Thank you for the though exercise, Allanea.

Does your nation have a government?: Yes
Do your laws recognize, either by law or legal precedent, a right to privacy?: Yes - From other people and the government. *Sovereign excluded
Is there a right to privacy within the home?: Yes - From other people and the government. *Sovereign excluded
Within one’s vehicle?: Privacy can't be expected in a glass enclosure.
Are a person’s personal belongings secure from unreasonable search and seizure?: Yes - from other people and the government. *Sovereign excluded
Is probable cause required to search a person’s vehicle without a warrant?: Yes, except in the case of crimes against the Sovereign (ie treason)
Is probable cause required to search a person’s belongings without a warrant??: Yes, except in the case of crimes against the Sovereign (ie treason)
Is probable cause required to search a person’s home without a warrant?: Yes, except in the case of crimes against the Sovereign (ie treason)
What is the definition of probable cause in your nation?: Probable cause varies. It could be direct knowledge, it could be intuition based on clues (some has been detained for reason, they are suspicious, answers aren't complete or obvious fibs etc.)
[] Direct knowledge of ongoing crime []51% or higher likelihood that evidence of crime is present? [] Something else.
What level of proof is required to get a search warrant?: Depends on the allegations - the reliability of the information and the seriousness of the offence.
is a warrant required to access a person’s email or cloud service account?: E-mail is analogous to mail, so yes. If it's left open on an unlocked computer or in print form on a desk then it's fair game. The cloud is in legal limbo.
Is a warrant required to listen in on a person’s phone calls?: Yes, except for the secret police (which do not exist) or in crimes against the Sovereign. The SP, however, cannot turn evidence over to other agencies unless it's for a crime against the Sovereign.
Is a warrant required to listen in on cellphone calls?: Yes, except for the secret police (which do not exist) or in crimes against the sovereign.
Is a warrant required to track the location of a person’s vehicle?: This is in limbo. the domestic auto industry eschews computerizing cars. The only police that would need to track a car is the Secret Police and they have a lot of leeway when it comes to what is required and legal.
Is a warrant required for the police to track a person’s cellphone?: Yes, except for the secret police who track crimes against the Sovereign.
Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?: This is uncharted territory. Unofficially, its permitted as children 'belong' to their parent or guardian and likely the vehicle does to.
Is a warrant required to track a person’s online activities?: Yes, except for the secret police in the course of their duties.
Is a warrant required to install keyloggers or other equipment on a person’s computer?: Yes, except for the secret police in the course of their duties.
Are no-knock warrants legal? If yes, in what situations? Yes for serious crimes or where a danger may be present to the officers. Raiding gang houses, weapons caches, drug dens. Also where there is suspected danger to another person such as kidnapping or domestic abuse. Or anything related to crimes against the Sovereign.
Are there state-operated CCTV systems monitoring common people in public?: Only in high traffic areas near government buildings in case of protest or trouble. Some banks/districts have CCTV system on streets as well. It's also up to the myriad jurisdictions what they want to do.
Is it legal for police officers to surveil a person in public without a warrant?: Yes. If the person is in public, the police may look at them or follow them.
Are Internet providers required to retain clients’ internet use data?: No. Some do, some don't. This has made it hard to prosecute people accused of crimes against the Sovereign. Generally, the ISPs lodge complaints of illicit goings-on: anti monarchy sites, terrorism related sits, anarchist sites etc. Once noted, ISPs generally begin to retain data.
If yes, for how many years?: N/A
Are citizens allowed to use strong encryption?: No, but it's near impossible to enforce and the penalty is so minimal - especially compared to other charges they are likely facing. If the charges are minor, they may get a fine.
Are citizens allowed to use secure networking measures such as TOR or similar technologies?: OCly I have no idea what that is.
Are stop-and-frisk procedures legal?: Yes.
Are there metal detectors at the entrances of shopping malls and sporting events in your nation?: That is up the individual venue. Venues with more than 20 000 customers require security processes (part of that may include metal detector, CCTV, extra manpower)
Are there state-operated microphone systems in the streets of your nation’s major cities?: No.
Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services): Drug tests are required for social assistance, health care (to ensure quality care) and some employment.
Are drug tests required in schools?: No.
Are drug tests required for receiving welfare?: Yes.
Are schools equipped with CCTV cameras?: Entrances and hidden corners. Change rooms too, of course!
Are schools permitted to monitor students within their own homes? No.
Does your nation have a national ID? Yes.
Is an ID required to rent an apartment? Generally speaking, but it's difficult to enforce.
An hotel room? Not legally, but many properties require ID.
To buy a car? Yes - cars must be registered to monitor theft, anti-Sovereign activities, for criminal investigation and tax purposes
To rent a car? As per the rental agency
To buy a plane or train ticket? Plane, yes; train, no.
To buy a firearm? Yes. Additional permits are required depending on the firearm and jurisdiction.
To buy alcohol? Yes - proof of age.
To buy medication? Yes
To buy pets? No
To buy recreational drugs? No
Is your society a cashless society? No
Does your society have gun registration? Yes.
Vehicle registration? Yes.
Bicycle registration? No.
Dog registration? No.
Is it legal in your society to use a fake name to rent an hotel room? Yes, but it is a crime to provide a false name for criminal purposes. So one rents a hotel room to sell drugs. One commits assault while renting a room. One, residing in Maxville, rents a room to stage a robbery before fleeing back to Maxville. Additional charges and sanctions would be tacked on.

Does your nation have a governent?:
Yes; as a Federation, our states also have large amounts of autonomy.

Do your laws recognize, either by law or legal precedent, a right to privacy?:
Laws regarding privacy vary from state to state, to an absolutely protected right in Eclipital to virtually non-existent in Wolfsbane. For the purposes of this survey, positions of the Federal Government (and by extension laws within the state of Marsi) will be stated.

Is there a right to privacy within the home?:
Yes; only a court-ordered search warrant can allow law enforcement officers to search a private residence. Otherwise, individuals are only allowed to view within or enter a person's residence with their consent.

Within one’s vehicle?:
If it's within view of a window/windshield (i.e. a large bag of cocaine), it's considered to be "public," with no reasonable expectation of privacy, and therefore any contraband can be confiscated (or individuals committing illegal acts can be arrested). A search of a vehicle with no such "public" evidence requires a court-ordered search warrant.

Are a person’s personal belongings secure from unreasonable search and seizure?:
Yes, except for illegal belongings (I.e a large bag of cocaine). Probable cause is required before a search of a person's bags or other containers can be conducted.

Is probable cause required to search a person’s vehicle without a warrant?:
Either public evidence must be available or a warrant must be ordered. Probable cause is not sufficient. As a note, an officer can always evade punishment for violations of privacy if doing so allows them to intervene in/discover a serious crime (I.e. murder)

Is probable cause required to search a person’s belongings without a warrant??:
Probable cause is required and sufficient to search a person's belongings.

Is probable cause required to search a person’s home without a warrant?:
Probable cause is not sufficient to search a person's home without a court-ordered warrant (but to restate: if a office searches a house illegally as such and discovers such a serious crime, they will not be punished .

What is the definition of probable cause in your nation?:
Reasonable suspicion that an individual is involved in criminal activity or that a property was/is the object of criminal activity (determined subjectively by officer on site)

What level of proof is required to get a search warrant?:
Probable cause (where the subjective judgement of an officer is supported by a judge/magistrate).

is a warrant required to access a person’s email or cloud service account?:
For a person's electronic private information to be accessed, the individual must be determined to be a suspect in a crime and have an arrest warrant issued. Alternatively, intelligence agencies may deem an individual a threat to national security and allow monitoring of the individual's electronic information without having to gain approval from a judge. As a note, the action of an intelligence agency in this case is technically illegal, but receive the same grace as officers searching without a warrant (I.e. if they find evidence of sufficient criminal activity, they will suffer no negative consequences).

Is a warrant required to listen in on a person’s phone calls?:
Wiretapping is subject to the same restrictions as emails- the person must formally be named a suspect and have an arrest warrant issued (except for intelligence agencies)

Is a warrant required to listen in on cellphone calls?:
As above; there is no important legal distinction between cellphones, landlines, or other forms of telecommunication.

Is a warrant required to track the location of a person’s vehicle?:
In cases where police wish to discretely track an individual, they must receive a secret "Person-of-Interest Warrant" in a closed door session.

Is a warrant required for the police to track a person’s cellphone?:
See above; in cases where police are attempting to locate a suspect/fugitive, an arrest warrant would be sufficient in this case.

Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?:
This is considered a serious crime; an individual found guilty of doing this would face potential termination of parental rights and likely a suspended prison sentence. If parents/guardians fear their child is engaged in dangerous or illegal activity, they can inform the Child Protection Bureau (a confidential non-reporter except in cases of serious crimes) as a way of looking into it without necessarily informing the police.

Is a warrant required to track a person’s online activities?:
A search warrant would be sufficient to formally track a person's public online activity.

Is a warrant required to install keyloggers or other equipment on a person’s computer?:
A PoI warrant would be required to discretely track all activity an individual performs on an electronic device.

Are no-knock warrants legal? If yes, in what situations?
No-Knock Warrants are legal but issued relatively rarely. Only in cases where there is good reason to believe evidence of a serious crime will be destroyed, when the suspects are believed to be armed and pose a significant threat to officers, or when a sensitive police operation demands it (I.e. raiding an organized crime meeting)

Are there state-operated CCTV systems monitoring common people in public?:
CCTV systems monitor streets surrounding government buildings and other areas considered of special security interest.

Is it legal for police officers to surveil a person in public without a warrant?:
An arrest warrant or PoI warrant is required for officers to observe individuals in public. Informal surveillance occurs and is relatively difficult to prosecute and prevent, but is still technically illegal.

Are Internet providers required to retain clients’ internet use data?:
ISPs are required to maintain up to a year of data in a secured server (which cannot be accessed except by law enforcement with relevant warrants or intelligence agencies investigating a threat to national security).

If yes, for how many years?:
A year of data must be maintained.

Are citizens allowed to use strong encryption?:
Yes.

Are citizens allowed to use secure networking measures such as TOR or similar technologies?:
Yes, and many do.

Are stop-and-frisk procedures legal?:
No; probable cause is required to search an individual.

Are there metal detectors at the entrances of shopping malls and sporting events in your nation?:
Generally, yes, but these are maintained by private businesses and not mandated by the government.

Are there state-operated microphone systems in the streets of your nation’s major cities?:
There are broadcast speakers that sound in cases of severe weather (I.e. tornadoes) or other emergencies, yes.

Are drug tests required by law or regulation for regular employment in your nation?:
No; private businesses are forbidden from requiring such tests unless the particular job demands it (I.e. truck drivers). Drug tests are exclusively performed by law enforcement testing for DUIs. As a note, drug use is generally legal in the Federation (though certain drugs are deemed illegal, such as cocaine or heroin, and sale and possession are illegal; in the case of possession, contraband is usually merely confiscated and no criminal charges are filed).

Are drug tests required in schools?:
No; school officials worried about drug use must contact law enforcement.

Are drug tests required for receiving welfare?:
No; drug use is generally legal.

Are schools equipped with CCTV cameras?:
This would be illegal, unless school officials can raise specific security concerns demanding such camereas.

Are schools permitted to monitor students within their own homes?
No, this is highly illegal. A school official who attempted to monitor a minor within their own home would face a very, very long prison sentence.

Does your nation have a national ID?
Yes, given out freely to all residents.

Is an ID required to rent an apartment?
Not necessarily, but most landlords would likely expect some form of ID.

An hotel room?
Some form of ID would likely be expected.

To buy a car?
A matter for the private business selling the car, but generally yes.

To rent a car?
As above, but even more likely (gotta know who to find if it doesn't get returned).

To buy a plane or train ticket?
Yes, as a matter of security.

To buy a firearm?
Yes, as a matter of security; individuals buying such will also be registered in a national database.

To buy alcohol?
Yes, to demonstrate that one is legally an adult

To buy medication?
Yes, to demonstrate that one is legally an adult.

To buy pets?
A matter for the business selling the animal.

To buy recreational drugs?
Yes, to demonstrate that one is legally an adult.

Is your society a cashless society?
No, cash can be used; physical currency remains the primary currency.

Does your society have gun registration?
Yes; all gun owners will have their names, address, model of gun, etc. registered into a database available to police nation wide.

Vehicle registration?
Yes; a federal database of motor vehicles based on license plates exist.

Bicycle registration?
No, these are not registered.

Dog registration?
There is no government registration of such, though many pet-sellers do require official registration to ensure proper care/treatment for animals.

Is it legal in your society to use a fake name to rent an hotel room?
Yes, this is generally not a concern of the government.

Does your nation have a government?:
Yes.

Do your laws recognize, either by law or legal precedent, a right to privacy?:
Yes. Articles 10 and 13 of the Basic Law of the Arthurian Federation guarantee, respectively, privacy of correspondence, telecommunications and post, and of the home. Judgements laid down by the Federal Constitutional Court have tended to strengthen the right of the individual to privacy against the state's requests for greater surveillance powers. Restrictions can only be authorised by a judge if deemed necessary in order to avert danger against the free, democratic, constitutional order.

Is there a right to privacy within the home?:

Yes. Article 13 of the Basic Law of the Arthurian Federation guarantees the inviolability of the home which can only be circumvented by the government through the order of a judge. Restrictions can only be authorised by a judge if deemed necessary in order to avert danger against the free, democratic, constitutional order.

Within one’s vehicle?:

Yes. In addition to the above-mentioned laws, privacy is deemed to fall under the rights guaranteed by Articles 1 and 2 of the Basic Law of the Arthurian Federation, guaranteeing (respectively) human dignity and personal freedom and applicable across the entire territory of the Arthurian Federation. Article 11, guaranteeing freedom of movement, has also been judged by the Federal Constitutional Court, to prohibit unreasonable stopping and searching of private vehicles by the authorities. Restrictions can only be authorised by a judge if deemed necessary in order to avert danger against the free, democratic, constitutional order.

Are a person’s personal belongings secure from unreasonable search and seizure?:

Yes. Article 14 of the Basic Law of the Arthurian Federation protects the right of individuals and groups to private property. It references further federal laws, which define this right more explicitly. Restrictions can only be authorised by a judge if deemed necessary in order to avert danger against the free, democratic, constitutional order.

Is probable cause required to search a person’s vehicle without a warrant?:

Yes. Requests for searches must either pass through a judicial review before they occur or, if time is of the essence, must be permitted by an independent committee. Applications are likely to be successful only if it can be demonstrated that the search is necessary to avert danger to the free, democratic, constitutional order.

Is probable cause required to search a person’s belongings without a warrant?:

Yes. The same restrictions on searches as detailed above apply to a person's belongings.

Is probable cause required to search a person’s home without a warrant?:

Yes. The same restrictions on searches as detailed above apply to a person's home.

What is the definition of probable cause in your nation?:
Probable cause is defined through three factors: a suspect must have the means to commit a crime and motive for doing so. The Logreglan must also have evidence of either a physical or testimonial nature.

What level of proof is required to get a search warrant?:
The Logreglan must demonstrate reasonable suspicion, that is they must show that a suspect has the means and motive to commit a crime. They do not need physical or testimonial evidence, however.

is a warrant required to access a person’s email or cloud service account?:

Yes. Article 10 of the Basic Law of the Arthurian Federation guarantees the right to privacy of correspondence, telecommunications and post. It can be restricted only on the orders of a judge or independent commission if it can be demonstrated as necessary to protect the free, democratic, constitutional order.

Is a warrant required to listen in on a person’s phone calls?:

Yes. The same restrictions on searches as detailed above apply to a person's phone calls.

Is a warrant required to listen in on cellphone calls?:

Yes. The same restrictions on searches as detailed above apply to a person's mobile phone calls.

Is a warrant required to track the location of a person’s vehicle?:

Sometimes. A person's vehicle may be monitored without a warrant, that is authorities may keep a log of its location using public CCTV cameras, Logreglan patrols and the regular resources at their disposal. They may not, however, utilise tracking devices which specifically target that person's vehicle without receiving the relevant orders from either a judge or an independent committee.

Is a warrant required for the police to track a person’s cellphone?:

Yes. As with all forms of discreet and covert surveillance, a judicial warrant or the permission of an independent committee must be sought before any tracking may occur.

Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?:

Sometimes. Most such cases would not be brought to the Logreglan or to the courts by the victim. If they were, the parent or guardian would likely be let off with a warning; a charge could only be made if the intent to harass, disturb or cause harm was demonstrated.

Is a warrant required to track a person’s online activities?:

Yes. Data obtained by ISPs cannot by used to perform social network analysis or data mining. Only discreet investigations are permitted (directed against individuals or named groups) and these must conform with the above-mentioned regulations.

Is a warrant required to install keyloggers or other equipment on a person’s computer?:

Yes. The same restrictions on searches as detailed above apply to a person's computer.

Are no-knock warrants legal? If yes, in what situations?

No.

Are there state-operated CCTV systems monitoring common people in public?:
No. State-owned CCTV is only fitted on public buildings for their own security. Like all CCTV cameras (both public and private), their images may be requested by the Logreglan and used as evidence in a criminal case.

Is it legal for police officers to surveil a person in public without a warrant?:

Sometimes. A warrant is required for any discreet, targeted surveillance techniques. Any techniques which make use of routine Logreglan resources (such as foot patrols) do not require a warrant.

Are Internet providers required to retain clients’ internet use data?:

Yes.

If yes, for how many years?:
They must do so for one year. They cannot access that data themselves at any point and only certain government agencies may ask for access. To do so, a government agency must have express judicial permission or, in time-sensitive cases, the permission of an independent commission. Once accessed by government authorities, this data may be held by them for one further year but can only be accessed if it relates to the same case for which it was procured or if another warrant is granted. The additional year-long holding period may be renewed once it expires with the authority of a court. After one year, phone and internet providers must delete the data regardless of whether or not it has been accessed by a government agency. The only exception is if a government agency is in the process of accessing the data, in which case a three month extension to the retention of the relevant data may be issued by an independent committee.

Are citizens allowed to use strong encryption?:

Yes.

Are citizens allowed to use secure networking measures such as TOR or similar technologies?:
Yes.

Are stop-and-frisk procedures legal?:
Sometimes. Such procedures require either a warrant as outlined above or probable cause.

Are there metal detectors at the entrances of shopping malls and sporting events in your nation?:

No.

Are there state-operated microphone systems in the streets of your nation’s major cities?:
No.

Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services):
No.

Are drug tests required in schools?:
No.

Are drug tests required for receiving welfare?:
No.

Are schools equipped with CCTV cameras?:
Sometimes. This is at the discretion of each school authority.

Are schools permitted to monitor students within their own homes?

No.

Does your nation have a national ID?
No. Most citizens possess one of a variety of widely-accepted and legally-recognised forms of identification including, but not limited to, driving licenses, firearm licenses and passports.

Is an ID required to rent an apartment?

No.

An hotel room?
Sometimes. This is at the discretion of individual hotels or businesses.

To buy a car?

Sometimes. This is at the discretion of individual retailers.

To rent a car?

Sometimes. This is at the discretion of individual retailers.

To buy a plane or train ticket?

To buy alcohol?

To buy medication?

To buy pets?

No.

To buy recreational drugs?

Does your nation have a governent?: Why, obviously.
Do your laws recognize, either by law or legal precedent, a right to privacy?: To a limited degree. The state retains the authority to know everything there is to know about citizens and resident aliens on Imperial soil, but there are laws protecting citizens from privacy intrusions by other citizens.
Is there a right to privacy within the home?: Yes. State authorities may still check in on what goes on inside one's residence from time to time, but private individuals are forbidden from making unwanted intrusions.
Within one’s vehicle?: Yes, see above.
Are a person’s personal belongings secure from unreasonable search and seizure?: Yes, but by custom and convention rather than law. Technically, everything in the Imperium down to citizens' cyborg bodies is state property and hence liable to seizure if deemed necessary by the authorities, but in practice one's bodily sovereignity and personal possessions are respected and not subject to arbitrary search or seizure. The possessions of foreign visitors are treated likewise.
Is probable cause required to search a person’s vehicle without a warrant?: Yes. While security forces have the authority to search vehicles, possessions and premises at their discretion without any warrant, the subject has the right to file a complaint if no evidence of wrongdoing is found. Consequently, the officer who sanctioned the search is bound to face disciplinary action unless he can provide a reasonable probable cause.
Is probable cause required to search a person’s belongings without a warrant?: Yes. See above.
Is probable cause required to search a person’s home without a warrant?: Yes. See above.
What is the definition of probable cause in your nation?:
[x] Direct knowledge of ongoing crime [x]51% or higher likelihood that evidence of crime is present? [x] Something else.
The reputation of the subject is also taken into account. For example, a repeat offender recently released from labour camp or a known associate of an outspoken political dissident is likely to be subject to increased scrutiny by the authorities, including preemptive searches. If repeated searches fail to turn up any evidence of wrongdoing and the subject commits no punishable offense, the law enforcement will eventually relent and leave him be.
What level of proof is required to get a search warrant?: In principle, merely being suspect of a crime is all the authorities need to make a lawful search.
is a warrant required to access a person’s email or cloud service account?: No.
Is a warrant required to listen in on a person’s phone calls?: No.
Is a warrant required to listen in on cellphone calls?: No.
Is a warrant required to track the location of a person’s vehicle?: No.
Is a warrant required for the police to track a person’s cellphone?: No.
Is it legal for a person’s parent or guardian to track their cellphone or vehicle without their consent?: n/a; Does not apply in Sidh society due to non-existence of families.
Is a warrant required to track a person’s online activities?: No.
Is a warrant required to install keyloggers or other equipment on a person’s computer?: No.
Are no-knock warrants legal? If yes, in what situations? Yes. Kicking down the door and commencing a search is allowed when the subject is suspected to be in possession of evidence he might otherwise attempt to dispose of, or when hesitation may otherwise further the commission of a crime.
Are there state-operated CCTV systems monitoring common people in public?: Yes.
Is it legal for police officers to surveil a person in public without a warrant?: Yes.
Are Internet providers required to retain clients’ internet use data?: Yes.
If yes, for how many years?: Normally, five years. Some sites may retain their user data for longer.
Are citizens allowed to use strong encryption?: In principle, yes. Nothing that the authorities couldn't crack is commercially available on the market in any case. In practice, however, the use of advanced encryption may in itself attract suspicion and attention from the law enforcement - the Imperial authorities hold true to the principle that if one has nothing to hide, one has nothing to fear.
Are citizens allowed to use secure networking measures such as TOR or similar technologies?: Yes. See above.
Are stop-and-frisk procedures legal?: Yes. Again, probable cause is required. This does not apply to situations where frisking is the standard security procedure, or when the authorities have been explicitly sanctioned to carry out random searches as a preventive measure.
Are there metal detectors at the entrances of shopping malls and sporting events in your nation?: Not normally, both because the overwhelming majority of Imperial cities are very safe, and because so many Sidhae habitually go about in powered exosuits, rendering metal detectors moot.
Are there state-operated microphone systems in the streets of your nation’s major cities?: Yes. Any move made and any word said can be seen and heard by security services - assuming of course that you have done something to merit their attention.
Are drug tests required by law or regulation for regular employment in your nation? (not work in the spy services): Not explicitly. It is just common practice to test for narcotics on the mandatory monthly health check-ups, the doctors being required to report signs of regular drug abuse to the authorities, which recognize the fact that anyone can slip up every once in a while, looking for habitual abusers rather than those who might indulge forbidden pleasures only on rare occasions. Habitual users are then given the choice between compulsory rehab and a sentence of hard labour, their anonymity being guaranteed if they pick the former (which practically all do).
Are drug tests required in schools?: No.
Are drug tests required for receiving welfare?: No. No Sidh spends any significant time on welfare in any case.
Are schools equipped with CCTV cameras?: Yes, same as every other state establishment - which is pretty much everything.
Are schools permitted to monitor students within their own homes? No. That authority falls explicitly to the state.
Does your nation have a national ID? Yes. Every citizen has a Codex, a pair of bar-code tattoos/subdermal RFID chips on one's right hand and back of the head that serve as universal IDs and means of payment.
Is an ID required to rent an apartment? Yes.
An hotel room? Yes.
To buy a car? Yes.
To rent a car? Yes.
To buy a plane or train ticket? Yes.
To buy a firearm? Yes.
To buy alcohol? Yes.
To buy medication? Yes.
To buy pets? Yes.
To buy recreational drugs? No. With recreational drugs being strictly forbidden and the illicit dealers obviously not having the means or the desire to use approved means of digital transaction, those looking for forbidden pleasures must resort to the rather hard-to-obtain cash in order to pay.
Is your society a cashless society? Yes. Hard currency does exist for circulation on low-tech Frontier worlds, but is not normally used in any reasonably-developed places.
Does your society have gun registration? Yes.
Vehicle registration? Yes.
Bicycle registration? Yes.
Dog registration? Yes.
Is it legal in your society to use a fake name to rent an hotel room? No, and it would not be possible without forging one's entire codex in any case, such forgery being a very serious criminal offense.
Freedom doesn't mean being able to do as one please, but rather not to do as one doesn't please.

A fool sees religion as the truth. A smart man sees religion as a lie. A ruler sees religion as a useful tool.

The more God in one's mouth, the less in one's heart.
