Few national leaders have spent any amount of time outside of government, and it's highly likely that they have been allotted vehicles and chauffeurs for some time before they arose to national leadership. Our capital city, Nanking, is also quite congested most of the time and has extensive public transit, so the family members of national leaders are likely to avail of them instead of using motor vehicles.
