Breaking News: Democratic Union Talks set to start


With rumours of a new Democratic Alliance and Trade Bloc having circulated for months, the government has finally set those rumours to rest, announcing yesterday that the International Commonwealth Agency has indeed organized a summit, issuing a press release stating that:

“We believe that it is in our interests to form a trade bloc among similar countries, backed by a shared confederal government with common monetary, fiscal, trade, foreign, external, and military policy.”

The idea of Aestoria forsaking the WA Trade Treaty standard, whereby nations are allowed to maintain subsidies and tariffs against differing labour standards, is expected to introduce a new wave of competition into the economy, lowering consumer prices and increasing productivity. Professor Smithson, of King’s College, an outspoken member of the Wielding Hyperpower Think Tank, told reporters:

“Originally the Aestorian government investigated the possibility of joining Knootoss, but was put off by the enormous difference in lifestyles, whereby a divide had grown between an underegulated rich elite and an underclass without social welfare and with overly lax regulations. It will be interesting to see whether similar conservative countries like Nerod will be able to come to an arrangement with the relatively liberal Aestorian standard, and whether we will all be able to compromise.”

Indeed, a leaked report has suggested that the government is not confident of success, forseeing a two-thirds chance that at least one party will walk out from the negotiations, a one third chance that there will be no agreement, and also, interestingly, a one third chance that Aestoria itself will withdraw out from the negotiations. The Foreign and International Commonwealth Secretary, Prince Kazpia, gave an interview to the ABC, and, when asked to comment, stated:

“As private and public bodies have repeatedly pointed out, with both strategic and economic models, there is no point in us entering a single market unless there is broad harmonization of both labour standards and trade & tariff policy; and by extension broad harmonization of fiscal policy and external policy, both in terms of foreign policy and defence policy. This necessitates some level of confederal government, and if we cannot strike the right balance between co-operation and national sovereignty for a single-market to work, we will not enter a single market, and will simply fall back on the current trade standard; and that will be for parliament to judge.”

Asked about the constitutional crisis in the Nordic Confederacy and rumours of a split between the two Decis Confederacy single markets, he confirmed that the issue was seriously undermining unity.

“All of the members of the Subterran pact, including Bvordexa; and also Musykreumania, Sybefloridha, Libartia, and Artgallerance, have all decided that they would not be joining any agreement we reach here, although they hope to continue mutual harmonization, and the current trade arrangement will of course continue. But all the other members confederacy are on board, and Her Excellency Mabel Jarvis [Prime Minister of New Austrailanor] will be here to lead their team.”

Asked to confirm which other countries were going to attend, he replied “Naybra, Novo Wagondia, Mizrad, Kustgebeid, Erquin, Adriatican, and perhaps also Nerod, Maverica, and Treneria will join initially. Subsequently we will be accepting applicants, who will go through a far more rigorous review than is normally the case for these alliances. We must be well suited or it will not work.

Certainly it’s going to be very interesting challenge.”

“When even the Ausitorians start to worry about national sovereignty, you know that something very interesting is going on,” remarked His Grace Arnold Damascene, Cabinet Secretary, to Hs Grace Alexias Stella, the former Prime Minister of the IFC, as they walked across the bit of park that separated the motorcade from the International Commonwealth Agency HQ, the purpose-built international capital without any international organization to be capital of. The sun was shining and the great glass greenhouse was shining back, and they were wearing toga-tunics and sock-sandals, the latest Auxitorian fashion.

“Well, that’s what happens when we step back from our control-freak habit, and let other nations take our reigns of power,” replied the Deputy Prime Minister, Viscountess Victoria, who was immediately behind them.

“Out from the ashes we rise like a Pheonix. Hey, perhaps we should recommend that as a name if they don’t like the “Democratic Union”,” replied Alexias.

“Too relevant to the IFC,” replied the Whittan Secretary, His Grace Richard Whittingrey, who was walking beside Victoria.

“I know,” replied Alexias. “Still, could use it for a logo.”

“Variety, variety,” replied the Foreign Secretary, who was on the other side of the Deputy Prime Minister, and they entered the glass doors, parading straight into the conference room to one end of the enormous circular table. (It was so enormous that it had a hole in the middle of it, with twenty (staggered) seats for each delegation, five microphones, and desks behind the table for scores of civil servants). “After all, that’s why we let foreigners elect one of the chambers of our parliament. Our destiny lies beyond individual nation-states,” he said.

“Ooh, a bit hot in here, especially for foreigners, isn’t it?” said the Deputy Prime Minister, picking up a fan and wafting air at her legs immodestly, although she was wearing undergarments to cover foreign sensibilities.

“The sensors are adjusting the temperature according to when we expect the delegations to arrive,” replied Prince Kazpia. “It is not a cunning plan to erode moral standards, however absurd they are,” he said, while several of the civil servants on the table behind him rolled their eyes, and wondered whether that actually was the plan. “Although come to think of it it’s a great idea,” said the Prince. “Perhaps we could slowly increase the temperature as we go?”

“What, and run the risk of either sending them to sleep or distracting them by exhibiting ourselves across the table?” replied Lord David Kazpan, the Minister for the Interior, perhaps a little peeved because he was on the opposite side of Victoria. “I’m all for encouraging the adoption of the better bits of Ausitorian culture by other cultures, but there’s a time and place, and if these negotiations are to work, and not take several months, I’m afraid we are going to have to have everybody actually paying attention for at least some of the time,” he said.

“Quite right too,” said Sir Henry Taylor, the Prime Minister, once again wondering whether he should have appointed David as Deputy Prime Minister instead. Certainly he made less of an exhibition of himself.

“There hasn’t been any backtracking on the part of our Decis friends?” asked the Chancellor, George Tilt.

“Fortunately not,” replied Alice, the Minister of Intelligence and Statistics, “although of course we’ll have to be wary of any Austrailanor – Neland – Nordic threesome.”

“Or infighting,” clarified Agnes, her Permanent Secretary.

“Have the Nordics sorted out their constitutional crisis yet?” asked Lord Francis, the President of the Board of Trade, waving a pen mindlessly.

“They’ve been planning for it for ages – probably ever since Synceklubovia decided Decis should have two free trade zones,” replied Clarissa Forpolov, the Permanent Secretary for the Foreign Office.

“The markets are completely calm,” replied Barbara King, governor of the Central Bank. “It’ll be an amicable divorce, and it’ll only happen if we come to an agreement here anyway.”

“Although Artgallerance and Syberfloridha are mad at us,” said Arthur Wright, Permanent Secretary for War.

“Pity about losing Syberfloridha to their camp,” said Argus Fitzpelvitch, his Minister, stirring from his tupour.

“Bloomin’ demographics,” sighed Harry (Harriet) Styles, Permanent Secretary to the Interior.

“Remember not to swamp these foreigners with talk of the Decis Confederacy - most of them have a hard time merely understanding the internal affairs of the Aestorian Commonwealth,” warned the Foreign Secretary. “And remember they will undoubtedly have as many internal difficulties as the Decis Confederacy. Forming a united government, even a weak one, is a radical idea in every sense of the word. If we’re starting to worry about national sovereignty, think what must be going through their minds… we start with the trade bloc, then we move on to the cover the internal and external requirements. We must not let our imaginations run away with us,” he finished, with quiet emphasis.

“The aim is a single market and anything required,” emphasized the Prime Minister, after an impressive silence.

“Start by imagining that,” smiled the Deputy Prime Minister.

And after a short silence, a hubbub of murmurs broke out as they prepared for the start of the negotiations...

[OOC: …and that just about introduces the Ausitorian negotiating team, stance, and location! I expect that these will be the most difficult negotiations we will ever carry out, since they cover everything from a trade bloc to a proto-nation. Whether we will agree remains to be seen. But what can we do, except try to imagine a better future?]

The Adriari delegation arrives in front of the meeting house in five black Rolls Royce Phantoms.
The delegation consists of Adriatican Chancellor; Olivia Temple, Secretary of State; Meredith Bridges, Secretary of the Treasury; Francis Morgan, Chairman of the Adriari Royal Mercantile Bank; Gregory Houser, 10 Black Service bodyguards, 20 staff, and 1 intern.


The delegation stepped out of their cars, all looking at the massive glass structure before them.

"Such a gaudy people aren't they"? said 62 year old Secretary of State; Meredith Bridges, herself wearing a jet black tweed suit and a large sun hat.

"Well Meredith, at least the building doesn't look as if it's about to attend a funeral." Chancellor Temple responded; opting to wear a navy blue tweed suit with ash gray lining and silver pearls.

"One must not be so hostile to our host, this nation and ours have a long history that stretches far into the past" Temple continued.

"I know it too well" said Bridges.

Temple addresses the entire delegation as they begin to walk inside.

"Francis, Meredith, Gregory; I want to assure we're all on the same negotiatng page..."

They all nodded as they turned the corner into the hall.

Two black sedans pull up on the curb infront of the Glass Palace, their parking seen by the watchful eyes of Ausitorian escorts as the drivers jump out of their vehicles to open the doors for the Erquinian delegation.

From each sedan, came out two pale men in black suits. Coming after each two men came out one security guard, dressed in black suits as well. In all, six men had stepped from their vehicles and walked to the entrance of the great Ausitorian landmark.

The drivers of the sedans departed to park in a designated area, to wait until further notice. As they drove off, finally, the silence between the delegates would be broken.

"So, Zenon, how do you think the negotiations will go?" one of the taller men asked his slightly shorter colleague, who was taking in the Glass Palace.

"Good, the Ausitorians are a reasonable people and Im sure we'll benefit from our business with them, Idzi." Zenon Grudzien, the Erquinian-Ausitorian Ambassador, responded with his gruff voice to Secretary of Foreign Affairs Idzi Ogrodowski. The latter nodded, holding a briefcase full of whatever one might bring to a meeting such as this.

The Delegation knew, as they entered the Palace lobby, that securing a spot within the Democratic Union meant a cemented Erquinian-Ausitorian relationship. Although relations were already rather warm, this could land Erquin a great deal of beneficial trade from the country unlike ever seen before between the two countries. Not only that, Erquin would hold more weight in international politics with Ausitoria to back them up.

"Definitely. Lubomir?"

"I agree with Zenon, nothing bad should come of this." Lubomir Bulat was the Secretary of the Erquinian Treasury, an important asset when it came to securing trade deals with the Ausitorians. As they talked, they turned down a hallway in the lobby, towards the conference room where they were to meet the other delegates from the other countries.

"My only fear is that if we are not careful, we put ourselves in a position to be owned by the Ausitorians." the fourth man in the group piped up, all of them looking at him. He was old, his hair salt and pepper. But with that age, held experience.

"As a protectorate? No, that won't happen, not on our watch, Adrian." Idzi asked his comrade, who rolled his eyes. Adrian Kosnik was the Vice President of Erquin. The man was old, but he held experience being a former governor of one of Erquin's largest provinces, Lódzkie, in the south. He frequently was used as a delegate to other nations before, and now as Vice President, he was to be used as a primary candidate for delegations, which was one of the duties of a Vice President in Erquin.

"Well, considering how you guys are talking, I feel like you want to marry the Ausitorians." Zenon snickered while Lubomir only shook his head. Idzi only turned his head around with a sigh, Adrian being left to feel good inside.

"That's absurd, Adrian." Idzi grumbled, the old man chuckling as they went down the hallway, down to the room. What lay beyond the door was oppurtunity, and damn right was Erquin going to take that oppurtunity and make themselves greater then they already were. They were a proud people, but humble enough to know that they had to improve, and to improve, they needed Ausitoria.

"Chancellor!" "Secretaries!" "Chairman!" exclaimed Sir Henry Taylor, Victoria, and Prince Kazpia all at once, recognizing them from their dossiers and rising simultaneously; immediately followed by everyone else at the table, in a din of indistinct chair-scraping.

"Welcome, your excellencies," said the Prince Kazpia, formally, as he was closest to the door, offering a hand to shake if any of them cared to; followed immediately by half the cabinet. "Any of you also fancy an ice cream or something while we wait for the others to arrive?" he asked, much less formally, just as the Erquinians entered.

"Ah, and the Erquinians; Vice President, Secretaries, your excellency, " he said, taking charge once again. "Welcome also. Care for any refreshments?" he asked, as a dozen stewards descended around the tables with everything from canapes to desserts, ready to ply anyone with anything they wanted; which in Prince Kazpia's case was a mint & chocolate ice cream sundae.

The Erquinians nod to the Prince, with Lubomir looking towards the refreshments table with wide eyes as they walk in.

The Secretary of Treasury makes his move to the refreshments table after spying some deviled eggs. Although they were not like the ones back in Erquin, these were probably just as good.

His colleagues look after him, Idzi chuckling and talking to the others in Erquinian. They all laugh, with Adrian doing more of a snort, the old bastard. Walking in the front, he was the one who extended his hand out for a handshake, if the Prince cared to do so.

"Hello, my dear friend, Your Majesty!" Adrian said in broken English, a grin plastered on his face as his voice seems to be now filled with energy. The others gather around Adrian, while Lubomir comes over from the refreshment table to do the same, having eaten two deviled eggs with ease.

"My name is, as I assume you know, Adrian Kosnik. I am delighted to be here with you and your colleagues, aswell as my comrades, yes?" he asks the Prince, while the others voice their agreement with Adrian in their native tongue.

The Prince shook the hand offered while holding his sundae in the other. "Oh, don't worry about all that, call me Richard, the Prince bit is only to annoy foreign republics who hate monarchies. It's a great pleasure to meet you. Those are nice egg things, just come into fashion from Gemnasia," he said, wondering if a deviled egg flavour ice cream would work. "How's the military base coming along? Nuclear power plant all going to schedule?" he asked, changing the subject of conversation yet again.

(OOC): This post is about the Great New Nerodian Empire, the version of the Nerodian Empire that exists on Panessos. This is not the same nation that RPs in Hemithea.

The fancy room had a big mahogany rectangular table in the middle. Many smaller desks were near the walls with servants and officials ready to serve and take notes. The Imperial Minister of Foreign Affairs (IMoFA) was in the head of the table, alone, with a tablet in his hands. He looked busy and gave the impression of deep thought.

Behind IMoFA sir Ulfrik Zulik the Archduke stormed into the room, followed by a couple of bodyguards. A soldier next to the door snapped to attention. "¡All hail the Archduke of the Nerodian Empire!" Sir Ulfrik jumped from his seat and bowed. The servants and officials in the room also bowed.
"Good morning, Minister Zulik." saluted Archduke Marmaduke Nerod. "You may rise now." everyone rised.
"Good morning, Archduke Nerod." responded the IMoFA. After exchanging some questions and comments of good manners sir Ulfrik asked. "What are your thoughts on the Democratic Union talks, sir?"
"The Emperor has already sent the Imperial Ambassador on Ausitoria and the Democratic Secretary of Foreign Affairs, they will arive soon." was the Archduke's answer. "However we are still debating on how to proceed. I know you want to go, Ulfrik, but the Emperor doesn't want to look so interested, yet. So we will send a special appointee with special powers to review the negotiations in the name of his Imperial Excellency and his Cabinet. She will report everything back, and once we are confident and comfortable we will send you as Minister Plenipotentiary with a small delegation. If with her reports we see that we are not comfortable in this new alliance we will step back. Do not worry, sir Ulfrik, everything will be discussed among the Imperial Cabinet and among the Imperial Counselors."
"Seems like a good strategy to me, sir. I just thought we would discuss this matter before making any decisions." sir Ulfrik regretted.
"I know, Minister Zulik. This was all the Emperor's Will, and you know I cannot argue with him." the Archduke looked at his bodyguards and motioned at them. "Communicate with the Ausitorians and prepare everything for Princess Margaret's arrival. And start preparing yourself just in case. Have a good day, people." everyone rised as the Archduke left the room.

Subject: Imperial Visit to Aestoria
My fellow Aestorian friends,
As requested by the organization of the summit in Alexandria I am now informing you of the requirements for the visit of Princess Margaret Luna de Nerod, Special Appointee of his Imperial Majesty for this summit. Until her arrival to Alexandria, Ambassador Alex Janus and Secretary Franklin Wish will represent the Nerodian Empire. They will both stay in the Nerodian Embassy and will be attending to the summit with their staff and bodyguards.
The Princess will require appropriate accomodations and services for someone of her title, specially considering that she will be representing the Nerodian Empire and will momentarily act as an extension of the Emperor himself. She will travel with little staff as we expect you to take care of serving her well. Five PDC Agents and a small Imperial Guard detachment will remain with her at all times.
For the arrival of the Princess to the city and to the summit a special Royal Motorcade will be necessary with proper ceremony.
If any questions arise do not doubt to contact my staff.
I should also recommend you to prepare for more important Imperial visitors if the talks were to progress and head in a direction favoured by Nerodian authorities.

The two Nerodian Diplomats walked around the gardens for some moments before entering the palace. A handful of PDC Agents following some steps behind.
They finished a call through a secure satelite and then prepared to go in. They motioned the agents and continued. In the conference room a group of Aestorian Officials greeted the incoming delegations and a refreshments table was ready to refresh the incoming guests. The Ambassador went to greet the Aestorians while the Secretary went to the refreshments table. Some minutes later they exchanged places. Both of them were friendly and colloquial, but for the moment avoided talking about the future negotiations around the "Democratic Union".

"Yes, yes! The nuclear plant in Dąbie Naval Base. Yes, they say it'll have atleast two reactors and should be coming within operation later this year. Only thing is the place is unbearably cold, and equipment has been freezing." Adrian says, looking to the side uneasily. He looks back at Richard with a smile, he was delighted to be here, along with his colleagues ofcourse.

The others spoke amongst eachother, it seemed that it was the Vice President's job to converse with the important people while the others do their own thing and introduce themselves to the other delegations. Maybe it is a diplomatic strategy to try to rake in as much support at the start by making the best impressions with other delegations?

From palace to palace

The Royal Apartments were a splendid sight to look at, if you delighted in an eclectic jumble of architecture from the decorated Ausitorian styles down the centuries. A sprawling palace spread around several steets and courts, with bits of the Golden University College scattered around and admixed into the mess, the interior was gilded and luxurious, expensively and tastefully renovated. The apartments were only overshadowed by the skyscrapers stretching away, like a wall, from the south to the south-east, tracing the course of the old firing ranges away from the walls - space was simply at a premium.

But on the opposite side, through the old battlements, now incorporated into a thousand buildings, lay the sea, or at any rate what had used to be the sea of water - now reclaimed as a sea of grass and trees that stretched twelve kilometers across, with a long lake down the centre, the old city to the right, and the newer coast on the left, with the Glass Palace jutting out from what had used to be the waterfront. It was a park, it was Alexandria’s newest, it stretched for miles and miles, swaying gently into the wind, it had a floating ice-cream parlour in the centre, it had a library under the lake, it had been called Central Park but everyone called it the Emerald of Alexandria, it was simply gorgeous. And that was why, on the opposite end, you could see the cranes beginning the Hanging Gardens - that enormous skyscraper arcology which might one day house a hundred million souls, if it was ever completed. Alexandria was dreaming big.

Down from the Royal Apartments to the Glass palace ran a tree-lined carriageway, parallel to what had once been the coastline. What a perfect place for a royal cavalry parade! What a beautiful spot! One gilded coach ride later, and her Royal Highness would be delivered from palace to palace, in the very best of casual light-hearted pomp and circumstance that Alexandria could provide.

The Naybran and Mizradian delegations arrived.

“Thanks for MONCEIng around,” said Fred Harrison, delegated ICA Naybran Commissionaire, to his Ausitorian counterpart, Alexias Stella.

“Pleasure, glad we could help with the ICA funding and science,” replied Alexias, with a slightly wry smile. While the ICA’s involvement was all above board, that the ICA fitted very neatly, and would run the programme superbly, nobody could deny that there was an extremely large sum of money flowing into the ICA as a result.

“Well, we needed Ausitorian international development expertise, and the Aurora Project is the best at geoforming-”

“Shh, not everyone has been vetted,” replied Alexias, casting a wary eye over the room.

“I thought that was something you did to MONCEIs,” joked Fred.

“Yes, but let’s not make a huge MONCEI’s song and dance about it,” said Alexias, sardonically and quietly.

People so easily got into a zero-sum mood about these things; failing to recognize that to improve an environment you need money and to get money you need to worsen the environment. The trick, naturally, is improving the environment with less money with less damage to the environment so that everything benefits, by developing sustainable techniques, but try explaining that to an eco-fanatic who will not see the wood from the trees. Profit was a dirty word to them, and mutual profit incomprehensible… why did so few foreigners follow the path of moderation, the path of enlightenment, the middle path…

The Prime Minister was getting to his feet, striking the middle path between falling over to the left and falling over to the right. (That was how to do it). Great things were in the making...

The Foreign Secretary tapped an ice cream glass, the sound ringing across the room, and then stealthily started to make his way towards his seat.

“My Lords, Ladies and Gentlemen,” said the Prime Minister, in superb style. His heart was fit to bursting with pride; he had fought with the Foreign Secretary for the right to give Ausitoria's opening speech.

“Now that we are here or somewhere, I have three brief things to say.

First, what a pleasure it is to be in your company. It is a delight to see so many friends present - people who are willing to work together, people who we can respect across the bargaining table, people who we like. We have hard compromises ahead of us, and this may turn out to be a colossal waste of time, but I cannot think of any more pleasant way of spending it than in your company.

Second, we meet at a time when our aim - a single market - is under pressure, not so much because free trade is necessarily considered a bad thing, but rather because of the rise of nationalism and the march of demands for sovereignty. For a single market to work, our willingness to work together will be tested, likely to the limits, but we come together because we think it better to work together.

Third, because I have said it in both of the first two points, we are here to work together, and we will need input from everybody. Just because I am pontificating before you does not mean that I am in charge here - you are free to do whatever you wish, leap into an argument, make suggestions, and imagine away. What will come of this we do not know - nobody knows. This may be a moment when we are great together, or this may be a moment when we eat together.”

The Ausitorians tittered as the Prime Minister’s eyes twinkled.

“Or it may be something very messy in between, perhaps a trifle of some sort.”

He continued quickly.

“The proof is in the pudding. Time to start?” he asked.

And then he sat down immediately, to rings of laughter, and then the Foreign Secretary and Deputy Prime Minister stole the show by releasing party poppers.

A free and jolly occasion indeed.
