Second Cedorian-Hoosier War (IC, MT, TG)

Postby Cedoria » Tue Jan 17, 2017 8:37 pm

Poras, People's Republic of Cedoria
The People's House, 0700 hours, Central Committee Meeting # 312043
After clearing through the minutiae of minor domestic and internal issues, the 35 members of the Central Committee of the Communist Party of Cedoria finally turned their attention to the main item on the agenda. Transfixed, the most powerful officials in the People's Republic of Cedoria stared at the briefing papers as they were passed around. In North America, great unrest was continuing to spread. The new Canadian Republic, suffering from economic downturn, corruption and increasing authoritarianism following the downfall of the United States, had suddenly began suffering a series of unexpected attacks from Leftist guerillas, since the confrontation had not been expected, the People's Intelligence Agency was still redirecting intelligence assets in the region to monitor developments closely, but it seemed the rebels had a great deal of public support, as well as beginning to carve out a large body of territory in the west of the country...

The question on everybody's mind, of course, was how Cedoria should respond. Of course, under ordinary circumstances, they would have jumped at the opportunity to assist their comrades. However, the situation had implications well beyond Canada. The neighbouring Hoosier Alliance, still ruled by President Garrick Madison, was also undoubtedly aware of the situation.

It had been several years since the last war with the Hoosiers, and it had ended upon satisfactory terms for Cedoria, with the destruction of the Hoosier Pacific Fleet, and the signing of the Treaty of Ephesis, which had effectively eliminated the Hoosiers presence in the Asia-Pacific, the initial cause of the confrontation had been resolved satisfactorily.

However, since then, a low running espionage and propaganda war had continued, with both countries attacking one another through their respective media and propaganda outlets, and both countries undoubtedly had many intelligence operatives working within one another's nations. For the Cedorians, Hoosier agents who had been attempting to infiltrate the lower rungs of the bureaucracy were quietly executed, a crime the Hoosiers couldn't protest publicly, as it would involve admitting their espionage operations. Cedorian spies had been caught too, although neither side believed that the other had stopped gathering information.

Thus the Canadian situation, bordering as it did the Hoosier Alliance, was much more volatile, and had much broader implications then a simple local revolt.

Opening discussion, Chairwoman Natalie Tizack asked for her comrades views. Now in her early fifties, this formidable women had streaks of grey running through her blonde hair, a testament to the immense task of running a nation like Cedoria, but her mind was as sharp and direct as ever, and her formidable reputation in both peace and war was well-earned. She was not a woman to cross, and, her hatred of Hoosier President Madison had extended to occasionally expressing a wish to have him assassinated, in private.

Interior Commissar Tom Haze and Foreign Affairs Commissar Dorian Mar both opposed Cedorian assistance for the rebels, for different reasons. Haze was concerned about the potential difficulties that such a war might inflict on the home front, potentially increasing civil unrest or emboldening counter-revolutionary dissident activity. Mar was opposed to an action that risked destroying the Treaty of Ephesis, arguing that the treaty already satisfied Cedoria's main objectives, and that the Hoosier Alliance being obliged to its terms meant no interference from them in Cedoria's backyard.

Others however, were more outspoken, Defence Commissar Beris Nemaskov gave a passionate speech in favour of supporting the rebels, not merely because of the inherent rightness of supporting comrades attempting to liberate themselves from exploitation, but he argued that the overthrow of the Canadian government would give Cedoria an operational base in North America, and weaken the strategic position of the Hoosier Alliance, without starting a war. Confident that the situation would not escalate further, Nemaskov fully articulated the case for supporting the rebels. As he settled down again, he gave the Chairwoman an imperceptible nod.

After that, others spoke in favour, by far more then the number of those who had initially opposed Cedorian support, the numbers were clearly in a majority.

As the last member who wished to speak finished, Chairwoman Tizack smiled enigmatically, like any good Chairperson, she had worked out her preferred outcome before the meeting had begun, and structured the discussion in a way that would create it. Nemaskov had supported her, as she knew he would. This sort of internal intrigue was not uncommon in the upper echelons of the Communist Party, as each decision could only be reached by majority, behind the scenes wheeling and dealing, give and take was not at all uncommon, but being the Chairwoman gave Tizack an advantage that the others did not possess, control of the order of speaking in the Central Committee.

A formal vote was not then taken, resheduled to the discussion a week later, but everybody knew what the outcome would be, and the time between then and the vote would give the People's Intelligence Agency time to get a handle on what exactly was going on, and how the needs of the rebels might be met in a way that benefited Cedorian plans...

Indianapolis, Indiana, The Hoosier Alliance

Rain pattered off of Brandon Ashworth's trench coat as he ducked out of the best coffee shop in town. This is why I love New Mexico, not much rain, he thought to himself. As he walked down the street towards the Capitol, he stepped under a small awning to examine what was going on at a news monitor posted on the side of a building. "..35 dead and 57 wounded in another terror bombing in the Canadian city of Toronto, suspects are still at large," boomed the male news announcer. Brandon showed a quick grin, a rarity for him, before getting back to his walk towards the Capitol. He definitely didn't want to miss this meeting.

The Westin Indianapolis, a perfect example of capitalist decadence in the city. The high-rise, 5-star hotel was the destination for tourists from all over the country and the globe. Just the place, right next to the Capitol building, Brandon thought to himself. As he took the elevator to the fifth-floor, Brandon checked his watch. Five minutes early, just on time. The elevator dinged to a halt on the fifth-floor and now it was finally show time. He clicked the electronic keycard into the lock and made his way into room #1562. "Who the hell is it?" asked a man from around the corner. "It's me, Joe, don't worry," replied Jake as he turned the corner. Seated at a small table, he saw five younger men, boys some would say, just like himself, playing a game of cards. One of them, the same man who questioned him when he entered, holstered a .45 Colt revolver as he recognized Brandon. "Put that thing away, Joe. There will be plenty of time for firefights in the immediate future, don't worry." said Jake with a chuckle. "Hmm," grunted Joe as he sat back down at the table. "Now onto the business at hand." replied Brandon as he stood over the men at the table. "The first meeting of the People's Soviet of America is now in session." said Brandon as a grin spread across his face.

...with reports of spontaneous uprisings far overshadowing the size of the protest against last year's security legislation. It is expected that the PM will declare some form of martial law before the end of the week.

Sources indicate that....

Jevellit Metropolitan District.

He flicked off his communications device, breathed deeply and closed his eyes. His apartment window oversaw a section the maglev train ribbon cutting this way and that as it snaked through the great bowl of the River Tarr delta. Every twenty minutes, a faint thrum sounded as the train glided past.

He drew the curtains. Crossed his legs and opened the carved wooden box in front of him. The cards were heavy, pasteboard things. Ornate printings worn through time, the designs faded where thumbs and fingers had flipped the rectangles over. Symbols of a hierarchy that had all but vanished from Caracasus blurred under his fingers as he expertly shuffled them. Bigger than the playing cards most were used to, the man had no faith in the card's ability to tell the future. As a focus for meditation however, they were excellent. New ways of thinking, new, previously unconsidered unwound before him like the ribbon of the maglev trains.

He flipped the first card.....

The Knight of Swords.... Markus Hepp paced up and down, nervous energy coursing through his veins. Forty years of age, the threads of grey in his hair and beard still seemed out of place with his still-youthful appearance.

The Caracasusian Embassy to Cedoria sprawled across its allotted grounds. In the morning light, the chalk patterned murals gave the place an appearance more associated with an art gallery than a diplomatic embassy to one of Caracasus's closer allies. It was cold, colder than expected, and an early frost had smudged some of the older murals. No doubt they would be re-drawn, re-coloured. It reflected more than anything the mood of those at the embassy. Markus could read it now, read the complex interchange of his comrades and the expression of their collective concerns and triumphs.

The stars... Markus Hepp thought of them often. His position chiefly concerned itself with facilitating the exchange of goods and resources between the two nations, with his comrades at Nineday House largely concerning themselves with the militaristic aspects of the alliance.
The five hundred year plan... to be submitted to Cedoria was the pinnacle of his position, the chance of his life. Humanity must strive forward, and that meant breaking free of the planet that had been their cradle. In five hundred years time, Caracasus aimed to have a fully functioning, self reliant commune on the surface of Mars.

Now? The plan itself in jeopardy. A war on the horizon. Resources and minds that were sorely needed overcoming the huge engineering and scientific barriers to the Mars Commune would be spent building warships and planes. Markus wondered what the murals would show in a week from now.

Five of Wands... Inigio Ap Valdt watched the vapour trails from the top floor of the Caracasusian Industry and Trade mission to Cedoria, Poras. He had been in communication with Markus at the embassy, and his comrades had worked tirelessly to put together projections using the Heuristic Machine that IndTrad had installed, collating data for presentation to the Cedorian National Space Program.

He missed his commune in Quoris. The dense foliage of the jungles mere meters from the small ring of housing units and automated manufactories. He remembered the smell of burning copper in the air as the machines blurred, knitting together optic filaments into complex circuitry. A perfect dance, with barely a fraction of a percent discarded after testing. Chopped onion, cumin and chilli in the air as his commune cooked the myriad of dishes and sides that made up a Caracasusian meal. The warmth... he missed that most of all.

He wrapped the woollen greatcoat around himself and drew on his cigarette. Twenty years now, and he still had to give up that beautiful first cigarette of the day. He clung to it, waiting until the cherry burnt into the filter, and the taste of burnt plastic filled his mouth before stubbing it out and heading back inside.

The Tower... Solange Nwanneka, diplomatic envoy to the Hoosier Alliance paced her office. The great, bullet proof windows offered an almost direct line of sight through one of the capitol's main roads. The White River passed, sluggishly under a bridge.

Solange saw the banners of the Hoosier National Alliance snapping in the crisp morning air. The steeples of churches, the bells tolling calling the faithful to worship. To the south, the great smog clouds painted the sky orange.

The grey poured concrete of the relatively small Caracasusian embassy ringed the place. Six Hoosier soldiers stood guard, unmoving at the gatepost, shouldered automatic weapons black and grey in the light.

She turned to the window and watched the light glaring off the slender glass towers of Indianapolis. In her mind, the light turned to fire, the towers crumbling in on themselves, revealing metal struts and girders before they too peeled away and fell to the dirt.

The clouds covered the city, then the great cities of the world. The sun danced crazily in the air, glass facades peeling like onionskin, dust and snow piling in the carcasses of the grand towers. The wind howling through the skeletal cities...

She shook her head, dispelling the illusion and turned her attention to the day's business.

Temperance...
Albina Bhavna, Commander Elect and Nineday House's representative to Cedoria stepped off the beam. With her other foot she pushed, hard on the wooden beam, turning herself in the air before landing with a slight exertion. Landed with a slight puff of chalk dust.

Washed and dressed in her uniform, she examined the business of the day. The last six elections to the position she had won, and for good reason. Caracasusian military dictated that positions of power were elected on by the soldiers serving in the unit. Whilst this meant that commanding officers of active units were often changed, those in positions that required stability and an ongoing position were often given a ceremonial command. In Albina's case, she was technically a Commander Elect of six soldiers. With no realistic need for her to perform actual command duties, and every need for her to liaise with Cedorian military, her previous field experience and temperament made her position effectively iron clad.

War was in the air. The Caracasusian T.U.S.K destroyer Planteppo lay at harbour, having finished its joint exercises. The sight of the vessel against the half-dozen Cedorian warships currently at rest was unusual. Still, there was business to attend to, wasn't there?
Industry and Trade were reporting increased requests from Cedoria. Missile guidance systems fabricated in Caracasus. Body armour for troops. Components for fighter planes. The war effort distorted the flow of goods and resources like a weight on a rubber sheet, disrupting the balance of everything.

Jevellit Metropolitan District

The man in the apartment turned over the last card and smiled. Folded the five pasteboard rectangles back into the deck, wrapped the silk cloth around them and placed them back into the ornate wooden box.

The brief scent of sandalwood from the incense turned to mere smoke as the stick burnt through. His meditation over, he dressed, opened the curtains, flipped on his communication device and turned his attention to the business of the day.

Novaya Kremlin, Muskovia, ULSR
It was almost a quiet day in Kremlin. The ULSR was silent in the international stage for several months. Its most recent activity was a border war between its neighbors in the Far East, China and North Korea. The conflict ended in a victory but with heavy casualties. Eventually, after that, they decided it was time to rest, recuperate and rebuild everything that was destroyed. Premier Sergei Koslov looked at the marching soldiers outside. Frankly, he thought it was a bit boring when nothing was happening. No interventions in civil wars, no invitations to some meeting, not even a message from a nation bragging to the world that they killed thousands and daring them to attack them.

That is, until one of his aides came in with a folder. He managed to hide his excitement and took the folder from the aide. He then dismissed him and opened the folder. He began to read the files. Apparently, there have been reports of communist rebel attacks within the Canadian Republic. There have been also signs of Cedorian activity within the country. Of course, the Hoosier Alliance would have been involved as they border Canada and guerrilla activity, especially communist, would have caught their attention. He then contacted the head of the KGB to monitor both the Hoosier Alliance and Canada. However, most of the spies in the Hoosier had to withdraw due to the fear of being captured and reduced to a few illegal spies as a result. He then contacted the marshal of the Armed Forces to prepare a small task force in case of conflict would rise. The discussion on support for the rebels in the Supreme Soviet would begin tomorrow but until then, he can only observe for now.

Hoosier Capitol building, Indianapolis

Garrick Madison leaned back in his chair and sighed. He had just gotten back from church when he was informed of the situation in Canada. The republic was under attack. From socialists. Great, he thought, Just what I need. Another problem to deal with. Another meeting with generals and advisors. There was a knock at the door. "Enter."

In came several generals and advisors. Out of all of them, General Houston was the most trusted. Some considered him a war hawk. Madison did not care. He was invaluable. The men formed a semi-circle around the desk. The room was modeled after the old American Oval Office. "So," Madison began, "What do you have for me today?" He had been briefed on the situation by an aide on the way to the office, but it had been vague. The first man to speak was, of course, Houston. "Mr. President, Canada has fallen to civil war. Terrorists have gained a surprising amount of land to the west. Luckily, the government holds the east. So far it appears the rebels have mustered considerable public support, especially in the territories they have occupied. I believe, if we send a few thousand troops, we could crush this revolt and prevent socialist rule to the north."

Before Madison could respond, a new young general spoke up. "Sir, I think that would be unwise. There is no need to commit troops. If we merely send advisors and arms, the Canadians could stomp it out. Better weapons and knowledge on how to use them is enough, I'm sure of it."

Madison interjected before Houston could berate the young man. "I have to agree with him, Houston. I don't want unnecessary deaths when the Canadians could do it themselves. We'll send arms, advisors, and a few special forces into the country. Bring it before Congress and get it accepted. I'll leave the logistics to you. Just let me see it once you have a good idea of what to send and how much." Madison had mostly made up his mind before this moment. He didn't want to waste troops on some short lived revolt in a foreign nation.

Houston wanted to protest. He wanted victory, total victory. Still, he knew it was idiotic to argue with Madison. "As you wish sir." With that, he turned and walked out before being officially dismissed. It meant little more than him showing he was angry. The men first looked at Houston as he left, then to the president. Some of them looked worried. Houston was a bit...volatile at times. Madison sighed. "Dismissed." The group filed out, leaving Madison to his thoughts.

Garrick stood up and walked to the large bullet proof window that was behind his desk. He looked out to the great city. It was raining. The Capitol building gave a great view of the city. He could see the largest residential area directly ahead, past some embassies, as well as the outline of a number of factories to the left. The road leading to the Capitol, which was built independently just outside the immediate city, was flanked by some of the most important embassies. Other embassy bulidings were in the city as well, a bit farther from the building. The gates were manned by soldiers. Troops patrolled the yard. He looked out at his people. He loved his country, and did not want to see Hoosiers come home in body bags. Still, work had to be done. A revolt had to be crushed. He hoped that by deciding not to send large amounts of troops, he would save Hoosier lives. He sighed, turned, and sat back down and went back to work.

The Westin Indianapolis, The Hoosier Alliance

Brandon Ashworth sat quietly smoking a cigarette as the small group of men argued in front of him. "We will scare away voters if we take a hard stance on the current government!" yelled the eldest in the room, Yurick Hairston, who had just retired from service with the Armed Forces of the Hoosier Alliance. "If my tour of duty at the Hoosier embassy to Cedoria taught me anything, it's that outright opposing the current government will only get us drawn and quartered," he continued. "The most important thing we need to worry about is our stance of racial and ethnic issues," replied Joe sternly. "My great-great grandparents were killed by the Germans during World War II just because they were Jews. It may not be that bad here, but just look at the way minorities are used and mistreated in this country," he said as he slammed a fist onto the table.

Brandon slowly stood from his chair and cleared his throat. "I believe our biggest issue is how we will run a war of insurgency against the same government we will be opposing politically," he said, putting the cigarette out with an ashtray at the table. "In this country's short history, no party has ever directly campaigned against Madison and his buddies. Yes, other parties ran against him, but their policies are nearly identical to his," Brandon said as he pulled a small book out of his pocket. "As Marx himself said, it is high time that Communists should openly, in the face of the whole world, publish their views, their aims, their tendencies, and meet this nursery tale of the Specter of Communism with a Manifesto of the party itself." said Brandon quoting the phrase like it was Scripture. The other men sat there wide-eyed and speechless for at least a minute before Yurick spoke up. "You do have a point, they will never let us be elected peacefully," he said almost thinking out loud. "Exactly, that is why we need the ability to inflict damage as insurgents, but the legitimacy and deniability of a political party," said Brandon shaking his slowly. "Now, if you four will figure out just exactly we are doing while I am gone, that'd be great," Brandon said as he made his way to the door. "No one has ever made a speech publicly opposing Madison and his goons. So if I am killed or worse captured, make me a martyr," he declared triumphantly as he left the hotel room. Maybe the Cedorian Ambassador will grant me political asylum if things go bad, he thought with a grimace.

Meet the new face of the country! 5:00 PM near the Cedorian and Caracasus embassies! Don't be late!, declared posters plastered all over windows, buildings, and telephone poles all over Indianapolis. How much longer those will be legal to have up, who knows, he thought as he passed the Capitol building. Up ahead lay the small stage prepared for him in front of the Cedorian Embassy. Music of all kinds boomed from speakers located around the stage and you could've heard it from a mile away. Well, here goes nothing, he thought as he pushed his way through the gathered crowd.

Madison was interrupted yet again. He sighed and allowed the person to enter. It was the captain of his personal guard. He walked halfway across the room, stopped, and saluted. Then he slid the strap of his Hoosier M16A5 over his shoulder. "Mr. President. I've had several reports of communist sympathizers gathering outside the Cedorian and Caracasus embassies. Should I send a unit to disperse them?" Madison raised an eyebrow.

"Communists? Here? In Indianapolis? Please. Captain, lets be real. It's simply misinformation." The president was about to dismiss the man when he spoke up. "Sir, I trust these men. I know all of them and I don't know any of them to be liars. Please, I know this is true. Look! I even got one of these posters. They're plastered all over the city." He pulled the crumpled poster out of his pocket and handed it to the president. Madison read it out loud, "Come meet the new face of the country. 5:00 PM near the Cedorian and Caracasus embassies." He frowned. "The Cedorian and Caracasus embassies? What the hell? Okay captain, you've convinced me. Send a squad to watch this gathering, but don't intervene. Not yet. I can't tell if this is some small time group trying to attract attention or some actual radicals. I don't want bullets flying, do your best to bring them in alive if they are communists."

"What about the audience sir?"

"If they attempt to get in your way, bring 'em in. If they just disperse, let 'em. If that's all, you're dismissed."

"Sir."

Minutes later

Captain O'Reilly, leader of the Presidential Guard, checked the magazine on his M16A5 as well as the extra ones he was bringing. He looked around at the soldiers that were coming with him. They were troops that had volunteered for this mission. Most of them had been playing cards in the nearby barracks when the captain had asked for help in the matter. There were ten of them total, five to a Humvee. They wouldn't be bringing a lot of extra gear, mostly what the cargo space could hold along with what the men brought on their person. They didn't expect to confront any of those gathered. "Alright men, mount up." O'Reilly turned and opened the door to the passenger side of the first Humvee.

"Hell yeah! Let's get these commies!" The captain turned to look at Johnny Michaels, an 18 year old private with a bit of a trigger finger. "Michaels," O'Reilly said. The young man looked at him with a grin on his face. "Non-lethal, remember?" He nodded his head, "Yeah, yeah of course sir." Then he did a quick and over dramatic salute, standing as tall as he could. A much taller, more muscular man, slapped the private on the back. "Yeah," he began, "Cut down on that ideological crap. You'll live longer." Michaels frowned and opened his mouth to protest when the captain interrupted. "Phillips, leave the kid alone. Just get on the gun." The man nodded and climbed into the vehicle. With that, everyone loaded into the Humvees. Michaels climbed in the divers seat, much to everyone's dismay. "What?' he asked. He looked around at the more veteran men. "What? Seriously." The captain sighed. "You ever drive one of these?" He shook his head.

"Whatever. Just...drive."

The armored cars rolled out of the garage, headed to the gathering place. What they would find, they did not know.

Yuktobanian Submarine Lahmba

"Ping. Four five."

"Roger. Monitor ping."

All was quiet in the control room of the submarine Lahmba as it cruised underwater near Canada. The submarine was just one of many in the Yuktobanian Navy that conducted patrols around the world. The Lahmba in particular was famous because it had served in the infamous Cedorian War in the Pacific, where it was the only submarine of the Yuktobanian Navy deployed. Commanded by a new captain, Sasha Nakagawa, the submarine continued underwater, it's sonar pinging around underwater.

"We're still good."

"Roger." Sasha responded.

Yuktobania had changed since the last war. The largest change of all was the creation of the Archelan Commonwealth, which consisted of numerous nations along with Yuktobania. It was a large alliance that was capable of sending military forces anywhere in the globe. Since it's creation, it has stepped up global submarine patrols to prevent wars that could consume the world.

So of course, it would be necessary to send one submarine near Canada to monitor the situation there.

"You think the situation would escalate, ma'am?" A sailor turned to Sasha.

"At this rate, most likely. I won't be surprised if foreign intervention occurs." Sasha crossed her hands as she looked through the periscope of the submarine.

Sasha didn't know what to expect from this. If this turned into another war, then it would show the entire world the Archelan Commonwealth's power. It would also mean that the Lahmba would be the first to probably be attacked. It would put the entire crew at risk, since Sasha doubts they would survive a full scale attack from anywhere. The best choice that Sasha had was to just wait until the situation escalates, and if it does, to evacuate the area to gather with reinforcements that the Archelan Commonwealth would send.

Sighing in her chair, she just looked at the blank steel ceiling of the submarine.

"Time to wait."

Near the Cedorian and Caracasus embassies, Indianapolis, The Hoosier Alliance

Rain continued to pound the assembled crowd, numbering roughly ten-thousand mostly workers and the unemployed. Brandon Ashworth stepped up and stood silent behind the podium placed in the middle of the hastily erected stage. The silence that ran through the crowd, and even the whole city it seemed, was eerie. "The former United States of America was founded on the ideals of life, liberty, and the pursuit of happiness. That was a little over 200 years ago, however the situation on this continent are no different. The Thirteen Colonies were oppressed by Great Britain, and if I am being honest, many living on the American continent have a situation no different than theirs." Brandon momentarily paused to take a sip of water. Whispers ran throughout the gathered crowd, most likely speculation on where the speech was headed, Brandon continued nevertheless. "The Canadians to our north have been oppressed by an authoritarian regime that has done nothing but exploit their population. The Eastern seaboard is still in disarray and under the power of locals only wanting to gain power. The southwest, even my hometown of Las Cruces, New Mexico has been under increasing threat of a Mexican invasion." Brandon let a smile slip across his face at that, his dark complexion and Native American looks further showing his ancestry. "Worst of all, our own great nation is not ruled by the people," at that a few gasps escaped the mouths of a few in the crowd. "Not even close to it either. We may have a democratic government, but when was the last time a party other than the Hoosier Nationalist Alliance won a seat in Congress? When was the last time a presidential candidate not from the HNA had even the slimmest chance of winning? Even Nazi Germany called themselves a democracy." At that statement a few curses rang out from the crowd directed towards Brandon. "Have you ever wondered where the money to pay for the Capitol building came from? It came from your pockets! That palace was paid for with your money! Do you ever wonder why you make $7.00 an hour for back-breaking work while the managers and overseers make 10 times that for doing nothing? Have you wondered why our distinguished president is paid hundreds of thousands a year, even though everything is provided for him?" The curses that had came from the crowd abruptly ended after those last words echoed throughout the city. A slight purring noise, similar to that of a multitude of engines, could be heard, but Brandon simply shrugged it off as traffic. "This country needs change. This continent needs change. For the sake of your families, for the sake of your children, and for the sake of your own liberty, throw off your chains that have been forcibly placed onto you by the government." Brandon could see that the pamphlets, which advertised the Communist Party of Hoosier, were making their way around the crowd. "You may not know it, but the government is scared of you, every single one of you. Their power derives from the money they take from you at gunpoint, their power derives from your vote." More curses began to ring out from the crowd, this time not directed towards Brandon. "The government has everything to lose, but we, the people, have only our chains to lose!" With that statement Brandon threw his fist into the air. Applause thundered from most sections of the crowd. A few exceptions, that of prominent businessmen and politicians, simply remained quiet. "Just as a single sheep will be mauled by the wolf, so will the people of this country if we do not organize ourselves. The government will not allow change, even for the good, because that means they will lose their power. But, just as the entire flock of sheep can take down the wolf, so can we." Another set of applause boomed from the crowd, followed by the purring noise increasing in intensity. As Brandon turned his back from the podium to help distribute pamphlets, a set of Humvees stopped just behind the crowd.

Captain O'Reilly and the rest team exited their vehicles. A man in the rear of the crowd turned to face them. He was very well dressed, most likely a businessman or something of that sort. "Thank God you're here," he said, "That man is a communist. He is spreading lies and these fools are listening to him. You have to-" "Thank you for the information civilian, we'll take it from here." With that, O'Reilly turned to Michaels. "Will you kindly grab the crowd's attention private?" The young man nodded. Behind him, the others fanned out in either direction. Two men remained on the mounted guns on top of the Humvees. The private pulled out his Sig Sauer P320 pistol and fired a round in the air. This startled the crowed. Many of them dropped pamphlets, either because they had not been expecting someone to fire or because they were afraid of what would happen if they were caught with communist propaganda.

"What you are doing is illegal. Disperse immediately. Our kind and generous President Madison has graciously allowed all of those in attendance to leave and go home or back to work." He then eyed many of the homeless that had arrived when he spoke his next words, "Or back to the gutter you drunkenly crawled out of." He looked up at the stage. "Who is responsible for this? Show yourself! Present yourself to the law and you will be treated fairly. You are in violation of the Anti-Communist Act." Some people left the moment they could, not wanting to be labeled communists by their neighbors. Others stayed. Maybe it was because they wanted to see what would happen. Maybe because they were true supporters. O'Reilly didn't care. He had a job to do.

24 Sussex Drive, Ottowa, Canada

...and foreign media outlets are now speculating as to whether the PM will ask the Governor-General to proclaim a state of emergency following the colossal terror attack in downtown Toronto early yesterday morning. The Prime Minister's Office could not be reached for comment...

Prime Minister Arnold Harper sighed, turning off the CBC broadcast. "I'm not doing it." He did his best to sound firm, but a thin film of sweat could be seen on Harper's shallow, middle-aged visage, pale now from weeks of stress. His Conservative government had been returned with a one-seat majority, and now the country was beginning to fall apart as the economy remained in shambles.

"I see, sir," said the PM's press secretary, Charles Hemmings. "In that case, we're going to have to plan out how we react to this."

"Well, there's not much we can really do, eh?" said Arnold, pursing his lips. "We've already got everything tied down. Say we're doubling the number of agents tracking down he suspects, even the NDP can agree with that." British Columbia had been a real flashpoint for the protests, and they were worse there than in any other part of the country, in part because of the province's liberal traditions, as the local premier had fought against Arnold's more traditional-minded reforms every step of the way.

"Of course, sir," said Hemmings. "And what about foreigners? You read the CSIS report, right?" The country's primary intelligence agency had provided a summary of what it suspected were foreign, possibly Cedorian, agents, who were fomenting liberal revolt in the west.

"Yes, yes, I read it, but what can we do? I came into office as Mr Compromise, I can't just go around jailing folk because they look funny!"

"I understand, sir. And the Hoosiers? We believe they're very keen on providing aid for this sort of thing."

"Just put out a statement saying we're a sovereign nation and won't support any meddling in our internal affairs. That should make it loud and clear to them that they can bugger off."

"Of course, sir."

Statement from the Office of the Prime Minister of Canada

Greetings, and thank you, the press, for waiting. Firstly, I would like to begin by dispelling rumors that the Prime Minister intends to ask for the Emergencies Act to be applied to the current situation, or apply for suspension of Constitutional civil liberties beyond what is currently enforced. The Prime Minister respects the civil rights of all Canadians, and does not believe at this time that their curtailment will serve any meaningful purpose.

Second, concerning the unfortunate terror bombings in Toronto, the Prime Minister extends his thoughts and prayers to the families of those killed. A bill doubling funding to the task force responsible for finding the suspects will be introduced to the House of Commons during tomorrow's sitting.

And thirdly, we would like to reiterate that this terrible attack should not be taken as an excuse by other nations to interfere with or otherwise infringe on our national sovereignty, and the Prime Minister intends that foreigners will not influence the current policies of Her Majesty's Government.

Thank you, and may God save the Queen and Her country.

Charles Hemmings, Press Secretary

Brandon whirled around and ran back to the podium as gunshots rang out from the crowd. Just before he began to speak, he saw the uniforms of the men standing at the rear of the crowd. President Madison's little guard, he thought to himself. Brandon silently balled his fist and flushed red with anger. "Let me remind you that the euthanizing of the disabled was legal in Nazi Germany and that putting Japanese-Americans into concentration camps was legal in America," yelled Brandon to the men across the crowd. "Your little act may be legal, but history will determine its legitimacy. We are peacefully assembling, the same right that is guaranteed to every citizen. What authority do you have?" he demanded. "As you can see, we are not rioting or looting. We are doing nothing wrong!" he yelled once again, waiting on a response.

O'Reilly looked at the man and shook his head. "Our authority comes right from our president. You are breaking the law by organizing in the name of, and with the purpose to spread, communism. Now, please step down from the stage and come with us. It'll make this whole thing a lot easier for all of us." He turned to one of the men behind him. "Sergeant, will you please?" The sergeant walked forward and slung his rifle over his shoulder. Then he brought out his handcuffs, hoping to just be able to slip them on him and get out of there. While this was happening, the others were starting to herd the people that had gathered out of the area. As far as the soldiers were concerned, this meeting was over.

"Don't listen to them! Don't be intimidated by the wolves! Change is coming in this country, be your own advocate!" With his last words, Brandon carefully stepped off of the stage and slowly made his way towards the Cedorian embassy. 15...maybe 30 seconds, he thought to himself as he walked confidently towards the sign that proclaimed, You are now entering Cedorian territory!

The sergeant sighed as he saw the man approaching the embassy. He finally understood why this spot was chosen. Of course, the sergeant thought, Of course he doesn't come quietly. The sergeant pushed his way past the few people that blocked his path. Once he had a clear line of sight, he pulled out his P320, aimed for the man's leg, and fired. Once the man was subdued, the plan was to cuff him. The soldier hoped it went that smoothly.

Brandon fell, almost lifeless, and clutched at his leg groaning. "Bastards! All of you!" He yelled as he saw the sergeant approaching. Brandon rolled onto his stomach, concealing the small 9mm pistol tucked into the front of his waistband. "Aren't you going to help me?" he asked the Cedorian embassy guards who stared at the scene going on with disdain.

The sergeant sighed as he put his pistol back into it's holster. He then got his cuffs back out. He then made his way over to the bleeding man and said, "Alright buddy, enough is enough. Just come quietly. We'll get you all patched up and get you a nice cozy cell." As he reached him, he grabbed one of his hands to cuff him.

"J-just let me get my identification, please," said Brandon. "I'm with the Intelligence, I was trying to see how loyal our citizens were," he said hoping for the right moment. As the sergeant let his guard down for a split second, Brandon quickly grabbed the 9mm pistol and flipped quickly sending the sergeant to the ground beside him.

The sergeant was confused for a moment. He considered this for a moment when he realized the president wouldn't send a unit if he sent this man here purposely. Before he could get the cuffs on the communist, he was thrown to the ground. The communist showed surprising strength considering he had been shot. Captain O'Reilly had been watching the whole thing unfold from a short distance. "Shit!" He yelled, "I need backup over here!" The captain then rushed forward to rip the man off of the sergeant and detain him.

Brandon hobbled to his feet while the sergeant was still in shock on the ground. Slowly stumbling backwards, he started to back away from the sergeant. "Both of you stay back!" He screamed at the two soldiers, brandishing the pistol. "Don't think for a second I want kill a Presidential guard, because if I die [i]you[/] lose," he said as he panted from fright.

The captain skidded to a stop. Behind him he heard the distinctive click of safeties being switched off and automatic or semi-auto being switched on. The captain held up a hand to the soldiers behind him, signaling for them to hold. "Alright pal, you've made your point. You're ready to die for your cause. Now, just put the gun down, and come with us. You will not be harmed further. Please. Just put the gun down." O'Reilly began to edge closer to the man, but only slightly. "You have a family? Wife? Kids? Do you think they would want to see you die? To kill? I have a family. So does the sergeant over there. I know we all want to go home to them, so if you'll just drop that weapon you have, we can." The captain held out his left hand but kept a good distance. "Please, give me the gun."

"The only way I will be coming with you is in a body bag," he said grimacing at the soldiers. "Does your family know what you do on a daily basis? Does your family realize what you support by backing this government?" Brandon asked laughing. "And to think a fascist would use an appeal to emotion," another laugh escaped Brandon's mouth. "I don't have a family, not anymore. Not after what you people did to them." Now, Brandon's face flushed with anger. "Even if you brought me in alive, why would I talk to you, the enemy?" Brandon asked the captain. "Ever since the American people lost sight of what it meant to be free, I've had nothing to live for but this moment." Brandon said ironically. "You think this whole situation won't tarnish what already poor international reputation your country has? Look. All around you there are cameras," Brandon even noted a few individuals filming the scene with cell phones.

"Come on buddy, calm down. All I do is protect the president. Sometimes I patrol these streets, keeping people safe. And you know what? You got a point. Don't talk to us. Just surrender. Let me cuff you. I can get that leg treated. I can talk to people, get them to go easy on you. Right now, I don't care about our international standing. I just care about getting out of this alive. About getting the sergeant over there out of here alive. About getting you out of here alive. Come on. Just put down the gun. We can discuss this. You can air your grievances. Just not at gunpoint. You know that waving a gun around will only hurt your cause. Just put it down." At this point, the captain was worried. He didn't know how many people were going to walk out of this alive. He didn't know how many body bags were going to be needed. And for who.

"You think I would kill a police officer in cold blood? No, I wouldn't. But if you actually think I'm going to come with you, then you a gravely mistaken," Brandon said, slowly stepping closer to the Cedorian embassy. "Why should I listen to you, anyway?" He asked laughing. "You're the President's henchmen," he stated, "you're no more trustworthy than the Devil." He began to say something, then checked himself, waiting on the captains response.

Caracasusian Embassy to the Hoosier States

“Sixteen?”

The young man nodded. Coughed. “And... uh, that's not counting immediate family. There seems to be a considerable fear of reprisals by the state against these people. If they cannot arrest them...”

Nwanneka nodded. She had spent the day on the phone to Caracasus's International Affairs and Diplomacy offices in Canada, Cedoria and Caracasus. The story had spread like wildfire, one damn fool with a gun and another... no doubt a few decades ago such an event would have been buried, eyewitnesses claiming various contradictory statements. Now though?

The audio quality was low on many of the recordings, an effect of the wind that at this time of year swept the perfectly straight, perfectly aligned streets as if through a mountain canyon. You could make out the words though, just about. You could certainly make out the actions, the shot from one of the security forces, the man doubled over in pain... and the rest.

Sixteen members of the crowd, no doubt members or affiliated with one of the movements associated with Communism. The gun shot had been the trigger. Nwanneka did not view history as a series of unique events, for her the great driving forces of history were not people and single actions, they were implacable, intangible things – moving glacier like. Slowly and powerfully, carving their path through events. No doubt if that particular security guard had not fired at that particular time, something would have happened to escalate the conflict. The little P320 looking for all the world like a child's toy in the man's hands... black plastic. Then a crack. Then...

She sighed. The embassy had not always been an embassy. She was unsure as to the actual purpose of the building complex before the concrete security wall and the piece of paper had been signed, making it officially the Caracasusian Embassy, but it had come with a large gymnasium.

The Hoosier State had assumed that it was the responsibility of the Caracasusians to either demolish or convert it into something more useable, the Caracasusians figured that the Hoosier state was responsible for it and was planning to do something with it but had run out of time. Neither side had done anything with it for several years. Now? It remained a gymnasium, occasionally used by some of the staff.

“Set up cots in the gymnasium. Put guards on the entrance. Our people, understand?”
