The ability to permanently remove or attempt to remove your enemies on your own - via the method of physically eradicating them - without any interference from the State whatsoever is an inherent privilege of Decepticon citizenship - in other words, what you would call an inalienable right!

1g. Immorality: ...Depends how you define "morality." WE don't care at all about human sex stuff, if that's what you're getting at. But if you break Decepticon morality, for example by intentionally miscoding your offspring, at least 99% will want you dead.
2. What percentage of citizens oppose capital punishment for all crimes? 0%. It would also be cultural treason to oppose it. Such opposition is considered weakness and cultural corrosion, and we will not allow it to contaminate our great nation.
3. Is capital punishment considered effective for reducing crime? Yes. Nations where this is not the case are doing it wrong. It's not enough to just SAY someone was executed. It needs to be broadcast so that it's not such a remote event.

Of course, this would be just one branch of a multi-pronged anti-crime initiative, the details of which must be properly tailored to counter whichever crime is supposed to be deterred. Leader Megatron, for example, is careful not to cause general anger within the populace unless the alternative is undeniably worse. This naturally limits the number of traitors from the supply side, so execution is only needed for the obstinate hold-outs.
