An Introduction

Welcome to the NSG Senate. This is democracy at its worst.

In brief, we are a character-driven and dynamic government simulation roleplay where you will be a politician in the fictional nation of Fernão, where your actions and the actions of your fellow senators will shape the present and the future of the country, for the better or the worse. Will you choose to be a good and trustworthy representative or will you rise to power through backhanded maneuvers and shady deals? Will you be a crossbencher? A minister? Even a general?

Founded by Denecaep and maintained by chief admin (OP) Zurkerx and co-admins (co-OPs) Beta Test, Maklohi Vai, Merizoc and Collatis, our roleplay has existed in several iterations for over three years, and we are the non-NS political RP.

Where do I get started?

First off, there's the Senate Lobby which is our OOC thread, where we discuss about everything related to the roleplay, and sometimes even things that aren't. When needed, it also doubles as a thread where we can roleplay character interactions and other events that are RPed to occur in the legislative building's lobby. Then, there's the Coffee Shop where we propose bills for peer scrutiny and have lively debates on them. The third and arguably most important thread is the Senate Chamber, where we debate bills right before they come to a vote, and cast our ballots to decide whether a bill passes or fails. We also have a thread for applications to join the senate, where you let us know which party you want to join and register a new party should you choose to create one. And last but not least Daily Life in Fernão, where roleplay that does not happen in the legislative building goes, whether it be a bus ride, a television broadcast or a neo-fascist terrorist attack.

- (Fortaleza, Fernao) A Provisional Government is to be formed in the coming days, the Bazar de Fortaleza understands. Senator Alexios Viel and Senator Mario Cerce have both unveiled different forms of a Provisional Government Act, which would establish a new government whilst a new constitution is written. The following Act's are below:

Article 1 - The Provisional Republic of Fernão and the Supreme Law of Fernão

Fernão is, provisionally, an independent republic. This Act is, until the ratification of a constitution, the supreme law of Fernão. A law inconsistent with this Act is, to the extent of the inconsistency, void.

Article 2 - Protection of Fundamental Rights

Neither the Provisional Government of Fernão, nor any of its subsidiaries, shall enact any law or take any action that infringes upon the rights of any person in accordance with the Universal Declaration of Human Rights and all its Protocols and the Convention on the Rights of the Child and all its Protocols.

Article 3 - The Legislature

The Parliament shall consist of representatives of each constituency chosen according to the laws of each constituency, regulated by Parliament. The Parliament shall have the sole authority to initiate legislation. The Parliament shall elect a Speaker to preside, and may make the rules of its own proceedings. Any bill passed by the Parliament shall be certified by the Speaker and become law.

Article 4 - The Executive

The President shall be elected by the Parliament and ensure the execution of the law. To this end they may appoint a Cabinet of no more than five members. The President shall hold office until the election of another President.

Article 5 - The Judiciary

The judiciary shall interpret law insofar as its execution is concerned. The Parliament may establish courts of law to which the President shall make appointments.

Article 6 - Expiration

This legislation shall expire upon the passing of a comprehensive act to establish the government of Fernão.

An Act of the National Legislature to make provision for the establishment of the Provisional Government of Fernão to begin formulation of the Fernãoan Constitution, among other things.

BE IT THEREFORE ENACTED by the Head of the State, by and with the counsel of the Government, and the authority of the Legislature by virtue of the powers placed upon it by the Law, as follows:

§1 – The Provisional Government of Fernão:

1. Establishes the Provisional Government of Fernão as the governing body of the nation of Fernão, charged with drafting and passing a Constitution for Fernão.
2. Institutes the Senate, High Court and Provisional Office of the Executive to comprise the Provisional Government.
3. Defines the Senate as the unicameral legislature of Fernão, headed by an Interim Speaker and charged with drafting bills, voting on them, submitting them for the consideration of the Interim President, and all other charges assumed by a federal legislature. The Senate retains the right to appoint the Provisional President by a two-thirds majority. The Senate further retains the right to set its own rules and procedures pursuant to adequate decorum and order in a parliamentary setting.
4. Declares that the most senior Senator conduct a vote for the Interim Speaker of the Senate following this bill achieving quorum, awaiting a formal vote for the position of Speaker of the Senate; the Interim Speaker is charged with maintaining order, bringing bills to the table, assuring the adherence to decorum and working towards the formulation of the Fernãoan Constitution. The Interim Speaker also has the responsibility of appointing a Serjeant-at-Arms, whom is charged with maintaining order and security in the physical Senate chamber, as well as overseeing the Senatorial Police Force, among other security-related affairs.
5. Mandates that the Interim Speaker be elected by a simple majority of the Senate.
6. Construes the Provisional Office of the Executive as the executive body of Fernão, headed by the Provisional President. The Provisional President is charged with approving or vetoing bills passed by the Senate, which can override the veto by a 2/3rds majority.
7. Specifies the High Court to be the supreme legal counsel of Fernão, with all legal appeals being resolved in full by it. The High Court is benched by three independent justices, appointed by the Senate by a simple majority. The High Court is charged with reviewing bills passed by the Senate and Provisional Office of the Executive.
8. Further Mandates that the Provisional Government of Fernão not violate any of the provisions listed within Human Rights and all its Protocols and the Convention on the Rights of the Child and all its Protocols.
9. Orders that this bill be set to expire once a formal Constitution is approved by the Provisional President and Senate.

The tension in the room was palpable.

Half an hour ago, the mood had been relaxed. The Coke was flowing, the monitors went unattended, and Colonel Connors was joking around with the techies about James' chances with the spunky new Navy liaison officer. It was just another dull day at the Air Force Air Defence Command, for nothing interesting ever happened in Aurentina's skies. It all changed when the news came: the Chief of Staff had been taken hostage. General Robinson, or as we knew him, Ian, was more than just our commander. He was our friend. With his office down the hall from the radar room, he had personally trained every man and woman of the 151st, including myself.

Everyone knew that something was up when he quickly excused himself from a meeting that morning and ran out his office as fast as his arthritis-stricken legs would take him. The last time anyone saw him was when he ran out of the front gate and straight into a taxi, his tunic flapping wildly in the windy fall morning. We would later learn that the Prime Minister had ordered him to Liberty Isle, some abandoned rock in the north sea taken over by libertarian terrorists, as his representative.

We silently considered the situation in disbelief, when suddenly, an alien ringing sound filled the room. Fear was struck into our hearts by the mechanical tune. It was the red telephone, the emergency line that sat in the corner of the room collecting dust. James had the bad luck of sitting next to it, and picked up the handset with an audible gulp. He listened quietly to the caller, his facial expressions increasingly showing terror and immense sadness. When the call was over, he barely had enough strength to hang up. His arm shook as he reached for the End button. He took a deep breath and turned around, looking at each and every one of us in the eye. "That was Fighter Command. Ian was taken by the gunmen onto a... onto a plane. They're airborne and heading south. They'll be over Leishaagen in 10 minutes."

The constant tack-tack-tack of keyboards in the computer-filled room abruptly stopped. Everyone dropped what they were doing and thirty shocked heads jerked towards an increasingly despondent James. He continued.

"T-two fighters are trailing the plane. The civvies at Leishaagen Tower say the pilot is despondent." He paused to recompose himself. "That plane is a missile, and it's headed for downtown."

"What do they need from us?" asked the Colonel, speaking slowly to avoid betraying the incredible despair he felt.

"Our fighters have a radar lock on the jet. They need clearance to shoot."

A sigh echoed through the silent room. Not a sigh of relief but a sigh of sorrow. We knew what needed to happen. First seconds, then minutes passed, and we powerlessly watched three dots move across the map on our monitors, getting ever-closer to the city. Another phone call came through just as I was going to refresh the map for the umpteenth time. Once again, James had to pick up. He ended the call even sadder than he was before, and he stared at the Colonel for several seconds before speaking. "They need the decision, they need it now, Sir."

Colonel Connors agonized himself. He'd never thought that he'd ever need to make such a heart-wrenching decision in his life. If he accepted, his mentor and best friend would not live to see the evening sun setting on the turquoise waters of the Med. If he refused and called the hijacker's bluff, hundreds could die. His military training kicked in shortly after, and he came to his senses. Ian would have wanted this.

"Take it down."

Tick-tock. Tick-tock. Half a minute passed by, but it felt like hours.

"W-we have contact, Sir."

Another dreadful minute passed. I stared blankly at the wall, holding back a tidal wave of tears. A crushing silence imposed itself onto the room, broken only by the static-infused voice of the radio.

"Defence Command, this is Leishaagen Tower. Come in. I repeat, this is Leishaagen Tower."

"Yeah, we're here," the Colonel said as he dejectedly picked up the headset. We could see that the decision tore at his heart.

"Hostile bogey is down. I repeat. Hostile bogey is down. Over."

"Roger. Over and out."
