It is indeed, and a petrol-state would be very interesting. Equatorial Guinea-style is kinda risky in my opinion, though. Not sure if dictatorships are compatible with the Senate.

Regardless, it's a good idea, however it is important to note that Russia has a massive history with hundreds of thousands of facets; that's what makes it so unique. Its nuclear arsenal, the Cold War, its rivalry with the US, the Napoleonic Wars, the USSR; so much of Russia that makes it unique. My point is that the concept is a hit or miss, but hopefully it will work out.
