In the interests of promoting international harmony and productive relationships between nations, President Nicholas Brennan and Marie-Claire Beringer, the Minister of Foreign Affairs, have designated and renovated multiple properties in Laeralsford, the capital of Laeral, as sites for embassies. Why Laeral?
Laeral is a federal semi-presidential democracy in the International Democratic Union, one of the most prestigious General Assembly regions. It's a liberal-leaning, Asian nation that was colonized by the French, with a total landmass of 490,499 km². Laeral has a population of 79.2 million and is the regional delegate of the IDU. Laeral's government is designed to be as democratic as possible, and residents enjoy high civil rights. The legislature is the most powerful of the three branches of government. Major exports include fine textiles and silks, electronic equipment, and cultural products. Our major imports are largely foodstuffs. For more information on Laeral, go to this factbook.

Laeral's foreign policy involves promoting Laeralian values such as democracy and human rights through multilateralism and free trade. Laeral hopes to find allies abroad, as well as ensure that the crucial flow of foodstuffs into Laeral continues. The Ministry of Foreign Affairs enjoys a large budget and high government support, allowing it to expand embassies and consulates to more nations than ever before. Laeral was a member of the Non-Aligned Movement during the Cold War, but today is adopting a more proactive role in international relations. Today, Laeral is a member of the World Assembly, United Nations, International Democratic Union, and numerous other international organizations.

Embassies:
Embassies are to be located in the capital and largest city of Laeralsford. Consulates may be located there or in the cities of Althea, Hanshui, Lyrene, and Rilos.

Laeralsford was founded in 1857, soon after Laeral became independent, on the site of the Autumn Palace of the monarchs of High Fells. It is located where the Laer River joins with the Zhongshui River- the two largest rivers in the country. Laeralsford is the home of all federal government buildings, including Republic House (the Prime Minister's residence) Legislature Hall (home of the Legislature) and the Palace of Justice (home to the judiciary). It is also the sight of numerous museums. Laeralsford has a population of 8.4 million people, of Laeral's total population of 79.2 million. Noted attractions include the Laeralian Museum, Jingmei Temple, and the skyscraper Tour Prospérité. More information about Laeralsford is available in the post below.

Regular embassies will be located along picturesque Beaulieu Plaza or along the charming Hebian Street, in downtown Laeralsford. The Beaulieu Plaza embassies are located in the 7th Arrondissement (Linshui) which is home to many picturesque restaurants and shops. It is just across the Laer River from the majority of government buildings and facilities. There are 20 historic properties available, from 1 Beaulieu Plaza to 12 Beaulieu Plaza and from 16 Beaulieu Plaza to 20 Beaulieu Plaza. These regular embassies are all similar, with two stories each. Each story is around 10 meters by 18 meters. These embassies each have two parking spaces located in the back, and each embassy has a small garden courtyard in the back. They are each a short walk from a local metro station.

There are also 4 larger embassies on Beaulieu Plaza, available for nations which demonstrate a need for the extra space or have longstanding ties with Laeral. These embassies are each three stories, with a small (5 by 5) meter basement beneath. They each have parking for 5 cars, as well as a courtyard behind. These are also located along Beaulieu Plaza. However, the locations for large embassies are currently all taken, and so this option is currently unavailable.

Given the increasing demand for embassies in Laeral, an alternate 'overflow' location for embassies has been located. Hebian Street is a street along the north bank of the River Laer, running from the 4th Arrondissement (Jiumei) in the west to the 14th Arrondissement (Dulan) in the east. The sites for the embassy are located along the riverbank in the 4th Arrondissement, a relatively safe neighborhood. The area has two universities nearby, University of Laeralsford and Laeralford Provincial University. As such, the nearby area is largely inhabited by college students, although there are also a number of trendy shops as well as picturesque college campuses to visit. This is also a Historic District, and so embassies are subject to certain restrictions on making changes to the building. The embassies on Hebian St. are numbered in increments of ten from 1720 to 1840. They are identical to the standard embassies on Beaulieu Plaza.

Additionally, the Ministry of Foreign Affairs has designated Nanbei Avenue as another possible site for embassies. It is located in the 9th Arrondissement (Hualien), a neighborhood noted for its many bridges and for it's many small restaurants and teahouses. These embassies, extremely similar to the other standard embassies, are located along Hanbei Avenue, a relatively busy street. The major difference is that Nanbei Avenue has foot and car traffic along it at most times of day, which may prove disruptive to some. Embassies are currently numbered from 12 to 22, with more coming soon.

There are also consulates available in Laeralsford, for nations that do not foresee the need for a full embassy. Consulates are located on Fay Avenue, a relatively quiet street near the grounds of the prestigious Laeralian Women's College. These consulates are each a suite within an office building at 1600 Fay Avenue, known as (appropriately enough) the Diplomat Suites, with no amenities such as parking spaces available. This office building is located in the 7th Arrondissement (Linshui). Other suites are largely owned by businesses. The consulate-suites are available are:

Consulates may also be located in several other Laeralian cities:

Althea, Loiraine: Laeral's second largest city, Althea is the cultural and historical capital of Laeral, and was once the political center of Laeral. There are numerous tourist attractions, including the Cyr Bridge, the Spring Palace, former home of the Laeralian monarchy, and numerous historical Catholic churches and cathedrals. One of the oldest colonial cities in the country, Althea is a center of culture, full of chefs, academics, and artists. Althea is the capital of Loiraine Province, the fourth largest in the country. It is notable for it's colonial architecture as well as it's thriving deepwater port. Althea is in fact one of the largest ports in the country. Major industries include ceramics. It is also home to the Althea Stock Exchange.


The consulates are to be located along Rue Courtois, a small side street located in Althea's 4th Arrondissement. This quiet neighborhood, set back from the ocean, is home to the famed Althean Ballet, as well as the Althean Symphony Orchestra. Consulates are numbered from 8 to 12 Rue Courtois.

Hanshui, Nanhai: Hanshui is the largest westward city in Laeral, and the third-largest city in the country and capital of Nanhai province. It is known for it's traditional culture, including it's tea harvesting. Hanshui has among the best teahouses in the country, as well as being the national center of calligraphy and music. One noted attraction is the National Museum of Antiquities, the most famed museum in Laeral, which contains over 500,000 works of ceramics, calligraphy, sculpture, and metalworking. The city itself is very mountainous, and major industries include tea-harvesting, agriculture, and textiles. Consulates in Hanshui are to be on Heping Street, a small, noticeably slanted side street located among the mountains overlooking the city center.

Lyrene, Bethune: Lyrene, Bethune: Founded as a mining town and port, Lyrene has evolved into a diverse, modern financial center and home of the University of Bethune as well as Lyrene University, both large and prestigious schools. It is one of the largest ports in the country, the fifth-largest city, and also one of the primary host cities for incoming immigrants, giving it a diverse flavor. It is known for it's many bridges, some of which date back over a century. It is a major point of entry for tourists and immigrants, meaning that consulates are often established there. It is also the home of the Lyrene Stock Exchange, and the headquarters of many dynamic businesses. Consulates will be along Rue de l'université, one of the largest streets in Lyrene, from number 1120 to 1200.

Rilos, Cenefort: A densely populated northern city, the fourth largest in Laeral, Rilos is a former manufacturing city, with a crumbling economy and high levels of unemployment. Known nationally for its' racial unrest, high crime rates, and poverty, Rilos is probably among the worst cities in Laeral to live in, but also among the most interesting. A new mayor has pledged to renew the city, and there are scattered signs that the city may finally be moving in the right direction. Consulates in Rilos are to be located along Rue Loucheur, a pleasant, tree-lined street near City Hall.

Rules for Embassies
Number of personnel: Large embassies may be staffed by up to 40 people. A regular embassy may be staffed by a maximum of 25 personnel, including security. Consulates may be staffed by up to 10 personnel, including security.
No automatic, chemical, explosive, or, for the love of God, nuclear weapons are allowed for diplomatic staff or security. Laeral in general is a safe nation, and it is unlikely that a heavy security presence will be necessary.
The only weapons permitted will be ceremonial blades, crowd control melee weapons such as batons, tasers or other stun weapons, pistols, or rifles. All weaponry brought into Laeral must be declared, and only security personnel may carry lethal weapons outside of the embassy. Heavier weaponry than what is permitted may be allowed, if it is thoroughly justified and has the written consent of the Minister of Foreign Affairs.
No armed vehicles permitted and a maximum of five vehicles are allowed to be imported. We recommend sedans, SUVs, motorcycles, or bicycles, as some areas of Laeralsford have narrow streets. Additional vehicles may be purchased or rented in Laeral. Vehicles will be presented with diplomatic license plates. Additionally, all diplomatic staff receive free mass transit passes, to use as they wish.
Aircraft may not be brought into Laeral by diplomatic staff.
The embassies along Beaulieu Plaza are considered historic properties and protected under the Historic Building Preservation Act. As such, all renovations, add-ons, and exterior painting must be cleared with the Historic Preservation Bureau.
All foods, beverages, drugs, and animals must be declared to customs and may be denied entry by authorities.
All tobacco products entering the country are subject to a 5-mark fee per pack of cigarettes, with other tobacco products having their own fines. We recommend that you do not bring tobacco products into the country.
All personnel entering the country must be vaccinated and undergo a medical screening.
Please note that Laeral is a World Assembly member and all diplomats within its borders are protected under GAR#22, "Diplomat Protection Act". The chancery facility is considered the property of the nation staffing the embassy.

Getting There and Around
The main airport in Laeralsford is Laeralsford International Airport (LFI), which offers flights to numerous other airports throughout the IDU. Visitors from outside the IDU will likely have to take a connecting flight. LFI is located about 4 km from the city center, but a shuttle is operated from the airport. The Ministry of Foreign Affairs recommends taking Air Laeral, the state-run airline, because of it's fast, dependable, and quality service.
Alternately, visitors can take a boat to Laeralsford; this is slow, expensive (although scenic) and not recommended.

For travel throughout Laeral, the Réseau Ferroviaire National de Laeral (RNFL) / Laeralian National Railway Network (LNRN) is a system of track totaling over 29000 km, with high-speed passenger trains run by Laeralian Railways, another state-owned company. The railroad's hub is in Laeralsford, with spokes running to Serra, Laeral City, Trinity, Rilos, and Selise. From those hubs, practically every city in Laeral can be reached quickly and efficiently. Additionally, each embassy is given a free Laeralian Railways annual pass; it grants free passage for one year for one member of the embassy staff at a time, via 1st class, 1st Class Express (a private, secure bullet train), or any lower class of train transport. The Laeralsford train station, Laeralsford-Pierre Leung, is located in the 5th Arrondissement. Train tickets can be purchased affordably and in bulk there. There are 6 classes of Laeralian train transport. The MFA recommends Express 1st Class or 1st Class to be used for diplomatic transport. Alternately, a private train can be chartered (which is enormously expensive) or a spot can be purchased on board a Secure Express train. These trains, typically used to transport confidential materials and large sums of money from place to place, are designed for secure, uninterrupted transport of goods that need to be protected. In the unlikely event that an embassy requires a spot on board a Secure Express train, they leave once a week from Laeralsford-Pierre Leung Railway Station.

Alternately, embassy staff can travel throughout the nation via car. Laeral's highway system is mediocre, all in all, but is sufficient to travel to almost any location. It is important to note that this will likely be slower than train travel for traveling from city to city, but in the event that a member of the diplomatic staff must travel to an isolated village, a car will suffice. Cars may be rented from numerous locations around Laeralsford.

There are a variety of ways to travel within Laeralsford. City public transportation, administered under the Transports en Commun Laeralsford (TCL) banner provides affordable bus/subway transportation.

Language
A variety of languages are spoken in Laeral, and so most signs and the like will have writing in French, English, and Min Chinese. Here is a breakdown of which percentage of the Laeralian population speaks which languages:

Various other languages are also spoken.
It is recommended that all diplomats speak either French or English, as they are the most common languages spoken in Laeral. French is used for legal language, diplomacy, and as a daily tongue, while English is used for business and international trade, and for speaking with foreigners. Min is spoken in rural areas, and Old Laeralian is practically never used conversationally, as it is a very formal language taught mostly in classical courses.

Laeralsford is built along the Laer River where it is flowed into by the smaller Chongqin River. As such, the city is divided by those three rivers, which are crossed by numerous bridges. The areas north of the Laer are generally better-off and majority white, while areas south of it are generally poorer and majority Asian. Meanwhile, the area between the two rivers before they merge is mostly financial and office buildings.

Navigating Laeralsford, although hindered by a complex and difficult-to-understand address system, is made easier by the separation of the city into 20 Arrondissements. This French system organizes the city into twenty numbered districts, and in fact dates back to the 1860s. However, each of those arrondissements has it's own name popularized by the residents. These arrondissements are typically different in character from one another, and vary greatly. An outline of each one is below:

1st Arrondissement (Federal District)- This small neighborhood is dominated by government buildings and offices, including Republic House (the Prime Minister's residence), Legislature Hall, and the Palace of Justice (housing Laeral's national courts). It is therefore full of tourists and government employees. One notable place is Peace Park, a large park within the Federal District including playgrounds and gardens.

2nd Arrondissement (Fuxing)- Located across the Laer from the 1st, Fuxing is a historic district and full of colonial/baroque style houses, restaurants, and cafes.

3rd Arrondissement (Lushui)- Located between the junction of the Laer and the Chongqin, this is the busiest financial and business area in Laeralsford, and is the home of the Laeralsford Stock Exchange, the headquarters of many of Laeral's wealthiest companies, and the Ministry of Finance.

4th Arrondissement (Jiumei)- A small waterfront neighborhood, home to two of Laeralsford's four intown colleges (University of Laeralsford and Laeralsford Provincial University). A pleasant place to take a stroll through.

5th Arrondissement (Tinglan)- A rapidly gentrifying area featuring high levels of development but also high levels of petty crime.

6th Arrondissement (Minghui)- Located along the Western border of the Federal District, Minghui is home to many government offices, including the Ministry of Foreign Affairs. It also has a number of relatively affordable houses and apartments, making it an attractive place to live for bureaucrats and staffers.

7th Arrondissement (Linshui)- Just across the Laer from the 6th, the 7th is a growing neighborhood of shops and businesses including Beaulieu Plaza, the home of Laeralsford's embassies.

8th Arrondissement (Suogang)- A large northern neighborhood, consisting mostly of expensive homes and residences.

9th Arrondissement (Hualien)- An area with numerous bridges linking to it, Suogang has some of the best teahouses in the city.

10th Arrondissement (Dazhai)- A secondary financial area, home to the skyscrapers of businesses seeking to avoid the high land prices found in the 3rd.

11th Arrondissement (Liyushan)- A sparsely populated area on the outskirts of the city of Laeralsford, Liyushan is largely residential, except for a strip of docks and warehouses along the riverbank.

As such, 7 Beaulieu Plaza is being held for Ambassador Braithwaite and his staff. Given the long-standing ties of our two nations, we have great expectations for Ambassador Braithwaite, especially given the glowing descriptions we've heard of him. Your vehicles, staff, and weapons have all been approved. As for your requests, we can enable encrypted 5G wi-fi access, although you will be responsible for paying for the installation. The same is true with the satellite hookups and the fiber-optic lines. The reason that these were not pre-installed into the building is that the Beaulieu Plaza properties, situated as they are in Laeralsford's 3rd Arrondissement, where the majority of buildings date back to the 1800s, and have not been updated. Recycling facilities are already included with the building, and we can arrange for Laeralsford Municipal District recycling pickup, although you should advise the diplomatic staff to shred any confidential documents before recycling. As for the power requirements, the embassy site is in an older building, and so is not as energy-efficient as we would like. However, the Laeralsford Municipal District is powered largely by the Seiliu Hydroelectric Dam, the Gorge Bend nuclear power plant, and the Vertou solar power facility, with additional power coming from either natural gas or more far-flung solar and wind plants. If this does not fit your specifications, feel free to install your own renewable energy generators, such as solar panels, onto the property's roof.

As for Ambassador Braithwaite's family, they may be homeschooled, or attend the local international school, the Laeralsford International Academy. While I do not have children attending there myself, the school is very highly rated, and many foreign diplomats choose to send their children there. Please let us know if Timothy and Michelle Braithwaite will be attending.

As for the diplomatic work itself, we hope to enjoy a long and productive relationship with Ambassador Braithwaite and Verwood Island Archipelago itself. The student exchange program has already been approved, although trade ties will take longer to work out. The chief export that we believe VIA consumers would want is our high-quality textiles, and Minister of Trade Lariscy is hoping to meet with Ambassador Braithwaite upon his arrival.
