Again, did you read what I posted? The military is there and it is good. Rebuilding would mean something was destroyed.

The Military is there, but is not in a good state and to suggest otherwise is intellectual dishonest or an admission of ignorance. For example, here is a Rand study concerning defense of the Baltics. As the report outlines, we need about six to seven brigades on scene since yesterday, but we've only just now started to get about one in position in Poland. As for those transports for the Marines, those vessels were indeed retired or destroyed (Technically dismantled, but same thing in end result). What Trump is arguing by saying we need a rebuilding of the military is restoring the abilities that have been lost over the last several years.

And since you brought up what rebuilding means, let's look at an actual definition why we're at this:
