The Western Isles Climate Change Summit 2017 (IC|TWI ONLY)

Postby Ipland » Sat Feb 04, 2017 11:29 pm

THE WESTERN ISLES CLIMATE CHANGE SUMMIT of 2017 (TWICCS 2017)

The Western Isles Climate Change Summit of 2017, also called the Kirsdoff Summit, will be held in Kirsdoff, Ipland, a small town minutes away from the national capital of Ipland City.
Representatives from nations all across the Isles will come together to reach a universal agreement among participating nations on climate and the reduction of greenhouse gases and the steps nations will have to take to reduce them. Topics such as goals for the reduction of greenhouse gases, steps to achieve these goals, rising temperatures, and climate, in general, will be the focus of the summit.

The summit will be held at the Adentren Centre in Kirsdoff, Ipland starting in the first week of February.
The Adentren Centre is located on the border of it's neighbouring town, Nenhirsdaten

KIRSDOFF SUMMIT AGREEMENT (2017)

Bernat de Aro arrived at the Adentren Centre slightly ahead of schedule. This would be his first trip this far south and, while he wasn't particularly impressed by the Iplandic scenery - perhaps only through national bias - he absolutely adored the break from the winter clime of Verdon. As a former ambassador to a now-defunct nation, this would not be his first international negotiation. Nevertheless, he was determined to be an influential player at the negotiations and a prideful example of the strict environmental regulations of Verdon.

With the Verdonian crest pin pierced through the right lapel of his charcoal jacket, the pin of the Aro family right below, and a thin, silver tie clip securing his necktie of Verdonian Blue, he strode into the convention center.

Shortly after Verdon's arrival, the Ahnslen convoy lined up in front of the Adentren Centre. Andrew Whitford stepped out of the car and was blasted by humid weather which is near unheard of in his home nation. He realises that his suit jacket was not a very good choice if he were to be outside. He walks into the centre with an Ainslie pin on his pocket. Whitford used to be the Deputy PM under the current administration, but his passion for international and foreign relations and the expanding department of foreign affairs allowed him to become a senior negotiator. Whitford was ready to display to the world exactly what Ainslie is all about.

He wants a smart, moderate and reasonable agreement which benefits the majority of nations and the environment. Whitford wants to observe everything around him, and then make a judgment on the agreement. He wants Ainslie to be a middle power in all this.

Mr Buchanan walks through the back entrance with his year six class and directs them to sit in the back row of the centre. He knows this could get interesting, and that it would be a very good experience for the kids.

Jack Venison arrived at the Adentren Centre near Ipland City. He was wearing a trench coat similar to that which was worn in the Victorian era. He brought a suitcase with him, containing everything that he would need for the meeting, including paper. a tablet computer, a laptop, and writing utensils. He, as the Secretary of State of the United Republican Lands, would ensure that the climate summit would go in a way favorable towards the United Republican lands.

He walked into the convention center and upon reaching the room in which the meeting would occur, he sat down into a chair and got out his computer and his writing utensils.

As the black SUV came to a halt before the Adentren Centre, the small flag of Polar Svalbard attached to the hood of the automobile drooped against the small rod holding it. After a second the passenger door opened and a bodyguard dressed in khakis, a white shirt, a tie, and a navy blue blazer with campaign ribbons on it got out of the car. He walked over to the rear passenger door and opened it up. The first person to get out was a young lady. She wore her blonde hair in a bun, a small red pin sticking out of it. Her lips were a light red which went with the light amount of make-up she had on. Her attire consisted of a navy blue pantsuit and heels. She carried with her a brief case in one hand and her purse over her other shoulder. As she got out she waited next to the guard.

After her stepped out Severi Janhunen, a 35 year old man who had served the past 13 years in the Ministry of Foreign Affairs and the last 5 as a diplomat. He had buzzed blonde hair along with a beard. His icy blue eyes complimented his hair and was complemented by the icy blue tie he wore with his black suit. He wore a Polar Svalbard flag pin on his lapel. Resting on his nose were modern glasses that looked sharp in his attire. As he got out he closed the door behind him with the hand not holding his briefcase.

Severi stretched his back and turned to the young woman, "That was a long flight was it not Essi?"

She looked at him, "It was sir. I see that a couple others have arrived, we should go in."

"Right right." He motioned to the doors, "Alright lets go." As they started walking the SUV pulled away to go park. As they walked up the steps the guard walked forward and opened up the door for them. After a few moments they found their way into the meeting room. Severi leaned over a bit towards Essi, "There's f*cking children here?"

Essi shook her head a bit, "Seems that way sir. Tone down the language I would say." To that Severi nodded. As Severi looked around her saw the placard that wrote Polar Svalbard and had a small Svalbardian flag next to it. He pointed to it and told the other two. They followed him as he walked over there and then sat down. He sat in the middle, the guard to his left, and Essi Janhunen, his aide to his right.

A black limo, body gleaming from a fresh wash, slowly pulled to a stop with its convoy in front of the Adentren Center in Kirsdoff, Ipland. The first one out of the limo was a man in a black suit, who proceeded to open the back door of the limo. Out of the back stepped a stocky man in his early forties. He had swept back, short cut salt-and-pepper hair, and a perfectly manicured walrus mustache. He was wearing a simple black suit, with a Kaloprian Flag pin on his left lapel, and a Dxawse Tribe Mark on his right. Just below the mark was the crest of House Ladde. This was the Minister of the Environment for Kalorphi, Zsacu Ladde.

Zsacu breathed in deeply, before wrinkling his nose at the slightly muggy air. He had expected it to be warm, but not this warm. He would be sweating before the negotiations even started.

"Well dear?" Came a voice from inside of the limo. "Aren't you going to help your wife out of the vehicle like any good gentleman?"

Zsacu smirked to himself for a second before turning around. "Of course. I was just admiring the view." He reached down and grasped the outstretched hand, pulling his wife up.

Mrs. Kalia Ladde was a beautiful women, at least in Zsacu's eyes. She had brown, curly hair speckled with gray, that flowed past her shoulders to reach her shoulder blades. She was wearing a blue daytime with floral patterns that went past her knees.

Kalia looked at her husband sweating, and rolled her eyes. "I told you dear, it was going to be warmer here then in Guthornen."

Zsacu leaned over to give his wife a quick peck on the cheek. "I know dear, and I should have listened. But we need to make a good impression. If this goes south, we stand to lose a lot. Our entire economy is based off of mining for ores and drilling for oil. we can't let anything get too heavy."

"Don't worry, Zsacu," Kalia replied as she lead her husband to their seats, which was right beside the country of Polar Svalbard. "We will persevere, like Kalorphi always does." she noticed her husband's face was scrunched up in worry. "Smile, dear. You look dashing."

Zsacu smiled a little bit. "For you." He then pulled out Kalia's seat for her.

They sat down, Zsacu's bodyguard to his left, and his wife to his right.

As the first few representatives made their way into the building, a white SUV pulled into the lot of the building.
A woman with brown hair in a dark red suit opened the door of the SUV. She doesn't live in Kirsdoff, but she has visited over 50 times, as it's a small town near Ipland City and has a long history with it.

"Are you sure this is where you wanna get out?" Her driver asked

"Yes, I don't like all the crowds and packed-ness at the very front" She replied

Her name is Verejn Netsetj. She is the Iplandic Minister of Environmental Affairs and has been since 2014.

She had been all over Ipland and had been to events at the Adentren Centre numerous times, and so knew every inch of the building.
Verejn walked confidently towards the main entrance of the building and walked inside.
The Adentren Centre is a large building. The main entrance leads straight into the area in which much of the summit will be taking place.
She walked over to her marked spot and took a seat.

a shoddy dressed, disheveled man arrives riding a bicycle, locking it up in front of the summit. The man is Dr. Albertus Mel, the leading climatology expert at the national university. In his eco-friendly backpack is a signed letter from the President of Travencia, acknowledging he has permission to represent the nation at large at the summit...

His delegation includes mainly university students, but amongst them they have compiled a large database of scenarios that could happen if climate change were left unchecked. He has spent the last 20 years of his career dismissing climate change skeptics by plainly stating a climate which remains static for ever is highly illogical. By definition climate change is constant, always happening as the planet and the universe around it age. What makes it ripe for dispute however is just how much of a helping hand have humans lent to manipulating that change, and whatever they are bound by duty to all life to correct it, or at the very least make the conversation move to acknowledging the impact when designing, adopting, and executing new technologies.

An island nation with a tropical climate, the threats of rising seas and temperatures stoke fears of citizens losing their homeland. The balance of the Wet/Dry season has been notoriously unpredictable over the last few decades. 85% of the population live in areas that could vanish if the seas rise 12 meters.

Terminal A1, Gallini Intercontinental Airport
Stellanova City, Federal Capital District, Tectonix

A swarming mass of reporters, paparazzi, and assortment of different media personnel converged around the roped-off lane from which Valdr Alexander Maxwell was walking through. The flicker of cameras was so great that the Valdr had actually been provided with a pair of sunglasses to prevent eye damage; the media were in a frenzy after the Valdr had made it public he would be leaving the country for a regional summit. Not only would he be leaving the nation, but he was leaving for a meeting of considerable importance. Valdr Maxwell was wearing a tailored black suit and a scintillescent blue tie, a very toned-down look for a man whom was known to wear elaborate blue tunics and outfits, much to the humor of the media and the population at large. Whenever he walked by a new cluster of reporters, they would erupt in noise, cameras flashing and microphones accompanied by questions jutting towards him. Due to Tectonix's obscenely lenient political freedom laws, this relatively minor event of walking from a motorcade to Caelum Zero was being reported as "breaking news" and the "event of the century." This, however, was not completely random: The Valdr had insisted on making this moment public, for the media would in theory pay the utmost attention on his trip. Fortunately for him, they did.

Several minutes later, the weary head of state climbed into his seat on the Caelum Zero aircraft. "Guess I underestimated the media response, huh Gio?" Giovanni Alder, the Tectonixian Secretary of State, looked up from his tablet and nodded. "Quite true, Alex. Though don't say it's their fault; it was you after all that proposed those legislations into Congress." "Yeah yeah," Maxwell replied, "I wasn't going to say that. Either ways, where is Daniel?" Daniel B. Entemont, Tectonix's Head National Ambassador, was in the comms room aboard Caelum One, receiving a briefing on inter-regional politics by the 15 Honor Guards whom were tasked with protecting the Valdr. "Think he's getting a briefing," Alder sighed, "though fortunately I don't need one, seeing as I've already received it. That thing took ages." Valdr Maxwell nodded in agreement as Caelum Zero began to accelerate on the tarmac. "So tell me, how was your little chat with the head climatologist?" queired the Secretary of State. "Ah, you know the works: formalities followed by nonstop shouting and eventual reconciliation. Learned quite a lot about how many pollutants are being pumped into the regional waters, as well as the emission levels and whatnot." "Well, isn't that nice to hear," Alder replied. Peeling away from his conversation with the Secretary of State, the Valdr looked out one of the nearby bulletproof windows as the aircraft lifted away from Gallini Intercontinental Airport. Thousands of citizens had gathered on a nearby tarmac, holding up an enormous sign reading, "We'll Miss You!" A single tear escaped Alexander's eye as he smiled and waved at the people below. The dazzling lights of Stellanova City were very beautiful, with the Capitol building being bathed with giant blue-tinted flood lamps, a symbol used whenever the head of state leaves the nation. "I'll miss you too..." he murmured.

Ipland City International Airport
Ipland City, Ipland

The head of state's eyes snapped open as an Honor Guard loomed over him, his gloved hand lightly shaking him on the shoulder. Once the Guard was assured of his departure from sleep, he proceeded to prop him up, straighten and smooth out his garbs, and lead the way out of Caelum Zero. Nodding, Valdr Maxwell shook himself to drain the last vestiges of sleepiness from his body and stepped out onto a simple metal catwalk, adorned with various national heroes and symbols, courtesy of Ipland. The Honor Guard handed the Valdr his suit, who took it without a word and slipped it on. He smoothed it out himself and brushed off a piece of lint from his shoulder. After both the Secretary of State and National Head Ambassador had left the confines of Caelum Zero, the trio accompanied by seven armoured Honor Guards and Foisters stepped through the catwalk and into the terminal. The massive terminal was actually completely barren, though only of people. Every inch of the place was beautified with murals and banners, something that Entemont, a former international historian, took great interest in. After making their way through the silent airport terminal, the group found themselves in front of a massive statue of a man, woman and child, each involved in intriguing actions. The statue was at the centre of a circular driveway, where a Tectonixian armored convoy stood waiting. Climbing into the convoy, Alexander whispered, "Beautiful place, but no people. What do you think about that, Daniel?" The Ambassador responded, "Honestly, I couldn't give a damn. Lets me enjoy the view better." Chuckling, Giovanni Alder entered the vehicle just as the doors were shut and the convoy lurched into motion. "Oh Daniel, you better watch your tongue around these Implandians. Very touchy fellows, I hear." "Oh, be quiet Alder," Daniel replied, "you and I both know that I am the definition of diplomacy and poise." Chortling, the Secretary disengaged from the conversation, leaving the Valdr and Ambassador to chat amongst themselves as he watched the Implandian countryside whizz by.

Soon after, the Tectonixian delegation arrived in Krisdoff, and strode confidently into the summit's convention centre. The Valdr waved at the media on the sidelines, and walked through the open doors just to shake the first set of hands and smiling pair of eyes.

Tectonix had arrived.

After an hour or so, the men exited their convoy and stood before a medium-sized building, its German-style facades and architecture intriguing the Valdr. "Don't see stuff like this where we're from, huh?" he murmured. Flanked by eight Foisters and Honor Guards, Maxwell stepped through the glass doors of the Volkshotel and motioned for his interpreter to speak with the front desk clerk. After a short conversation and a trip up an elevator, the Tectonixian delegation settled down in their very opulent living quarters, with both the Foisters and Honor Guards already scanning for bugs and placing defensive mechanisms around the doors and windows. "Oi guard, careful with the laptop. That thing has more state secrets than are in the NIO databases," said Secretary Alder as he sipped a mug of coffee to a grimacing Honor Guard.

Charles Rochester had one thought on his mind as he stepped onto Iplandic soil: trains. Slow trains, fast trains, red trains, blue trains. His task from Congress was simple: extract as many rail contracts he could with as many nations as possible. If the rest of the nations came up with an environmental treaty that allowed them to catch up to Vancouvia's already progressive progress, all the better. Rochester wanted a drawn out conference with plenty of time for side room deals. Rochester wanted progress, he wanted business partners, he wanted signatures.

Stepping into the Centre, Rochester did the usual boring bit of greetings and salutations, congratulations and condolences, small and medium talk, and then found a seat by the fireplace to warm his tired feet. As he stared at the fire, Charles had only one thing on his mind: trains.

Unlike the other delegations that drove up in their decadent limousines, the bhikkustani delegation was a very traditional affair. Two party officers with neat ushankas bearing the emblem of the bhikkustani people's Republic walked into the room, dressed in clean and tidy military uniforms. Behind them walked an old man clad in the saffron coloured robes of a Buddhist monk. The two party officers carried sticks of incense that burned, giving off a sweet and calming smell that wafted through the entire room. The monk himself bore a candle in one hand and a small bell in the other that rang with a piercing yet tranquil toll. The procession made thei way towards the designated seating area and sat down. The two party officials were whispering to each other in Bhikkustani while the monk sat solemnly, his eyes closed and brow set in a look of peaceful concentration. His only visible movement was his lips, which moved softly as he whispered a puja chant under his breath.

One of the party members stood and turned on the microphone that was attaché to the desk they sat behind. He spoke into it in atish, with the assumption that it would be widely understood. He figured at lest it would be easier on the translators than a speech in bhikkustani.
"I am Ansur Ravendra, member of the central environmental committee of the people's assembly of the People's Republic of Bhikkustan. With me is Sridhar Barpandje of the central finite of economic growth and future developement, and Ajahn Kusalo, a venerated monk of the Theravada school and member of the Supreme Sangha of the People's Republic of Bhikkustan. Rochester didn't speak a word of Atish and he thought it was downright rude for anyone to speak it at an international conference. Maybe the Atnains took over a few countries centuries ago but that sure as hell wasn't a reason to press on with their harsh tongue. He could have just said 'Bhikkustan hates trains' and I would have no way of knowing whatsoever. Undeterred, Rochester took his official seat and began looking around the room waiting for the other ambassadors.

The Kandanan delegation, headed by Dr. Jai of the National University of Kandana, arrived slightly later than the other nation's delegations. The sleek green-and white limousine was just a shade too slow, and they had lost about fifteen minutes on the highway. The Minister of Environment had insisted that their transportation supplies be eco-friendly, even the jet they took to get here. So they had ended up with several very expensive changes to the jet, an electric limo, and packs made up of recyclable materials. In a fit of artistry, the Minister had covered their laptops with leaf stickers and painted their pens green, but Dr. Jai had to put his foot down when the Minister tried to suggest wearing green, biodegradable sneakers instead of dress shoes.

They stepped out of the limo into the humid Iplandic air. Dr. Jai couldn't help but shiver slightly, even in this heat. He knew he was being slightly irrational, but he strongly disliked traveling to non-tropical countries. For him, they lacked Kandana's heavy, warm, perfumed air and its feeling of life. Of course, this didn't stop his fellow delegates from making fun of him.

All jokes aside, Dr. Jai was determined to be of some influence in this agreement. He had often thought that Kandana had been cowering in its shell for too long, being too afraid to show itself on the world stage. While it still was yet to grow into a significant military power, it was for sure at the forefront of climate change progress. One could see that in Asra's large and complex dykes, or in Karai's floating housing complexes. There was too much at risk for his own country, and he was determined that he would get the necessary restrictions implemented on dirty, polluting energy sources.

At the door of the building, his reverie was interrupted when his assistant, Aisha, handed him a cup of coffee--in a biodegradable cup, of course. The delegation proceeded to the center of the building, where they took their designated seats.

The Oster delegate, Mehnard Pohesjer, took his 4th flight that month, "skipping" between less significant meetings and representing Ostehaar in various events. "We need you somewhere else," they told him, "in Ipland this time. Climate Change Summit." The 32 year-old ambitious diplomat didn't hesitate. "I'll be at the office in an hour," he replied as he got out of bed.

Far away and about two days later, Mehnard glanced at the town of Nenhirsdaten from the taxi's back window, on the way to the Adentren Centre. He added one more item to the short note list he had in his hands: finding a good stout to drink somewhere around. He folded the paper and shoved into his pocket as the taxi stopped near the entrance to the convention building. "Thanks," he uttered to the driver, and grabbed his briefcase.

So, he thought to himself, carbon emissions...

Johann Schmitt, Secretary for Environment and Energy, shifted in his plane seat a little as he felt his legs gradually become more painful. Sighing in annoyance, he glanced out the window to try and catch a glimpse of Ipland, a nation that he had never been to before. This venture was an adventure for him as he had never been this far south, so he hoped to make the best of his time here. Smiling, he pulled his phone out of his pocket and tried to capture an image of the land below for his daughter Emily. Managing to get a shot, he locked his phone and sat back in his chair, waiting for the plane to land. He glanced up at the monitor tracking their progress and noticed that he was just flying over the Mesder, nearing the maritime borders of Ipland. Pulling his satchel back on his lap, he rummaged through his files to ensure everything was in order.

Adentren Centre

Johann felt a hand gently brush his shoulder, jolting him into consciousness, "Hmm?"

"Sir, we've arrived. Would you like me to take your coat?" His guard Robert offered his arm to Johann who nodded his permission. Robert waited for Johann to step out of the car before leading his charge into the building, signing Johann in. The two then entered the bustling hall, Johann taking the lead as he strolled towards the seat with the Noronnican flag on the desk in front of it. Smiling, he greeted other delegates and sat down, producing various items from his satchel, including his laptop. He was an older man, just turned 50, but he enjoyed the use of technology.

Excited that there was now someone sitting by him, Charles leaned over and introduced himself, "Charles Rochester, ambassador of the great state of Vancouvia. Welcome to Ipland, Noronnican. What is your favorite type of train?"

Before the fellow ambassador had a chance to speak, Charles had reached out of his pocket and produced a small model of a train from the late 1800s, its black hide and shiny skin revealing the care that Charles had taken with it. "Excellent condition, if I do say so myself. Polish it every day. This one right here had a top speed of 40 miles per hour, very good for its time."

"Johann Schmitt, glad to see a friendly face here too, and one that likes trains!" He opened his laptop and opened a folder displaying pictures of his exact replica of the Great Noronnican Railway, stretching across Noronica.

"Well, I'm a bit of a retro fan myself. I fancy the 'Soaring Noronnican', one of Noronica's most famous trains. Built by the Noronnican Train Company in 1864, it was a revolution to Noronica's rails. In its modern condition, the train can travel up to 125 mph, but it could reach around the same as yours when it was built."

He was glad that he could have some time for a break before the Summit started, to be quite honest, he was very travel-weary and needed a break.

Valdr Maxwell had just finished his meeting with his Secretary of State before he sat down at what he assumed was where all the ambassadors had to sit. He took a sip of the glass of interesting-colored liquid at the table. Almost like some grape juice... he thought. Undeterred, he made sure the nametag in front of him was accurate, and looked around at the other ambassadors while he pulled out his dossier and absentmindedly took some notes.

"Well, go on, send me that folder - just make sure no state secrets are in there, too," Charles chuckled, impressed that the man had an entire folder dedicated to his passion. "Have you ever been on the GVR - sorry, Grand Vancouvian Rail, by chance?"

"Interestingly enough, I have actually! It was on a holiday with my family a couple of months ago in Vancouvia. Might I say what a pleasure the ride was! I have a feeling my wife and daughter didn't appreciate me drag them around like an excited puppy, but ah well, it was a worthwhile sacrifice. What's your email?" Johann quickly opened his email and typed in the Vancouvian's email address, sending him the file.

Severi looked around at the other people assembled. From one end of the spectrum to the other. He silently chuckled as he saw the two older delegates in the room sitting together having a grand time. He turned to his guard, "Would you mind finding refreshments? I think I'm going to talk to the assembled people here before we fully start."

The guard nodded, "What would you like sir?"

Severi looked to the distance for a moment, "A whiskey and coke for me, you know what Essi will want, and you get whatever suits your fancy. Use the credit card." The guard nodded, got up, and walked off in search of refreshments. At that Severi turned towards Essi, "Essi, I'm going to walk around, continue doing whatever it is you are doing, Thomas should be back soon with drinks."

Essi nodded without even looking at him. Severi at that walked over to the Iplandian woman. "Hello madam, this is a beautiful place, fitting for a beautiful country. I am Severi Janhunen, diplomat from Polar Svalbard."

"I'm Verejn Netsej, nice to meet you! Is it your first time in Kirsdoff?"

Verejn has been to Kirsdoff many times.
She calls it her favourite town in all of Ipland, and has plans of moving to Kirsdoff after she retires.

"I see" Verejn replied.

"I haven't visited Polar Svalbard, but I hope to visit sometime this year. it's somewhere I've always wanted to see"

She added.

"But If you have time to visit the area I suggest first you visit the local museums of Kirsdoff and the ones of Ipland City.
There's also the National Museum of Ipland and the Parliamentary Museum there, but there are tons more in the area. There's also a bunch more stuff to do"

Zsacu was puzzled. There, across the room, were the Vancouvian and Norannican diplomats, looking as for all the world to be playing with a model train. He leaned over to his wife. "Dear, are those two playing with trains?"

His wife looked up. "Well, Vancouvia is well known for their rail work."

Zsacu hmphed before leaning back, observing the people that walked in. After a little bit, he realized that the Ahnslen diplomat had been sitting here for quite a while.

Zsacu bumped his wife with his shoulder."I'm going to go talk with the delagate from Ainslie. See if I can get a feel for how they are leaning in this summit."

"Remember that the High Admiral authorized us to act in his name. We could make a trade or military deal. They are basically our neighbors." His wife reminded him.

"I know." Zsacu said. He kissed his wife before walking over to the delegate from Ainslie.

As he got close, he reached out his hand. "I noticed you're from Ainslie. I'm Zsacu Ladde, the Minister of the Enviroment in Kalorphi."
