Visitors should regard this thread as an in-character thread and treat it accordingly. Please read the list of available addresses to determine which ones are vacant before making claims. I will not give you a lot that I have already agreed to reserve for another user. In addition, please do not post if your intent is simply to claim a lot and then forget about it for a long time. In other words, I would like you to refrain from engaging in hit-and-run posting since it takes up lots that would otherwise be used by my active roleplaying partners. I have imported a number of claims from my old embassy thread. Please check the roster to determine if you wish to keep the ones you have or move your diplomats to different accommodations.

Lastly (but most importantly), I owe a debt of thanks to Yohannes, Ganos Lao, Alfegos, Mokastana, Stevid, New Hayesalia, and several others whose embassy exchange threads I used to assemble a pool of ideas for constructing this one and subsequently improving it. INTRODUCTION


The Monavian government is exceedingly pleased to invite the governments of sovereign states and various international organizations to dispatch permanent delegations to the Imperial Federation and establish diplomatic facilities therein. For a thorough and comprehensive introduction to the Imperial Federation, please consult our series on Monavian politics, history, culture, and legislation.





ROSTER OF DIPLOMATIC FACILITIES


All embassies will be domiciled in the Monavian capital (Chalcedon) for administrative and practical reasons, though no such restrictions exist regarding the locations of consulates and other facilities. The Imperial Federation also contains numerous cities that your nationals may wish to visit in the course of conducting their business affairs and leisure activities, so your governments can establish consulates in any of these locations to represent their interests and provide them with various services and access to communications with their home countries. The Monavian government is also pleased to support efforts on the part of foreigners to educate Monavian citizens about their cultures, values, and beliefs by establishing cultural centers throughout the Imperial Federation. All applications for diplomatic facilities must comply with the terms of the Code of Diplomatic Facility Regulations.

CODE OF DIPLOMATIC FACILITY REGULATIONS

AMENDED JANUARY 22, 2024

Article I
General Provisions


§1. Eligibility to Apply: All sovereign governments and recognized nongovernmental organizations (including treaty organizations and organized religious bodies) shall be granted standing to apply for permission to establish diplomatic facilities. The Ministry shall, if directed the Crown, grant identical standing to governments-in-exile.

§2. Applications: All applications should be complete and accurate. The Ministry reserves the right to suspend incomplete applications pending the receipt of required information.

§3. Waivers: The Imperial Parliament has granted the Ministry the right to waive and reinstate specific provisions of this code in response to concerns cited by an entity requesting a new facility or operating an existing one. The Ministry reserves the right to revoke waivers but will provide a notice in writing prior to doing so. The Crown reserves the right to veto waiver grants and revoke waivers at will.

Article II
Facilities


§1. Permitted Facilities: Entities applying to establish diplomatic facilities may establish chanceries, consulates, or similar facilities subject to any limitations which the Ministry of Foreign Affairs deems appropriate.

§2. Definitions and Facility Types: The following definitions shall serve the purposes of this code:

A. Embassy: A permanent diplomatic mission which exists to represent the official interests of its host country.
B. Chancery: A building which houses an embassy.
C. Consulate: An independent diplomatic office which exists to serve the interests of foreign nationals located within its geographic vicinity.

§3. Construction: All new construction (i.e. erections of completely new structures) shall be required to comply with the building codes of all involved jurisdictions. The provision is also applicable to renovations of existing embassies or modifications made to the same.

§4. Extraterritoriality:

A. All chanceries shall be granted conditional extraterritoriality subject to limitations specified in any treaties which the Monavian Empire may have entered into with the countries operating said chanceries.
B. Consulates may be granted extraterritoriality at the discretion of the Ministry of Foreign Affairs.
C. Diplomatic vehicles shall not be granted extraterritoriality without the express consent of the Minister of Foreign Affairs. Pursuant to applicable federal statutes, the minister can only extend this privilege to vehicles employed in the direct conveyance of accredited diplomats and cannot extend this privilege to security and escort vehicles.
D. The conferral of extraterritorial legal status upon a diplomatic facility and its grounds does not grant any personnel located there license, permission, consent, or sanction of any kind to:
i. Knowingly and purposely employ the facility for any belligerent purpose, as doing so constitutes a breach of the laws and customs of warfare presently in force among civilized nations
ii. Engage in any violent, reckless, or disruptive activities posing hazards to the physical safety and welfare of bystanders and local traffic
iii. Knowingly and purposely disregard event permitting and safety regulations under local traffic and fire codes in the course of hosting any function
iv. Employ the facility or any externally visible equipment, furnishings, fixtures, vehicles, signage, flags, or insignia located on its grounds in a fashion that the Ministry of Foreign Affairs deems reasonably construable as expressing support for or promotion of belligerency against the Imperial Federation, terroristic organizations and their activities, or the commission of violent acts against Monavian citizens.
E. Violation of any provision contained in the preceding subsection shall constitute lawful grounds for revocation of extraterritorial status and the imposition of sanctions against the facility, its personnel, and sponsoring entity, except where limited by any treaties to which the Imperial Federation and the sponsoring entity shall be parties.

Article III
Diplomatic Personnel


§1. Personnel Limitations: All diplomatic facilities shall be subject to the following personnel limitations unless granted exceptions by the Ministry:

A. Chanceries: Chanceries may not contain more than fifteen permanent diplomatic staff (i.e. ambassadors of all ranks, envoys, attachés, secretaries, and the like) and fifty permanent support staff (i.e. clerical personnel, attendants, domestic servants, and so forth).
B. Consulates: Consulates may not contain more than seven permanent diplomatic staff (i.e. consuls, consular officers, secretaries, and the like) and twenty permanent support staff (i.e. clerical personnel, attendants, domestic servants, and so forth).

§2. Privileges of Diplomatic Staff: All diplomatic staff shall be permitted to exercise the following customary privileges in addition to any rights already afforded to them under Monavian law:

A. Using and displaying diplomatic insignia, including diplomatic flags and ensigns, as well as flying and displaying the flags, banners, and standards of whatever sovereign states and governments they represent on the premises of their respective chanceries, consulates, and private vehicles.
B. Using diplomatic license plates on their official and private vehicles.
C. Conducting business in the Monavian Empire in their individual capacities as private citizens.
D. Importing and keeping pets as long as they do not violate exotic pet regulations.
E. Importing and growing plants as long as they are not used to produce controlled substances.
F. Claiming diplomatic immunity in accordance with the provisions of Article V of this code.
G. Claiming entitlement to courtesies commensurate with his or her rank pursuant to protocol.
H. Claiming entitlement to exercise legal rights conferred by an exequatur.
I. Claiming search exemption on a diplomatic bag not exceeding 100 kilograms in weight or 0.5 cubic meters in volume.

§3. Accreditation: All personnel seeking to be recognized as diplomatic officers rather than as supporting staff must submit Letters of Credence proving their accreditation.

Article IV
Security


§1. Personnel Limitations: All diplomatic security personnel shall be subject to the following limitations unless granted exceptions by the Ministry:

A. Chanceries: No chancery may contain more than twenty permanent security personnel in times when the country to which the embassy belongs is at peace. This limit may be increased to thirty at the Ministry’s discretion.
B. Consulates: No consulate may contain more than ten permanent security personnel in times when the country to which the consulate belongs is at peace. This limit may be increased to fifteen at the Ministry’s discretion.
C. Domestic security aid: All diplomatic vehicles and convoys shall be eligible to apply for protection by Monavian security personnel.
D. Domestic Security Interference: Diplomatic security personnel shall not hinder or obstruct the conduct of regular local police patrols and the enforcement of traffic laws by local traffic wardens.
E. Temporary security personnel: Visiting security personnel, such as a temporary ceremonial honor guard or security details present as part of a diplomatic visit, shall not be regarded as “permanent security personnel” under subsections (A) and (B) of this section unless their presence in the Imperial Federation exceeds fourteen consecutive calendar days or twenty calendar days within a rolling thirty-day period.

§2. Military Operations: Guards posted on the grounds of diplomatic facilities may not engage in offensive operations without the consent of the Monavian government. This restriction is intended to protect the peaceful neutrality of the facilities.

§3. Prohibited Armaments: Diplomatic facilities shall not employ any of the following prohibited items as parts of their protective armaments:

A. Strategic weaponry designed to cause indiscriminate damage on a wide scale, including chemical, biological, radiological, nuclear, or electromagnetic devices.
B. Large-scale conventional explosive devices, including aerially deployed bombs and their associated delivery systems.
C. Heavy armaments, including any form of artillery (whether towed or self-propelled), tanks, infantry fighting vehicles, and their associated ammunition.
D. Ballistic missiles and rockets and their associated launch vehicles.
E. Incendiary devices and land mines.
F. Antiaircraft weapons and ammunition of any kind.
G. Heavy small arms, including (but not limited to) any rifled firearm with a caliber exceeding fifteen millimeters, rocket-propelled grenade launchers, mortars, antitank weapons, heavy machine guns, autocannons, and anti-materiel rifles.
H. Bladed weapons featuring serrations or poisons of any kind.
I. Armor-piercing, explosive, and tracer ammunition.
J. Sawed-off shotguns and other weapons possessing similar unlawful modifications.

§4. Armament Limitations: All weapons not prohibited under the preceding section shall be subject to the following regulations:

A. All weapons shall be securely stored and monitored by appropriate security staff.
B. Unless otherwise permitted by a treaty between the Imperial Federation and a foreign state, no chancery’s weapon inventory shall contain more than twenty man-portable automatic weapons and no consulate’s weapon inventory shall contain more than eight man-portable automatic weapons unless the Ministry grants express exceptions. No diplomatic security detail shall be permitted to carry fully automatic weapons more than twenty meters outside the exterior perimeter of their host facility without the Ministry’s express consent.
C. Any person seeking to carry concealed weapons must apply for and secure a concealed-carry permit from local authorities.

§5. Security of Vehicles: Diplomatic vehicles shall be subject to the following restrictions:

A. Vehicle armor: Diplomatic vehicles shall be permitted to carry external armor and other necessary countermeasures not covered under other provisions of this code.
B. Vehicle armaments: No offensive armaments may be physically integrated into diplomatic and security vehicles (i.e. they cannot be “built-in”) without the express consent of the Ministry of Foreign Affairs.

§6. Fortifications: Diplomatic facilities shall not contain any fortifications constructed to resist a military assault.

Article V
Diplomatic Immunity


§1: Eligibility: Ambassadors of all ranks, envoys, chargés d’affaires, consuls, attachés, consular officers, honorary diplomatic officers, and foreign nationals employed at diplomatic facilities are eligible for diplomatic immunity. The Ministry of Foreign Affairs reserves the right to grant diplomatic immunity to other persons at its discretion. All eligible persons are free to invoke diplomatic immunity in connection with official actions not taking the form of violent crimes or actions calculated to injure the interests of the Monavian state.

§2. Grades of Immunity: The Ministry of Foreign Affairs has established three grades of diplomatic immunity (full, partial, and limited). Ambassadors of all ranks, envoys, chargés d’affaires en pied, and consuls shall enjoy full immunity. Chargés d’affaires ad interim, attachés, consular officers, honorary consuls, and administrative staff shall enjoy partial immunity. Consular staff, service staff, and security staff shall enjoy limited immunity.

A. Full immunity shall consist of freedom from detention apart from traffic stops, freedom from arrest, freedom from search of person and property, freedom from compulsion to testify in court, and immunity from prosecution for misdemeanors.
B. Partial immunity shall consist of freedom from detention apart from traffic stops, freedom from arrest, freedom from search of person and property, and freedom from compulsion to testify in court.
C. Limited immunity shall consist of freedom from detention apart from traffic stops, freedom from arrest, and freedom from search of person and property.

§3. Restrictions on Prohibited Persons: All persons who meet any of the criteria listed in this section shall be automatically declared personae non gratiae and deported no less than five days after exhausting all permitted appeals or choosing not to pursue appeals further.

A. Any foreign national who is convicted of a felony by a Monavian court.
B. Any foreign national who is deemed to represent a security threat to the Monavian Empire or its territories.
C. Any foreign national who is found to have been previously convicted of felonies in his or her home country and has not been pardoned (political crimes excepted).

§4. Traffic Laws: All diplomatic, support, and security personnel and their vehicles shall be subject to Monavian traffic laws.

A. Pursuant to current Ministry of Transportation regulations, no local jurisdiction shall renew the registration of any diplomatic vehicle for which traffic violation fines remain unpaid.
B. All jurisdictions that issue driving licenses can suspend or revoke the licensure of any person convicted of repeatedly violating traffic laws.

Addendum I
Immigration, Travel, and Customs Restrictions


All foreign nationals entering Monavian territory shall be subject to classification using the following series of status categories.

Violet status: Travelers need only a valid passport or visa and a secondary form of identification to enter or leave Monavian territorial borders. A passport or visa is valid if it contains a clear photograph of the individual possessing the document, an official seal by the issuing authority, and the individual's signature. A metal detector search is usually conducted at points of entry.

Blue status: In addition to the above restrictions, individuals will be subject to X-ray searches of their baggage.

Green status: In addition to the above restrictions, individuals who are found to arouse suspicions may be subject to pat-down searches of their persons at the discretion of local security officers. Those found to be possessing suspicious, but otherwise legal articles on their person or in their luggage may be subject to a brief period of questioning by security officers.

Yellow status: Individuals are subject to the same security requirements as green status individuals and shall not be permitted to stay in Monavian territory for more than thirty days without a signed letter of permission from their embassy. Should they be in violation of the above or any security procedures, they may be detained pending a formal questioning.

Orange status: Individuals in this category are subject to the same security requirements as yellow status individuals and are not permitted to remain in Monavian territory for more than ten days. Violators of the above restrictions or any security procedures may be detained pending a formal questioning. They may also be restricted to their embassy.

Red status: Individuals in this category are considered personae non gratiae and are therefore not permitted on Monavian soil. If caught, violators will be detained immediately for questioning and are typically subject to deportation pending administrative judicial proceedings.

Black status: Black status individuals are persons who have been classified as fugitives entering Monavia to escape justice; prisoners being brought into Monavia to face trial; individuals wanted by the FUCC, FUPF, RBG, MNIA, FBCR, or any other domestic law enforcement agency; hostile foreign aliens; and hostile foreign intelligence operatives. These people are subject to immediate arrest and detention followed by appropriate legal action, prosecution, judicial proceedings, extradition, imprisonment, or expulsion as dictated by the particulars of each situation involving such individuals.

The Right Honorable Augustus Borozan was running late for work. A snowstorm blew its way through Chalcedon the previous evening and deposited four inches of frigid precipitation across the breadth of the city by the times it departed thirteen hours later. The pallid sun that rose soon thereafter wasted no time in thawing out the compressed heaps that the snowplows formed as they raced to clear the city’s spacious, ramrod-straight boulevards in time for the morning commute, but the suburb where Borozan lived was far from the scene of this action and did not get cleared until shortly before seven-thirty. As a result, Borozan had to push his sedan slightly above the government district’s speed limit and climb the stairs outside his office two at a time in order to reach his suite soon enough to welcome in the pack of couriers who promptly brought in his mail at eight o’clock every morning.

Borozan was fortunate that the delivery staff happened to be unusually busy that morning and did not arrive for several extra minutes. This breathing room provided him with extra time to boot up his computer and roll the lint off his navy blue suit before settling in and asking his day secretary to fetch him a cup of tea from a kitchenette down the hall. Moments later, a tall, fairly-complexioned redhead who appeared to be inching into her early thirties approached the fancifully carved ebony doors to Borozan’s office and rapped on them twice before stepping inside with a bundle of envelopes under her arm. “I see I have your first batch of mail thing morning,” she observed. “Nobody else got here ahead of me.”

“Yes, it appears you have,” Borozan smiled as he accepted the stack. “How’s the Minister?”

“He must have just come in since his ears were still pink from the cold when I gave him his mail a minute ago.”

I suppose I’m not the only one who had a slow start today, Borozan inwardly smirked. “I’ll see him myself later. From what I understand he’s off to the Royal Residence later this morning to deliver the Crown’s weekly briefing about our country’s strategic position.”

“More driving?” the courier sighed. “That must be a lot of fun.”

“Well, that’s the responsibility that comes with the position.”

The courier nodded. “All right, I’ll leave you to answer your letters while I head off to the Chairman’s office.”

Borozan smiled as the courier departed and reached into his desk to withdraw a letter opened engraved with his monogram on both sides of the handle. He made short work of the first several letters and drafted responses to each of them, but paused upon reaching one from Greater Themis to look over it before extracting its contents and typing out a reply on his official stationery and faxing it back to Goldsmitt’s office.

Chalcedon was cold at this time of year, snow settling on the winter jackets of three figures as they walked across to the address they had received. As the airport taxi drove off, wheels spinning in the dirty black slush of snow and smog that had settled on the roadside, the lead checked an address on a telephone, clasped in a thickly padded mitten. In front of him, the dark form of 104 Chancery Avenue sat in front of him, only the glow of emergency lighting visible behind heavy curtains. The limestone facade of the building had not weathered well during its vacancy, though the flag pole protruding from the darkness over the street was a welcome addition to the otherwise barren front.

The key that Mr Erik Chrysalantos, the newly appointed Chargé d'affaires for the Themisi diplomatic mission, had just picked up a few minutes before, shuddered as it ground deep through the lock. Whilst the building had been kept in a decent state for the ambassadorial mission in abstenia, it appeared the grand front entrance had not seen any use for some time, no footprints visible in the crisp white snow. The door slowly opened, heavy and moving against a pile of undelivered post, circulars and advertisments, that were soon swept to one side. The lights slowly flickered on, as the diplomat looked around the entrance hall. This was an old house, for a rich family, that had been converted into an embassy. Whilst the modifications seemed tasteful, a dead potted plants sited aesthetically around the room, it was apparent that the building had not been used for some time.

"So, we have a reception room here, and the trade entrance downstairs we can use as the reception for the consular department."
The Chargé walked quickly down carpeted corridors, looking into the grand rooms that took up the first floor of the building, marks on the carpets betraying where furnishings had once stood.
"The Envoy will be taking the rearmost office, the one overlooking the garden, from what I recall his wishes were. If I take the office across from here, and share with the Consul, that will leave plenty of space for yourselves and the other staff upstairs."
The stairs were grand and gently sloping, up to a large office area on the first floor. Above, he knew were the apartments for the diplomatic staff and their family, whilst the basement held both the plant rooms and further office space for all. Hardly ideal, but then again the mission had not the funding for long term hotel rooms, or any other sorts of luxuries that a greater mission would demand. Erik shivered, the cold creeping from the walls of the building, as he looked around. Over the next few hours, it seemed the first priority would be getting some furniture in the place.

Embassy Exchange Program

The Unitary Technocracy of Etoile Arcture invites foreign nations to establish high commissions and full embassies for the purposes of formalising diplomatic relations, strengthening existing ties or to provide consular services to their citizens visiting Etoile Acture and Visa services for Etoilian citizens visiting foreign nations. All embassies and ambassadorial residencies are considered sovereign national territory.

Description

Completed in 2005, the Diplomatic Parc is part of the larger Lake Concordia Island Complex, a large development located within the heart of New Corinth, capital city of Etoile Arcture. The complex has already been home to the numerous Directorate-Generals (or government departments) of the Unitary Technocracy for the past 30 years. Security has been a paramount consideration and the siting on a island limits access to several defendable bridges, while below the lake are located hardened bunkers and a underground railway for rapid evacuations in event of an emergency. Movement throughout the island is by means of an automated electric light railway, while road and rail communication links exist to New Corinth, and a direct air service (by passenger tiltrotor) operates between the island and New Corinth International Airport.

All embassies are assigned their own block, a 50,000 square metre plot, as grounds to locate a chancery building, ambassadorial residence and additional strutures. Up to one thousand blocks are available in total within the Diplomatic Parc, of which over half have already been built. The typical embassy building consists of two basement levels including a underground car park, four main floors and a recessed top storey. Buildings may be configured with their own atrium or water feature and may contain courtyards and gardens. Diplomatic staff are entirely free to alternatively rent or purchase properties in New Corinth, and are otherwise encouraged to sample the rich cultural life the city has to offer.

Restrictions

All embassies and ambassadorial residences are considered by the government of Etoile Arcture to be the sovereign foreign territory of that nation. But foreign diplomatic personnel are not exempt from local laws when outside their own sovereign territory.

Security personnel assigned to diplomatic missions must apply and receive special carry permits for personal defence weapons. Only small arms limited to tazers, hand guns, submachine guns, assault rifles and shotguns are licensed for legitimate self-protection. Heavier armament such as crew served weapons are not permitted to be brought on to Etoilian territory. Violations of these rules and of local laws may lead to expulsion.

Diplomatic missions are free to bring their own transport, restricted to limousines, sedans and SUVs. Embassies are expected to contain at the bare minimum: a Ambassador’s Office, Consular Section, Visa Section, Trade Mission, Political Officer, Public Affairs Department, and Management Section including staff.

Borozan elected to take a few days of personal leave in order to celebrate New Year’s Day with his family and planned to resume his normal duties on the morning of January 4. He briefly stopped at his office on January 2 to sort his correspondence into two piles—one for items that could wait until the fourth, and one for items that were more urgent. Most of the letters he received went into the first pile, but the trio of applications he found went into the second one. After taking a few minutes to look over each of the documents, Borozan faxed copies of the documents to the Royal Residence and made a short telephone call to set up an appointment so that he could request the Imperial Crown’s blessing to form some additional diplomatic missions and deploy them abroad.

The deputy minister replied to the Ordernite application first. Borozan had come to entertain reservations regarding the Ordernite Reich’s intentions and foreign interests over the past few months, undoubtedly a result of his frequent discussions with Minister Carter. This fact, if nothing else, led him to feel that the presence of Ordernite diplomats could facilitate the resolution of any disputes that might arise if their government ever found itself at cross purposes with the Imperial Federation.

Shortly before leaving for lunch, Borozan telephoned one of his subordinates to find an available maintenance crew that could inspect the building which the Mouth of the Dominion of Liagolas had requested. Borozan had never entered any of the building himself and consequently had no idea how they were finished and furnished, but the expedition he had set in motion soon revealed that the Dominion’s delegates had little about which to worry. The deputy minister was also intrigued by the unique conventions of address which the Dominion’s public officials considered proper. Mystified as he was by the Dominion’s customs, he nevertheless decided to honor them as a gesture of good faith and made a point of saying so in his reply.

We are happy to use an existing structure if one is available (if

Although Minister Borozan had quite a few items sitting in his inbox, only two of them were letters concerning the operation of the diplomatic exchange program. The deputy minister skimmed the YellowApplan application and then set it aside to look over the correspondence he had received from the Dominion of Liagolas to determine which one he wanted to answer first. He elected to address the latter immediately since a response to the former required a bit of research to find out where YellowApple’s government liked to house foreign embassies. Borozan spent the next half hour drafting his first letter on plain copy paper (which he later shredded) and then wrote out a finalized draft on his official stationery.

In addition, my office has also requested that temporary hangar space be provided for the Dominion’s aircraft and motor vehicles and that an official be appointed to arrange accommodations which the delegation may wish to request upon arriving.

My office also wishes to apologize for any miscommunication that might have arisen concerning the eventual formation of a delegation to represent the Imperial Federation before the Dominion. No such delegation has been formed yet and said formation remains contingent on the Dominion’s ability to host visitors, a point on which my previous letter may have been inadvertently vague. Since the Branch of the Dominion for External Affairs is presently unprepared to accept such gestures of reciprocity, the Monavian government will wait for a statement of the Dominion’s readiness in this regard before dispatching any officials.

It is our belief, that the world requires open and honest trade and an inculcation of the virtues and values of friendship in order to perpetuate peace.

In recent months the Aurensian Office of Consulates and Embassies, under the direction of Federal Councilor Frederick B. Delanore has enacted a generalized policy of increasing the tendency to form links and bonds of communication throughout the world.

As the Administrator for the Department, I have taken personal interest in establishing these aforesaid bonds with states that appear willing and ready to encourage human flourishing and freedom throughout our planet. I also believe that with a civilization as old and respectable as the Monavian Empire we may soon find ourselves learning from each other, despite the differences of sociopolitics and economic views. To the Ministry of Foreign Affairs,

In line with New Hayesalian Government policy it is my pleasure to announce our interest in establishing a New Hayesalian embassy in Monavia.
We intend to use Monavia's regional strength to establish representation both in Monavia and as a plenipotentiary diplomatic post to reach out to
other nations within Monavia's sphere of influence. This will, of course, require a large number of Embassy staff members though our long history
of good diplomatic relations with upwards of 100 national embassies should serve in good stead as representation of a respectful diplomatic corps.

We are however slightly concerned with the wording of Article V and request that New Hayesalian diplomats are held to the internationally standard
levels of immunity, particularly as noted in our own diplomatic program seen in our signature.

We also request an exemption to increase the size of our diplomatic investment in Monavia, due to the very large populations of our two nations and
our desire to provide consular services to a variety of nations and cities around the region, based from Chalcedon.

We eagerly await your response.

Please forgive my languid pace in composing this post. I have been a bit tied up by RL obligations lately and I ended up burning most of my NS time on telegram exchanges and Mentor-related activities over the past few days. I also made a few minor edits to my code of facility regulations, but none of these changes apply to your applications. I owe New Hayesalia special thanks for catching a number of omissions I had somehow made while writing the code of regulations (which I will amend again in the near future).

Deputy Minister Borozan was absent from his office when a courier bearing his mail passed by to deliver them, so his day secretary accepted the sealed packet (along with a stack of other items) and waited for him to arrive. The functionary who received the Emerstarian application documents was Jacob Romanski, a genial man in his late thirties who began his career with the Ministry as Borozan’s administrative aide and rode his coattails up the hierarchy for the better part of the last decade. Romanski always arrived very early to set his desk in order and sort Borozan’s mail in order of importance before opening each envelope halfway to make it easier for his superior to get inside them later.

Twenty-nine minutes after Romanski had completed his initial tasks of the morning, Borozan appeared in the doorway of his office suite with heavy scarf wrapped around his neck and a briefcase-laden aide at his side. “Good morning, Minister.”

“Good morning! Good morning!” Borozan ebulliently responded. “You have any exciting news today?”

“Just the mail,” Romanski smiled, gesturing towards a stack of half-opened envelopes on the corner of his desk. “You’ve got a few interesting ones here, including one from the Republic of Emerstari.”

“Emerstari? Never heard much of them lately.”

“They don’t have much influence in our part of the world—not much I know of, anyway,” the aide spoke up.

“You never know,” Romanski countered. “Perhaps they just haven’t pursued any interests in our region until now. Hopefully, we can find out what they want.”

Borozan nodded and unlocked his office so his aide could drop off his briefcase and run back out to assist Romanski. “I’ll take a look,” he stated plainly as the aide scurried out to bring the mail inside. “It’s probably a diplomatic missive, if I had to guess.”

One hour later, Borozan summoned Romanski inside. “Jacob, I need you to fax this off in the next few minutes.”

Romanski peeked down at the typed page Borozan handed to him. “Do you think we’ll receive another one soon?” he speculated.

“We ought to. It would do our country a lot of good for these to keep coming in.”

“Well,” Romanski breathed, “let’s hope they do.”

A loud click emanated from the secure fax machine outside Borozan’s office, prompting Romansky to spin his creaky swivel chair around and watch as the printing apparatus inside whirred to life and ejected two sheets. “Excuse me, Minister,” the secretary called out, “A secure fax just arrived from…New Hayesalia.”

“Bring it in.”

“One moment please,” Romanski spoke up as he collected the papers and stepped into his superior’s office. “It looks like an official letter from their foreign minister,” he surmised, having previously noted the header.

The deputy minister’s brows furrowed as he scanned the document in front of him. “It’s not just a letter,” he concluded after a few moments of reading, “it’s a…diplomatic facility application.” After reading on a little further, he stopped and looked up from his desk with a quizzical expression on his face. “What on Earth happened here?” he asked as he handed the papers back to Romanski.

“It looks like they tried to copy our form off the Web and paste it into whatever program they used to type this thing.”

“Whatever,” Borozan sighed. “They furnished us with all the information we need to process their request, so we may as well be polite about it and give them an answer.”

“All right. Tell me when you’re ready for me to fax it off.”

If you, Ambassador Rellan, or any of his subordinates feel a need to make inquiries regarding these arrangements, then my office will freely entertain and answer whichever questions are directed to it.

In addition to evaluating your government’s application, my office has evaluated the operational and immunity concerns that you expressed in your letter. As a gesture of goodwill and friendship, I hereby waive the personnel restrictions imposed on diplomatic and support staff by Art. III, §1 (A) of the Code of Diplomatic Facility Regulations and the personnel restrictions imposed on security by Art. IV, §1 (A) of that same code. The Code does not contain any provisions restricting diplomatic families. Furthermore, your office is perfectly welcome to submit consulate applications for any locations where it wishes to station its considerable consular staff delegation. There is no limit on how many consulates your country may operate.

While my office has been able to rapidly devise resolutions for your logistical concerns, I fear your concerns about Monavian diplomatic immunity regulations will prove trickier for me to untangle. My country is not presently a signatory to any global treaties on diplomatic immunity, though I highly doubt that my government has any reservations against negotiating a bilateral treaty framework addressing this matter. The statutes which define the Ministry’s regulatory powers currently require the Ministry to offer full immunity to all diplomatic staff (including consular and support staff) and allow the Ministry to extend it to others at its discretion. While this policy only applies to official actions (violent crimes being excepted), it arguably exceeds most international diplomatic immunity standards since most foreign governments do not extend eligibility for immunity this broadly.

Upon reviewing the Code in additional detail, my office has concluded that some of your concerns possibly stem from the fact that it does not mention searches and seizures or compulsion of testimony by courts, among other technical details. It appears that the Diplomatic Exchange Program’s legal office somehow failed to notice that Article V contained omissions of this nature, so I will inquire about what can be done to rectify this situation. In all likelihood, Minister Carter will probably order the Ministry’s chief legal officer to amend this section of the Code once I bring this matter to his attention.

I have informed the Imperial Crown of your delegation’s pending arrival and have secured Their Imperial Majesties’ blessing to organize and send a Monavian delegation to Revnami. Should your honorable government be pleased with this offer of reciprocity, you can expect my office to prepare and submit a completed diplomatic exchange application in the near future.
