To His Imperial Majesty Temujin, Emperor of the Greater Ch'ing Dynasty:
By the advice and consent of the President of the Executive Yuan and the Secretary of State for Foreign Affairs, both undersigned, and the authority in me vested by the Constitution, I accept and by these presents do accept the embassy from the Greater Qing Dynasty of MInroz to the Republic of China and, willing that the said Greater Qing Dynasty of MInroz enjoy eternal fraternity with the Republic of China amongst the fellowship of nations, desire that this be only the very first step in a fruitful and mutual relationship between Your Imperial Majesty and the Republic of China. The Executive Yuan will direct and see to that your embassy be received with all state and dignity that befits Your Imperial Majesty's representative.
I also have the honour of informing Your Imperial Majesty, by the advice and consent of the same undersigned, that the special prayer shrine as requested by Your Imperial Majesty's government has been honoured by my government.
