So is every country that we currently trade with our ally? There is absolutely no mutual defense agreement between the United States and Mexico.

Oh, you see, the Courts have no place to determine the legality of issues. If the President says so, it's legal.

There was until 2002, but mutual defence agreements are by no means the single determining factor of whether two nations are "allies".
