From there I was going to largely monetize the tourism field in Cuba, while not letting it become my only form of cash. Cuba is mostly unscathed in the drug war. Mexico, along with CELAC and primarily Central America, could support you in your talks with the US.
But you can't survive on just tourism revenues. If you had oil exports, your economy would have two great start up sectors.

Following the 2006 Canadian Federal Elections, under the new Conservative Government led by one Peter MacIssac, Canada underwent numerous changes. The Canadian government, and by extension the military were much more transparent. Actually publicly addressing key issues instead of publically denying them. Staying true to their promise, the CPC government boosted military funding and veteran's aid programs. While boosting military funding, they also encouraged Canadian citizens to enlist, filling the many of the crucial civilian positions like equipment procurement, and project funding, as well as many unfilled soldier positions. While gaining applause by the international community for stepping up and staying true to their promises, this move was heavily criticized internally and externally, citing that PM MacIssac was a warmonger trying to imitate the US war economy.

While in power, the CPC under MacIssac was also geared towards separating the Canadian dollar to oil prices. While oil was crucial in the modern world, there were other countries in the world much more capable at producing oil that could flood the market and tank the economy. Instead they focused on Canadian businesses, IT and raw materials like minerals. On top of this, successfully negotiating numerous free trade deals, and phasing out pennies.

Following the 2015 Canadian Federal Elections, the CPC became the opposition to the Liberal Party of Canada who won the majority. The CPC losing due to a lack of confidence, and an ever receding economy. One paragraph history of your character: Philip Mann was born in June 27th, 1980 in Winnipeg, Manitoba. As a child he detested politics, thinking it something of a bore. He wanted to an athlete, skier to be exact. To say that he was influenced by his parents was an understatement. Them being instructors themselves, they took him skiing every winter, building up his talent, and confidence. After university, he continued to practice/teach skiing. The end goal was to become an Olympian, which he did. In 2006, he participated in the 2006 Winter Olympics for team Canada in cross country skiing, bagging a silver medal for Canada.

Unfortunately his sports career was short lived. While training for the next Olympics, he was severely injured in a skiing accident.
