ancients, and the Asdarnum Kingdom all fell before the political and military skill of the Emperor Above All, and were incorporated into his Imperium. When Nicharak died, he left a powerful empire comparable to those who had come before, but it would be through his children, Portan the Far-Sighted and Jilimaq the Wise who would raise the nation to its historical statues in the Directorate's archives. Portan expanded the nation almost one and half times its former size, utilizing the power of the Imperium's armies and her knowledge of the nations around her and its weaknesses, using an advanced network of spies and informants to allow her to know where to strike the blow. Jilimaq inherited the throne from his mother and did complete the final expansions that would set the borders as far as they would ever go, but he was renowned for his focus on the arts and sciences, causing Tezekian knowledge of the natural world, philosophy and the Tezekian condition to bloom as it never had before and is regarding as the first expansion of rational and scientific thought.

As with all empires, the end came slowly, beginning with the downside of the political system causing a lot of rebellions from powerful local rulers, which divided and used resources from running the nation to suppressing these revolts. A series of weak Emperors and Empresses followed, and culminated in a war against an alliance of smaller empires and states that the Imperium ultimately lost and vastly reduced their prestige and military might. Territories were lost or broke away in rebellions, but competent emperors managed to hold the nation together until the war with the Haggamar Empire that saw its defeat to a younger, more stable state with a unified military. While it was subsumed into another empire and never was able to rise again, despite multiple attempts by rebel would-be kings, its legacy is far-reaching. Tezekian historians credit the kingdom founded by Nicharak as the one that first rose the civilization of Tezekians above tribal organizations into a bureaucratic nation-state that could conquer and control vast swathes of territory and different ethnic and political group. It's tolerance of the religious beliefs and customs of its areas also set the tone for the governing style of future empires, with notable exceptions. Tolerance of other beliefs and ideas became accepted and the norm for many regimes, as more brutal and restricting regimes had their day during this period but were inevitably overthrown or collapsed under the weight of the anger of its citizenry.

The wheel of time continued to turned for the Tezekian race and culture, history and their knowledge continued apace. The foundation of scientific thought established by Jilimaq was expanded upon and it was at a quick pace they advanced from simple weapons and shields, to advanced siege weaponry and castles, to the advent of gunpowder. The Tezekian's had a very short medieval period due to the advent of gunpower, and also the Nesting Plague which wiped out a considerable portion of their population and severely weakened or collapsed under the strain of so many losses and attempting to handle medical care and find a way to handle it. Medical science managed many advances during this time, albeit without a cure for the plague. They were only able to endure and move past it once it ran its course. Entire cities were left barren, covered in weak bodies of Tezekians which crumbled to the touch and blackened eggs in wilted nests. This plague set back the Tezekians several decades in advancement, and it was slow going for a return to even pre-plague populations, which result in a longer than usual Renaissance period. Wars happened occasionally, but it was a rather peaceful time as nations and populations focused on recovering, causing a Golden Age of rational thought and development,which began to overtake the religious systems that had been established since the beginning. Mostly nature worship of various kinds that were tied the local customs and communities; some worshiped a deity for every part of nature, while others had a system of god or goddesses that were a pantheon that handled the Tezekian experience. As knowledge flourished, however, and become more and more important to a nation's existence, these began to get relegated to the background. This period came to an end when industrialization began to occur, the skirmishes and conflicts of the past now being enabled to become more expansive and devastating.

The well-being of the states and populations increased due to the expanding economic output and wealth, but now with the drive to gain the resources needed to expand and maintain the system, and with new technologies allowing for greater and greater methods of war, many nations turned back to conflict to solve their issues. The United Feredonian Coalition had made promises to weaker nations against the growing might and aggression of the Nerazan Totality, which had come to dominate an entire continent, and was in the middle of expanding its colonies and military. It was one of the last remaining nations that did not allow local customs to remain equal, it valued its own above others and for certain customs and rituals to be maintained, those groups had to pay a tax. Nations dominated by it were also...coerced to follow similar policies, which even extended to trade. One nation had grown sick of these policies, which were beggaring its people and went to war with the one forcing it on them. One side was supported by the Coalition and its allies, the other by the Totality and its allies. The war went from a proxy war with volunteers pouring in to an all out war between states all over the globe, a battle for control of the future of the many states involved.

The Push to Space

Cities were annihilated, refugees forced to move from their homes and brave terrible conditions, war crimes abounded and many Tezekian men and women died fighting for their nations, nationalism proud and strong in the culture at this point. When it was finally over, the carcasses of war machine and Tezekian covering the numerous battlefields, the Totality and its allies had been overthrown and a tired Coalition and its allies began to pick up the pieces. The subjugated states were occupied and new government charters following the Coalitions line of thinking were drawn up, to ensure this did not happen again, but also the powers that still retain strength began to rebuild the broken nations, following in the footsteps of Nicharak to appease the populations by giving them equal chance to rebuild as them. The pieces were picked back up and the Tezekians recovered, the nations reviving and renewing commerce, the horror of war keeping the specter away in tense moments. A competition of sorts was devised for nations to compete, to focus their energies from war to more beneficial pursuits. A loose global organization was devised, the Grand Moot, that would handle this competition and other affairs. They became a series of challenges for members of each nation sent to compete would prove themselves in. Physical contests, such as flight, wrestling, etc, battles of the mind with puzzles, great works of writing and art, and advances in science. Awards were granted with the prestige associated with them, and nations began to develop rivalries and camaraderie from this, focusing their attentions for a time. The Tezekians advanced into the electronic and information age, a global information system being developed that allowed the nations and their people to speak to each other at near instantaneous speed and culture's began to blur together. The industrialization of before was beginning to take a toll on the planet and environmental issues and a resurgence of tension and conflict underpinned the issues of this period.

To counter this, the Grand Moot proposed an effort to explore space, they had been studying it with telescopes and satellites sent into orbit, but they had not made any major effort to get to the stars. A space program was compromised of various nations budgets and teams that were volunteered, with the clear intent of forming their own after the Moots formed their own mistakes and successes. It was slow-going at first, having no real knowledge besides theories and tried and true technologies like rocketry. There were accidents, deaths, and mistakes, but progress was made with typical Tezekian stubbornness and acumen. They were able to send rockets around their world, orbiting and collecting information, even sending them to other planets eventually, walking around and recording and bringing back samples. This advanced to stations in orbit with a central one for future space operations, and developing such stations on other worlds for study and testing their ability to move throughout their solar system. Scientific knowledge and advancement was running so fast at this point, it seemed to be a runaway train no one could stop. The nations of the world got involved, using their own space programs and resources to construct stations of their own and explore the star system, but a strain was beginning to be placed on certain nations, who raised loud voices of budgetary concerns versus return and putting in votes to halt or reduce the program. Those in support knew this would be the death of the program and drawn out political battles consumed the Moots times, to the extent that there would have been a reversal of such efforts until one exploration mission by the Hadrasian Flight nation, which discovered an ancient stations of alien design on the farthest flung world, which confirmed that alien life existed, a constant debate between academics on the homeworld.

News of the discovery electrified scientific communities and put a hard stop on the budget debates as all the nations rushed to provide what was needed to study this station. A global united effort managed to break the code of the station, which while decaying, was miraculous still running and then translation of the data and language was done. This led to the realization from the archives information that they had been an ancient observation project, watched by some alien nation which had abandoned their post for some reason, a discovery that caused wonder and fear at the same time. The station had some information on this alien race but not enough to satisfy curiosity and concern; at the same time, technologies were gleaned from the station that pushed Tezekian technology forward by several decades. Space ships were now a reality, along with pulse drives that would allow them to make timely trips around the solar system, though inter-system travel was still something along the ideas of months long travel. With this revelation and discovery, the nations of the world had a historical meeting of the Moot, where each of their greatest diplomats, scientists and generals debated back and forth how to proceed from here, the possible threat of this alien race or other races, and the cost some directions would have on an environmentally strained homeworld.

The final result was a formation of more united and back organization that would be their hand in space, managing the exploration, colonization and military aspects of their stellar expansion. Many were concerned they would be found by hostile aliens if they ventured out, and that it would be safer on homeworld; however, enough were convinced it would be be better to expand their forces and the tug to explore and know was too strong for many. The 'Spreading of the Wings' as it has come to be known had begun, and a unified effort at colonization and expansion was undertaken; an initial fleet of ships to explore and categorize the worlds in their system was begun, while efforts were made to curtail or undo the damage that had been done to their homeworld. As locations were found suitable for colonization or for mining efforts, the Midnight Flight organization would accept contracts for nations bidding to have that site for colonization or resource development, serving as the middleman for this expansion. Nations developed their own space navies to defend and supply their new infrastructure, but it was watched over carefully by Midnight forces, careful to keep the peace. As time passed, more and more power and authority was slowly gained by the Midnight Flight organization from the member states, turning it more and more into a government and less a space organization devoted to keeping the peace. Some nations were resisting this pull to a new global, solar system order to things, wanting to retain their sovereignty and power that they saw being depleted. Once again, crisis enveloped the Tezekians as they argued with each other in the Grand Moot, and once again that horrible specter of war raised its head again, the losses of the past ignored or forgotten.

The Rift War

However, outside forces would intervene and be the catalyst for the formation of the Directorate; the alien race they had found and dismantled the station of returned, wanting to find out why a station had gone dark and detecting more emissions from a system than before. When they discovered the now space borne Tezekians using derivatives of their technology, they were furious at primitives having managed to appropriate their technology and demanded they give it all back, cease using it and would be subject being a new state of this Oozori Mandate. The Tezekians horrified at the prospect, refused and the Oozori attacked, a war fleet was quickly dispatched, beginning the first stellar war the Tezekian's found themselves in. The nations united, desperately forming their forces together under the Midnight Flight organization and met the Mandate's forces in orbit above Tezekis; it was a slaughter as the more advanced aliens cut through the fleet and struck the capitals and the Grand Moot location on the homeworld, wiping out most of the government and its facilities in one strike. The Tezekian forces were in disarray, the homeworld was under siege and its government was in pieces. Only part of it had survived which was the Midnight Flight's scientific section that was housed in an orbital facility above one of their colony worlds, along with some lesser governmental staff and the remaining military commanders.

Reacting quickly, the head scientists contacted the commanders and the remaining leaders of the nations and convinced them to band together and resist the Oozori advance and keep them occupied while they tried to find a way to deal with their situation. What followed next was 10 months of brutal conflict, raids and strikes on the colonies by the Oozori in response to the attempts on operations on the homeworld, which was bogged down into bloody forest and urban warfare against their forces attempting to pacify the planet. The Midnight Fleet had fallen back and reinforced at the colonies, which were forced to develop what they could to support fleet operations and construct new ships, developing blockade runners which could run supplies, weapons, and soldiers to support the operations on the homeworld. The scientists desperately threw themselves into their work to find some weapon or tactic they could use to win this fight, using everything salvaged from Oozori forces and advancing their own when they could. The situation had become desperate by the end of the ten months, with their forces on the homeworld in disarray and the war fleet preparing to move on the colonies. The breakthrough was a mixture of two things: Tezekian scientists had discovered the method they communicated with each other and their home nation and their system communication for weapons and other systems and developed a way to jam it, and they had found a way to modulate their weapons to a frequency their armor was not designed for. Gathering together what they could, they launched a desperate assault on the Oozori war fleet, simulation trained to fight this scenario.

It was bloody, it was devastating to both sides as the aliens were surprised when they couldn't communicate back home, between ships and their targeting systems and missiles had a hard time locking onto the Tezekian forces. Surprise turned to anger and despair as the beam weapons of the Midnight Flight cut through their armor as if it were paper, though they did much of the same to the Tezekians. By the end, the Oozori forces had been wiped out, at a high cost to the Tezekians, and their independence and safety was ensured, for the moment. They had managed to jam the last transmissions to their home nation, but it would only be a matter of time before they returned. Turning to their own situation, the elements of governments, the military and the scientists of the Midnight Flight came together to piece things back together. They had been holding this disparate coalition together for months and it was felt that the scientists had managed to hold things together, provided the tools they needed to win and now had experience in governance. It was deemed to allow them to helm this new effort to ensure their survival and win the next conflict with the Oozori and thus the Directorate was formed and went immediately to work.

They rebuilt what they could on the homeworld, but the damage was severe and too much was needed by other projects to rebuild as quickly and as much as they wanted to. The outer colonies were reinforced and observation stations put at the edge of their space, to watch for any incoming travel as they began to build up in preparation. It was over a year of furious preparation and rebuilding before the Oozori returned again, and were faced with a trap by the Tezekians who obliterated the larger but still scouting force determined to find out what happened and why they had heard nothing. They thought they had run into some kind of phenomenon that had prevented communication at some point, not that the natives had managed to overcome them. The battle was fierce but quick, their forces able to be positioned to strike the Oozori as soon as they arrived. Developments had expanded upon the Oozori technologies, plus time to study the wreckage and data and biologies of the species had borne fruit. They only lacked one last bit of information: where the Oozori were. With this strike, they obtained prisoners and information, and discovered the Oozori were rulers of the system next to them, and they had been an observation project that was to scheduled to be incorporated into the Mandate but the project had been forgotten amongst other concerns until the notice the natives have ransacked their station and a fleet was sent to pacify such arrogance. With this in mind, the Tezekians used the data on the ships to plan a strike on the Oozori, determined to end this war before it continued for too much longer. They prepared for as long as they dared, expecting them to send another force in a much smaller time frame and more military focused.

They launched their attack on the Oozori 'homeworld' but only found a dead system, the main world surrounded by a system of orbital defense platforms, reinforced shipyards and the Oozori fleet. They had been prepared a retaliatory strike, but had been trying to fix the weaknesses in their technology first, ensuring victory this time around in one swift strike. The invasion fleet secured the outer planets, establishing bases and supply lines, which was immediately contested by Oozori fleet elements and marines. It was here the Tezekians encountered the use of robotic infantry and combat platforms, an idea that would later be incorporated into their own military. Initial weeks of the campaign were vicious battles holding onto their system beachheads, with severe losses for both sides. The Oozori upgrades, while not completed, were helping and they were running out of a time. A desperate assault was planned on the central planet, utilizing nearly all available Tezekian forces, many in various states of disrepair. The Battle of the Rift, as it came to be known as well as naming the entire conflict, due to the large swat of destruction which laid open the planets core, lasted for four hrs and was the bloodiest assault in the entire war. After losing three quarters of their own fleet, Directorate forces pushed the Oozori out of the system and into an retreat, leaving the battered remnants to secure the system.

With a focus on ending the war, detachments were sent to scout out nearby systems and find the retreating fleet, but to their shock and surprise, they had gone. Where to, they couldn't track, despite much effort and it was assumed they had found a farther away base to repair and launch a strike from. They continued to salvage and study Oozori technology, while working to reinforce the system and continue the search and prepare for the counter assault. After a two months of preparation, rebuilding and searching, with no sign, the government declared it over and the war was won. An exhausted populace welcomed it, feeling the strain of food and other shortages and starting to turn to dealing with the aftermath.

With the war finally over and peace achieved, the Directorate began the long process to rebuild the Directorate and figure out their path in the stars after. With the technology of the Mandate now at their disposal, the Tezekians turned first to rebuilding their homeworld, with the ability to now undo the environmental damage that had been done. Within four decades, the planet had been restored to a pristine state, with carefully planned cities placed in locations that would not harm the world or built floating cities, with needed facilities on the ground. This new directive was passed to all colonies and shifted over infrastructure to fix it. As they were repaired, the Tezekians rebuilt their commercial and military fleet and began to revamp their government. It had been build during wartime and now needed a new charter and organization for peace time governance. The scientists were retained as the rulers, having proven themselves able to manage the people and retaining the gratitude their work had allowed them to persevere and win. They formed the Council, which was three head scientists who had an Advisory Board of other scientists, generals, and politicians who would help them manage the country, and created a bureaucracy to support it. They also chose the new direction they would go; the horrors of the war, and of galactic war, was now imprinted on all Tezekians, who had more casualties for this war than all of their other wars combined. Education was put into place to ensure this war and its cost was remembered, and the Directorate now was focused on maintaining their nation and the advancement of science, that which had propelled them through all of their achievement and gave them a chance to live in this galaxy. War was now to be avoided unless absolutely necessary, for its use as an advancement tactic was not acceptable in their eyes anymore.

From this point, the Directorate began to expand its nation, colonizing nearby star systems, including the former Oozori system, terraforming its worlds to better suit their needs, using the aliens technology to aid in their own flowering. Scouts were sent every which way, discovering what would be known as the Tzinn Cluster and encountering the other nation states in this region. Mostly one system, or some cases one to two planet empires, they extended embassies and trade ties, using their expertise and knowledge in return for supplies and foreign talent. It was during this period that the Directorate would discover the wider galaxy and the various nations and groups that inhabited it, as well as the deplorable state it was in. Wars and conflicts were always burning somewhere, and the galactic news nets were full of atrocities by the dozen. This reinforced their pacifistic stance, and they were focused on building their own nation and dealing with the cluster first before engaging with the galaxy. Some conflicts occurred, but with a mix of diplomacy, economic aid and the occasional war, the Directorate was able to rise as the premiere power in its region, with many turning to it for counsel and aid. Slowly, over the one hundred and fifty years that have passed since the Rift War, they have extended their information network throughout the Gamma Quadrant, learning more and able to influence more and time has gone on.

The Current Era

This was a time of prosperity for the Tezekians, with others being allowed in eventually during crisis and population booms of their neighbors. Although strict, if one was allowed in, they were welcomed to join the greater community of the Directorate;. Scientific thought and technology prospered, their industry and wealth multiplied, leading to large social and relief programs. However, as the specter of war become only the province of the elderly and soon to pass on, the government that had become controlled by many of the scientists and researchers and the foundations that housed them, carried a critical eye of the military. Seeing it as a waste of time if they only stayed in their cluster and use it only as a last means of defense, they began to hack away at its budget, restricting it, despite protests and personal pleas by the commanding officer, Claws of Aquamarine to one of the Ternion, Wings of Crimson. This lead the military to becoming weakened and stretched thin and in the present day, it came to a head in a tragedy. The Great Migration, a massive movement of displaced peoples and states caused by wars and raids from aggressive powers, had roused the pirate and raider groups of the galaxy, who were also swelling from the same groups they sought to raid and they came to the Directorate trade routes. After weeks of strikes, with no retaliatory strikes being possible to make by the military, the pirates, led by the group known as Blackmoon, a group controlled by a species known as the Vahkiran, attacked one of their primary trade routes and a colony when they sent forces to aid in repelling the assault. Dozens died in the trade route, including major government officials, members of the Moot and various departments, and hundreds were killed or kidnapped on the colony.

After such a massacre, the Ternion finally moved to unblock the grants for the military and give it greater jurisdiction but it was too late by that point. Once the news hit, riots broke out in the capital and across many worlds, Foundations took action to support the protests and call for reform in the government. The Moot was thrown into chaos, as the Ternion demanded peace and calm and moved to deploy police to keep the riots in check but the Moot could not approve the action. The chaos would eventually peak with the leader of the Rising Claw Foundation, Avirius, leading a coup to remove the Ternion from power, who refused calls of reform and stepping down, saying they were overblown and not widely supported. After minimal fighting between the Ternion's security forces and military special forces, they were secured and secured. Avirius gave a speech saying it was time for the people to have their say and left the fate of the Directorate up to a vote. After weeks of debate and protests on both sides, the population voted in majority to remove the Ternion and accept the reforms put forth by Avirius. As part of them, the Ternion resigned and went into retirement, Avirius resigned from his position as Head Scientist of his foundation and was elected after a race against one other candidate for the newly created position of Archon. The first year of his term has been filled with reforming the executive branch of the nation, reforming it an Imperium ruled by a monarchical position bound by rules in the updated Constitution, relaxing rules on the Foundations and conducting a massive reorganization, reformation and rebuilding of the military running side by side with operations to wipe out the pirate and raider activity in their general vicinity. The success of which has prompted him to begin seeking security arrangements with foreign powers to keep the heat on but is experiencing pushback from the Moot and his opposition within them. His platform was about providing security and securing their prosperity, not foreign adventurism and much of his next phase is stymied in debate and deadlock. For now, the Archon fights that battle while extending trade deals and connections, as more money and markets is always a good sign, which has culminated in contact with a previously unknown nation and the normalization of relations between the Vascilian League and the Imperium and construction and maintenance of a trade corridor.

Advanced Arms of the Imperium

The Tezekian Imperium military tradition is one borne out of the long history of wars through the history of their homeworlds, as states struggle for supremacy through the only true contest that can measure it: War. It continued into the Midnight Flight which watched over the fledgling attempt into space and became the Navy, Army, and Marines that fought in the Rift War for the right to exist and thrive amongst the stars against the Oozori. But no force, no matter how strong, can withstand the power of neglect and non-vigilance. The proud warrior traditions of the old generations and conflicts of the past have been weakened in the past few decades, as the reborn government under the Directorate has actively sought to limit the military to a completely defensive role as possible, restricted funding and recruitment, and in cases of many Foundations, outright trying to bleed them of resources for their various projects. With a pacifistic bend to the Ternion's domestic and foreign policies, and the Moot more concerned with its own politics or scientific budgets, the traditions and capability of the Armed Forces and Navy of the Directorate has withered greatly. Those still in the military, and the few allowed to join every year, have done their best with the resources they have kept and fought to gain, and remain one of the best drilled, disciplined and trained forces in the galaxy. As one old soldier can tell you, however, experience counts much more than all that; an experienced man thrown into war can handle a lot more than a green one trained to the utmost and equipped, for there are things no amount of training and simulations can prepare you for. Thankfully, much of the command structure retains aging Tezekians who are veterans of the conflict with the Mandate and can translate that as best they can. And with the surge in recruitment and support with the ascension of Claws of Aquamarine to the station of Primus, many retired or former commanders, soldiers, and specialists who have lived quietly or moved to other vocations are being asked back, with weighted incentives. And a careful program of interventions and peace-keeping is being planned to try and bring them up to shape. One can only hope they have enough time to turn things around before an actual war starts, or many will find out the truth of war the hard way.

Like all militaries, there is a strict hierarchy of command, enabling logistical and tactical command and support of their units, from the largest of legions to the most basic unit of the military, the fireteam. The Tezekians organize it into groups of four: a team leader, usually a Corporal, a rifleman, assistant rifleman and an automatic rifleman. As they form the building blocks of the larger formations, extensive training and education is taken with these groups, to promote bonds of protection and friendship, or at least respect, when it comes to operations. Ideologies and flags change all the time, but your brothers and sisters in arms are the only thing you have and the basic desire to protect each other, make it out alive and not fail are more empowering than any speech anyone could give and Command knows this well. This lesson extends on up through the hierarchy, squads led by sergeants, platoons by lieutenants, companies by captains and on it goes, integrating connecting, forming the weave that enables them to stand against any foe. At their core, the Tezekians value the good of the many over the good of the one; if one must be sacrificed for the nation to live, than it is sacrificed and honor in the memories of the many for what it took to ensure their continued survival and prosperity. This not only serves as a motivating factor but also as a unifying force. When other groups would fall apart, their own stands firm as their discipline and focus on the overall command see them through.

Overall, the Directorate views its job to provide prosperity not just for itself but for others in the galaxy, extending protection and aid to any who need it. They won't beggar themselves to do it but if they're far ahead of those who need help, they believe it is their duty to help them provide what they need for themselves. We are all the community of the galaxy and should strive for the benefit of the whole.


Technology

The Directorate is advanced for a star nation, being a heaven for technological progress and thought, its government overseen by its scientific minds, although not enough to make it set apart from the rest. They have many inventions and improvements that have brought them to this point and help secure their place in the stars. Primary amongst them is the AEGIS shield system, providing protection for all major installations and craft for the Directorate from simple shuttles, to ships and entire worlds, theaters of battle to orbital stations. Together with the Trojan Variant System, they are capable of firing out from their shields without allowing enemy fire into their own by charging their missiles and shells with energy frequencies able to go through their shields. These are constantly in motion, as are the shields, giving the ships a 'static' effect when viewed at through sensors and eyesight/cameras, and help give them their common name "flux shields".

The common view of many parties in the galaxy is that as once advances, the projectile weapons are put aside and energistic weaponry is adopt, moving to higher frequencies and fields, reaching up the range one can go. The Tezekians are an odd bunch who have been unable, despite all their effort and much studying of other nations' technology, to create energy weapon technology that works with their systems. An issue with the CAM core (Compressed Anti-Matter) that shunts too much power for the delicate weapons systems. They managed a fix for the shielding but not any weapons. While their scientists continue to try and find a way around it, they have focused on their projectile and ballistic weaponry, upgrading them as much as their current capabilities allow. All of their weapons, especially their anti-capital spinal guns, use state of the art coil systems to propel their shells and torpedoes at high speeds, providing smart targeting for their projectiles using shipboard sensor arrays and targeting. With an interlinked system and proper execution, Tezekian guns can reduce most targets to scrap in minutes.

The most recent addition has been a single break through in energy weapon technology, burst lasers that are too small for anything but point defense, and run the risk of overheating if battles go on for too long. They can be used as close weaponry in a pinch against smaller classes, but they aren't as effective. With this, they have an incredibly high rate, initially, of swatting down fighter craft and projectiles, giving them an initial window of dominance to put the boot on the enemy's neck so to speak before heat build-up forces an evening of the balance. They are including the upgrades their fleet is ongoing to maximize their effectiveness for the coming operations.

The strongest areas for their technology are not necessarily military at all, however. The scientific tradition of the Directorate stretches back many decades and along the paths of biology, genetic manipulation and improvement, cybernetics and implants and the laws of physics and the secrets of the universe, they have gone done the path of all. They have many resources at their command, should they take advantage of them. They have nanite systems that can be put into the blood stream to increase the body's processes and provide protection from disease and other nanite-based invasions, they have cybernetic implants capable of replacing every portion of the body and improving it, at the expense of what one can consider "mortal", and they can manipulate the genetics of entire races. With the Directorate waking up to galactic affairs and politics, one can only imagine what they apply all this for.

Recognizing the cost of war and how battle can wear down ships and require extensive repairs and replacement of parts, the Directorate has designed a new class of vessel, a travelling shipyard/factory, able to use gigantic nanoforges to process resources into parts and modules to replace ships in theatre, ensuring they don't run out of orbital shipyard space and slow a campaign or even lose one due to not having enough ships in the field. The plan is for every fleet to have one of these and multiple to be at had rally points and major concentrations, ensuring the war machine can keep rolling, should it be unleashed.
