In a heavily air conditioned Bank of Yohannes office somewhere in Te Whanganui a Tara CBD

“The maintenance of road assets requires good engineering capacity - institutional and social capital - and a well-funded financial structure, high-quality as well as reliable government management presence. The return is immense: Without a well-funded roading and highway engineering industry projects, a nation cannot have a thriving economy.”

“Everything will be set in a gridlock - businesses cannot deliver their goods and services, resulting in a drop of confidence towards businesses and the government of that nation itself. A good roading must be able to ensure good riding quality for comfortable travel, reliable drainage system, well-maintained reflectivity and line marking presence to ensure safety travel, and most importantly, strategic purpose and benefit towards surrounding communities, businesses, and perhaps the military of a nation.”

“A nation that cannot provide enough investment towards roading will suffer - both internally as its economic growth potential is reduced and externally as visiting foreign dignitaries and officials discover the inability of its government to ensure the most crucial and basic component of its economy. Poor construction, water egress, heavy loads, lack of maintenance, and poor designs are just five of the most common signs of a mismanaged or insufficiently funded highway engineering and roading budget for a nation; that that nation cannot afford to maintain and safeguard the well-being of its own economy.”

“At the Bank of Yohannes, we are well acquainted with providing capital and fund towards such an important component of a nation's economy. As of 2015, according to the World Assembly Security Council #149, the Bank of Yohannes and its international partner institutions have invested over $173 trillion in secondary highway engineering operations - excluding primary operations, which are much harder to estimate - abroad, including but not limited to: Roadway or carriageway construction and maintenance, pavement and related chipsealing operations, bitumen distribution and supply, and most importantly, both surface and sub-surface roading drainage system.”

“Fellow surveywomen and men, how does that sound?” The author of the report stood anxiously, apprehensive perhaps, but more so aware of the fact that that summary would be put on the storefront brochure of the Bank of Yohannes. He needs to provide for his family: A loving wife and first adorable daughter. Whenever he expressed that to his mates – of the expectation, pressure, and fear of failure – he wished that he could justify it with the added word ‘young’ as a prefix before the ‘family.’

But he could not. He is 41, while his wife is 40. They are anything but ‘young.’ And their situation do not resemble the situations of most other new families. He was without purpose until the late twenties, while his wife was just slightly better: A previous smoker, drinker, and equally purposeless. But towards the middle thirties, they slowly changed, and as they by chance met, and got to know one another – from friendship to something just resembling love, and finally love itself – had they discover a new sense of purpose and willingness to ‘enter the race, though late, and try to catch up’ with their more established acquaintances and friends.

After a long road of tertiary education and finally work, they have finally reached their destination: Financial stability (somewhat) and an ideal married life. But his wife has found herself, somewhat unexpectedly for not just her but also him - drawn to motherhood fully, and he by default has assumed the role of breadwinner for their family.

The contract to be awarded by the Bank of Yohannes would be a huge boon, and that is not an understatement. Struggling single professionals have become young millionaires overnight from that prize. He needs such a good fortune more so than those late twenty-something single professionals.

“It's good Narada”, spoke Bob the team leader. “I think it's time for us to enter the room... God forbid those heavy suits are grumpily expecting our presence by now already.”

“At this rate... we are only late by around 3 minutes' time.”

“I think a good preparation and rehearsal would generate a much better outcome than an early, but poorly delivered presentation”, spoke Elisa, the oldest and most experienced of them all. If anyone knows anything about Bank of Yohannes related things, it would be her: Her now stay-at-home partner, devotedly looking after their young daughter, was one of its most important project management division's associates.

As they made their way for the hallway, unbeknown to them was the early approval of their proposal; before even the completion of their third, and last presentation on that day. The acceptance of proposals coming from small contractors such as theirs are heavily depended not on the quality of their final presentation - after all, the first and second presentations tend to give a much better impression of one's potential capabilities - but on the presence of substantial future return and earning potential for the bank to go ahead with the plan. If the government or institution of a foreign nation that project would be carried in cannot guarantee good return or assurance of good business practice and confidence, then the bank bigwigs would not pursue the deal.

And innocent people such as Narada on that day would be thrown under the bus, sacrificed in the name of good business practice. He and his wife, Bob, or even Elisa are just small fish swimming in a huge sea. They are pawns. Though democracy is the name of the game of their nation, small fish like them do not have voices in how the engine of economic growth are daily run in their very own nation. The well-being of the collective is of much higher priority to their elected local and regional leaders, policians, and bigwigs of the financial sector.

Somewhere in the dilapidated suburb of South Te Whanganui a Tara

“How much for the fish and chips…?”

“Dat ‘eel be too-eh dulla”

“Pardon…?”

“Two dulla… Univerrsuhl Stumpdartt dulla…!”

“… but I only have thirteen pence and a half… Madam…”

“Then nuu fish n’ cheeps fo u… white boy!” the oriental lady spoke, her small slinty eyes expressing her disapproval, bordering on contempt perhaps, something that he should share too.

“You greedy yellow orientals. We accept you in this country; only for you to rip our people off. Why don’t you go back to your own nation?”

“Uu- are raceest. You should be lucky you are Yohannesians; if you are black or brown you…”

“Excuse me…? What do you mean by black or brown…? There are black and brown Yohannesians too.”

“Nuu, nuu, u kno what I meehn; Yohuh-nee-sian; white. Black and brown – no Yohannesians.”

“You disgusts me. I am sorry but I don’t think I will spend my hard earned standard dollars or Quertz russling here. You should think twice about your way of thinking about things… we expect your kind to integrate, and adopt our way of life; and that includes our open-mindedness and tolerance.”

“Mee noo understand what u tawrrkin about. Meeh want muh-ney. Aha… aha…” she laughed like the subhuman that she is.

Yohannes was a peaceful land before these people come here. I do not understand why the government even thought that bringing these people here would ‘increase our productivity’ and ‘add to our diversity as a nation.’ They are closed-minded, bigoted, greedy, and openly discriminative against our fellow Yohanesi – the brown original people of our land – and even other new settlers out there who do not resemble these yellow creatures.

They increase house prices, making it harder for hardworking Yohannesian mum and dad to buy a house to raise their young family in. They take away our jobs; willing to enslave themselves for a quarter of the expected standard living wage we have come to expect as a civilised society. They constantly wishes only to enrich themselves without contributing to the society that has so welcomed them as new migrants.

I wish that we can deport these people, or better yet, exterminate them. We will be better off as a nation without them. The chinks are the scourge of Yohannes, Loseton Peters and Yohannes First was right.

In Parliament Square, Te Whanganui a Tara CBD

The third floor of the Bank of Yohannes was a place humming with activity on that day. People, left and right, door to door, going to and fro, documents in clutch and folders of various shades attached on their bags. The news was in: A well-regarded business originating from Greater Nippon, a fellow neighbouring nation in the Greater Dienstad region, would possibly open shops in western Te Whanganui a Tara. This would be a surprising thing if heard by the average Yohannesians just five years back, for the thought of having commercial relationship – let alone foreign direct investments between both nations – with any major nations of the United Left or SACTO collectives would be met with laughter.

But Yohannes then was a very different Yohannes now. Perhaps, Queen Garnet and her advisers had realised that as an isolationist nation withdrawing itself from international incidents and affairs, there was no point in rejecting opportunities purely commercial in nature with new potential trading partners, of the left or right shades in politics, or of dictatorial or democratic tendency in makeup. There were sentiments of disapproval coming from some part of society regarding the opening of our nation to these new people; some business visitors, some international students, and of course, some immigrants. ‘Made in Nihon’ is now as commonly seen as ‘Made in Lamoni’ or ‘Made in Knootoss’, which considering the number of nations our nation engages in trade with every day would not be much, but still interesting to note.

As a fortunate professional, or ‘the top 5 per cent of income earners in the nation’, as East and West [Note 1] would like to call it, I am happy to know that we as a nation can celebrate our success and culture with new people who may well be our fellow citizens one day. As a collective, they are a boon to the increasing diversity we have slowly come to be as a nation. My two young daughters, when they grow up one day, may be friends with the sons or daughters of these new settlers. Integration is, after all, the name of the game.

“Kayla, the meeting is about to start.”

“I’ll be there in a wee bit Darryl.”

I am smiling. Smiling because the Prime Minister Door-Clark and his government was right. And I was right too.

Note 1: East and West is a reputable, middle and upper middle class journal in Yohannes.

Just next to Parliament Square, Te Whanganui a Tara CBD

The office was sweltering on that quintessentially Yohannesian September day. Outside just down across the Parliament Ground, he could see students from the University of Te Whanganui a Tara Law School nearby seating, their rendezvous with one another being the only few moments of relaxation they would have around this time of the year. If anyone would know about it, he would certainly be one of them. He knew, for he was one of them just fifteen years back. And how life has changed since then; the boozy Saturday flat warming nights replaced by stand-up comedy or Royal Yohannes theatre night with the wifey. The countless sleepless nights of studying on the library replaced by the countless sleepless nights of entertaining the kids with stories in bed.

Ringgggggggg--- ringgggggggggg

“Oh…”

“I wonder who this is…”

“G’day, Jim Anderton-Brash of Haputane & Anderton-Brash speaking.”

“Good morning Sir. I am speaking as representative of the Foreign Office...”

“Oh sh…” he immediately closed the window and seated himself attentively.

“Yes, greetings, it is indeed a pleasure to hear back from you again, I believe, Madam Secretary Rosewell?”

“Indeed it would be my pleasure to speak on behalf of the Minister, Mr Anderton-Brash…”

“Oh please, call me Jim, haha...”

“Yes. The purpose of my call today is to inform you of the acceptance of your application. You will be pleased to know that a press conference will be held Monday next week, regarding the decision of the Crown and Her Majesty’s fifty-third Parliamentary FDI Select Committee… to approve the application of the Bank of Yohannes… to establish its operations in the nation of Afaenvia.”

“Yes. I am glad to hear of such an update, Madam Rosewell.”

“We have sent an email with further details about the steps to take, and subject to discuss in our meeting next week. And I believe with that, would there perhaps be any further things to inquire about, Mr Ande… Jim?”

“No… no, I believe that we will simply follow the steps through the email provided. Thank you for your time Madam Rosewell.”

“Thank you Mr… Jim. I look forward to the meeting next week. Bye-bye.”

The call ended, and the man stood up immediately. He was victorious. One of the biggest contracts to date made on that day. Six, no, seven figures in a relatively short period of time. A new VLT, Forza, or Pearson next month…? Who knows, but that will surely add up to his fleet of seven fancy cars though, that’s for sure.

In Parliament Square, Te Whanganui a Tara CBD

Are you with me on this one? I asked her to more articulately explain the reasoning behind her answer this morning. I am of the sound judgement that the Western Pacific Territories is indeed a good place to retire to, a good place to live in, and a good place, perhaps, to finally enjoy life without the hassle of a five to eight lifestyle. I cannot for the life of me believe that she did, in fact, disagree with me! Please tell me, dear diary, of the negatives of the Western Pacific Territories? It is a traditionally well-grounded society, run by a well-loved monarch under a constitutional monarchy with a working parliamentary system. Its people may look different than us, but the core aspects of the society resemble ours quite clearly.

They fully embrace our social market economic tradition too, I raised my eyebrows while telling her of that concrete matter of fact, expecting her to especially agree with this one. But she did not, and her reason? She did not want to leave her partner. Oh dear, and this is why we are forever destined to be second ranked behind men. I mean, surely her partner would not do the same? I can just imagine that big hunk of a man saying, I am sorry, but I put the missus over the career. Yeah, right.

“Kayla.”

“Oh, well hello there Tau. What’s up?”

“Have you… uhmm… looked over the photocopied paper I gave you this morning?

“Yes. I have, in fact, I was just discussing some matters pertaining to that… with Kimberley this morning.”

“Yes, okay. Well, you see, that was printed in black and white.”

“Yes, and what’s wrong with that?”

“It should be printed in coloured version, we are dealing with an interim branch manager here. Hello?”

“Oh… of course! Darryl’s away today!”

“Yes, and I very much doubt this Priwijoyo guy would endear to be treated with black and white, unnecessarily cost cutting austerity treat, especially one destined to be approved by the bigwigs at the beehive [note 1].”

“Yes, righto, I will fix that if you just give me a moment.”

“Ta.”

And he left. Man, let me tell you, I am starting to dislike this Priwijoyo guy. After all, he seems to dislike everything we are doing over here. And you know what the most annoying thing is? He will be gone in three days! And then, we are back to the old rules again. This is why, dear diary, I want to go even further. I want to tell the bigwigs at the beehive that what they are doing is wrong… and I want them to respect my opinion, and do accordingly to fix the mess! This is, after all, the beauty of living in a nation like Yohannes, and of course, the Western Pacific Territories: We can climb our way – though harder it would be for us than the men – to the top, slowly maybe but still, hey, nothing’s perfect, of course.

And so, today, I finally signed the letter and hoped for the best.

Note 1: Beehive is the common name for the Parliament of the Nineteen Countries. This is because the outside shape of the building where the members of parliament meet resembles the shape of a beehive.

Somewhere high above the ground

“The Afriastan Economic Council”, one of the most important government agencies in the Republic of Afriastan, and under the rule of its omnipotent head of state, President Yalam Yatek, one of the nation’s most effective promoters abroad. It was an agency of investment known not just in the region of The Coalition of Democratic Nations, but also in financial centres such as Yohannes, where it was long seen as a beacon shining its light through the abyss, where a nation of dictatorial tendency and nature could, in fact, reach the same potential as its more democratic counterparts. “They are winning so good, and so bad, and I like winners”, the man said. His silvery blond hair long and unkempt, his stomach bulging, and his hand crooked and big. The man stood, “I build this company from a small loan of a trillion dollars… very small, very small, like your hands, very small loan of a trillion dollars.”

“I am good, and I like winning, and I like winners. I believe Afriastan is winning, and I like winner. Who in here dislike winners?” he asked the nineteen men – all white, middle-aged, and shifty, not the dodgy kind, of the up to no good sort, but resembling more of a ‘why am I here and why this guy is in charge’ – and turned around to the window, folding his arms looking outside intently whilst waiting for the answer he was seeking. None. No hands raised, and no disagreements shown. He was in charge, and they knew it. They liked winning, just as much as he was, and he disliked losers; “Who in here like losers? I don’t like losing, and I don’t think losers are winners. Losers lose, winners win, we must win, or we will lose. Who disagree with me?” No disagreements shown again, although one hand was raised this time.

“Mr Chump, with all due respect… I believe that we are moving towards… uhmm… winning – but, what viable industry would we invest in, pertaining to the subject of Afriastan the nation?” The man hesitated, before continuing: “The Republic of Bigtopia had ruled out any possibility of roading investment, as I very much doubt they will be fine with us being involved in such a lucrative, cartel like business of theirs…”

“Fred. Fred. Fred. You are wrong, my friend”, Ronald Chump, Chief Executive Officer, Owner, Founder, and General Manager for Life of Chump Engineering Multiregional Limited, interrupted the shivering man.

“We will invest in non roading infrastructure. Railroads. Subsoil drainage systems, water catchment development research; we will build hospitals, big hospitals, schools, big schools – where only the offspring of the richest of the rich and winners of the winners may enter – and we will build big hospitals, big unisex toilets, and big presidential palace – for the President, I like him, he is a good man; he is a strong leader figure, tough, a good businessman and negotiator just like I am; he is good, let me tell you gentlemen and la… I forgot, there’s no ladies here, yes… he is a good man. And most importantly, he is a winner. And I like winning. I like him.”

“The Bank of Yohannes will signal to us when to proceed with our grand, real big, real good, project. Let me tell you this, gentlemen, we are going to win, and we are going to win big.”

“We will be the front of Yohannesian financial and industrial presence in that nation. We will build hospitals, schools, hotels – and I will name them after myself – and we will win. We will win so big.”

Back in Parliament Square, Te Whanganui a Tara CBD

The Parliamentary Square office of the Bank of Yohannes, located next to the centre of governance of the nineteen countries, was a particularly sweltering place to work on that quintessential Alexandrian Midsummer Day. All around her, she could see paper planes being thrown left and right and Royal Crown Draft Premium Cola bottles being cracked open. She could hear the sound of keyboard buttons clicking left and right. And she could hear the loud chatters, mutterings, of the sort giving away life all around her, of the sort that enlightened her, and of the sort she felt blessed to be a part of, and to experience daily. She did not know of the experience of employees of other branches, but the Parliamentary Square office of the Bank of Yohannes was just the ideal workplace for her: A home away from home.

“Dannielle, have you read the news this morning… another nation with BoY presence announced!”

“Oh… that’s great Raymond… where about?”

“Apparently… it’s a nation called Afriastan, located in the region of The Coalition of Democratic Nations.”

“Ah… very interesting” she hoped that he would stop taking an interest in her, for she never saw him as anything more than just a workmate, and would never see him as anything but that.

“What’s the status of our presence in The Coalition of Democratic Nations?”

“I don’t know… actually. I vaguely recall there are three or so other nations we have investment presence in, maybe mostly dealing with infrastructure and the sort… but definitely connected with Chump.”

That man. “Ronald Chump, ugghh… I can’t believe that he’s about to nominate himself as the Prime Minister of Yohannes in three years’ time. I mean, when he announced that he’s interested I thought it was a joke! He is racist, I don’t like the man.”

“Me too Danielle, me too.” He wished that she would perhaps take the hint – after all, he tried for three days straight for her attention by constantly engaging in random conversations – and gave away her signal as to how he should proceed from thereon.

“I hope that he’s not going to make it through the first leaders’ debate”, I hope that he would stop this pointless conversation. He was an Asian, and whilst she did not see herself as a discriminative person, he was not of the sort she preferred as life partner. He was just different than her. They were of different background, and she thought that people should stay with their own kind.

“Yes, Chump is so racist. I dislike people like that… anyway, Raymond, I got to go back to double check this report going through the boss’ office. I’ll talk to you later man!”

He was just not her type, and sadly, it was just the way the world worked.

Afriastan Economic Council
Republic of Afriastan

Kia Ora, Te āheitanga katoa, Takawaenga e whakahonoretia ana,

Greetings, from the Bank of Yohannes to The Honourable Minister of Industry and Trade, and the extended national Whānau of Afriastan. As per instructions and request of your missive, and following the agreements made per discussion, you will find - to be displayed below - the basic overview and summary of your numbered account:

    412. Afriastan Economic Council
    Nation: Afriastan
    Account: Gold Bullion
    Deposit: US$1,300,000,000,000.00 in gold
As one of our many - but equally important - international private banking clients, the representative of your government can find the above record in our list of accounts [ here ]. By equal order of importance, and after our private discussion with your accredited officials and accountants, thirty-seven per cent of your fund shall be allocated towards the Afriastan Infrastructure Domestic [AID] Index; in mind with the forecast small growth, but equally safe and stable status of businesses dealing under this sector in the Republic of Afriastan.

As per the standard of our investment policy, we select only those enterprises having the presence of fiscally prudent - as well as responsible - business managing models, the existence of respect and acknowledgement for the basic principle of international trading law, and residing or registered within a nation of a relatively stable regional position. The accrued interest of your account will be further reinvested towards, as per agreement:

  • The commercial construction and and civil complex product industries of Afriastan, in partnership with Chump Engineering Multiregional Limited.
  • Specifically targeted towards firms and enterprises of the above sector having relationship with firms and enterprises of Yohannes.
Should there be any issues requiring further clarification not made possible through correspondence, please do not hesitate to contact me via my attached e-mail and phone, or my office.

Hon Minister, thank you for your business, and for entrusting the fund of your government with the Bank of Yohannes.

Yours faithfully,
The Rt Hon Sir Matthew Alexander Gilligan

Summary of how and where we should invest in your nation:The country is very new, we just discovered it and it's filled with resource.

The people are indigenous though and red cross volunteers wont do plus this is a country West of Africa and it's prone to many diseases and even if Red Cross volunteers were a lot they certainly die out here

“How did people in Yohannes from the past buy and sell things, Mum?”

“Well, the answer is: Account exchange.”

“What is account exchange…?”

“It is actually pretty simple”, she picked up her wallet from the desk, and took out thirty twenty Quertz russling bills. “That is a lot of money…” the young girl replied in awe, never in her life had she seen that much money revealed in one go. She wondered whether she would be able to do so herself, one day! “Yes… it is, and did you just say a lot? Yes, you did. It is a lot of money, in fact”, the lady, smiling, slowly spread the bills left and right to fill the whole surface of the desk, “… it is so messy, that we might as well give up now, haha” and they, daughter and mother, laughed in unison.

“This is why the account exchange was invented. And to know why it was invented in the first place, and how that invention had brought the nineteen countries – our nation – to where we are today… we are going to go through a rather… interesting bedtime story.”

The years of harmony and peace forthcoming the wars between the Kingdom of Alexandria and the Regency of Lindblum produced a financial revolution unlike anything found throughout the Yohannesian archipelago. The Kingdom of Alexandria, as foretold far and wide, did exploit its more advanced finance and banking sector to service the Royal Alexandrian Navy – predecessor of our Commonwealth Navy today – and thus, in turn, had gained the strategic initiative initially against not just the Regency of Lindblum, but also the rest of the seventeen countries. But the presence of wars necessitated a sense of urgency which hindered further exploration for the sake of knowledge. The necessities of war absorbed all the resources of the state, of the institutions, and of the people, and the Earls and Dukes; landed gentlemen and Princes, and of course, the Queen herself, prioritised only the Navy.

As we learnt today, the Kingdom of Alexandria suffered its inevitable defeat at the hand of her eighteen siblings, and the road was paved towards unity: The nineteen countries, and not as separate nations, but as one, of Yohannes. And the financial revolution had finally been released, not as an instrument of war, but this time, as an instrument of peace, throughout the archipelago, with it resulting in various new methods of payment and exchanges unheard of by not just the commoners, but also the majority of the nobles. The account exchange was one of such inventions.

It was also the most simple of all the newly released instruments, where payments were finally made into not chores but leisurely convenience for the peoples of the nineteen monarchies. The account exchange took into account the presence of rule of law, and the guarantee that a seller’s right to income for the service he or she rendered was absolute; all symbolised by a simple paper. The paper which dictated an imaginary number of worth but valued as anything but imaginary, for it was real, and it brought wealth to a host of traders previously disadvantaged by the effect of distance, limitation of physical space, or lack of surrounding safety.

Once the exchange of the account was made, the seller could bring the paper to the nearest institution of finance, which as we all know, was then monopolised by the Bank of Yohannes, the Parenga Motu, the National Bank; the institution of our people.

The paper, as simple those I threw on the desk before you, was just that, a paper. But that paper, and many like it, brought into being not just the financial revolution in our land, but also yet another kind of revolution, and of more materials and physical in nature; this time brought not from the above, but from the bottom; from the peoples, and not from the nobles of our nineteen realms. They, our ancestors, or at least those who were blessed with fortunate situations or intuitive minds, were able to exploit these new instruments of trade to maximise their income, and joined the ranks of the nobles to become the earliest predecessors of the industrialist class.

And with them, they brought into being the industrial revolution. The earliest coalmines and mining operations, the earliest steam powered operations, and of course, the earliest naval explorations which brought into our land the riches of the orients, could not be brought into reality without the vast organisations and mindless gnomes of faceless exchanges only made possible by the earlier instruments of trade, of exchange, of finance begotten, such as the account exchange.

“Oh dear… Elisabeth, how’s the chapter going so far?”

“It’s good Mummy.”

“… I will have to answer this call… I will be back in a sec, okay Darling?”

“Yes Mummy.”

“Mum…!”

“Yes darling?”

“Tell em’ the Gnomes of the World Assembly will get em’ for callin’ people so late at night… it’s so naughty!”

“…”

“I will darling.”

“Bye-bye!”

“I will be back in a sec… okay?”

“Yes!”

Charlotte Lewingston-Taranaki, a mother of two loving daughters and Deputy Leader of Multiregional Operation Division of the Bank of Yohannes, made her way to the study room on the ground floor of her five-storey house, located in the charming inner suburb of Tahunanui in the capital city of Te Whanganui a Tara. Only her words meant law on that peaceful midsummer night – windy, but of the sort which brought peace to the mind, of the sort so identified as quintessentially Yohannesian Midsummer by others like her – would she fulfil her role as just that; the law. When the day operation of the institution was not present, and only a select few held for others the key to approval, or the door to rejection.

“Kia Ora Charlotte, this is Matt.”

“Oh, hi Matt. What’s the matter?”

“A representative of the Government of Aclius has expressed their interest to have Parenga Motu be involved with their handpicked industrialists and resource gathering firms.”

“Wait… wait, okay this sounds too much like a Maxtopian scam to me… a representative… of, the government, has expressed…? Like, I mean, c’mon… I am forty-five, you are fifty, we’re too old for this man.”

“… I don’t know whether it’s your late night exasperation mood or whether it’s just me… but you know I was just trying to make it simple, right? They did not contact us, of course. Clare from the Beehive gave me the in words just before, well, more like in text, but I mean c’mon…”

“Ah… I see. That sort of making more sense then… well, bring it on then! Of course, tomorrow we will have to go through the proper procedure, but oh jolly am I excited by this possibility! What’s the nation like?”

“It’s a sort of quasi colonial state.”

“Oh…”

“Run by a military junta style government… well they don’t say they are, but you know what I mean.”

“Oh…”

“… and it’s located in The Pacific region, big region containing thousands of nations, as you would know… but… yeah, it’s located in this part of the region called ‘West Africa’… and it’s apparently a tropical place.”

“…”

“Look, Matt, I am too tired for this shit. Elisabeth is waiting for me, I have to go. I’ll see you tomorrow!”

“Goodnight, say hi to Elisabeth from me.”

“… Will do.”

Thud.

...

Tomorrow, we will have a long… long day, at the roundtable conference.

Kia Ora, Te āheitanga katoa, Takawaenga e whakahonoretia ana,

To the representative of the Honourable Minister, greetings from the Bank of Yohannes, to the Government and national Whānau of Aclius. I understand from your letter, regarding cross border partnership and contractual relationship, that you are interested in the establishment of an agreement under the following contractual terms, as discussed and understood previously by our representatives:

    1. The Bank of Yohannes and the Government of the Armed Republic of Aclius‘ officially chosen bank(s) will co-operate commercially.

    2. Bank of Yohannes investors and patrons shall be able to access or use the officially chosen institutional banking branches of the Government of Aclius as they would with BoY branches and vice versa.

    3. No fees or penalties shall be incurred towards the above business relationships, or during the above transactions, except those applicable to laws and regulations of both governments.

    4. Twenty eight per cent of all direct financial profit coming from any subsidiaries of our composite institution and investment groups will be registered under the name of the Government of Aclius.

    5. We will abide by your domestic corporation and business tax rate.

    6. Our branches linked with projects present as authorised by the Government of Aclius will be established in your preferred registered locations, as discussed privately by both of our representatives in our previous fruitful negotiations.

    7. The Bank of Yohannes will be eligible to use your officially accredited institutional services and produce instruments of financial services - such as credit cards for the one most basic of possible examples - through these institutions within the boundary and sovereignty of the nation of Aclius.
In conclusion, we thank you for your participation, and for the trust you have for the Bank of Yohannes. Should there be any issues requiring further clarification, please do not hesitate to contact me immediately.

Yours sincerely,

We are anticipating some...trouble...in the near future, based on current analytical projections. We fully expect that we will be able to handle it - the particular nature of this disruption is rather our bread and butter here in Ximea. That said, there's always the chance that hubris will finally take us down this time around the block, especially since our order of supplies in preparation for the anticipated difficulties still have not arrived. I use my NationStates stats, because a population of billions/trillions and an economy of hundreds of trillions is totally viable, trust me.
But seriously, aside from the population and GDP, just assume that my NS stats are roughly accurate.

Support: Paleo-imperialism, conservatism, libertarianism, Christianity.
Against: Stupid people, resistance to industrial progress, alt-right, any form of government at or beyond socialism.

HM Government Dossier

Postby Yohannes » Thu Jan 12, 2017 5:30 pm

Quertz russling: our national currency
one of the instruments of trade and reserve currencies of nations

With the withdrawal of Yohannes from the international community, and the determined policy of self-imposed isolation and neutrality of Her Majesty's Government from international incidents, diplomacy, or politics of nation states and organisations overseas, the Governor of the Bank of Yohannes has decided to cement and symbolise this policy of neutrality by finally offering the Quertz russling for trade in the GE&T index listed markets or exchange fronts.

This initiative shall consolidate HM Government's policy of self-imposed isolation and neutrality by ensuring that the security of the Quertz russling as a symbol of commerce and trade would decrease if HM Government would enter the international incidents or diplomacy, or if it should break its promise of neutrality. Conversely, HM Government's complete and full neutrality would only increase the security of the Quertz russling, thus acting as an incentive, or reward, for the nineteen countries to keep itself neutral and isolated. This ideal situation, of peace and prosperity, benefits everyone, not just Yohannes itself.

The quertz russling, for convenience commonly shortened as the quertz, is the official currency the nineteen countries of Yohannes. It is subdivided into 100 smaller cents (singular: cent), following along the Universal Standard Dollar or NationStates Dollar for convenience, updated historically by the Yohannesian government during the height of its industrial growth in the 19th century. The Yohannesische Bundesbank in its position as the ultimate arbiter and de-facto owner of the Bank of Yohannes, symbolically representing the ownership of the Yohannesian people, is the institution of issuance of the quertz, with its subsidiary, the state-owned Imperial Printing Corporation, being the authorised publisher or printer of the currency.

Through the commerce and trade conducted from historical Yohannesian export fronts, such as the many businesses agglomerated under the VMK AG and Royal Beaufort banners, or the investments and projects of the Bank of Yohannes itself, and the banks of numerous nations associated with the Bank of Yohannes, or the Yohannesian government historically, the Quertz has gradually assumed its position through the centuries to the present day, as one of the notably used currencies in international trade and transactions; to become one of the many large reserve currencies of the international community, alongside the Universal Standard Dollar or NationStates Dollar.

Historically, it was a commodity backed in value by the chosen valuables of the international community, such as silver and gold. The Yohannesian government, however, could not maintain the momentum needed to sustain that arrangement - due to the small size of the Yohannesian economy relative to the entirety of the international community - and was thus forced to abandon that standard. Thus, it is currently operating along the same line as that of the NationStates Dollar or Universal Standard Dollar: as one of the safest currencies of international trade.

Her Majesty's Government Fifty-Third Parliamentary Select Committee of the BoY is currently debating about the possibility of making the Quertz russling available for international investors in this storefront, and will update this section depending on the outcome of its motions through the floors of the Beehive and relevant ministerial office.

Exchequer Bill

An Exchequer Bill, shortened for simplicity in Yohannes as E-bill, is a short-term instrument known in Yohannes for its 'less than a year' maturity; fully guaranteed by the Yohannesian government. It is divided into three categories, i.e. four months, eight months, or one year, sold in denominations of ¥10,000, being the lowest, to a maximum purchase value of ¥1 billion, being the highest allowed. E-bills have various short maturities, and are sold for less than its nominal value, or the minimum price that it can be sold on initial public offering. When an investor, domestic or international, purchases an E-Bill, the Yohannesian government issued its letter of debt to be owned by that purchaser. In terms of return, investors do not receive regular payments, unlike the coupon bond of the United States of America for example; instead, an E-Bill pays an interest rate. Once their time is up, the buyer of E-bill can exchange it for its value in Quertz russling, returning a profit for the person, business, institution or government who bought the E-bill in the process.

The E-bill is a safe and ideal investment for those who are still unsure of the international legitimacy or security of a Yohannesian bond: due to the very clear nature of its issuance - straight denominations without further conditions or calculations attached to it - and its short term nature, in comparison to other instruments available currently in the Bank of Yohannes. Another positive attribute of the E-bill is that its issuance documents make clear its purpose and recipients; namely, the building of much-needed public transportation in one of Yohannes' sprawling urban areas as one example, or the building of public schools in a disadvantaged, inner city area being another.

The obvious negative nature of the E-bill, of course, is its low rate of return, in comparison to other market instruments issued both in Yohannes or overseas.

Her Yohannesian Majesty's Bond

Her Yohannesian Majesty's Bond, shortened for simplicity in Yohannes as HM Bond, is a marketable, fixed-interest government debt security with a maturity of more than ten years, issued by each of the nineteen countries' governments in Yohannes. HM bonds make interest payments every six months, and is categorised by Her Majesty's dossiers as largely risk-free; for, just like the E-bill, they are issued by the Yohannesian government with very little risk of default, backed by the legitimacy and status of the Quertz russling as a currency of trade and reserves.

HM bonds are issued with maturities that can range from 10 to 30 years. And just like the E-Bill, they are issued with a minimum denomination of ¥10,000, and periodic interest payments on the bonds for their buyers or investors are paid twice a year. The bonds are initially sold through auction in which the maximum purchase amount, just like the E-bill, is ¥1 billion if the bid is not considered as competitive, or 35 per cent of the offering if the bid is done through the competitive channel. A competitive bid states the rate the would be buyer would like to expect; if it is unacceptable then the offer will be rejected. A non-competitive offer is the opposite; the government or institution of bidding sets the rate, with the would be buyer having no say in it. After the auction, the bonds can be sold by their owners, or perhaps investors, in various markets, such as the most common being the stock market, or the exchanges of individual nations of the world, such as the Stock Exchange of Maxtopia being a random example.

As there are thousands of possible participating stock markets out there, the HM bonds are indeed very liquid. The negative side effect, or perhaps positive side effect for some, however, is the fact that the value of HM bonds fluctuate considerably day by day, which can adversely affect their owners - relative to the price they bought for - or, of course, benefit their owners; theoretical profit made from their purchase.

HM Government Note

A HM Government Note, shortened for Her Yohannesian Majesty's Government Note for simplicity, is a medium-term, tradeable government debt security; with a government guaranteed fixed interest rate and a maturity of one (shortest allowed) and ten years (longest allowed). HM Government notes, just like HM Bond, are available from the Yohannesian government through the two channels: competitive or non-competitive. Under competitive situation, buyers of the note must make clear the income return they want from the note; with the more outlandish the expectation the much higher the chance of rejection will be. In a non-competitive arrangement, the government and Her Majesty fully decide the return that can be had.

And just like HM Bond, HM notes can be sold by their owners, or perhaps investors, in various markets, such as the most common being the stock market, or the exchanges of individual nations of the world, such as the Stock Exchange of Maxtopia being a random example. Interest payments on the notes are made every six months until maturity. The arrangement of income tax for interest payments is identical to HM Bond; the only difference being the medium-term nature of the note in comparison to the bond.

Amount to be invested [US$]: $500 million
Summary of how and where we should invest in your nation: refer to our TG

Te Whanganui a Tara, the capital city of the nineteen countries

“Based on our understanding, the Bank of Yohannes will invest in manufacturing a new carbon fibre product dedicated primarily for the the airline industry of Atok, but which can also be applied for the burgeoning renewable energy and infrastructure market of the Emirate.”

“The new centre, as our negotiators have made clear during our previous meeting, will be located in the capital city of the Emirate, adjacent to the revolutionary National Laboratory of Aerospace and Composite, or the NLAC complex.”

“We will invest a total of 370 billion in NationStates Dollars, or Universal Standard Dollars, for a period of six years, to be followed by a secondary contribution from the Emirate Citizen Savings Scheme of our bank for the next ten years, totalling at maximum 1.2 trillion NationStates or Universal Standard Dollars.”

“Under the terms of our agreement, site engineers and surveyors will be those of Yohannesian origin, but upon the conclusion of the complex construction, the entire employers and workers as well as managers and engineers and technicians required will be entirely of Emirate origin. The Bank of Yohannes shall be the primary financial institution of the NLAC organisation, in so far as it relates to the realms of finance and banking relating with the organisation.”

“Motion dismissed.”

Robert was hungry. The summer day was long and tension could be seen by everyone, even Albert the speaker, bereft of a good dose of emotional intelligence, rising through the ranks by stealth: hundreds of severance package cut here, a thousand pink notice slips there, the smiling assassin as they would say. He walked to the nearest table. “I hear you are about to receive the pink slip, eh?” It was Charlotte speaking. A blondie-mixed-red head with voluptous body, and a good dose of personality to break the gender barrier. The single mother of a young daughter - a Deputy Leader of Multiregional Operation Division. Oh great, he thought, just another feminist bludger.

“Kia Ora Charlotte. Yes, indeed I am...” as of course they would say, the men got thrown out first, ladies second, if ever. And we all wonder why would that be. “Ask the big bosses, I am sure they would have a good reason why”, sure, they would. Of course, someone like her would never understand the privilege she held over those like him. Ironically, she was a Greenie and a Lefty. Rainbow warrior; sinking of the nine Bluepeace ships. Of course, all of these privileged people were always the hypocrites, or as he would say.

“Talk is cheap, action is real.”

“I agree with you, Rob”, the irony was not lost on her.

“Those bigwigs at their International Trade Centre towers in Te Whanganui a Tara and Ardenfontein should really suck it up, and see the condition on the ground floor. I can't believe that they are still driving their 2014 Pearson P-2400 all round for us to see. It is depressing.”

It is.

“Anyway, have you heard of the civil war happening in Nchiyamengi, as reported by the McNernian correspondence to our channel there? Apparently, the situation is pretty serious there at the moment. It's a shame we are militarily incapable of doing anything anymore; the international military order has really changed; the next generation of nations have assumed their rightful spot in the international community of nations.”

“But then... you got the next, next, next generation of nations, and their poor people. I daresay, look, in comparison to those poor Nchiya... how do you pronounce their demonym?”

“Anyway... what I am saying is, you are lucky, well not lucky as you are about to lose your job...”

“Gee, thanks smart lady”, surely she would just make the point clear by now? He was getting quite fed up with all the show of sympathy. After all, it would make no difference whatsoever; next week, the pink slip would be there, on his desk of ten years' worth of loyalty, and the cardboard box would accompany him out.

“In comparison to them, we in Yohannes here are prospering and lucky. Look at the bright side... is what I am trying to say, Rob.”

“Yes. Thanks.”

The sashimi and sandwich box was good. Nihonese salmon with Lamonian colonial tuna and some green sauce from God-knows-what eastern nation out there. He was about to lose his job by the force of bad luck, and he needed the radiating sunlight to warm his mind. “I have to go Charlotte, sorry, tell the others I will attend the meeting tomorrow... but not the one in half past eight tonight.” Robert quickly made his way to the nearest exit, opened the door, and went out without looking back. Behind him, he could hear Charlotte's call: “Don't forget our lunch out tomorrow. Rob, please don't be down so much will you?!”

She was right, of course, in comparison to the unlucky, thoroughly condemned people of Nchiya... how do you pronounce their demonym, the people of that nation, he was lucky. In fact, he and those of his income bracket occupied the top ten per cent of the Yohannesian upper middle class. In comparison to war, famine, invasion by SACTO proxies, or some I don't know what communist great power alliances out there, him losing his job? It was easy. No biggie; splay away, go-ees away! as the cheeky Nihonese and other eastern people would say. The sunlight was strong, and he could feel the warmth radiating through his face, he looked up, straight at the sun. It was good, the feeling of a very slow tanning. A half-Yohannesi [OOC Reference 1] from his father and half Yohannesian [OOC Reference 2] from his mother, he liked the sun. Now he could finally concentrate on the important things - he was about to be fired and he must start looking for new jobs - and abandoned the not so important things - his plan to attend the Parliamentary Square drinking session tonight and Charlotte's romantic interest being just two of the most recent examples.

The middle executive of the Bank of Yohannes Parliamentary Square Office shifted his glance from the sun, to the left. The Parenga-Motu; the National Bank building; a product of Legion Corporation's ambitious contract just three years ago, dubbed as the 'Economic Palace'. Today, somewhere up there, three bigwigs would discuss the know-how and can-do of 370 billions' worth of buildings, construction works, investment deals, factories, high technology things, the usual complicated words. And in seven days' time, he would be on the chopping block. It was then, standing then and there, that Robert wondered.

What have I got out of these high powered deals and economic 'success' for Yohannes?

Perbadanan Pelaburan Nasional and the Bank of Yohannes

In the third floor of the Bank of Yohannes, located across the political centre of the nation, the Beehive, Kayla was looking intently from her window at the commotion outside. The sirens of the ambulance was loud, and the men in black were guarding the accident site, frowning at anyone daring to peer through the makeshift barrier. Someone was hit by a bus, one of many pedestrians attempting to risk the traffic of Te Whanganui-a-Tara daily. The room was hot. She opened the window, and sat on her desk. She looked around. The two Tory apparatchiks Kayla had called were awaiting her reply, their face sweating as if standing amidst midsummer open field, one tapping on her desk; tap, tap, silent, and then tap, tap, whilst the other looking left and right, pretending to hide his discomfort, looking left and right yet again. Kayla's personal assistant, Darryl, was heard talking outside, counting along as he analysed NationStates Dollars after NationStates Dollars, to be converted to Her Majesty's Quertz russling, entering the system. He entered the room.

Darryl was twenty-eight years old, and tall like her maternal grandfather. She remembered, and he was a walking bone, whilst Darryl was stocky, looking like a bear, about to strike at the two standing nervously about. What a thought. When the two were finished fidgeting about, playing their part, she handed two copies of the report. Her Majesty's Fifty-Third Parliamentary Select Committee for the Bank of Yohannes and Overseas Operations. It was not a welcoming sight. The two hesitantly reached for their copies. She was not impressed. Perbadanan Pelaburan Nasional, translated in English as the National Investment Corporation, a sovereign wealth fund of the nation of Bulanesia, had gone the miles to impress the Yohannesian ambassador to that nation: an ex Imperial party politician, a political appointee of the previous Chancellor, Brandella Herkel. She glanced across the room at Darryl, awaiting the reaction of the two sitting nervously about their seats. He wondered, looking back, if they felt guilty for the slight made by their ex List Member of Parliament, The Honourable Ronald Chump, at Muhammad Mumtaz, the proud Foreign Minister of Bulanesia.

However, no one was looking embarrassed by the minutes. Instead, as they poured across words, lines of sentences after the other, they became distant, their previous anxiety gone, looking more assured by the minutes. Kayla studied their faces, both showing genuine disengagement. The offence of protocol committed by Chump - a detestable man by her standard - was certainly done by others like him too, in the not so distant past of the nineteen countries. A lack of sensitivity towards local customs, or the local religion, or perhaps rituals viewed as - wrongly, by them - outdated or non modern. It does not matter. In their function as representative of Her Majesty's Government, they could not allow their biases to colour their actions, judgement, or attitudes towards the local populace, especially high ranking officials such as a government minister.

“Noted. We will direct this to Madam Herkel's office immediately.” Finally, thank you.

“Thank you for your understanding.” They left without saying a word, not waiting for any further words or urging from her. She wondered if they felt guilty. It was them, or those like them, who promoted the names of Ronald Chump as ambassadorial appointee to the then Chancellor. She was afraid that any day now Chump would withdraw his substantial savings from the Bank of Yohannes, and reneged on his deal with her office four years ago. She smiled at Darryl, and thought more clearly for a moment. She was always uncomfortable with trillionaires and moguls running the show as Her Majesty's representatives abroad. They are greedy, obsequious creatures only when it suited them the most, and are the quickest to abandon the political ship amidst periods of uncertainty. She wondered if she felt such a disapproval because her father was one himself. After all, Darryl once said one night during a heavy office drinking session, it was how she got the job at such a young age.

The police and officials outside opened the cordoned areas of the crash. It felt like hours already. Perbadanan Pelaburan Nasional was one of her many clients abroad, and with an initial deposit of one billion NationStates Dollars, a good source of commission income lately too. “Let's go outside, I am feeling a bit trapped here.” The Rutherford hall, on the third floor of the Economic Palace, connecting the offices of senior executives and managers like her, was full of energy and bustle activities. She looked left, a middle-aged woman closed the deal, looking triumphant, and she looked right, Darryl was heading for the stairs. This was her world, a world of unbounded optimism, of never ending exploration in the creation of more , and yet more wealth. Kayla studied the late nineteenth century painting of General Adelbert Steiner, a famous army head turned banker of the industrial era. What would he think of the greed displayed by the sons and daughters of Yohannes today? He was greedy too, of course, but surely he could not be this greedy, she looked at the source of laughter to her right; yet another bigwig closing a good deal today.

However, no one had time for the working poor of the distant realms abroad. The hungry children fleeing massacres and poverty, the flames of wars such as the Kamanskian Civil War happening currently. The policy of self imposed isolation and complete neutrality of the nineteen countries had, apparently, made these men, and women, immune to the ravages of hunger, and the sufferings of the millions around the world outside Her Majesty's realms. And just like her father, they used this neutrality and isolation policy as a pretext to, as they would say, strike it rich. They are, after all, the citizens of a peaceful and isolationist great power of the international community. Just as their nations had no political or military ambitions overseas, they too had no scruples: the capital directed to logging operations of countless rainforest areas abroad, or the highly polluting factories built by the billions of Quertz russling they assigned overseas. It was none of their problem. Just as the Commonweath Navy had withdrawn from the thousand seas, so too had these men, and women, withdrawn from their sense of internationalist morality.

“What are you thinking about?”, Daryll asked her.

“... nothing, let's go outside and grab some Lyran Nightshade tea.”

“No wonder you're so stressed out these days... man, Lyran Nightshade tea? By Adolphus, let's drink Lamonian spiced chai tea instead.”

As they passed the South End entrance of the Bank of Yohannes headquarters, Kayla could not but wondered at the possibility of negative effects to come from her decision today. The Bulanesian sovereign wealth fund, with its foreign reserves of NationStates Dollars, Bulanesian Ringgit, and of course the Quertz russling, would surely direct most of its capital towards projects having the highest of potentials from its point of view. And that would mean big projects located across Bulanesia's neighbouring realms, and of course, those located in previously war ravaged nations, recovering as they would be by now. The lush green, tropical jungle awaiting extraction, the quarries and coalmines of the countless mountains, awaiting top-down explosions. The poorly serviced and maintained lakes and rivers of countless developing nations, awaiting the distasteful chemicals accompanying the existence of job rich, labour intensive mass assembly plants or manufacturing centres and factories.
